The rise of regionalism is analogous to the decline of big power strengths as well as to the eventual emergence of the multi-polarity in international system. Regional integration has been defined as ―an association of states based upon location in a given geographical proximity, for the safeguarding or promotion of the participant‘s interests and an association whose terms are ―fixed by a treaty or other arrangements . Regionalism is a preface to achieving order through which universalism can be realised. These regional tendencies have been claimed and supported by functionalism as an arrangement of states as well. Regions in international politics are described as a limited number of states linked by a geographical relationship and by a degree of mutual independence and could be differentiated according to the level and scope of exchange, formal organizations and political interdependence. The existence of any region can be defined on the basis of presence of certain specific indicators in that area which give it a shape of a region. These interests could incorporate a whole gamut of social, economic, political, cultural, historical and other factors. This should also be bolstered by a collective desire to come together on a common plank to create some lashing mechanism for regional cooperation. These sentiments are more or less lacking among the South Asian states, as is evident in years of lack luster performance by the South Asian Association for Regional Cooperation. Following the conception of the SAARC in 1983, very little has been actually done to promote the mechanism for collective cooperation in the subcontinent. There is a lack of cooperation in South Asia in terms of its mutual understanding, political situation and economic cooperation. The main contention is that South Asia

    District at a Glance Brief District Profile District Anantnag is one of the oldest districts of the valley and covered the entire south Kashmir before its bifurcation into Anantnag and Pulwama in 1979. Besides, there is one Municipal Council and 09 Municipal Committees in the district. The district consists of 12 tehsils, viz, Anantnag, Anantnag-East, Bijbehara, Dooru, Kokernag, Larnoo, Pahalgam, Qazigund, Sallar, Shahabad Bala, Shangus and Srigufwara with four sub-divisions viz Bijbehara, Kokernag, Dooru and Pahalgam. The district is also divided into 16 CD blocks, viz, Achabal, Anantnag, Bijbehara, Breng, Chhittergul, Dachnipora, Hiller Shahabad, Khoveripora, Larnoo, Pahalgam, Qazigund, Sagam, Shahabad, Shangus, Verinag and Vessu for ensuring speedy and all-out development of rural areas.

Pandit2 1Department of Environmental Science and Limnology, Barkatullah University, Bhopal (M.P.), India. 2Aquatic Ecology Laboratory, Centre of Research for Development, University of Kashmir, Srinagar (J&K), India. Received 4 June 2014; Accepted 21 August, 2014 The present study was carried out in Lidder stream in Lidder Valley of Kashmir Himalayas, to show a typical taxonomic composition of epilithic algae. The epilithic algal community was represented by 144 taxa belonging to four classes namely, Bacillariophyceae with104 species (72%), Chlorophyceae with 19 species (13%), Cyanophyceae with 12 species (8%), Euglenophyceae with 4 species (3%) and Phylum Protozoa with 3 species (2%) while classes Chrysophyceae and Dinophyceae contributed 1 species (1%) each. Bacillariophyceae was represented by some dominant forms like Navicula (16 species), Nitzschia (11 species), Cymbella (9 species) and Gomphonema (7 species). Among blue green algae (Cyanophyceae), genus Spirulina recorded 3 species and Merismopedia registered 2 species. While in Chlorophyceae, the highest number of species was documented by genus Cosmarium (3 species), moreover Closterium, Euastrum and Ulothrix registered 2 species each. Bacillariophyceae was the predominant class at all the sites with the highest contribution of 104 species at sites S1c, S2d, S2g and S4 (first year) and S1a, S1b, S2d, S2e, S2f, S2g, and S4 (second year) while the lowest of 98 species was recorded at site S3 during the entire study, the rest groups were moderately to least represented.
