The COVID-19 pandemic has disrupted many aspects of our daily lives, but its impacts are especially acute for persons with disabilities. This is because persons with disabilities are often the most vulnerable in any community and crisis. The Global Disability Inclusion Survey reports that 51% of people with a disability have either lost their jobs, been laid off, or believe they will lose their job in the 90 days, compared to 28% of those without a disability. The survey data clearly shows that persons with disabilities, who are often already on the fringes of competitive employment, are some of the first groups impacted in crisis, such as the COVID19 pandemic; especially as companies shuffle their workforce to reduce hours, and lay off employees due to the economic shutdown. This reality is even worse for the disability community in where over 50% were already without employment, and for women with disabilities, who usually suffer double discrimination, compared to their male counterpart. Worst still, most relief programs implemented in response to the COVID-19 pandemic have largely excluded persons with disabilities, as disability was not even a criterion used to determine vulnerability for the Federal government stimulus package.

Launched in April 2020, the Project Enable Africa COVID-19 Response Project aimed to provide relief materials to 1,000 households of persons with disabilities across . Thanks to the support of the Ishk Tolaram Foundation and all other partners, who provided over 75% of the project funds, the project has directly reached over 954 families of persons with disabilities in Lagos and its environment. This report provides the impact report of the project. More importantly perhaps, this project has led to the establishment of two new programs which are targeted at providing a long-term and more sustainable support for the community of persons with disabilities across Nigeria. These are the Caregivers’ training and Business Support Services for businesses led by persons with disabilities across Nigeria. Our aim is that with these new programs, we are able to support many more persons with disabilities to deal with the impact of the COVID-19 pandemic, and position them to escape extreme poverty. On behalf of the community of persons with disabilities in Lagos, we are grateful for the support from our partners and donors, and we look forward to continuing to partner with various public and private sectors organisations towards promoting an inclusive society where everyone is able to prosper, irrespective of their disability. 3 Project Enable Africa COVID-19 Response Project

In response to the economic challenges posed by the COVID-19-incduced lockdown in Lagos state, Project Enable Africa launched her COVID-19 Response project in April 2020. The goal of the project was to provide relief/palliative support, in form of food and hygiene/safety materials, to 1,000 households of persons with disabilities in dire need of support. The first phase of the project was carried out between April and May, 2020 through contribution from Stanforte Edge Ltd/Gte, and donations from a few individuals. During the COVID-19 pandemic-incduced lockdown, we distributed relief materials to over 450 persons with disabilities in Ikorodu, Badagry, Amuwo Odofin, , Olodi - , Anthony, Amukoko, Ikotun, Yaba, Ojota, Fadeyi-Onipanu, Shomolu, Bariga, Ojodu Berger, Ajeromi Ifelodun, Egan and Ijora communities of Lagos State. With the support of Ishk Tolaram Foundation, we reached an additional 500 households of persons with disabilities across Lagos and its’ environ with relief materials. This was achieved through a grant donation of ten thousand, and ten (10,010) dollars, paid over four tranches between June 17 and July 30, 2020, from the Foundation in support of the project. This was in addition to a cost sharing contribution from Stanforte Edge Ltd/Gte., and donations from a few individuals. In total, the sum of five million, one hundred and fifty-three thousand, seven hundred (5,153,700) naira ($13,386.23) was raised and spent for the project. The grant donation from the Ishk Tolaram Foundation ($10,010) represents about 75% of the total sum, while donations from individuals represent about 3% of the total project cost. The breakdown of the donations that made the project possible is find below:

4 Project Implementation

Through the support from the Ishk Tolaram Foundation, contribution from Stanforte Edge Ltd/Gte, and donations from a few individuals, we had five phases of outreaches between April and August, 2020. We partnered with a some organisations, including The Joint National Association of Persons with Disabilities (JOANPWD), Lagos Chapter, to compile the names of those most-in-need of the relief package among persons with disabilities. To ensure proper organisation, after collation and sorting of names, selected beneficiaries were informed of details of the outreach through a simple text message that contained a unique code for every person. This SMS, containing the code was used to admit beneficiaries into the venues of the outreaches. In total, we received over two thousand names from across Lagos and it environ.

Two methods were used in the distribution of the relief materials. Most of the beneficiaries were reached through invitation to a center collection point at a chosen venue for the outreach. While the others were reached via house-to-house delivery for the first phase. The house-to-house delivery focused on bed-ridden and home-bound persons with disabilities, as well as those with very limited mobility. During each outreach, we usually began by screening in beneficiaries into the venue, ensuring that they have their hands sanitized after which they are given the Ishk Tolaran Foundation branded Facemasks as part of the safety measures. This is usually followed by a short presentation on the COVID- 19 and how persons with disabilities can stay safe during the pandemic.

