Israeli forces continue systematic crimes in the occupied Palestinian territory (oPt)

(17 – 30 September 2015)

 3 Palestinian civilians, including a girl and a deaf young man, were killed in the

 Israeli forces continued to use excessive force against peaceful protests in the West Bank. - 24 Palestinian civilians, including 11 children, were wounded. - 4 Palestinian civilians, including a child, were wounded in various shooting incidents.

 Israeli warplanes carried out 5 airstrikes against the north of the Gaza Strip.

 Israeli forces conducted 67 incursions into Palestinian communities in the West Bank and 3 limited ones in the Gaza Strip. - 135 , including 46 children and women, were arrested. - 109 of these Palestinians, including 44 children and 4 women, were arrested in occupied East Jerusalem. - Israeli forces arrested 9 Palestinian civilians, including 4 children, who attempted to cross into via the border fence.

 Israel continued to impose a total closure on the oPt and has isolated the Gaza Strip from the outside world. - Many checkpoints were established in the West Bank. - 7 Palestinian civilians, including 4 children, were arrested at checkpoints in the West Bank.

 Israeli navy forces opened fire at Palestinian fishermen in the Gaza Strip sea. - Israeli navy forces drowned a fishing boat off Khan Yunis shore, south of the Gaza Strip.

 Israeli forces continued efforts to create a Jewish demographic majority in occupied East Jerusalem. - An under-construction house was demolished in Silwan and a farmland was levelled in al- Eisawiya village. - Israeli forces and settlers continued to storm al-Aqsa mosque and impose restrictions on the entry of Palestinians into it.

 Israeli forces continued to support settlement activities in the West Bank and Israeli settlers continued to attack Palestinian civilians and property. - Israeli settlers established a checkpoint, east of Nablus, and opened fire at a Palestinian civilian car, but no casualties were reported.

Weekly Report 17 – 30 September 2015

Summary

Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (17 – 30 September 2015).

Shooting:

Israeli forces escalated their use of force against Palestinian civilians participating in peaceful protests in the West Bank. During the reporting period, Israeli forces killed 3 Palestinian civilians, including an 18-year-old girl and a deaf young men, and wounded 28 others, including 12 children. Israeli forces also continued to open fire at border areas in the Gaza Strip and chase Palestinian fishermen in the sea. Moreover, they carried out 2 airstrikes on paramilitary training sites and civilians objects.

In the West Bank, on 22 September 2015, Israeli forces stationed at a military checkpoint at the western entrance of al-Shuhada Street used lethal force and killed Hadeel al- Hashlamoun (18) from a range of 3 meters under the pretext that she was holding a knife. As a result, she sustained 10 bullet wounds throughout her body. She was taken to Tsha'ari Tsediq Hospital in West Jerusalem, but she was pronounced dead in the evening.

On 22 September 2015, 22-year-old Diya' al-Talahma, from Kharsa village, south of Doura, southwest of Hebron, was killed due to the explosion of an explosive device he was holding near the security road between bypass road 60 and "Nigohot" settlement. It was not obvious whether the explosive device exploded because Israeli forces fired at it or not. However, Israeli forces prevented a Palestinians ambulance from approaching or transporting him for over 3 hours and 40 minutes. They left him bleeding to death.

On 24 September 2015, medical sources at Rafidiya Hospital in Nablus declared Ahmed Khatatba (25), from Beit foreik village, east of Nablus, died of wounds he sustained earlier. According to PCHR's investigations, on 18 September 2015, Israeli forces stationed at Beit Foreik checkpoint, east of Nablus, opened fire at Palestinian civilian car crossing the checkpoint. As a result, the driver, al-Khatatba. sustained 2 bullet wounds.

On 20 September 2015, Israeli forces opened fire near al-Zahra' gas station in Jenin at Mohammed al-Alaqma (21). They wounded him in the left leg and then arrested him. This happened during an Israeli incursion into Jenin city and refugee camp.

On 25 September 2015, a Palestinian civilian was wounded when Israeli forces opened fire at a group of Palestinian youngsters who were protesting around Beit Foreik checkpoint, east of Nablus. On 26 September 2015, a Palestinian boy was wounded during a similar protest around the iron gate leading to "Etamar" settlement, southeast of Beit Foreik village.

In occupied East Jerusalem, Israeli forces wounded Mohammed Ibrahim Essa (13) in his head when they moved into al-Eisawiya village, northeast of the city. Therefore, he was taken to al-Maqased Hospital for medical treatment, where medical sources stated that he sustained fractures to the skull. His health condition was described as serious.

In the same context, Israeli forces continued to use excessive and systematic use of force against peaceful protests organized by Palestinian civilians and Israeli and international human rights activists in protest at the construction of the annexation wall and settlement activities in the West Bank and Israeli policies in the oPt. As a result, 17 civilians, including 10 children, were wounded.

During other protests organized in the vicinity of Ofer Prison, southwest of , on 18 September 2015, 8 civilians, including 6 children, were wounded.

On 29 September, 7 civilians, including a child, were wounded during a peaceful protest at the northern entrance of al-Bireh city in support for al-Aqsa Mosque.

In the context of targeting Palestinian fishermen, on 19 September 2015, Israeli gunboats stationed off al-Waha shore, northwest of Beit Lahia village in the north of the Gaza Strip, opened fire sporadically around fishing boats. Similar shooting incidents occurred on 20 September 2015 within 3 nautical miles. On 26 September 2015, Israeli navy forces drowned a fishing boat off Khan Yunis shore in the south of the Gaza Strip.

On 19 September 2015, Israeli warplanes fired a missile at a training site belonging to the Izziddin al-Qassam Brigades (the armed wing of Hamas movement), east of Jabalia in the north of the Gaza Strip. As a result, 2 Palestinian civilians sustained bruises throughout their bodies and a telecommunication signal tower was destroyed.

Also on the same day, an Israeli drone fired a missile at a water tower in Beit Hanoun town in the north of the Gaza Strip, but neither casualties nor material damage were reported.

