INTRODUCTION Why do rich people seeking reductions in their tax burdens, who have the ability to influence Congress directly through lobbying and campaign contributions, sometimes resort to grassroots populist methods? And why do non-rich people sometimes join the rich in their anti-tax movements? These are the puzzles Isaac William Martin sets out to solve in Rich People’s Movements.1 Martin’s historical research—much of it based on original sources to which scholars have previously paid little or no attention—reveals that, far from being a recent innovation, populist-style movements against progressive federal taxation go back nearly a century, to the 1920s. Co-operatives Unleashed from the grassroots July 2020 About CCIN and the Policy Labs The Co-operative Councils’ Innovation Network (CCIN) is a non-party political active hub, founded in 2012 to achieve co-operative policy development, innovation and advocacy which is: Action-focused: a vehicle for helping councils translate co-operative policy and principles into practice. Membership-based: funded by modest membership subscriptions from its member councils. Open to all UK councils: members share the belief that working co-operatively with communities holds the key to tackling today’s challenges. Part of the local government family: the network is a Special Interest Group registered with the Local Government Association (LGA) where we work to promote innovation in local government. Established in 2016, the Policy Lab programme is an opportunity for any CCIN Member to present an idea and receive funding for collaboration with other CCIN members to fund co-operative solutions to the challenges facing local government. PREFIGURATIVE POLITICS VS. PARTY BUILDING IN THE POST- SOVIET CONTEXT: IDEOLOGY AND RESOURCE MOBILIZATION IN LEFT-RADICAL GROUPS IN UKRAINE. VOLODYMYR ISHCHENKO Center for Social and Labor Research, Kiev Abstract I wrote this paper 10 years ago based on my MA thesis. Many things have changed since that time. The left groups mentioned in the article do not exist anymore. Some of their activists are still active politically but many are not part of radical left politics any more. In addition, now I am more skeptical of the postmodern theories of ideology I tried to use in the paper. If I were writing a similar analysis now, I would try to develop a more materialist and a more complex approach to ideologies and their effects on practical politics. However, the paper seems to be pointing to a much wider question than merely the problems of two small Kiev-based radical left groups. The radical left movement in Ukraine is slightly larger now, involving hundreds, not dozens, of activists, but it still lacks any strong organization and remains completely marginal politically. But it is not just a matter of the Ukrainian left. The recent waves of popular struggles in Europe and in Arab countries persuasively showed how anarchist suspicion of disciplined organizations and strategy politically disarms the movements. If lacking strong political organizations even massive mobilizations are at best able only to overthrow the old elite, while allowing the seizing of power by traditional "opposition" parties, which in reality block any prospects for fundamental political and social change. SYRIZA in Greece and Podemos in Spain may push progressive movements into an understanding of the need for political representation. -

INTRODUCTION The federal courts have by now firmly established a variety of doctrines by which they decline to exercise jurisdiction vested in them by Congress. The constitutional validity of these "ab- stention" doctrines has been challenged in recent years by Pro- fessor Martin Redish, who contends that "[j]udge-made absten- tion constitutes judicial lawmaking of the most sweeping nature."1 He characterizes the abstention doctrines "as a judicial usurpation of legislative authority, in violation of the principle of separation of powers."'2 To Professor Redish, judicial con- struction of "a jurisdictional statute that somehow vests a power in the federal courts to adjudicate the relevant claims without a corresponding duty to do so is unacceptable." 3 Redish's intellec- tual cohort, Professor Donald Doernberg, establishes the same point by invoking more directly the familiar admonition of Chief Justice Marshall in Cohens v. -

Paul Stevenson Jonas Pontusson, Inequality and Prosperity: Social Europe vs. Liberal America (Ithaca, NY: Cornell University Press 2005) Jonas Pontusson is a political science professor at Princeton University who in the recent past has been known to critique social democracy, particu- larly in Sweden, from a socialist perspective.1 However, the thrust of the book under review here is to provide an empirical and analytical rationale that social democratic regimes (especially those of the Nordic nations) have performed well in economic and social terms in the post-World War II era in comparison with other capitalist nations but especially in comparison with the neo-liberal United States. -

brazilianpoliticalsciencereview ARTICLE Liberalism, Marxism and Democratic Theory Revisited: Proposal of a Joint Index of Political and Economic Democracy Angelo Segrillo Department of History, University of São Paulo Liberalism and Marxism are two schools of thought which have left deep imprints in sociological, political and economic theory. They are usually perceived as opposite, rival approaches. In the field of democracy there is a seemingly in- surmountable rift around the question of political versus economic democracy. Liberals emphasize the former, Marxists the latter. Liberals say that economic democracy is too abstract and fuzzy a concept, therefore one should concentrate on the workings of an objective political democracy. Marxists insist that political democracy without economic democracy is insufficient. The article argues that both propositions are valid and not mutually exclu- sive. It proposes the creation of an operational, quantifiable index of economic democracy that can be used alongside the already existing indexes of political democracy. By using these two indexes jointly, political and economic democracy can be objectively evaluated. Thus, the requirements of both camps are met and maybe a more dialogical approach to democracy can be reached in the debate between liberals and Marxists. The joint index is used to evaluate the levels of economic and political democracy in the transition countries of Eastern Europe.
