San Francisco Bay Area Water Trail Site Description for Emeryville Marina

Location, Ownership, and Management: The Emeryville Marina is owned by the City of Emeryville and managed by Safe Harbor Marinas. The Marina's location provides an ideal departure point for trips to nearby Treasure Island, , and the San Francisco waterfront. Additionally, the site experiences frequent winds in the summer months, making it a popular launch for windsurfing. Day-to-day management of the Marina and boat launch facilities are handled by the marina manager.

Facility Description: The Emeryville Marina serves motorized boats, sailboats, and non- motorized boat users. The Emeryville Marina provides non-motorized small boat access at three primary locations:  Marina Ramp and Dock – The main Marina boat launch facilities consist of a corrugated cement boat ramp with a high-freeboard dock located to the west of the ramp. The high-freeboard docks are made of wood and there is a small landing platform at the end of the gangway that can be utilized for launching. This launch is designed primarily for trailered boats, but is used by many different boat types. An ADA gangway provides access from the parking area to the dock.  Marina Point Launch – The Marina Point Launch is a cobble cement ramp located at the northern point of the Marina. The launch is a steep water entry ramp that is particularly popular with windsurfers. There is a washdown station at the top of the ramp. Although the Marina is generally oriented towards sailboats and trailered boats, the site provides a variety of facilities that make it a good launch for non-motorized small boats. The site has ample parking and access to a variety of nearby amenities, including restaurants, walking paths, picnic areas, lawns, and restrooms. An ADA portable restroom is located approximately 50 feet from the boat ramp, while full service restrooms are located centrally within the Marina complex, approximately 900 feet from the boat ramp. Safety and Security, including Parking: The Marina has private security that regularly patrols the area. There are no shipping lanes in the immediate vicinity of the Marina; however, small craft should be cautious and avoid the sailboats and other large ships that frequent the Bay in this popular area.

Winds and currents on the Bay can be strong; paddlers need to take care to stay within their skill level.

Wildlife and Habitat Considerations: The Emerville Crescent is located immediatedly to the south of the Marina. The Emeryville Crescent provides food, cover, nesting and roosting habitat for a variety of wildlife species. Bird species known to occur as residents or as migrants include herons, egrets, ducks, hawks, shorebirds, swallows, song sparrows, marsh wren, the endangered Ridgway's rail, the threatened black rail, and the saltmarsh common yellowthroat. Mammals including the endangered saltmarsh harvest mouse and harbor seals utilize this sensitive habitat.

The Emerville Crescent is extremely shallow and large mudflats are exposed at low tides. Birds foraging in the mudflats would not be affected by boaters, as boaters would not be able to paddle in these areas at low tide. Increased signage encouraging boaters to be aware of tides and the potential for getting stranded in the mud would reduce potential for boaters to affect these habitats.

Other Existing or Anticipated Water Trail-Related Issues and Opportunities: The City of Emeryville Capital Improvement Plan includes maintenance dredging of the Marina navigation channel. The design depth for the channel is -8.4 feet mean low low water. Dredging last occurred in 2012.

Accessibility of Sites within the Albany/Berkeley/Emeryville Geo-Region: There are six potential Water Trail sites identified within this geo-region: Albany Beach, Berkeley Marina Ramp, Berkeley Marin Small Boat Launch, Point Emery, Shorebird Park, and Emeryville City Marina.

The experiences that are available in the Albany/Berkeley/Emeryville Geo-Region are predominantly urban, but provide a variety of different facilities including beach launches, docks, and ramps. Several sites within this geo-region provide accessible features, including the Berkeley Marina Ramp and the Berkeley Marina Small Boat Launch, but none are currently considered broadly accessible.

The Berkeley Marina Small Boat Launch will provide a broadly accessible site upon completion of scheduled improvements in 2017. Location, Ownership, and Management: Shorebird Park is a small beach on the Emeryville shoreline, at the base of the peninsula that forms the Emeryville Marina. The park is owned and managed by the City of Emeryville.