On 30 September 2015, Israeli warplanes carried out 3 airstrikes on training sites belonging to Palestinian armed groups, but no casualties were reported.

Incursions:

During the reporting period, Israeli forces conducted at least 67 military incursions into Palestinian communities in the West Bank and 25 ones in East Jerusalem. During these incursions, Israeli forces arrested at least 135 Palestinians, including 46 children and 5 women. One hundred and nine of these civilians, including the 44 children and 4 women, were arrested in East Jerusalem.

In the Gaza Strip, on 21 September 2015, Israeli forces conducted 2 limited incursions in the Gaza Strip. They levelled lands along the border fence and withdrew later.

Restrictions on movement:

Israel continued to impose a tight closure of the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. For 9 consecutive years, Israel has tightened the land and naval closure to isolate the Gaza Strip from the West Bank, including occupied Jerusalem, and other countries around the world. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 1.8 million people. The Israeli authorities have established Karm Abu Salem (KeremShaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy. They also aim at imposing a complete ban on the Gaza Strip’s exports. The Israeli closure raised the rate of poverty to 38.8%, 21.1% of which suffer from extreme poverty. Moreover, the rate of unemployment increased up to 44%, which reflects the unprecedented economic deterioration in the Gaza Strip.

Efforts to create a Jewish demographic majority in Jerusalem

On 21 September 2015, Israeli forces demolished an under-construction house in Silwan village, south of East Jerusalem, under the pretext of the lack of a building license.

In the same context, Israeli forces levelled a farm belonging in al-Eisawiya village, northeast of East Jerusalem, as it was located within lands threatened to be confiscated for the interest of "the National Park".

For the third consecutive week, Israeli forces continued to raid al-Aqsa Mosque in the old city in East Jerusalem and used excessive force against Palestinian civilians defending al- Aqsa Mosque against the settlers' raids on the eve of the Jewish Sukkot Holiday. PCHR denounces the deliberate damage caused by Israeli forces to the contents of al-Aqsa Mosque, including burning carpets, and smashing widows and umbrellas that protect worshipers in summer time. PCHR also warns against the Israeli government's plans to apply the physical and time division of al-Aqsa Mosque. Therefore, PCHR calls upon the international community to promptly intervene and assume its legal and moral responsibilities to protect the Palestinian civilians and their holy sites in the oPt. PCHR believes that the silence of the international community regarding these crimes encourages the Israeli government to continue its policies in violation of the international humanitarian law.

Settlement Activities

On 19 September 2015, a group of settlers ambushed Palestinian civilian cars coming from and to Beit Dajan village, east of Nablus. They opened fire at a Palestinian vehicle, but no casualties were reported.

1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians and Property in the West Bank and the Gaza Strip

Thursday, 17 September 2015

 At approximately 01:30, Israeli forces moved into the centre of Beit Ummar village, north of Hebron. They raided and searched a house belonging to the family of Falah Hamdi Abu Mariah (54), who was killed by Israeli forces on 23 July 2015 after shooting at him and his son, Mohammed, who was wounded as well while raiding their house to arrest one of his sons. The Israeli soldiers topped the roof using a ladder they had and then raided and searched the house. The Israeli soldiers arrested his son, Mohammed (25), who was wounded, and Yehia (20) while they handed their brother, Haidar (28), a summons to refer to the israeli Intelligence in "Gosh 'Etzion" settlement, south of Bethlehem. They also arrested 'Omer Jebrail al-Sleibi (19) after searching and raiding their house. Meanwhile, the Israeli soldiers raided and searched a house belonging to Mohammed 'Abdel Hamid Abu Mariah (44) and arrested his son, Muhanned (15). The number of arrested persons from the aforementioned village has amounted to 19 since the beginning of September.

 Around the same time, Israeli forces moved into Bani Na'im village, east of Hebron. They stationed in the western neighbourhood of the village and then raided and searched a house belonging to the family of Kayed Hamdan al-Tarayrah (31). They arrested the aforementioned civilian and withdrew later taking him to an unknown destination.

 At approximately 02:30, Israeli forces moved into Hebron. They stationed in the southern area and raided and searched a house belonging to the family of Elias Hazem al-Ja'bari (25). They arrested the aforementioned person and took him to an unknown destination.

 Also on the same day, Israeli forces moved into al-Samou' village, south of Hebron, but no arrests were reported.

 At approximately 15:30, Israeli forces stationed along the border fence between the Gaza Strip and Israel near Abu Safiah area, east of Jabalia in the northern Gaza Strip, arrested Yousef Jom'ah Jkheideb al-Tarabin (16) and Hani 'Abdel Malek Ahmed al-Sharat8ah (17), from Sho'asha'ah area in the aforementioned village while they were trying to cross the border into Israel to work. On Friday morning, 25 September 2015, Israeli forces released al-Tarabin via "Beit Hanoun "Erez" crossing as he was bitten by the Israeli forces' dogs when tried to flee after crossing the border fence. He was taken to Martyr Kamal 'Odwan Hospital after his family received a call from the Palestinian security services in the customs service checkpoint, south of crossing, that their son was with them while Israeli forces kept al-Sharatha under arrest.

Friday, 18 September 2015

 At approximately 00:30, Israeli forces stationed at Beit Foreik checkpoint, east of Nablus, opened fire at a Palestinian civilian car that crossed the checkpoint, where 2 young men were inside. As a result, the driver Ahmed Ezzat Essa Khatatba (25), from Beit Foreik village, sustained a serious bullet wound to the left shoulder and another dumdum bullet wound near the anus, due to which he suffered rupture in the pelvis and guts. The wounded civilian was immediately taken to Rafidiya Hospital in Nablus, where he underwent an urgent operation and then admitted into the intensive care unit. His wounds were serious. Moreover, Israeli forces arrested Mohammed Basem Khatatba (24) and confiscated the car that was considered illegal. At approximately 17:00 on Thursday, 24 September 2015, medical sources at Rafidiya Hospital pronounced Khatatba dead as he succumbed to his wounds. It should be noted that the victim was deaf.

