1.0 Introduction

This plan was prepared to provide search and rescue operations and logistical support to U.S. Coast Guard stations Manasquan Inlet and Shark River, as needed; in the event of a disaster, incident, or severe weather event; for a minimum 14-day period (or a period of time as directed by the Station Commander). This plan has been developed in accordance with the requirements as outlined in Phase III of Operation Patriot Readiness. This plan also serves as an update to the original Division 16 Surge Plan adopted 28 May 2004.

2.0 Activation

Activation of Division 16 personnel and assets will be initiated by the Coast Guard Commanding Officer (or his/her designee) of Stations Manasquan/Shark River. The station command shall contact any of the following:

As outlined in the attached Incident Command Calling Structures, the following procedures will be followed. Immediately following the initial request for individual flotilla personnel and assets (from the above-mentioned Division Bridge officers), the flotilla operations coordinator (FSO-OP or flotilla designee), will contact the various crew persons within their flotilla by telephone (in conjunction with his/her assistant coordinators - if any). The Flotilla Commander and Vice Flotilla Commander will also be contacted. The initial call will be sent by the SO-OP to the FSO-OP, FC or VFC. Calls to individual operational personnel from sources outside the Flotilla command structure will not be conducted without first going through the Flotilla Operations Command Structure. If so, then that individual person will not be considered for deployment. Crews and assets will be scheduled according to the individual coxswains/crew person’s personal availability, with the intent of providing the 24-hour coverage to satisfy the requirements as outlined in this Surge Operations Plan.

In the unlikely event an individual flotilla cannot provide personnel and assets for any period during its 24-hour coverage, the Division 16 Captain and SO-OP will be immediately notified prior to commencement of operations and an assistance request for personnel and/or assets from other flotillas will be requested.

3.0 Scheduling of Patrols & SAR Standby

3.1 Station Manasquan Inlet

Within six (6) hours of notification (B-6), the SO-OP will provide the station command with a schedule of available facilities, coxswains, and crewmembers for the first day’s patrol rotation and/or SAR standby deployment. Within 18 hours (18) of the initial notification, the SO-OP will provide the station command with a schedule of available facilities, coxswains, and crewmembers for the second day’s patrol rotation and/or SAR standby deployment.

Under OPR III conditions, the station will be manned and operated 24 hours a day/7 days a week, as needed, entirely by Division 16 personnel for a period determined by the Station Commander, up to and including fourteen (14) days.

The individual flotillas will be responsible for each day’s coverage, which will consist of a 4-day rotation as outlined in the following schedule:

Note: As indicated in the attachments section, several flotillas have trailerable OPFACS which may be deployed when sea conditions prevent assigned OPFACS from transiting the ocean. It should also be noted that the above schedule is designed to be interchangeable, dependent on the availability of the individual flotilla’s assets and personnel.

3.2 Station Shark River

Within twenty-four (24) hours of notification, the SO-OP will provide the Station Command with a schedule of available facilities, coxswains, and crewmembers for the first day’s patrol rotation and/or SAR standby deployment.

3.3 Stations Manasquan Inlet and Shark River

If additional days are required, schedules for those days will be provided to the Station Command, by the SO-OP, no later than 2000 hours the day before. All schedules will include the OPFAC numbers, names, and contact numbers for all available coxswains and crewmembers. All patrol, standby, and SAR missions will be performed under orders issued to the coxswains by the SO-OP. Temporary or verbal orders may be issued as needed for short notice OPFAC deployment.

4.0 Flotilla Operational Support

The FSO-OP will be responsible for the coordination of all operational activities; it is assumed that the orders will be obtained directly by the individual coxswains through the SO-OP or Coast Guard station Commander (or his/her designee). However, the FSO-OP may request orders through the above-mentioned chain of command in the event an individual coxswain is unable to obtain orders. The Flotilla Commander and/or Vice Flotilla Commander will in conjunction with the FSO-OP, coordinate all non-operational (i.e. engineering, logistical) activities. Crews and assets will be scheduled based solely on their personal availability, in order to provide coverage for the 24-hour period beginning at 0700 hours and ending at 0700 hours the following day. The length of the duty rotations will be determined by the individual flotillas. Crews and assets will be on B-0 standby status. However at the coxswain’s discretion, and with permission from the Coat Guard station, routine safety patrols of the assigned AOR may (and should) be conducted if the conditions permit. If for any reason coverage by an individual flotilla needs to end prior to 0700 hours the following day, and following notification of the SO-OP, assistance will be requested, and coordination with the relieving flotilla will be conducted.

However, operational personnel may provide assistance or assets to other flotillas on their deployment days, at the request of the Division SO-OP, provided they are available to do so. Operational assets such as OPFACS or Land Mobile Radio Facilities will be moved to the various stations either the day before the individual flotilla’s coverage (if logistically possible), or on the same day, arriving on station at or within the allotted time, the covering flotilla is responsible for.

For the crews staying overnight it is assumed that each person will bring their own bed linens, and personal hygiene items with them, and will be responsible for their own items when leaving the station. Food items will be brought in by the various crews or obtained locally. All foodstuff receipts will be submitted to the Flotilla Commander, or reimbursement will be through the coxswain via the patrol order. If costs exceed the normal patrol order reimbursement rate, the flotilla will cover the expense and submit to the Coast Guard for reimbursement. Foodstuffs may also be obtained by logistical support personnel, prepared and brought to the station for the various crews.

