The Loudoun County School Board has sole authority to name public school facilities and to authorize the naming of areas of school facilities, grounds, and/or programs in honor or recognition of a significant educational contribution to either Loudoun County Public Schools or an individual public school.

A. New School Facilities

1. The procedure for the naming of a school facility or building will be initiated by the School Board following approval of funds for the construction of a new school facility.

2. A committee will be appointed by the School Board to suggest possible names for the new school facility. The committee will be facilitated by staff and include school staff, parents, citizens of the community served by the facility, and students, as deemed appropriate.

3. The Superintendent, in consultation with identified school principals, will nominate naming committee members for consideration and approval by the School Board. Each School Board member may nominate an additional member to the committee. The Chairman of the School Board may designate the chairman of the naming committee.

4. The School Board encourages name suggestions from the public. Name suggestions submitted for the committee and/or School Board consideration must be in writing, state the name of the person or group making the suggestion, and provide reasons supporting documentation.

5. The committee may consider, but not be limited to, geographic or historical names. School facilities may be named to honor deceased individuals who significantly contributed to improving life in Loudoun County, Loudoun County Public Schools, the Commonwealth of Virginia, or the United States of America. Absent extraordinary circumstances, the School Board will not consider naming a school facility for any individual unless the individual has been deceased for at least five (5) years.

6. The school naming committee shall submit its preferred name recommendation, along with at least two alternatives, to the School Board for consideration.

7. The committee’s name recommendations will be presented to the School Board as an Information Item. The School Board will then take action on the committee’s recommendation at the second meeting following the introduction of the Information Item. In its selection, the School Board will not be bound by the naming committee’s recommendations.

B. Areas of School Facilities, Grounds, and Programs

1. A significant contribution to Loudoun County Public Schools or individual school may be recognized by naming or dedicating an appropriate area of a school facility, grounds, or program. School facilities such as gymnasiums, stadiums, libraries, tracks, fields, laboratories and/or programs may be named by the Loudoun County School Board for a term certain in recognition of a significant local and/or state contribution.

2. Such name suggestions must be submitted in writing to the Superintendent and in consultation with a representing School Board member(s). Written suggestions must state the name of the person or group making the suggestion and provide reasons supporting the name or dedication suggestion. A resolution will be presented for adoption by the School Board and include the name of the contributing honoree, the identified school facility, grounds or program as well as the duration and conditions of the dedication or naming.

3. The decision regarding the dedication or naming of an area of a school facility, grounds, or program will be made by the School Board.

Collections focus on Loudoun County, regional and Virginia history, genealogy, military history with special emphasis on the American Civil War, and ethnic history. It is designated as an Underground Railroad research site.

Loudoun County School Board Seeks Name Suggestions For New Elementary Schools Times-Mirror Staff Report Sep 16, 2019

The Loudoun County School Board is seeking name suggestions for two Dulles elementary schools that will open in the fall of 2021, according to Loudoun County Public Schools. A Dulles North area school, currently referred to as ES-23, will be located in the Arcola Center development off Evergreen Mills Road. The second elementary school, ES-29, will be in the Dulles South area, co-located on the Lightridge High School site in Aldie.

Board-appointed naming committees for ES-23 are scheduled to meet Oct. 16 and Nov. 6 at the LCPS Administration Building, which is located at 21000 Education Court in Ashburn. ES-29 naming committee meetings will be held Oct. 30 and Nov. 14 at Goshen Post Elementary School, located at 24945 Lobo Drive in Aldie.

The committees will consider geographic and historic names, as well as names of people who contributed significantly to the quality of life in Loudoun, LCPS, the Commonwealth of Virginia or the United States. Barring extraordinary circumstances, the committees will not consider naming a school facility after any individual who is currently living or has been deceased less than five years.

Name suggestions should be mailed to LCPS Division of Planning Services — 21000 Education Court, Ashburn, VA 20148 — or emailed to [email protected] no later than Oct. 11. Those suggesting a school name are asked to provide background information to aid in the selection process.

BobOhneiserEsq Sep 18, 2019 7:45am How about surveying the cloud computing companies or other large companies in Loudoun for suggestions they will support upfront and as the school needs support over the years? Wegmans, Howard Hughes, Microsoft or even Amazon? They all have histories and unlike some of the school names we already have did not participate in slavery to build their farm or wealth. Or I guess we could just ask for hundreds of millions more every year from taxpayers hiring staff that never teach, building turf fields on top of perfectly good well water fed grass fields, scheduling buses with only a few students as riders, charging parents to let children participate in athletics and paying some teachers more than twice what other teachers earn doing the same job or give the Superintendent another $25,000 yearly bonus.