 At approximately 16:00, Israeli forces moved into Halhoul, north of Hebron. They stationed at the entrance, and a number of youngsters gathered and threw stones and empty bottles at the Israeli soldiers, who in response fired sound bombs and tear gas canisters and chased the youngsters. As a result, a number of them suffered tear gas canisters. Around half an hour later, Israeli military vehicles arrived and deployed in the area. They surrounded a number of demonstrators and arrested 3 of them: Mohammed Yousif Zama'arah (20); Muhanned Sabri Zama'arah (19); and Yazan 'Azmi Zama'arah (19).

Note: During the aforementioned day, Israeli forces carried out 3 incursions in the following areas, but no arrests were reported: al-Shyoukh village, north of Hebron; Tarqoumia village, northwest of the city; and Anin village, northwest of Jenin.

 At approximately 00:45, Israeli gunboats stationed off al-Wahah shore, northwest of Beit Lahia in the northern Gaza Strip, opened fire sporadically around Palestinian fishing boats sailing within 4 nautical miles. The shooting, which continued until 02:30 on the same day, caused fear among fishermen, who were forced to flee. Neither causalities nor damages were reported.

 At approximately 01:30, an Israeli warplane fired a missile at a training site belonging to the Izziddin al-Qassam Brigades (the armed wing of Hamas) on Saladin Street, east of Jabalia in the north of the Gaza Strip. As a result, Nidal Khaled Ahmed Abu Rokba (37) and Shokri Abdul Aziz Mohammed Nadia (37) sustained bruises throughout their bodies. Furthermore, the site sustained damage as a telecommunication signal tower in the site collapsed. The explosion rocked the whole northern Gaza Strip, due to which, civilians were frightened.

 At approximately 02:10, an Israeli drone fired a missile at an unused water tower between al-Masryeen and al-Na'ayma streets in Beit Hanoun town in the north of the

Gaza Strip. Neither casualties nor damage were reported, but the heavy explosion rocked the area and terrorized the civilians.

 At approximately 06:30, Israeli forces stationed along the border fence between the Gaza Strip and Israel, northeast of al-Bureij arrested Mahmoud 'Ezzat 'Abdel Mahdi Farajallah (16) and Isma'il As'ad Deeb al-'Omari (17) from al-Nussairat refugee camp. The two children were trying to sneak into Israel to work there. The father of Mahmoud said that after searching for his son at approximately 10:00 on the aforementioned day and did not find him, he received a call from a private number from someone identifying herself as a member of the Israeli forces. She told him that his son Mahmoud was arrested by Israeli forces after trying to sneak into Israel via the border fence with a knife. She added that his son was fine and was arrested with his friend Ism'il al-Omari.

Note: During the aforementioned day, Israeli forces carried out 5 incursions in the following areas, but no arrests were reported: Yatta town, Beit Kahel village, Ethna village and al-Aroub refugee camp in Hebron; and Kufor Laqef village, east of Qalqilya.

 At approximately 05:00, Israeli forces into Jenin town and refugee camp. They raided and searched a house belonging to the family of Qays Ghaleb Mohammed 'Arqawi (21). They arrested the aforementioned civilian and then aided and searched the houses of Mo'emen Husam Ibrahim Touqan (25) and Haitham Hatem 'Atiyah Nabahnah (20) and arrested both of them as well. Meanwhile, a number of youngsters from the camp gathered where the Israeli vehicles were stationed and threw stones at them. The Israeli soldiers then fired live bullets, gas canisters and sound bombs at the stone-throwers. They then opened fire from a petrol station in al-Zahraa' neighbourhood at Mohammed Jamal Fares al-'Alaqmah (21) wounding him with a bullet to the left leg. They arrested him and took all the arrested persons to an unknown destination.

 At approximately 12:30, Israeli forces moved into Safa village, north of Beit Ummar village, north of Hebron. They raided and searched a house belonging to the family of Khalil Mahmoud Abu Dayyah (66) and fired a sound bomb at them. They also sprayed pepper spray at his daughter's face and beat another daughter, who has a mental disorder. They withdrew later, and no arrests were reported.

'Aliat Ta'aamrah, Abu Dayyah's wife, said to a PCHR fieldworker:

"Seven soldiers surprisingly raided our house and started yelling at us. One of my daughters told them that we are in the house, but an Israeli soldier fired a sound bomb where my husband was sitting. Another Israeli soldier pushed him, so he slipped down the stairs. My daughter, Nabilah (23), who has a mental disorder, was playing with a broken phone and then threw it at the soldiers. The soldiers then violently beat her, so her sister Jamilah and I approached her to rescue her from the soldiers. However, an Israeli soldier sprayed pepper at Jamilah's face, so she fell on the ground and fainted. We started shouting at the soldiers, who then withdrew from the house. Jamilah was taken to the medical centre in the village by an ambulance to receive medical treatment."

 At approximately 19:00, Israeli gunboats stationed off Khan Younis shore in the southern Gaza Strip opened fire sporadically in the vicinity of the Palestinian fishing boats sailing within 3 nautical miles in the allowed fishing area. Neither injuries nor damages were reported, but fishermen were terrified forcing them to flee for fear of their lives.

Note: During the aforementioned day, Israeli forces carried out incursions in the following areas, but no arrests were reported: the villages of Sa'ir and Beit 'aynoun; Halhoul and Hadab al-'Alqah village in Hebron; and Amatin village, northeast of Qalqilya.

Monday, 21 September 2015

 At approximately 08:30, Israeli forces moved 200 meters to the west of the border fence, east of Gaza Valley village (Johr al-Deek). The vehicles levelled the lands adjacent to the aforementioned fence. At approximately 21:00 on the same day, they re-deployed along the border fence.

 At approximately 09:00, Israeli forces backed by 5 tanks and two bulldozers moved 100 meters into the east of al-Shuhadaa' Cemetery, east of Jabalia in the northern Gaza Strip. They levelled lands that were previously levelled amidst Israeli sporadic shooting. As a result, farmers were forced to leave their lands which are in the vicinity of the incursion area and flee for fear of being injured. The Israeli soldiers moved southwards and then redeployed along the border fence.