Fuel for the assigned OPFACS may be obtained at the stations (Manasquan Inlet or Shark River) or at the fuel dock at nearby Union Landing Marina (Manasquan Inlet) or Belmar Marina (Shark River). In the event of a disaster various independent distributors or logistical support personnel may bring fuel into the station. If fuel costs exceed the normal patrol order reimbursement rate, the flotilla will cover the expense and submit to the Coast Guard for reimbursement.

4.1 Engineering Support

Engineering support personnel will be requested via the Flotilla Incident Command Calling Structure, or from within the flotilla itself, and if available, will provide support based on their individual skills, on the day each individual flotilla has coverage. One person will be designated as support lead, and will coordinate with the Coast Guard and the division, if specific tasks or items are required or needed. However, support personnel may provide assistance to other flotillas on their days, at the request of the Division coordinator, through the Division 16, and individual Flotilla Command Structures, provided they are available to do so. Unless otherwise amended by the Division Captain, logistical support is defined as, but not limited to, support for on-water operations and activities or needs of the daily living for all Auxiliary members while performing surge operations at Stations Manasquan Inlet or Shark River.

4.2 Logistical Support

Division 16 personnel not necessarily involved with operations may be called in to provide logistical support tasks, as needed. Personnel will coordinate with their respective flotilla command, and on-site coxswains as to what logistical support will be required, if any. It will be assumed that the individuals personal vehicle may be needed to carry out logistical support activities. Certain vehicles may be requested from the flotilla membership by the flotilla command or the on-site coxswain (i.e. pickup truck/van) based on the needs of the individual flotilla. If fuel costs exceed the normal logistical support reimbursement rate, the flotilla will cover the expense and submit to the Coast Guard for reimbursement.

5.0 Division 16 Area of Responsibility (AOR)

The area for which Division 16 will be responsible to provide coverage for during surge operations is outlined below, and may be broken into three major areas.

Atlantic Ocean: Shrewsbury Rocks (Long Branch), south to Seaside Park, including the Manasquan and Shark River Inlets.

Rivers/Canal: Shark River and its tributaries, , and its tributaries, and the Point Pleasant Canal.

Barnegat Bay: Southern end of the Point Pleasant Canal, South to the Thomas Mathis Bridge (Rt.37), Including the Metedeconk River and its tributaries, Beaver Dam Creek, Kettle Creek, and its tributaries, Silver Bay, and its tributaries, and all connecting lagoons, and inlets.

As per Division 16 operations policy, these areas may be broken down into smaller areas enabling the deployment of multiple OPFACS thus providing further coverage, and the reduction of response time if the situation dictates.

6.0 Surge Operations

6.1 Rivers and Bays

15 May through 15 October

If possible, at least two fully manned auxiliary OPFACS will be available as needed. One or more OPFACS will be assigned to the Station Manasquan Inlet AOR and one OPFAC will be assigned to the Station Shark River AOR.

As previously stated, each 24 hour (0700 to 0700 the following day) period may be broken into smaller duty periods (i.e. three 8-hour periods) at the discretion of the flotilla or flotilla group. During peak operation days (i.e. weekends, holidays, or any other day designated as such by the station command) Division 16 will provide on-water patrol coverage between 0800-2200, with a focus on the 1000-1800 peak traffic time period. At other times the OPFAC, coxswains and crewmembers will be on a B-0 hour callout standby at Station Manasquan Inlet, and a 12-hour callout standby at Station Shark River.

6.2 Offshore

15 May through 15 October

It is anticipated that active duty or reserve crew from Station Manasquan Inlet will conduct offshore SAR cases. Division 16 may provide an offshore capable OPFAC and crew to standby at Station Manasquan Inlet; in the event auxiliary assistance is requested or required by the Station Command, provided one is available. Off shore capable OPFACS have been defined as those vessels with a minimum length of 26 feet, with an effective operating range of 10 miles, and one that can safely operate in seas with 4 to 5 foot wave heights.

6.3 Cold Weather Operations

16 October through 14 May

During the winter months or periods in which the air or water temperatures are below 40oF, it is anticipated that the availability of Division 16 OPFACS and crew will be reduced. OPFACS, particularly those that can be trailered, and crews that have received proper training in the use of cold weather immersion suits, will be scheduled whenever necessary. In the event of a disaster or incident occurring during this period, it may be necessary to muster Division 16 assets and crews directly to the Stations for cold weather training and equipment prior to deployment.

7.0 Watchstanding

Division 16 Watchstanders who are fully qualified to stand watch at Station Manasquan Inlet will relieve or provide assistance to the active duty Watchstanders whenever available to do so. A listing of all qualified Watchstanders from each flotilla is provided in the Attachment sections.

8.0 Personal Water Craft (PWC)

Personal Watercraft may also be deployed during periods of surge operations. These versatile vessels can increase the effective range of larger OPFACS, into areas in which it would not be safe for a boat to enter. Deployment of PWC-OPFACS and coxswains and the distribution of orders will be conducted in the same manner as larger OPFACS.

9.0 Radio Facilities

During surge operations or in the event of a disaster, or incident, Division 16 Land Mobile, or Fixed Land Radio facilities may be deployed at the request of the Station Command to act as or augment Coast Guard communications. A listing of all radio facilities assigned to each flotilla in Division 16 is provided in the Attachment sections.

Review:

This plan shall be reviewed and revised as necessary, and at a minimum, annually, though no later than 01 May.
