SHIRLEY BACA Fax (505) 476-0161 December 1, 2006 Citizens of New Mexico, Members of the New Mexico State Legislature, Governor Bill Richardson; The New Mexico Public Regulation Commission is proud to present our 2006 Annual Report, detailing the activities and accomplishments of the Commission for the past fiscal year. The Commission’s report recognizes the impact that the Public Regulation Commission has on the State of New Mexico and the citizens of the state. It is for this reason that I proudly commend the commitment and dedication of all of the Commissioners and the staff of the PRC who work diligently to provide quality service to all and who carry out the tremendous responsibility with which the citizens of New Mexico have entrusted us. We are a diverse organization with varying duties and responsibilities that learn from each other, from public input, from the industries we regulate and the people of New Mexico. The Commission continually strives to find balance between industry and consumer to create fair and reasonable rates, to ensure safe and reliable services and to make certain that regulated entities receive fair returns on their investments. With this in mind the Commission works diligently to improve our services for both the industries we regulate and the consumers we serve. Sincerely, Ben R.