 At approximately 18:00, Israeli forces moved into al-Burj village, west of Dura, southwest of Hebron. They stationed in the western area of the village and then raided and searched a house belonging to the family of 'Abdel Jalil Khalil al-Shahtit. They also raided and searched a house belonging to the family of Khalil Hasan Harb Talahmah. The Israeli soldiers arrested 'Abeer Ahmed Masharqah (25) after searching her family house and later withdrew taking her to an unknown destination.

Note: During the aforementioned day, Israeli forces carried out incursions in the following areas, but no arrests were reported: Jayous village, northeast of Qalqilya; Beit Ummar village, north of Hebron; Yata, south of Hebron; villages of Kharsa and al-Sorah, south of Dura, southwest of the city; Deir al-Ghosoun village, north of Tulkarm; Zeita village, north of the city; and Ya'abod village, southwest of Jenin.

 At approximately 05:00, medical sources in Hebron Hospital declared the death of Diaa' 'Abdel Halim Mahmoud al-Talahmah (22) from Kharsa village, south of Dura, southwest of Hebron, due to being previously wounded with a device that exploded in his hands. The aforementioned civilian arrived at the ER room in the Hospital sustaining shrapnel wounds in his head and body from the right side in addition to a partial amputation in his right palm due to the explosion of an explosive device he was holding near the

security street connecting Bypass Road (60) and "Nigohot" settlement. The Israeli forces prevented a Palestinian ambulance from taking him or giving him first aid until 03:00 on Tuesday, 22 September 2015, and left him bleeding. The Israeli soldiers brought a robot to examine the body before handing it to the Palestinian ambulance. Nathir Qamaran said to a PCHR field worker that:

"At approximately 23:20 on Monday, 21 September 2015, I woke up by the sound of an explosion in the right side of the house. I immediately went out to the source of sound, so I found a young man in his 20s lying on the ground and part of his right palm was cut. He was bleeding from his head and body, and I saw Israeli soldiers in the area. Around minutes later, Israeli forces arrived and deployed in the area. They raided and the vicinity of my house and inside. They then prevented the ambulance from giving first aid to the wounded person, who was left bleeding until at approximately 03:00 on Tuesday, 22 September 2015, when he was evacuated by the Palestinian ambulance."

 In a new crime of excessive use of lethal force, Israeli forces stationed at the western entrance of al-Shuhadaa' Street "56 checkpoint" shot Hadil Salah al-Deen Sadeq al- Hashlamoon (18) dead from a distance of 3 meters under the pretext that concealing a knife. She was hit with 10 bullets in different parts of her body. The aforementioned girl was taken to Shaare Zedek Hospital, where she succumbed to her injuries in the afternoon. The Israeli forces did not allow a Palestinian ambulance to evacuate the girl. According to PCHR's investigations and eyewitnesses' accounts, Israeli forces could use less lethal forces and arrest her as she did not pose any threat on the lives of the soldiers who fired a bullet in the beginning at her leg and she fell on the ground.

An eyewitnesses, Fawwaz Abu 'Eishah (34) said to a PCHR fieldworker that:

"At approximately 07:40 on Tuesday, 22 September 3015, I went as usual to my work and when I approached Checkpoint 56, I heard the soldiers screaming. When I arrived, I heard two soldiers shouting at a girl wearing a Niqab and covering all her body with black and carrying a black purse around her neck. Her hands were under her clothes. There were 3 school children thereabout and two soldiers pointing their guns at the girl. I approached an Israeli soldier and asked him to allow me to talk to the girl as I speak Hebrew and the girl did not understand what they were telling her. While the girl was not responding with a word, the two soldiers again and again were shouting at her asking her in Hebrew to back off. However, she did not move. The two soldiers accepted and when I talked to her asking her to back off, an Israeli soldier fired a bullet at the ground next to the girl, who did move at all as well. I then convinced the girl who did not talk to me to go back. I removed with my hand a red plastic barrier which closes the trail leading to the centre of the city. The girl walked 3 meters away from the two soldiers when 4 other soldiers arrived at the checkpoint. They then loaded their guns and pointed them at the girl and I was walking behind her heading to my work on the same way. Before we could leave the checkpoint, the soldier who at the beginning fired a bullet at the ground, pointed his gun in the girl's face. There was a 120-centimeter long iron barrier between them. He then repointed the weapon on the ground and fired another bullet which did not hit the girl. I then heard the 6 soldiers screaming in Hebrew asking the girl to stop. I asked the soldiers to allow me to talk to the girl, but two of them pointed their guns at me and asked me to back off. Meanwhile, I became behind the soldiers after I went back. The soldier kept shouting at the girl asking her in Hebrew to see her hands and stand to the wall. I talked to the girl translating what the soldier was saying, but she did not answer and her hands were under her cover and the purse around her neck. The same soldiers fired another bullet next to the girl, and I kept begging her to

show her hands to them, but she did not respond. A few minutes later, I saw the soldier who was firing warning bullets backing off and sitting in the point shooting position and pointing his gun at the girl from around a distance of 2 meters. He fired a bullet at the girl wounding her left leg, so she fell on the ground and her purse fell down. Her right hand was revealed to be holding a 25- centimeter home knife with a wooden hand. She did not get up, but the soldier shot her again in the other leg. A few minutes later, he fired four bullets at the girl wounding her in the chest and abdomen and then another bullet which I do not know if it hit her or not. At that time, no Palestinian was in the scene but 3 children and a foreign activist from "EAPPI", which monitors the interaction between the Palestinian inhabitants and the Israeli military in the old city. I shouted at the soldier, at whom another soldier was shouting and saying in Hebrew "Dai…Dai" means enough. Dr. Salah al-Deen al-Hashlamoon, the father of the girl and an Anaesthetist and Head of the intensive Care Unit (ICU) in al-Ahli Hospital, and other doctors who examined the girl emphasized that she was left for 45 minutes before being given first aid despite her serious health condition. Medical sources emphasized that the girl received 10 bullets in her body wounding her in the left ankle; right knee; upper right thigh; right waist; upper humerus; right elbow); the upper right area of the abdomen; left side of the chest; and under the chest.