The first outreach took place on Thursday, June 25th at the Teslim Balogun Stadium Surulere, reaching a total of one hundred (100) beneficiaries. The second phase of the outreach took place in three different communities from Saturday, July 4th to Friday, July 10th. The first was on July 4th at Lagos State secretariat of the Spinal Cord Injury Association of Nigeria, at 2, Alakoso Avenue, Oshodi-Apapa Expressway, Festac, Lagos. Secondly, on Thursday July 9th at the Baale’s residence, Badagry. And thirdly through a house-to-house delivery in Amukoko community within the period stated above. Altogether, the second phase of the outreach reached one hundred and thirty (130) beneficiaries. The third phase of the outreach held on Tuesday, July 21st at Ayangburen Primary School, Allison Road, Ikorodu. This directly reached one hundred and thirty-two (132) beneficiaries. The fourth and final phase of the project held over one week reaching one hundred and thirty-five (135) beneficiaries. The main outreach held on Friday, August 7th at Elyon Schools, 5 6, Orija Street, Ile Epo Bus Stop, Liasu Rood Ikotun. Within that week, we delivered the relief packs to home-bound persons with disabilities in Abule Egba community. All beneficiaries received ten (10) items in their relief packs; these items are: 1. 5kg of Rice; 2. 5kg of Beans; 3. 5kag of Garri; 4. 75cl bottle of Vegetable Oil; 5. 4 Sachet of Tomato Paste; 6. 2 packs of Spaghetti; 7. 100ml of Hand Sanitizer; 8. Ishk Tolaram branded Facemasks; 9. One thousand (1,000) naira cash stipend to each beneficiary; 10. IEC Materials (provided by Ishk Tolaram Foundation).

Gender and Disability Distribution of Beneficiaries

About 58% of the beneficiaries were women with disabilities, while 42% were men. The women included both women with disabilities, and mothers of special needs kids.

8 Impact Report

With the support of the Ishk Tolaram Foundation, contribution from Stanforte Edge Ltd/Gte, and donations from a few individuals, the project reached 954 households of persons with disabilities, directly with COVID-19 Relief materials including food and safety/hygiene materials. We estimate reaching a total number of 55201 people indirectly. Our estimated media reach is about 2million people. These include people reached via traditional, print and social media with disability inclusion messages and the media report of the project from April to August, 2020.

This project has been very strategic and complementary to our regular programs at Project Enable Africa. Our regular programs include the Project Enable Africa Fellowship program that has trained over 150 persons with disabilities in ICT skills through the Inclusion Hub and connected over 40 to job opportunities in the last one year. Through the FollowDisACT Campaign, we have hosted over a dozen stakeholders’ forum, bringing together key decision makers from the private public and civil society sectors together to deliberate on disability inclusion issues. The campaign has reached an estimated 5million people with messages of social inclusion since its launch in September 2019.

As a result of our interactions with the community of persons with disabilities during the Project Enable Africa COVID-19 Response Project, we launched two new programs. These programs are ways to provide long term, sustainable support for members of the disability community. The programs are:  Caregivers’ training: As a way to help mothers of special needs kids across Nigeria access digital tools to continue to run their small-scale business, we launched the Caregivers’ training. The training provides social media marketing skills and access to digital marketing tools to mothers of special needs kids across Nigeria. Since commencing in July 2020, we have trained over 150 caregivers/mothers of special needs kids from about 10 states in Nigeria on social media marketing skills. The training usually provides a 3days virtual sessions for participants, and an on-going community support that helps them leverage digital tools and resources to market their skills, products and services towards increased income. We plan to train 500

1 calculated by multiplying the total number of households reached by the average family size of 5 people. 9 caregivers/mothers of special needs kids across Nigeria in the next one year. Concept Note is available on request.  Business Support Services for Persons with Disabilities: Realizing that many PWDs are small business owners who play in the informal sector, we have launched this project to provide direct accessible business support for businesses run by persons with disabilities across Nigeria. The goal of the project is to provide business training, mentorship and access to funding linkages to PWD-led businesses across Nigeria. The first cohort of the program will be 50 PWDs businesses who will be trained and supported in a 6month program that will aim to help them position for scaling and provide capacity to deal with the adverse effect of COVID-19 on businesses. We also aim to help PWDs access the various COVID-19 business palliatives funds available from the Federal government and private institutions. This program will commence in October, 2020. We will also commence the implementation of our existing programs, in view of the data collected during the implementation of this project. These programs are:  Project Enable Fellowship program: This program equips young person's with disabilities ICT skills and opportunities. We train PWDs in digital business management, photo/video editing, graphic design and web development, and connect them to job opportunities. We plan to train 200 persons in the next one year.  FollowDisACT Campaign: this is our disability inclusion advocacy program that engages various stakeholders from the private, pubic and civil society sectors. The aim is to catalyse the implementation of the Nigeria Disability Act.

10 Project Implementation Team

The project was planned and implemented by a team of four (4) staff team members led by Lanre Olagunju, our Head of Communications, who are full time staff of Stanforte Edge Ltd/Gte. The team was supported by forty (40) volunteers during the four phases of the outreaches. We made a public announcement for volunteers who will support the project, and about 20 people indicated interest. The volunteers were supported by people from our registered volunteers list. In total, there was over four hundred (400) cumulative man- hour contributed by all volunteers and staff to the project.

14 Conclusion

We appreciate the board and management of the Ishk Tolaram Foundation and the individuals who supported this project to reach the community of persons with disabilities with relief materials. The project has been very impactful, with many positive feedbacks from members of the disability communities. They are also particularly grateful for the provision of cash stipends, with which they are able to cover other needs such as purchase of fuel for cooking, transportation to collection points, and other personal needs.

Even though we have continued to receive many requests from other members of the community, including those in neighboring states to Lagos, we have now come to the end of the Project Enable Africa COVID-19 Project. This is to enable us focus on the resulting programs from the COVID-19 Response project: The Caregivers Training and PWD-led Business Support Program. In addition to the Caregivers Training which commenced in July, the virtual version of the Business Program for the first cohort of 50 businesses will commence in October 2020. We have also commenced our ICT training program for a cohort of 30 young person's with disabilities in September 2020.

As we plan and prepare to commence these programs in October, we look forward to continuing working with our partners towards partnering to create more sustainable impact for the community of persons with disabilities in Nigeria.
