DEPARTMENT of ENVIRONMENT and NATURAL RESOURCES JOE FOSS BUILDING 523 EAST CAPITOL PIERRE, SOUTH DAKOTA 57501-3182 denr.sd.gov June 19, 2017 Scott Pruitt, Administrator .Douglas W. Lamont, P.E. US Environmental Protection Agency Department of the Army 1200 Pennsylvania Avenue NW 108 Army Pentagon Washington, DC 20460 Washington, DC 20310-0108 Dear Administrator Pruitt and Mr. Lamont: I am writing to express my appreciation for the opportunity to provide input on the efforts to revise the definition of waters of the United States. When Congress passed the Clean Water Act in 1972, the Act's declared objective in Section 101 (a) is "to restore and maintain the chemical, physical, and biological integrity of the Nation's waters." In Section 101 (b), Congress also specifically declared "[i]t is the policy of the Congress to recognize, preserve, and protect the primary responsibilities and rights of States to prevent, reduce, and eliminate pollution, to plan the development and use (including restoration, preservation, and enhancement) of land and water resources, and to consult with the Administrator [of EPA] in the exercise of his authority under this Act." In South Dakota, we firmly believe these two declarations can and should go hand-in-hand. However, in recent years, this objective and policy have appeared at odds with one another. In our federalist system, the states and the federal government share responsibility for controlling water pollution. Much of the progress under the Clean Water Act has depended on the ability of state and federal regulators working together toward protecting and restoring the nation's water quality.

Over 40 members representing all six squadrons made the trip. Col. Seten commented, “The purpose is to tell state policymakers the story of Civil Air Patrol in South Dakota, of the many volunteer hours spent on air and ground missions for local, county, tribal, state and federal government, law enforcement agencies and first responder organizations. We also want them to know of our cadet program that prepares young people not just for careers in the military, but to be good citizens.” He also said it is important that the public understands in a time of limited budgets, SDWG helps stretch the resources of the state and saves money by using well-trained, professional volunteers, volunteers who are held to the same level of performance and knowledge as their paid colleagues.

2017 Directory Photo by Chad Coppess/travelsd.com MISSION: The South Dakota Rural Electric Association is devoted to unifying, pro- moting and protecting the interests of member electric cooperatives in South Dakota by providing leadership, training, communication, legislative representation and other member services. WE BELIEVE: That rural families in rural enterprises are a balancing force in the social and political structure that is vital to the stability, preservation and improvement of representative democratic government, of an efficient and economic productive system and of a satisfying world society; That the individually owned and operated farm is essential to the preserva- tion and enrichment of the private enterprise system; That people living in rural areas cannot successfully compete with other segments of economic structure in maintaining and improving the standard of living unless rural America does effectively organize its economic and social forces; That cooperative principles and techniques are the best ways and means for the rural people to continuously achieve these ends. Touchstone Energy® Four Core Values u Integrity u Innovation u Accountability u Commitment to Community STATEMENT OF PURPOSE The South Dakota Rural Electric Association, established in 1942, exists to serve our members. SDREA operates on the premise that, by pooling resources, members can receive services through SDREA more cost-effectively and ef- ficiently than they do on their own. We believe: 1. That we exist because of our members. We continually evaluate our ser- vices and funding to ensure they are meeting our members’ needs, while acknowledging that those needs vary and may be dictated by ongoing or emerging issues.