 At approximately 02:00, Israeli forces moved into a number of neighbourhoods in the centre of Dura, southwest of Hebron. They stationed in Abu Helal neighbourhood in the southern area of the city and then raided and searched a house belonging to 'Isam Hussein Masharqah (22). They arrested the aforementioned civilian and withdrew later taking him to an unknown destination.

 At approximately 14:00, dozens of youngsters threw stones and empty bottles at a checkpoint established at the western entrance of al-Shuhadaa' Street after the funeral procession Hadil Salah al-Hashlamoon (18) who was killed by the Israeli soldiers stationed at the same checkpoint after shooting at her on 21 September. The Israeli soldiers fired sound bombs and tear gas canisters at the youngsters, shops and civilians who were shopping for the Feast. As a result, a number of civilians suffered tear gas inhalation. Other Israeli soldiers then arrived backed by a vehicle to pump skunk water at the shops in Bab al-Zawiyah area and al-tofah Valley Street. Israeli forces later withdrew, and no arrests were reported.

 At approximately 09:00, Israeli forces arrested 3 civilians, including two brothers after sneaking into Israel via the border fence between Israel and the Gaza Strip, east of Khan Younis in the southern Gaza Strip. The arrested persons were identified as Khudeir Khaled Khudeir al-Qahwaji (20); his uncle Sameh Khudeir Samhan al-Qahwaji (28), who is married and have 4 children; and Nafez Bassam Khader al-Qahwaji (18). Mohammed al-Qahwaji, a brother of the one the arrested persons, said to a PCHR fieldworker that his brother, Khaled, received a call on Friday, 25 September 2015, from a person identifying himself as a Israeli police officer telling him that the three persons arrested and transferred to investigation in Beersheba.

 At approximately 14:20, Palestinian children and youngsters gathered and headed to Beit Foriq checkpoint, east of Nablus. They set fire to rubber tires and threw stones at the stationed Israeli vehicles. The Israeli soldiers immediately fired in response live bullet and rubber-coated metal bullets. As a result, a 21-year-old civilian was wounded with a bullet to the right foot and was transferred to Rafidia Hospital in Nablus to receive medical treatment. His injury was described by medical sources as moderate.

 At approximately 17:00, Palestinian children and youngsters gathered and headed to the iron gate leading to "Itamar" settlement, southeast of Beit Foriq village, east of Nablus.  At approximately 19:30, Israeli naval forces caused the sinking of a fishing boat of Khan Younis shore in the southern Gaza Strip. Fo'ad Ibrahim Ahmed al-'Aamoudi, Head of fishermen syndicate in Khan Younis said that an Israeli gunboat approached a fishing boat belonging to him and 3 other partners and stopped within 3 nautical mile of the Khan Younis shore within the allowed fishing area, which is almost near the shore. The gunboat pointed the lights at the fishing boat and then crashed it causing the boat to sink. The boat's owners then headed to the area but did not find their boat. He added that the boat was stopped there, and no fishermen were on its board as it was left in the and they would come back for it after al-Adha Feast.

 At approximately 11:00, Israeli forces moved into Sayda village, northeast of Tulkarm. They stationed next to Sayda Girls school causing fear among the school students while other Israeli soldiers stepped out of their vehicles and started stopping the passers-by and questioning them on the spot. The Israeli forces withdrew later, and neither house raids nor arrests were reported.

They raided and searched a house belonging to the family of Waleed Jamal Ayoub 'Asidah (20) near Tal Girls Elementary School in the northern side of the village. Israeli forces arrested 'Asidah, who is a student at Annajah University, and withdrew later taking him to an unknown destination.

 At approximately 02:30, Israeli forces moved into Madma village, southeast of Nablus. They raided and searched a house belonging to the family of 'Abdel Karim Ghassan Ziadah (28) in the centre of the village. The Israeli forces arrested the aforementioned civilian and withdrew later taking him to an unknown destination.

 Around the same time, Israeli forces moved into al-Marj neighbourhood in Bir Zeit, north of Ramallah. They raided and searched a house belonging to Fadi Hamad Ahmed Ghanem (31). Moreover, the explosion was very huge that it rocked all over the northern Gaza Strip causing fear among civilians especially children and women.

 Around the same time, Israeli warplanes launched a missile at 'Asqalan site belonging to the Izziddin al-Qassam brigades as well in al-Seifa area, northwest of Beit Lahia in the northern Gaza Strip. A s a result, minor damage was caused to the site, and the explosion was very huge that it rocked all over the northern Gaza Strip causing fear among civilians especially children and women.

 Around the same time, Israeli warplanes launched a missile at an iron tower belonging to al-Qssam brigades established on a hill, north of al-Seifa area, northwest of Beit Lahia in the northern Gaza Strip. The tower, which is only 700 meters away from the border fence between the Gaza Strip and Israel, was completely destroyed.

 At approximately 03:30, Israeli forces moved into Tulkarm and then raided and searched a house belonging to the family of Yehia Mahmoud Saber Mohkeimar (33). They arrested the aforementioned civilian.

 At approximately 06:00, Israeli forces backed by 8 military bulldozers from "Kissufim" military site established on the border fence between the Gaza Strip and Israel, east of Khan Younis in the southern Gaza Strip, moved 150 meters into the east of al-Qararah village to the west of the aforementioned fence. Israeli forces for hours levelled the area heading to the south along the border fence before they redeployed.

2. Use of excessive force against peaceful demonstrations protesting settlement activities and the construction of the annexation wall

During the reporting period, Israeli soldiers used excessive force against peaceful demonstrations organized by Palestinian civilians, international and Israeli human rights defenders in protest at the construction of the annexation wall and settlement activities in the West Bank and Israeli policies in the Palestinian territory. As a result, 24 Palestinian civilians, including 11 children, were wounded.

