This plan has been developed in accordance with the requirements as outlined in Phase III of Operation Patriot Readiness. This plan also serves as an update to the original Division 16 Surge Plan adopted 28 May 2004. 2.0 Activation Activation of Division 16 personnel and assets will be initiated by the Coast Guard Commanding Officer (or his/her designee) of Stations Manasquan/Shark River. The station command shall contact any of the following: Division 16 Captain (DCP) – Douglas Smith – Flotilla 16-05 Division 16 Vice Captain (VCP) – Dennis Georgia – Flotilla 16-07 Division 16 Operations Officer (SO-OP) – Joe Juska – Flotilla 16-10 As outlined in the attached Incident Command Calling Structures, the following procedures will be followed. Immediately following the initial request for individual flotilla personnel and assets (from the above-mentioned Division Bridge officers), the flotilla operations coordinator (FSO-OP or flotilla designee), will contact the various crew persons within their flotilla by telephone (in conjunction with his/her assistant coordinators - if any). The Flotilla Commander and Vice Flotilla Commander will also be contacted. The initial call will be sent by the SO-OP to the FSO-OP, FC or VFC. Calls to individual operational personnel from sources outside the Flotilla command structure will not be conducted without first going through the Flotilla Operations Command Structure. If so, then that individual person will not be considered for deployment. Crews and assets will be scheduled according to the individual coxswains/crew person’s personal availability, with the intent of providing the 24-hour coverage to satisfy the requirements as outlined in this Surge Operations Plan. In the unlikely event an individual flotilla cannot provide personnel and assets for any period during its 24-hour coverage, the Division 16 Captain and SO-OP will be immediately notified prior to commencement of operations and an assistance request for personnel and/or assets from other flotillas will be requested. 3.0 Scheduling of Patrols & SAR Standby 3.1 Station Manasquan Inlet Within six (6) hours of notification (B-6), the SO-OP will provide the station command with a schedule of available facilities, coxswains, and crewmembers for the first day’s patrol rotation and/or SAR standby deployment. Within 18 hours (18) of the initial notification, the SO-OP will provide the station command with a schedule of available facilities, coxswains, and crewmembers for the second day’s patrol rotation and/or SAR standby deployment. Under OPR III conditions, the station will be manned and operated 24 hours a day/7 days a week, as needed, entirely by Division 16 personnel for a period determined by the Station Commander, up to and including fourteen (14) days. 1 Division 16 Surge Operations Plan The individual flotillas will be responsible for each day’s coverage, which will consist of a 4-day rotation as outlined in the following schedule: Day 1 Day 2 Day 3 Day 4 Flotilla 16-03 16-06 16-07 16-01 16-05 16-08 16-10 Stand By Status B-6 B-0 B-0 B-0 Note: As indicated in the attachments section, several flotillas have trailerable OPFACS which may be deployed when sea conditions prevent assigned OPFACS from transiting the ocean. It should also be noted that the above schedule is designed to be interchangeable, dependent on the availability of the individual flotilla’s assets and personnel. 3.2 Station Shark River Within twenty-four (24) hours of notification, the SO-OP will provide the Station Command with a schedule of available facilities, coxswains, and crewmembers for the first day’s patrol rotation and/or SAR standby deployment. 3.3 Stations Manasquan Inlet and Shark River If additional days are required, schedules for those days will be provided to the Station Command, by the SO-OP, no later than 2000 hours the day before. All schedules will include the OPFAC numbers, names, and contact numbers for all available coxswains and crewmembers. All patrol, standby, and SAR missions will be performed under orders issued to the coxswains by the SO-OP. Temporary or verbal orders may be issued as needed for short notice OPFAC deployment. 4.0 Flotilla Operational Support The FSO-OP will be responsible for the coordination of all operational activities; it is assumed that the orders will be obtained directly by the individual coxswains through the SO-OP or Coast Guard station Commander (or his/her designee). However, the FSO-OP may request orders through the above-mentioned chain of command in the event an individual coxswain is unable to obtain orders. The Flotilla Commander and/or Vice Flotilla Commander will in conjunction with the FSO-OP, coordinate all non-operational (i.e. engineering, logistical) activities. Crews and assets will be scheduled based solely on their personal availability, in order to provide coverage for the 24-hour period beginning at 0700 hours and ending at 0700 hours the following day. The length of the duty rotations will be determined by the individual flotillas. Crews and assets will be on B-0 standby status. However at the coxswain’s discretion, and with permission from the Coat Guard station, routine safety patrols of the assigned AOR may (and should) be conducted if the conditions permit. If for any reason coverage by an individual flotilla needs to end prior to 0700 hours the following day, and following notification of the SO-OP, assistance will be requested, and coordination with the relieving flotilla will be conducted. 2 Division 16 Surge Operations Plan However, operational personnel may provide assistance or assets to other flotillas on their deployment days, at the request of the Division SO-OP, provided they are available to do so. Operational assets such as OPFACS or Land Mobile Radio Facilities will be moved to the various stations either the day before the individual flotilla’s coverage (if logistically possible), or on the same day, arriving on station at or within the allotted time, the covering flotilla is responsible for. For the crews staying overnight it is assumed that each person will bring their own bed linens, and personal hygiene items with them, and will be responsible for their own items when leaving the station. Food items will be brought in by the various crews or obtained locally. All foodstuff receipts will be submitted to the Flotilla Commander, or reimbursement will be through the coxswain via the patrol order. If costs exceed the normal patrol order reimbursement rate, the flotilla will cover the expense and submit to the Coast Guard for reimbursement. Foodstuffs may also be obtained by logistical support personnel, prepared and brought to the station for the various crews. Fuel for the assigned OPFACS may be obtained at the stations (Manasquan Inlet or Shark River) or at the fuel dock at nearby Union Landing Marina (Manasquan Inlet) or Belmar Marina (Shark River). In the event of a disaster various independent distributors or logistical support personnel may bring fuel into the station. If fuel costs exceed the normal patrol order reimbursement rate, the flotilla will cover the expense and submit to the Coast Guard for reimbursement. 4.1 Engineering Support Engineering support personnel will be requested via the Flotilla Incident Command Calling Structure, or from within the flotilla itself, and if available, will provide support based on their individual skills, on the day each individual flotilla has coverage. One person will be designated as support lead, and will coordinate with the Coast Guard and the division, if specific tasks or items are required or needed.
