The Housing Board was established as a body corporate under the Madhya Pradesh Griha Nirman Mandal Adhiniyam, 1972 which replaced the earlier similar Act of 1950.

MP Housing Board is one of the very few, perhaps the only, Housing Board in the country, not to receive a single rupee as subsidy from the Government.

All its projects and programmes, including its internal cross subsidies, are arranged for by the economics of the project itself, in consonance with what the market can bear.

Market Status / Housing Activity in Urban Areas Formal Sector

Even today 50% of all housing activity in the urban formal sector is undertaken by individuals - not by builders, whether Govt. or private. This itself shows the tremendous potential that exists for intervention.

As will be seen from the diagram, the Madhya Pradesh Housing Board is the largest single formal builder & real estate developer in Madhya Pradesh.

The Housing Board's annual average contribution to the Housing Stock in undivided Madhya Pradesh is 6000 houses and 10,000 plots. Since its inception in 1972, its financial investment in the Housing & Construction sector amounts to almost Rs.2000 Crores.

Of course, the bulk of this contribution (in numbers not financial terms) has been for the Lower Income Group & Economically Disadvantaged sectors.

The scale activity of the Madhya Pradesh Housing Board has risen dramatically, almost doubling in the last four years, from less than Rs.150 Crores to about Rs.250 Crores in the year 2000-2001.

States Housing Policy - 1995

The Government of Madhya Pradesh enunciated its Housing Policy in 1995. The New Policy retained an emphasis on resolving the housing problems of the economically weaker sections of society.

For the first time the policy stated that it would encourage private entrepreneurs in these sectors; Govt. recognized the need to simplify and rationalize the rules and procedures that governed this sector.

In order to harness the housing sector potential the Govt. of MP has taken some bold policy initiatives:

1. The Urban Land Ceiling Act has been repealed - we are one of only six states to have done so; 2. Building Bye laws have been rationalized and simplified; they have been made practical and builder-friendly; 3. Re-densification is being strongly supported by the State, wherein old dilapidated buildings of the Govt. are proposed to be demolished, and the areas re-developed: this again offers a big chance for private entrepreneurs who are willing to make attractive proposals to the Govt; 4. In case these re-densified areas are used for residential purposes, an additional FAR of 0.25 is granted; 5. Emphasis on housing for weaker sections and some special concessions in Registration fee etc; 6. Rationalization of use of Govt. land and land declared areas under old Ceiling Act. 7. Special provisions for SC/ST/OBC class.

Q.2 Okay! If I decide to buy a house or house site from Madhya Pradesh Housing Board, how do I go about it? Ans. The procedure is quite simple. You have to look for our advertisement in the newspapers, or contact the friendly Estate Management Office for details of available property and follow the following steps:- • Fill up the prescribed application form (av ailable in the designated Bank or the E.M. Office) and deposit it along with the initial deposit at the place of purchase of the form. • You have to attach your passport size photograph on the application form and also a proof of your income. A copy of sala ry certificate, copy of latest income tax return, or income certificate issued by Competent Authority.

Your applications will then be processed and you will be informed accordingly.

Q.3 Can I register my Name for a particular house? I have heard a l ot about the "Lottery System". What is that? Ans. Our procedure for allotment of the house is most fair and transparent. If the number of applicants is more than the number of houses proposed for constructions, then the allotters are selected by the draw of lots.

Another draw of lots is performed, at a later stage for allocation of house numbers, so that there is no chance of partiality or favoritism towards any person. The most interesting aspect is that the applicants themselves in a public gathering perform the entire draw proceedings.

Q.4 Do I have any options in the mode of payments? Ans. Yes! There are basically two modes of payment to choose from. One is "Hire Purchase" mode (Popularly known as Installments) and the other is "Self Financing" Mode.

In the first, that is a Hire Purchase mode, half of the cost is to paid during construction period (before possession) and the balance half in yearly installments along with the prescribed interest.

"Self Financing" mode means that the house has been constructed with your own money and hence the entire cost is to be paid before possession of the house as per time schedule provided by us. The house costs approximately 10% cheaper in this mode. Complete houses may also be purchased on one time payment ba sis which is "Outright Sale".