Israeli soldiers stationed behind the wall, fired live bullets, rubber-coated steel bullets, tear gas canisters and sound bombs and chased them into the olive fields and into residential houses in response. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.

Note: On Friday, 25 September 2015, a similar demonstration was organized, but no injuries were reported.

 On the same day, dozens of Palestinian civilians organized a peaceful demonstration in the center of Ni’lin village, west of Ramallah, in protest against the Annexation Wall and Settlement Activity. The demonstrators took the streets and headed to the annexation wall. Israeli forces prevented the demonstrators from crossing to the land behind the Annexation Wall, so they threw stones at them. Israeli soldiers fired live bullets, rubber-coated metal bullets, sound bombs and tear gas canisters at the civilians, and chased them into the village. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.

Note: On Friday, 25 September 2015, a similar demonstration was organized, but no injuries were reported.

 Around the same time, dozens of Palestinian civilians and Israeli and international human rights defenders organized a peaceful demonstration in al-Nabi Saleh village, southwest of Ramallah, in protest against the annexation wall and settlement Activity. The demonstrators headed to the lands that the settlers are trying to rob by force near “Halmish” settlement. Israeli forces had closed all the entrances of the village since the morning to prevent them from participating in the demonstration. When they arrived at the aforementioned land, the demonstrators were met by live bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and were chased into the village. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.

 At approximately 13:30 on Friday, Palestinian civilians and Israeli and international human rights defenders organized a protest in the center of Kafor Qaddoum village, northeast of Qalqilya, heading to the eastern entrance of the village in protest against closing that entrance since the beginning of al-Aqsa Intifada with an iron gate. When they arrived at the entrance of the gate, the demonstrators were met by live bullets, tear gas canisters, rubber-coated steel bullets, sound bombs. As a result, 3civilians, including a child, were wounded. A 14-year-old child, was wounded by a bullet to the right leg, a 46-year-old civilian, was wounded by a bullet to the right leg, while a 45-year-old civilian, was wounded by a bullet to the right arm.

 At approximately 17:00 on Saturday, 19 September 2015, Palestinian civilians and Israeli and international human rights defenders organized a protest in the center of Kufor Qaddoum village, northeast of Qalqilya, heading to the eastern entrance of the village in protest against closing that entrance since the beginning of al-Aqsa Intifada with an iron gate. When they arrived at the entrance of the gate, the demonstrators were met by live bullets, tear gas canisters, rubber-coated steel bullets, sound bombs. As a result, a 15-year-old child, was wounded by a bullet to the right leg.

 At approximately 13:30 on Friday, 25 September 2015, Palestinian civilians and Israeli and international human rights defenders organized a protest in the center of Kufor Qaddoum village, northeast of Qalqilya, heading to the eastern entrance of the village in protest against closing that entrance since the beginning of al-Aqsa Intifada with an iron gate. When they arrived at the entrance of the gate, the demonstrators were met by live bullets, tear gas canisters, rubber-coated steel bullets, sound bombs. As a result, a 7-year-old child, Maram Abed al-Lateef Mousa Ali, was wounded by a bullet to the head as the bullet penetrating the window of her house. Additionally, Maram's father, Abed al-Lateef Mousa Ali, 44, was hit by a bullet to the head. It should be noted that the aforementioned civilian is chief of Nablus Police Station, who was wounded while taking his daughter to the ambulance.

Note: on Saturday, 26 September 2015, a similar demonstration was organized, but no injuries were reported.

Other Demonstrations

 On Friday afternoon, 18 September 2015, dozens of Palestinian youngsters gathered in the vicinity of Ofer prison, southwest of Ramallah to protest against the Israeli policies. The demonstrators went to the prison's gate. Israeli forces closed the gate and soldiers were deployed in the area. The protestors set fire to tires and threw stones and empty bottles at Israeli soldiers, who fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters in response. As a result, 8 civilians, including 6 children, were wounded and were then taken to Palestinian Medical Complex in Ramallah to receive medical treatment: 1-A 16-year-old child was wounded by a gas canister to the chest. 2-A 16-year-old child was wounded by a bullet penetrated the right leg and settled in the left leg. 3-A 15-year-old child was wounded by a bullet to the left leg. 4-A 13-year-old child was wounded by a bullet to the left thigh. 5-A 15-year-old child was wounded by a bullet to the left shoulder. 6-A 15-year-old child was wounded by a bullet under the left armpit. 7-A 18-year-old youngster was wounded by a bullet to the right thigh; and 8-A 18-year-old youngster was wounded by a bullet to the head.

road, in Wadi al-Balat area ('Oyoun al-Haramyia). Israeli soldiers fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters in response. As a result, 3 civilians, including a child, were wounded and were then taken to Palestine Medical Complex in Ramallah to receive medical treatment. The 16-year-old child was hit by a bullet to the right leg, a 26-year-old civilian was wounded by a bullet to the left leg, and a 21-year-old civilian was wounded by a bullet to the right thigh.

 On Friday afternoon, dozens of youngsters gathered in the southern entrance of Salwad village, northeast of Ramallah, on the road between Selwad and Yabroud, near Street (60) to organize a protest against Israeli policies. The protestors set fire to tires and threw stones at Israeli soldiers who fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters in response. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up. Moreover, a group of Israeli border guards raided a house belonging to Mo'amer 'Aiad, and they beat by their hands and gun butts the following civilians : Maher Thalji Hamaad, 40, and Riyad Naiel Hamaad, 23, before arresting them then.

 On Friday afternoon, dozens of youngsters gathered at the southern entrance of Jalzoun refugee camp, north of Ramallah, near the UNRWA boys school, which is about 300 meter away from "Beit Eill" settlement fence, to organize a protest against Israeli policies against al-Aqsa Mosque . The protestors threw stones at the "Beit Eill" settlement fence near the camp. Israeli soldiers fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters in response and chased them inside the refugee. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.

