SLOVAK ŠEFČOVIČ NOMINATED AS NEXT TRANSPORT AND SPACE COMMISSIONER

At a press conference earlier today, President-Elect Jean Claude Juncker presented his team of Commissioners.

Mr Juncker has put forward Slovak candidate Maroš Šefčovič as the Commissioner of this new Service, taking over from Mr . Mr Šefčovič is a Slovak diplomat and the current for Inter-Institutional Relations and Administration.

Juncker has introduced many changes amongst which the renaming of Directorate General (DG) for Mobility and Transport to DG for Transport and Space. The new DG would incorporate several space-related units from DG Entreprise and Industry.

DG Taxation and Customs Union (TAXUD) and DG Economic and Monetary Affairs (ECFIN) will also be fused into a single DG under French candidate Commissioner , taking over from .

Some of the other changes that are relevant for CLECAT include:

• The nomination of Danish candidate Margrethe Vestager as the new Competition Commissioner(DG COMP), replacing Joaquin Almunia. • The merger of DG Environment (ENVI) with DG Maritime Affairs and Fisheries (MARE) to form the new DG Environment, Maritime Affairs and Fisheries. Maltese candidate is nominated as the new Commissioner for this new DG, taking over from former ENVI Commissioner Janez Potočnik and MARE Commissioner . • Belgian candidate Marianne Thyssen has been nominated as the new Commissioner for Employment, Social Affairs, Skills and Labour Mobility, taking over from László Andor. • Yet another portfolio will be created through the union of two existing ones. DGs Climate Action and Energy will also merge to create a new Commission service, under the responsibility of Spanish candidate Commissioner Miguel Arias Cañete, replacing ENER Commissioner Gunther Oettinger and CLIMA Commissioner . • Finally, Italian candidate Federica Mogherini has been designated as the new High Representative for Foreign Affairs and Security Policy, succeeding Lady as the head of the European External Action Service.

The proposed team of Commissioners will now have to receive the blessing of the . To that end, candidate hearings by the EP will be held in the week of the 29th of September. When the EP supports the team, the Juncker Commission will officially begin its term on the 1st of November and steer EU policy-making for the next five years.

“ENVISIONING THE FUTURE OF LOGISTICS CHALLENGES & SOLUTIONS EXPLORED”

CLECAT’s annual Freight Forwarders Forum addressing ‘the Future of Logistics; challenges and solutions explored’ will take place at the World Customs Organisation on the 6th November.

The Forum will include key note speeches from policy makers in the EC and EP, including Fotis Karamitsos, Deputy Director-General, DG MOVE, European Commission, Gesine Meissner, Member of the European Parliament and Jeroen Eijsink, CEO DHL Freight Germany.

TRANSPORT COMMITTEE ADOPTS DRAFT OPINION ON EU BUDGET 2015

At its meeting on 3 September, the European Parliament Transport Committee adopted the opinion by Roberts Zile MEP (Conservative, Latvia) on the 2015 EU Budget.

The smooth running of TEN-T programmes and of the Connecting Europe Facility is a budgetary priority for the Committee in 2015. It voted in favour of increased allocations for infrastructure projects with high European added value. Investment in transport stimulates growth, competitiveness and employment in line with the goals of the "Europe 2020" strategy. The Committee also underlined the importance of adequate funding for the Agencies dealing with railways, maritime safety and aviation safety as they contribute to achieving EU objectives, while making savings at national level.

EUROPEAN COMMISSION SURVEY ON KEY PERFORMANCE INDICATORS FOR ITS

DG MOVE of the European Commission has commissioned consultants AECOM to carry out a study looking at current levels of use across Europe of Key Performance Indicators (KPIs) within the field of Intelligent Transport Systems (ITS). The study aims to develop a consistent set of KPIs that can be used by different stakeholders across Europe to monitor, assess and report on ITS performance.

Input to this study is sought from individual experts or organisations active within the field of ITS through an online survey. The survey will ask about data collection, the metrics or

3 indicators used to monitor ITS deployment and assess ITS performance, as well as views on common KPIs that could be used in the future.

The study is interested in all aspects of ITS performance, including:

 Levels of deployment of ITS services and systems, e.g. the extent of systems deployed and network covered by ITS.  Impacts on end users, e.g. service quality.  Area wide impacts, e.g. reduction in congestion, reduction in accidents.  Operator impacts, e.g. cost efficiency, return on investment.
