A. New School Facilities 1. The procedure for the naming of a school facility or building will be initiated by the School Board following approval of funds for the construction of a new school facility. 2. A committee will be appointed by the School Board to suggest possible names for the new school facility. The committee will be facilitated by staff and include school staff, parents, citizens of the community served by the facility, and students, as deemed appropriate. 3. The Superintendent, in consultation with identified school principals, will nominate naming committee members for consideration and approval by the School Board. Each School Board member may nominate an additional member to the committee. The Chairman of the School Board may designate the chairman of the naming committee. 4. The School Board encourages name suggestions from the public. Name suggestions submitted for the committee and/or School Board consideration must be in writing, state the name of the person or group making the suggestion, and provide reasons supporting documentation. 5. The committee may consider, but not be limited to, geographic or historical names. School facilities may be named to honor deceased individuals who significantly contributed to improving life in Loudoun County, Loudoun County Public Schools, the Commonwealth of Virginia, or the United States of America. Absent extraordinary circumstances, the School Board will not consider naming a school facility for any individual unless the individual has been deceased for at least five (5) years. 6. The school naming committee shall submit its preferred name recommendation, along with at least two alternatives, to the School Board for consideration. 7. The committee’s name recommendations will be presented to the School Board as an Information Item. The School Board will then take action on the committee’s recommendation at the second meeting following the introduction of the Information Item. In its selection, the School Board will not be bound by the naming committee’s recommendations. POLICY: 6510 Page 2 NAMING SCHOOL FACILITIES B. Areas of School Facilities, Grounds, and Programs 1. A significant contribution to Loudoun County Public Schools or individual school may be recognized by naming or dedicating an appropriate area of a school facility, grounds, or program. School facilities such as gymnasiums, stadiums, libraries, tracks, fields, laboratories and/or programs may be named by the Loudoun County School Board for a term certain in recognition of a significant local and/or state contribution. 2. Such name suggestions must be submitted in writing to the Superintendent and in consultation with a representing School Board member(s). Written suggestions must state the name of the person or group making the suggestion and provide reasons supporting the name or dedication suggestion. A resolution will be presented for adoption by the School Board and include the name of the contributing honoree, the identified school facility, grounds or program as well as the duration and conditions of the dedication or naming. 3. The decision regarding the dedication or naming of an area of a school facility, grounds, or program will be made by the School Board. Wilkin Kacey Young Staff Heidi Siebentritt John Merrithew In September 2017, the Loudoun County Board of Supervisors directed the County’s Heritage Commission to review the “full historic significance” of the courthouse grounds and its statues and to make recommendations on additional memorials “to fully reflect the history of the grounds and Loudoun County.” The Commission presented its extensive research on the history of the Loudoun County Courthouse grounds to the Board of Supervisors during the June 4, 2019 meeting. The presentation included recommendations for future memorials, monuments, statues, and interpretative historical displays. At that meeting, the Board accepted the Heritage Commission’s recommendation to publish on the Loudoun County website this historical narrative developed by members of the Heritage Commission. This narrative is also available to the public in Loudoun County Public Library branches and school libraries. This report is not intended to be a complete history of the Loudoun County Courthouse, but contains a series of vignettes, representations of specific events and people, selected statistics, reprints of published articles, original articles by Commissioners, copies of historic documents and other materials that help illustrate its role in the almost three-century struggle to find justice for all people in Loudoun County.