Whenever naming rights involve people, feelings get hurt. Think back to the "Team Mathias" debacle, for example. Maybe the young teen deserved to have a school named after him, or maybe not. But all the ruffled feathers and hurt feelings could have been avoided if the school board had just stuck to considering a few landmarks.

Virginia SGP Sep 17, 2019 6:10am How about we name these schools based on the giants of science. Fairfax has such schools (Edison HS). We could pick any number of heros from Claude Shannon to Nikola Tesla to James Watson to Richard Feynman to Enrico Fermi. Imagine if these names rolled off our kids' tongues like the modern-day politician or sports star. The Black History Committee (BHC), Friends of the Thomas Balch Library (FTBL) nominates Elaine E. Thompson to have one of the Loudoun County Public Schools named in her honor.

Our nomination begins with comments from two BHC members,

“Naming one of the schools would be a wonderful tribute to Elaine's work on this earth. In addition to her family’s long connections and commitment within the fabric of Loudoun County, she was an outstanding teacher and mentor to the youth of Maryland and Virginia.” Susan Webber, Founding Member of the Black History Committee of the Friends of the Thomas Balch Library

“As a friend and collaborator of many years, I heartily second this nomination. She had deep family roots in Loudoun, but also spent her career teaching, English I believe, at the high school level (in Maryland). Her gift to the National Museum of African American History and Culture of her great grandfather’s freedom certificate—in the protective metal box he made for it—was moving and significant, as she died very shortly thereafter. The fact that two members provided separate comments with almost the exact same sentiment is the best testament to the singular impact Elaine Thompson has had on the Loudoun community. As a woman born in Loudoun with deep maternal and paternal roots here, her family then and now exemplifies the best of what Loudoun has to offer our county, the state and the world. Because her family’s heritage includes both the formerly enslaved and free persons that, despite repression, became trusted leaders in the African American community post-civil war in Loudoun; then by extension became examples of excellence and leadership for all -- black, white, past and present. For example, to this day, many of Loudoun’s citizens and leaders identify her as a mentor and a friend.

Elaine was one of the first two black teachers to join the formerly all-white faculty of a high school in Easton, MD, and she helped make desegregation successful. She had a special place in her heart for young people, always taking an interest in them and encouraging them. This is an example of her impact on our region.

Nationally, Elaine’s impact is demonstrated by the donation she made to the National Museum of African American History and Culture (NMAAHC). It was a family heirloom -- her 3rd great-grandfathers “freedom papers” and the tin box he made to protect them. This donation to the museum is an indication of her commitment to sharing the Page 1 of 8

As a teacher, social justice advocate, local historian, writer and editor, Elaine expected and influenced the best from everyone that crossed her path. Her accomplishments are many and are listed on the attached fact sheet.

Elaine Thompson dedicated her life to community service. She was the historian for her church, Mt. Zion United Methodist in Hamilton, VA. She was a social justice leader; a Gold Life member of the NAACP and former Talbert County Branch NAACP President. She was a local historian and preservationist; Founding Member and driving force of the BHC. She understood the value of our shared stories in building community.

Elaine Thompson’s character perfectly exemplifies what a community public school should strive to be – inspirational, a model of achievement through influential leadership, continual striving for and expectation of personal excellence and a champion of social justice.

I end this submission as it started, with a quote,

"Although our nominee has been deceased for only three years, we believe that there are extraordinary circumstances that warrant naming a school for her at this time. As we, in Loudoun County as well as in the Nation, are widely recognizing and seeking to rectify longstanding inequalities in education and society, it would advance that effort to name a school for Elaine Thompson, whose impeccable life was lived in the service of promoting education and expanding equality and opportunity for all. In that service, she was carrying on the tradition of her ancestors in Loudoun County, particularly her father, Thomas Thompson, and her grandfather, Howard Clark, officers in the Loudoun County Emancipation Association. All three were community leaders and activists with a profound spirit of love and justice. Naming a school for Elaine Thompson, who had no children of her own, would hopefully inspire the students as well as the faculty and administrators to carry this precious legacy into the future." At its 12 October 2016 meeting the Thomas Balch Library Advisory Commission unanimously adopted the following motion:

We note the passing on October 9th of the 1998 Loudoun History Award recipient Elaine Eppie Thompson. The leading chronicler of Loudoun’s African American community, Ms. Thompson was the editor of essay collections and the author of several works including In the Watchfires: The Loudoun County Emancipation Association, 1890-1971. Her writing was precise, and her research was meticulous. She was a founding board member of the Black History Committee of Friends of the Thomas Balch Library, Inc. and tireless in her efforts to gather, preserve, and tell the story of the county’s African American citizens. In her last public action, she carried that story to the nation by donating the 1859 Freedom Papers of one of her ancestors to the recently opened Smithsonian Museum of African American History and Culture. Loudoun’s history community will miss her.
