The remains of the first memorial erected in 1922 on the north-west side of the Richmond Road-Roosevelt Avenue intersection were found in 1952 in a City-owned yard. The City rebuilt the on Carlington Heights using the remnants of the old memorial, and replaced the commemorative plaque which had disappeared.

By 1984 vandalism was seen to be taking its toll on the memorial, so Charley Timms and a dozen other members of Branch 480 of the Royal Canadian Legion looked into the idea of relocating the memorial in a place where better police surveillance was available.

While the newly-formed Westboro War Memorial Association entered into active negotiations with the City of to arrange to construct an entirely new memorial in Westboro, Regional Council gave permission for the vandalized monument on Carlington Heights to be dismantled. When this was done, the plaque was removed to the Branch 480 building where it is now mounted on the outside wall facing Richmond Road.

The City is leasing the site of the new monument to the Association. The plan to build a new cenotaph was authorized by the City as a Self-Help project. This meant the Association had to raise a substantial portion of the funds while the City would pay for the rest. Draws and other fund-raising events filled the Association’s coffers and, after much cutting of red tape, the first sod was turned on April 12, 1985. Construction was soon underway.

The new cenotaph is being used for annual ceremonies by Branch 480. The Branch has also assumed the duty of taking care of the memorial.
