TRANSITS OF THE NORTHWEST PASSAGE TO END OF THE 2019 NAVIGATION SEASON ATLANTIC OCEAN ↔ ARCTIC OCEAN ↔ PACIFIC OCEAN R. K. Headland and colleagues 12 December 2019 Scott Polar Research Institute, University of Cambridge, Lensfield Road, Cambridge, United Kingdom, CB2 1ER. <[email protected]> The earliest traverse of the Northwest Passage was completed in 1853 but used sledges over the sea ice of the central part of Parry Channel. Subsequently the following 314 complete maritime transits of the Northwest Passage have been made to the end of the 2019 navigation season, before winter began and the passage froze. These transits proceed to or from the Atlantic Ocean (Labrador Sea) in or out of the eastern approaches to the Canadian Arctic archipelago (Lancaster Sound or Foxe Basin) then the western approaches (McClure Strait or Amundsen Gulf), across the Beaufort Sea and Chukchi Sea of the Arctic Ocean, through the Bering Strait, from or to the Bering Sea of the Pacific Ocean. The Arctic Circle is crossed near the beginning and the end of all transits except those to or from the central or northern coast of west Greenland. The routes and directions are indicated. Details of submarine transits are not included because only two have been reported (1960 USS Sea Dragon, Capt. George Peabody Steele, westbound on route 1 and 1962 USS Skate, Capt. Joseph Lawrence Skoog, eastbound on route 1). Seven routes have been used for transits of the Northwest Passage with some minor variations (for example through Pond Inlet and Navy Board Inlet) and two composite courses in summers when ice was minimal (transits 149 and 167). -

High Arctic theatre for all audiences WHITNEY LACKENBAUER The Globe and Mail September 14, 2010 The Arctic is cast in many roles by many people these days. The beauty of Operation Nanook, the “sovereignty and presence patrolling exercise” currently playing out in the High Arctic, is that all Canadians can and should applaud it. Some purveyors of polar peril see the Arctic as a region on the precipice of international conflict. Unsettled boundary disputes, dreams of newly accessible resources, legal uncertainties, sovereignty concerns and an alleged Arctic “arms race” point to the “use it or lose it” scenario repeatedly raised by Prime Minister Stephen Harper and his government. A display of Canadian Forces capabilities certainly fits this script. Soldiers from 32 Canadian Brigade Group in Ontario, deployed north as an Arctic Response Company Group, are joined by Canadian Rangers to provide “boots on the ground” in Resolute, Pond Inlet and other Qiqiktani communities. Three naval ships, a dive team, helicopters and transport and patrol aircraft round out this visible demonstration of Canada’s military capabilities. On the other hand, commentators who emphasize that the circumpolar world is more representative of co-operation than competition can hold up Operation Nanook as an appropriate exercise of Canada’s capabilities. We are exercising our sovereignty by inviting our closest neighbours, the Danes and the Americans, to participate. We are putting aside the well-managed disputes over tiny Hans Island, the oil-rich Beaufort Sea and the Northwest Passage and working with the U.S. Navy, the U.S. Coast Guard and the Royal Danish Navy to enhance our ability to operate together. -

Arctic Marine Transport Workshop 28-30 September 2004 Institute of the North • U.S. Arctic Research Commission • International Arctic Science Committee Arctic Ocean Marine Routes This map is a general portrayal of the major Arctic marine routes shown from the perspective of Bering Strait looking northward. The official Northern Sea Route encompasses all routes across the Russian Arctic coastal seas from Kara Gate (at the southern tip of Novaya Zemlya) to Bering Strait. The Northwest Passage is the name given to the marine routes between the Atlantic and Pacific oceans along the northern coast of North America that span the straits and sounds of the Canadian Arctic Archipelago. Three historic polar voyages in the Central Arctic Ocean are indicated: the first surface shop voyage to the North Pole by the Soviet nuclear icebreaker Arktika in August 1977; the tourist voyage of the Soviet nuclear icebreaker Sovetsky Soyuz across the Arctic Ocean in August 1991; and, the historic scientific (Arctic) transect by the polar icebreakers Polar Sea (U.S.) and Louis S. St-Laurent (Canada) during July and August 1994. Shown is the ice edge for 16 September 2004 (near the minimum extent of Arctic sea ice for 2004) as determined by satellite passive microwave sensors. Noted are ice-free coastal seas along the entire Russian Arctic and a large, ice-free area that extends 300 nautical miles north of the Alaskan coast. The ice edge is also shown to have retreated to a position north of Svalbard. The front cover shows the summer minimum extent of Arctic sea ice on 16 September 2002. -

Canadian Forces Transformation: Institutional Leadership As a Catalyst for Change
MICHAEL K. J LIEUTENANT-GENERAL (RETIRED) MICHAEL K. JEFFERY The 1990s proved to be a turbulent period for the Canadian Forces (CF). The early years of the new millennium were equally as challenging, as the CF EFFERY was engaged in operations in Afghanistan and around the globe. What was clear was that the contemporary security environment had changed. As such, there was a requirement for the CF to transform to meet the new operating environment. I NSIDE INSIDE In 2005, the Minister of National Defence provided the incoming Chief of the Defence Staff, General Rick Hillier, with the resources and opportunity to CANADIAN FORCES undertake a CF Transformation. Given his firm belief that the CF needed to C ANADIAN FORCES change, and by nature a risk taker, General Hillier embraced the opportunity. TRANSFORMATION: This book describes the initial years of the formal CF Transformation that was led by General Hillier. It is a superb case study of a seminal point in CF history. INSTITUTIONAL LEADERSHIP AS A CATALYST FOR CHANGE Written by former Chief of the Land Staff, Lieutenant-General Michael Jeffery, who himself implemented a strategy of change for the Canadian army and who witnessed first-hand the process of CF Transformation, it captures both the considerable success, but also the difficulties of the process. Walters FOREWORD The relationship between Canada and the United States has been critically important for the defense of North America for over sixty years. The tremendous volume of trade that crosses the Canadian-U.S. border – currently valued at approximately $1.4 billion a day – is vital to both countries. Furthermore, close bilateral cooperation has been required to secure the fl ow of people and goods across an immense shared border and maritime domain. The events of September 11, 2001, fundamentally changed the security relationship between Canada and the United States. The focus of that relationship shifted to guarding against terrorists that have the potential to strike within our borders. This new asymmetric threat environment demands new ways of thinking about homeland security and homeland defense, and will require diffi cult but essential organizational and cultural changes to government agencies operating within and between the United States and Canada. Moreover, decisions need to be made about how the security relationship can be effectively extended to the maritime domain. In order to discuss these new challenges and how we can best confront them, the Institute for Foreign Policy Analysis (IFPA) and the Canadian Embassy in the United States, with the sponsorship of the Richard Lounsbery Foundation, convened a meeting entitled The Canada-U.S. Partnership: Enhancing Our Common Security on March 14, 2005, at the Reagan Building and International Trade Center in Washington, D.C. This was envisaged as the fi rst in a series that will include a similar meeting on U.S.-Mexico homeland security cooperation in the near future. -