 Following Friday prayer, dozens of civilians organized a peaceful demonstration in front of Wasaya al-Rasoul mosque, southern Hebron. The participants raised the Palestinian flags and chanted national slogans in support for al-Aqsa Mosque towards the Israeli attacks against the sanctities in the Occupied Jerusalem. The demonstration headed to Tareq Ben Ziyad street area where Israeli soldiers deployed in the area. When participants arrived at the area, Israeli forces fired sounds bomb and tear gas canisters against them. A number of youngsters stationed in the vicinity of the residential houses and shops, threw stones and empty bottles at the soldiers. In the meantime, many military vehicles and a wastewater pumping vehicle raided the area, ordered the demonstrators to leave and flooded the residential houses by a wastewater. In the meantime, many civilians suffered tear gas inhalation, and no detention operation were reported against the demonstrations' participants.

 On Tuesday, 29 September 2015, hundreds of Palestinian civilians gathered in the center of Ramallah to organize a supporting demonstration for al-Aqsa Mosque, and condemn Israeli forces and settlers attacks against al-Aqsa Mosque. The demonstrators marched in the streets of the village, raised the flag of Palestine and al- Aqsa Mosque's pictures. Dozens of them then headed towards the northern entrance of the village, near al-Huda petrol station, in al-Balou' neighborhood. Israeli forces deployed a large number of soldiers in the vicinity of (DCO) checkpoint and "Biet Eill" settlement. The protestors set fire to tires and threw stones at Israeli soldiers who fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters in response. As a result, 7 civilians, including a child were wounded, 6 of whom were transported to the Palestinian Medical Complex in Ramallah to receive medical treatment. Moreover, Israeli forces arrested an injured person, Mohammed Akram 'Ori, who was wounded by a bullet to the thigh from the ambulance belonging to the Palestinian military medical services, while the other injured persons were identified as:

1. A 17-year-old child, who was wounded by a bullet to the right knee. 2. A 32-year-old civilian, who was wounded by a bullet to the right shoulder. 3. A 18-year-old youngster, who was wounded by a bullet to the left knee. 4. A 18-year-old youngster, who was wounded by a bullet to the right leg. 5. A 19-year-old youngster, who was wounded by a bullet to the thigh; and 6. A 20-year-old youngster, who was wounded by a bullet to the right leg.

3. Continued closure of the oPt

Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

Gaza Strip

Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets. Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.

Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.

Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light-weighted products such as

flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.

Israel has continued to close the Beit Hanoun (“Erez”) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel also continued applying the policy of making certain civilian traveling via the crossing interviewed by the Israeli intelligence service to be questioned, blackmailed or arrested.

 On Wednesday, 16 September 2015, Israeli forces allowed the exportation of 158.08 tons of tomatoes.  On Thursday, 17 September 2015, Israeli forces allowed the exportation of 103 tons of Furniture ; 8 tons of clothes; 101.08 tons of sweet potatoes; 21,48 tons of eggplants; and 18.2 tons of cucumber.  On Sunday, 20 September 2015, Israeli forces allowed the exportation of 2 truckloads of tomatoes and 10 truckloads of vegetables.  On Monday, 21 September 2015, Israeli forces allowed the exportation of 135 tons of potatoes; 0.1 tons of mints and 0.4 tons of garlic.

 On Monday, 21 September 2015, Israeli authorities allowed a person working in international organizations or foreigners to renew their permits.

 On Tuesday, 25 September 2015, Israeli authorities allowed 402 Palestinian civilians from the Gaza Strip to perform prayers in al-Aqsa Mosque, while on Friday, they allowed a Christian person to visit Bethlhem.

 On Monday, 28 September 2015, Israeli authorities allowed 3 Palestinian civilians to pass the crossing in order to get family reunion documents.

West Bank

Israel has imposed a tightened closure on the West Bank. During the reporting period, Israeli forces imposed additional restrictions on the movement of Palestinian civilians:

Hebron: Israeli forces established 17 checkpoints all over the city

At approximately 16:00 on Friday, 18 September 2015, Israeli forces established a checkpoints at the entrance of Beit 'Awaa village, southwest of Dura.

At approximately 17:00 on Saturday, 19 September 2015, Israeli forces established a checkpoint at the entrance of Jalajel village, east of Hebron.

On Sunday, 20 September 2015, Israeli forces established 3 checkpoints at the entrance of al- Moure q village, south of Dura, southwest of Hebron, at the entrance of al-Fawaar refugee camp, north of Hebron, and at the southern entrance of Hebron.

Ramallah and al-Bireh:

Israeli forces established 7 checkpoints all over the city. On Thursday, 24 September 2015, Israeli forces established 2 checkpoints at the eastern entrance of Beit Laqya village, southwest of Ramallah, and at the entrance of Dier Abu Mesh'al village, northwest of the city.

On Friday, 25 September 2015, Israeli forces established 3 checkpoints at the entrance of al- Nabi Saleh village; northwest of Ramallah; under the bridge of Yabrud village, northeast of the city; and at the entrance of Senjel village, north of the city. Jericho: Israeli forces established 3 checkpoints all over the city On Friday, 25 September 2015, Israeli forces established 2 checkpoints at the entrance of Fasail village, and at the entrance of al-Jeftlek village, north Jericho. At approximately 19:30 on Sunday, 27 September 2015, Israeli forces established a checkpoint at the southern entrance of Jericho.

Qalqilya: On Thursday, 24 September 2015, Israeli forces established 2 checkpoints at the Qalqilya- Nablus main road, adjacent "Kedumim" settlement, and at the entrance of Jayous and Kafor Jamal villages, northeast of Qalqilya.

Tulkarm: At approximately 14:30 on Thursday, 17 September 2015, Israeli forces established a checkpoint at the main road between Tulkarm and Nablus, near the intersection of Beit Leid, east of Tulkarm.

At approximately 11:30 on Saturday, 19 September 2015, stationed at 'nab military checkpoint on the main road between Tulkram and Nablus, stressed their arbitrary measures against Palestinian civilians and restricted their movement.