Q.5 What about reservation quotas? Ans. The State Govt. have laid down quotas for reservation of house for MPs/MLAs, Scheduled Castes and Tribes, freedom fighters, defence personnel, physically handicapped etc. If the reserved houses are not fully utilized, the same are de- reserved, and offered to general public for allotment through normal channel. Outright sale is given preference to Hire Purchase in allotment.

Q.6 Can Madhya Pradesh Housing Board help in getting loans from any financial institution for purchase of the house? Ans. Yes, very gladly! In fact, the financial institutions also prefer financing for an Madhya Pradesh Housing Board property because of its legal clarity. A large no. of our customers are t aking loans from financial institutions like HUDCO, HDFC, CANFIN, SBI, LICHF etc. Any formality required by the financing institutions is promptly attended to.

Q.7 What happens if at some point of time, I decide to withdraw my registration or Can I switch over from one scheme to another? Ans. If you decide to withdraw your registration, your entire deposited amount will be refunded after deducting only 10% of the registration deposit. Your registration is transferable from one scheme to another, subj ect to availability in the new scheme and at that cost.

Q.8 Are there "any other charges" payable to MP Housing Board? Ans. Yes! You will be required to pay annual lease rent as being charged by Govt. with 10% supervision charge for that land and in proportion to plot area allotted and Land maintenance or Resident's Welfare Society charges annually. If your house is a corner house or enjoying a better location, it will be charged extra.

Q.9 I had purchased a small house from MP Housing Board ab out some time back but now I want to buy another house. Can I do it? Ans. Yes! MP Housing Board has recently liberalised some of it's old policies and you can now have more than one house or plot from MP Housing Board.

Q.10 Can I sell or transfer a house purchased from MP Housing Board? Ans. Yes you can, but only after 3 years of allotment. We will charge a small transfer fee, depending upon the time elapsed since allotment and after completion of some codal formalities, the property can be transfer red. We also have nomination facilities.

Q.11 And now the last question! Does Madhya Pradesh Housing Board construct and sell only residential houses? Ans. No! This is a myth. In fact MP Housing Board has developed the most prestigious business prem ises in Bhopal like GTB Complex, Panchanan, Gangotri, Tawa Complex etc. We have now ventured into new area like roads infrastructure and multi story Car Parking in Bhopal and other.

How to Book a House or Plot

If you want to book a house/plot/shop from the list of property available, you can fill in the prescribed Performa, which is available with the concerned Estate Officer along with following documents.

• Income certificate issued by competent officer. • Required Registration Amount in the form of DD/Bank challan. • One passport size photographs (self attested.) • Two self addressed registered envelopes. • Housing Board, in keeping with the directives of State Government, has made reservation for persons belonging to various categories as below:

Deposit Works

In addition to its regular housing activities Board is also engaged in execution of construction activities for various Government departments as deposit works.

The construction of Reserve Bank of India Building and major works for Bank of India, Bhabha Atomic Research Centre, Employee State Insurance Corporation, Kendriya Vidyalaya Sangathan, Government of India, Navodaya Vidyalaya and Indian Airlines are some of the projects completed by the Board.

Board is also a major agency for the deposit works for the State Government Department, such as Tribal Welfare Department, Home Department, School Education Department, Technical Education Department and Local /self Government Departments.

Our infrastructure activities also include construction of hospital, hotels and office buildings. Deposit works costing more than Rs. 23000 lacs have already been completed successfully and works of about Rs. 3400 lacs are in progress. Details of the main works are as follows:

1. World Bank Projects

The building works of Director Technical Education under the World Bank aided schemes had being constructed at several places. Various Polytechnics/ Engineering college buildings including their staff quarters are the main features of the project. The total cost of project is Rs.2200 lakhs.

2. Navodaya Vidyalayas/ Kendriya Vidyalayas

The Board has successfully completed the construction of Navodaya Vidyalayas & Kendriya Vidyalayas at various districts of Madhya Pradesh. Cost involved in execution of these works undertaken comes to around Rs. 30 Crores.

3. Tribal, Schedule Caste & Backward Class Department

The Board has executed works at 1,532 places in the State amounting Rs.93 Crores out of which work of 1,311 places costing Rs.63 Crores have been completed and handed over.
