You know that the Bar Council of India has been fully supporting the demands for immediate arrest of the guilty policemen and the Bar Council of India has also taken all possible steps right from 2nd November, 2019 itself. It were efforts made by the Bar Council of India upto the level of Hon'ble the Chief Justice of India that the suo motu cognizance of the incident of 2.11.2019 was taken by the Hon'ble Delhi High Court on Sunday, 3rd November, 2019. The Bar Council of India whole-heartedly supported and argued in favour of the arrest of the guilty police officers till the Joint meeting with Police Officers held at Raj Niwas on 10.11.2019 where the Hon'ble Lieutenant Governor was in Chair. All the leaders of the Co-ordination Committee as well as the Bar Council of Delhi are witness to the same. We are shocked to know through newspapers that an application was moved ,I by District Bar Association, Courts in the Court of Chief Metropolitan Magistrate, Tis Hazari Court on 11.11.2019, inter-alia, asking for an order to arrest the guilty police officials. The said prayer was rejected by the C.M.M by passing a speaking order. Neither the Bar Council of India, nor the Bar Council of Delhi, nor Supreme Court Bar Association, nor �he Delhi High Court Bar Association or even other District Bar Associations of Delhi were even informed

or consulted, while all these Bar Bodies have been whole-heartedly supporting the demand of arrest of policeman who opened fire. This is most unfortunate. We fail to understand as to how and why abstinence from Courts is continuing despite the above, and even after a resolution signed on behalf of the Bar Council of Delhi and the Coordination Committee of District Court Bar Associations of Delhi on 8.11.2019 for suspension of strike. The Bar Council of India had requested for 10 days time to make efforts for the arrest of guilty police officers. We are pained to say that the Litigant public and Bar Council of India were not given even one strike- free day by the !eaders of the Co­ ordination Committee who issued statements from 9.11.2019 itself resolving to continue the strike. We would like to inform you that prolonged absence of Lawyers from the Court in Delhi may be taken very seriously by the I lon'ble Supreme Court of India and the leaders of the Bar Council of India, Bar Council of Delhi, the Co­ ordination Committee and all the Bar Associat_ions .of Delhi may have to face contempt proceedings as per the judgments of the Supreme Court of India. And Removal from their respective offices of the Bar Council/Bar Associations and disqualification to contest future election of any Bar Council/Bar Associations. As you were informed in the meeting held in the office of Bar Council of India on the evening of 8.11.2019, that . in the forenoon of 8.11.2019, the Hon'ble Supreme Court of India had expressed fts anguish �nd serious concern about the ongoing abstinence from Co�rts by Lawyers of Delhi and the Supreme Court asked the Bar Council of India to take appropriate action on the lines of the resolution dated 26.10.2019 passed with regard to the Lawyers strike in Orissa. We earnestly hope that you will make all sincere endeavor to ensure that the Lawyers resume court work from tomorrow itself, and, if any demonstration is to be held on 15.11.2019, it remains calm and peaceful Thanking you, Yours sincerely, IV') ......
