Under the Act, the Governments are legally bound to provide 100 days guaranteed manual employment on local public works to every rural unskilled adult (job-card holder) who is willing to work at the prevailing minimum statutory wage rate. In the absence of employment they would be paid unemployment allowance. Economic and Political Weekly in its editorial of 26 January 2008 termed the Act as one of the most creative initiatives of our times in the field of social policy. It further says that though the Comptroller and Auditor General (CAG's) Performance Audit Report on NREGA programme should be viewed as a useful stocktaking of the procedural problems regarding implementation of the Act yet it should not be allowed to dampen the initiative. Both Shah (2007) and Mathur (2008) see a great potential in NREGA for providing 'big-push' in India's regions of distress.