Facility Description: The Shorebird Park launch is from a pocket beach located approximately 130 feet from streetside parking. Access to this beach is available from two sets of stairways at the northern and southern ends of the beach. There are eleven roadside parking spaces. Parking is limited to 2 hours. There are no restrooms.

Although Shorebird Park has limited facilities, it provides a variety of amenities that make the site a good destination or emergency egress for non-motorized small boats. The beach is located a short walk to a Chevy's restaurant or a little longer walk to other restaurants in the marina complex. The small park also includes benches and seating areas.

Shorebird Park currently receives limited use due to limited, short-term parking, limited facilities, and the presence of mudflats at low tides. Paddlers can only launch or land on the beach at higher tides. The beach is typically too sheltered from the wind to be utilized by windsurfers or kite boarders; however, the beach can be used as an emergency egress for windsailors launching from the Berkeley Marina, Point Emery, or the Emeryville Marina.

Location, Ownership, and Management: Point Emery is owned and managed by the City of Emeryville. It is a small park featuring stunning views of the Bay, walking paths, and a small parking lot located off of West Frontage Road.

Facility Description: Point Emery has two launches -- the wide, sandy beach north of the parking lot, and a narrow but short set of stairs near the Point. The beach launch is approximately 50 feet from the parking lot. Free unlimited parking is offered from 7AM to 9PM. There are thirteen diagonal spaces, including one ADA parking space. There are no restrooms.

Point Emery is popular for kayakers and stand-up paddlers due to its convenient location, parking with no hourly time limit, and short walk from the parking area to the beach. The site is also a key launch for kiteboarders and windsurfers on windy summer afternoons.Parking is frequently filled on windy summer afternoons by kitesailors and windsurfers.

Point Emery offers exceptional views across the San Francisco Bay.

Additional Notes Related to Accessibility: The park has ADA parking, but the path to the beach and out to the point is unpaved and generally not accessible.

Additional Notes on Use of Site (Boating and Non-Boating) and Existing and Planned Management: This site is utilized largely by kiteboarders and windsurfers. Kiteboarders will launch from the beach and windsurfers often launch closer to the point. Paddlers also use the beach for launching or landing. The ability to park for extended periods of time, for free, and the proximity of the beach launch make this a convenient site when users are able to get parking.

Safety and Security, including Parking: Car break-ins are known to occur. No shipping lanes occur in the immediate vicinity of the launch.

Wildlife and Habitat Considerations: Mudflats to the south of the site provide habitat to foraging birds. Birds foraging in the mudflats would not be affected by boaters, as boaters would not be able to paddle in these areas at low tide. Increased signage encouraging boaters to be aware of tides and the potential for getting stranded in the mud would reduce potential for boaters to affect these habitats.

Education, Outreach, and Stewardship, Including Signage: There is a Beach TLC Station located next to the path from the parking area to the beach. This small box contains plastic bags to encourage trash collection, as well as information on how to report what type of trash was collected for data collection purposes.

Other Existing or Anticipated Water Trail-Related Issues and Opportunities:

The City of Emeryville Capital Improvement Plan includes a project that would install shoreline protection (riprap) along the unprotected portions of the northern shoreline and the western-most portions of the south shoreline of Point Emery. These improvements should take into account windsurfer access.

Accessibility of Sites within the Albany/Berkeley/Emeryville Geo-Region: There are six potential Water Trail sites identified within this geo-region: Albany Beach, Berkeley Marina Ramp, Berkeley Marin Small Boat Launch, Point Emery, Shorebird Park, and Emeryville City Marina.

The experiences that are available in the Albany/Berkeley/Emeryville Geo-Region are predominantly urban, but provide a variety of different facilities including beach launches, docks, and ramps. Several sites within this geo-region provide accessible features, including the Berkeley Marina Ramp and the Berkeley Marina Small Boat Launch, but none are currently considered broadly accessible.

The Berkeley Marina Small Boat Launch will provide a broadly accessible site upon completion of scheduled improvements in 2017. These improvements include a new ADA restroom, improved path of travel, paving/repaving the parking area, and a Water Trail Grant funded accessible gangway to the existing low-freeboard dock.
