Upper Newport Bay Ecosystem Restoration Project Frequently Asked Questions (FAQ) 1. Why is the project necessary? Upper Newport Bay is one of the last remaining coastal wetlands in southern California, and continues to play a significant role in providing critical habitat for a variety of migratory waterfowl, shorebirds and endangered species of birds and plants. Bay sedimentation has significantly increased in the last several decades due to rapid urbanization of the watershed. As a result, open water areas are disappearing in the bay, tidal circulation has diminished and shoaling is occurring within the Federal and local navigation channels and slips. Upstream efforts to control sediment inputs to the Upper Newport Bay Ecological Reserve and within-Bay dredging projects have not been completely effective. A primary objective of this project is to effect management of sediments deposited within the bay, with the objective of reducing the frequency of dredging projects while also enhancing habitat values within the upper bay and slowing the detrimental impacts of sediment accumulation on the fish and wildlife habitats. 2. What are the benefits of the project? The Upper Newport Bay restoration project will allow for a reduced frequency of maintenance dredging; improve or restore estuarine habitats; sustain a mix of open water, mudflat and marsh habitat; increase tidal circulation for water quality; reduce predator access to sensitive habitats; improve public use and recreational access; and improve educational opportunities. 3. NOTES TWO RECENT RECORDS OF THE CLAPPER RAIL FROM THE BALLONA WETLANDS, LOS ANGELES COUNTY, CALIFORNIA DANIEL S. COOPER, Cooper Ecological Monitoring, Inc., 5850 W. 3rd St., #167, Los Angeles, California 90036; [email protected] I report on two recent records of the Clapper Rail (Rallus longirostris) from the Ballona Wetlands at Playa del Rey in Los Angeles County, including the first well- documented report in in the county over 40 years, from a site where a population persisted into the 1950s. On 25 August 2008, two biological consultants (A. Gutierrez and R. Woodfield, with Merkel and Associates, San Diego) sampling fish in a tidal chan- nel at the Ballona Wetlands just south of Ballona Creek spotted a bird they suspected was a Clapper Rail. On 21 January 2010 Gutierrez wrote to me, “on August 25, 2008 a Light-footed Clapper Rail was observed foraging along the eastern waterline of a channel in the pickleweed of the Ballona Wetlands. The observation occurred at 11:30 A.M. on a clear day, with no wind, a temperature of 70 °F, and during a low tide of 3.2 ft mean lower low water. Although it was a low tide, the water level was fairly high due to the tide being subject to muting and lag from the presence of tide gates at the Ballona Wetland. The Clapper Rail walked the edge of the high waterline from south to north and then back to the south, weaving through the pickleweed. After approximately 5 minutes, the Clapper Rail flew to the west shore of the channel and proceeded out of sight into the dense pickleweed.” Fortunately, (using a cell phone) Woodfield took a photograph (Figure 1) showing an unmistakable image of a Clapper Rail. -

Developing Ecological Site and State-and- Transition Models for Grazed Riparian 1 Pastures at Tejon Ranch, California Felix P. Ratcliff,2 James Bartolome,2 Michele Hammond,2 Sheri 2 3 Spiegal, and Michael White Abstract Ecological site descriptions and associated state-and-transition models are useful tools for understanding the variable effects of management and environment on range resources. Models for woody riparian sites have yet to be fully developed. At Tejon Ranch, in the southern San Joaquin Valley of California, we are using ecological site theory to investigate the role of two managed ungulate populations, cattle and feral pigs, on riparian woodland communities. Responses in plant species composition, woody plant recruitment, and vegetation structure will be measured by comparing cattle and feral pig management treatments among and between areas with similar abiotic conditions (ecological sites). Results from the second year of this project highlight the spatial variability of riparian woodland vegetation communities as well as temporally and spatially variable abundances of cattle and feral pigs. Development of riparian ecological site descriptions and state-and-transition models provide both a generalizable framework for evaluating management alternatives in riparian areas, and also specific direction for managing cattle and feral pigs. Key words: cattle, ecological site descriptions feral pigs, riparian area management, state-and transition models Introduction Ecological site concepts and state-and-transition models have been widely developed to model spatial and temporal vegetation dynamics in arid rangelands. An ‘Ecological Site’ as defined by the Natural Resources Conservation Service is “a distinctive kind of land with specific physical characteristics that differs from other kinds of land in its ability to produce a distinctive kind and amount of vegetation, and in its ability to respond to management actions and natural disturbances” (Bestelmeyer and Brown 2010, Caudle and others 2013). -

3.4 Biological Resources 3.4 BIOLOGICAL RESOURCES 3.4.1 Introduction This section evaluates the potential for implementation of the Proposed Project to have impacts on biological resources, including sensitive plants, animals, and habitats. The Notice of Preparation (NOP) (Appendix A) identified the potential for impacts associated to candidate, sensitive, or special status species (as defined in Section 3.4.6 below), sensitive natural communities, jurisdictional waters of the United States, wildlife corridors or other significant migratory pathway, and a potential to conflict with local policies and ordinances protecting biological resources. Data used to prepare this section were taken from the Orange County General Plan, the City of Lake Forest General Plan, Lake Forest Municipal Code, field observations, and other sources, referenced within this section, for background information. Full bibliographic references are noted in Section 3.4.12 (References). No comments with respect to biological resources were received during the NOP comment period. The Proposed Project includes a General Plan Amendment (GPA) and zone change for development of Sites 1 to 6 and creation of public facilities overlay on Site 7. 3.4.2 Environmental Setting Regional Characteristics The City of Lake Forest, with a population of approximately 77,700 as of January 2004, is an area of 16.6 square miles located in the heart of South Orange County and Saddleback Valley, between the coastal floodplain and the Santa Ana Mountains (see Figure 2-1, Regional Location). The western portion of the City is near sea level, while the northeastern portion reaches elevations of up to 1,500 feet. -

Chapter 8 Manzanar
CHAPTER 8 MANZANAR Introduction The Manzanar Relocation Center, initially referred to as the “Owens Valley Reception Center”, was located at about 36oo44' N latitude and 118 09'W longitude, and at about 3,900 feet elevation in east-central California’s Inyo County (Figure 8.1). Independence lay about six miles north and Lone Pine approximately ten miles south along U.S. highway 395. Los Angeles is about 225 miles to the south and Las Vegas approximately 230 miles to the southeast. The relocation center was named after Manzanar, a turn-of-the-century fruit town at the site that disappeared after the City of Los Angeles purchased its land and water. The Los Angeles Aqueduct lies about a mile to the east. The Works Progress Administration (1939, p. 517-518), on the eve of World War II, described this area as: This section of US 395 penetrates a land of contrasts–cool crests and burning lowlands, fertile agricultural regions and untamed deserts. It is a land where Indians made a last stand against the invading white man, where bandits sought refuge from early vigilante retribution; a land of fortunes–past and present–in gold, silver, tungsten, marble, soda, and borax; and a land esteemed by sportsmen because of scores of lakes and streams abounding with trout and forests alive with game. The highway follows the irregular base of the towering Sierra Nevada, past the highest peak in any of the States–Mount Whitney–at the western approach to Death Valley, the Nation’s lowest, and hottest, area. The following pages address: 1) the physical and human setting in which Manzanar was located; 2) why east central California was selected for a relocation center; 3) the structural layout of Manzanar; 4) the origins of Manzanar’s evacuees; 5) how Manzanar’s evacuees interacted with the physical and human environments of east central California; 6) relocation patterns of Manzanar’s evacuees; 7) the fate of Manzanar after closing; and 8) the impact of Manzanar on east central California some 60 years after closing.