At approximately 10:30 on Tuesday, 22 September 2015; at approximately 09:00 on Wednesday, 23 September 2015; at approximately 18:00 on Thursday, 24 September 2015; at approximately 13:30 on Wednesday, 23 September 2015, and at approximately 16:00 on Sunday, 27 September 2015, Israeli forces established a checkpoint at the main road between Tulkarm and Nablus, near the intersection of Beit Leid, east of Tulkarm.

At approximately 11:30 on Sunday, 27 September 2015, Israeli forces established a checkpoint at the entrance of Shoufa village, southeast of Tulkram. At approximately 08:30 on Tuesday, 29 September 2015, Israeli forces established a checkpoint on the main road between Tulkram and the villages locating in the north of the city, which is known as (al-Sha'rawiya) near the intersection of 'Alar and 'Ateel villages.

Jenin: On Tuesday, 22 September 2015, Israeli forces stationed at al-Jalma checkpoint separating between Jenin and Israel, northeast of Jenin, closed the checkpoint against the Palestinian civilians movement , who have a permit allowing them to travel into Israel at Jewish Yom Kippur holiday.

At approximately 22:00 on Sunday, 27 September 2015, Israeli forces established a checkpoint on the main road between Jenin and Ya'boud village, southwest of the city.

Salfit: At approximately 18:05 on Monday, 28 September 2015, Israeli forces established a checkpoint between Dier Balout and Rafaat villages, west of Salfit.

Note: all the aforementioned checkpoints were later removed, after the inspection of the vehicle and its passengers and detained them for varying periods, and no arrests were reported.

Arrests and Maltreatment at Military Checkpoints

 At approximately 17:00 on Thursday, 17 September 2015, Israeli forces established a checkpoint at the entrance of Beit Ummer, north of Hebron. Israeli soldiers stopped and searched the civilians' vehicles and checked their ID cards. After that, they stopped the vehicle belonging to Ashraf Ali Ekhlawi Sabarna, 32, and forced him to get out from his vehicle. They handcuffed and arrested him.  At approximately 15:00 on Thursday, 19 September 2015, Israeli forces established a checkpoint at the entrance of Jalajel village, east of Hebron. and searched the civilians' vehicles and checked the passengers' ID cards. Before removing the checkpoint, Israeli soldiers arrested a 19-year-old youngster, Khalil Mohammed Khalil Sabarna, and took him to unknown destination.  At approximately 14:00 on Sunday, 20 September 2015, Israeli forces deployed in the old city in Hebron, arrested a 13-year-old child, 'Asem Abu Amro, claiming that he was throwing stones at the soldiers. After that, 'Asem was taken to detention center on al-Shohada Street, before he was released.  At approximately 15:00 on Monday, 21 September 2015, Israeli forces deployed in the old city in Hebron and southern Hebron, arrested 3 children from Tal al-Ramida neighbourhood, claiming that they did not follow the Israeli orders. Moreover, the three children were taken to the police station of "Kariat Arba'a” settlement then they were released few hours later. The detainees were identified as 'Awni Emad Abu Shamsa, 15; Nizar Nidal Sahlab, 16; and his brother Tareq, 15.

 At approximately 14:30 on Tuesday, 29 September 2015, Israeli forces deployed in the old city neighbourhoods, in the center of Hebron, arrested Samer Yousri Moustafa Zahda, 30, while he was present in al-Shouhada Street.

Maltreatment on military checkpoints

At approximately 12:20 on Saturday, 26 September 2015, Israeli forces stationed at Beit Fourik checkpoint, east of Nablus, assaulted a 16-year-old child, Maher Wael Faleh Hanini, who sustained wounds and bruises to the back and hands. The aforementioned child was assaulted by hands and guns butts while he was in the vicinity of the checkpoint. Israeli forces claimed that the child was on his way to throw a Molotov Cocktail bottle at Israeli soldiers.

5. Efforts to create Jewish majority

House demolitions for settlement expansion

 On Monday, 21 September 2015, Israeli forces accompanied by Israeli municipality officers and a bulldozer moved into Sweih neighbourhood in Silwan village, south of East Jerusalem. They closed entrances to the neighbourhood and started demolishing an under-construction house belonging to Hussein Yusif al-Abasi under the pretext of non-licensing. Al-Abasi family said that the Israeli municipality carried out the demolition without a prior notice although the family started building its 70-square- meter house few years ago.

 In a similar context, Israeli bulldozers levelled a farmland belonging to Sa'ed Obeid in al-Eisawiya village, northeast of East Jerusalem, which is located within lands threatened to be confiscated for the interest of the so-called "National Park". Obeid stated that a big number of Israeli police officers and special forces raided his farm and prevented his brother and father from approaching. Israeli officers closed the way

leading to the farm and took its contents out of it. They also let 50 sheep escape and did not allow my family from catching them. He added that the farm includes 2 rooms built on 100 square meters for 10 years. It should be noted the farm supports 2 families consisting of 11 members. The farm is located in the eastern side of al-Eisawiya village, where lands are threatened to be confiscated for the so-called "Israel Nature Authority" that will turn these lands into "National Parks".

Ongoing restrictions on access to al-Aqsa Mosque

 On Friday morning, 18 September 2015, Israeli forces deployed thousands of soldiers in the streets of East Jerusalem, the old city and at gates of al-Aqsa Mosque. They established checkpoints and metal barriers in the streets after they denied Palestinian males below 40 years old access to the Mosque to perform the Noon (Dhuhur) Prayer. Therefore, they were obliged to perform the prayer on the streets in al-Jouz Valley area and al-Magharebah, al-Amoud and al-Sahera Gates. Israeli forces surrounded the worshipers and prevented any move from them while firing sound bombs at them. In al-Amoud Gate area, Israeli forces fired sound bombs at a group of Palestinian worshipers and arrested Wasim Bader (20) after harshly beating him. In Nablus street (al-Amoud Gate area), they fired sound bombs at a group of Palestinian young men following the prayer, while around al-Maghareba Gate, Israeli forces pushed the worshipers before and during the prayer. The Palestinian worshipers organized a protest in support to al-Aqsa Mosque, whereas Israeli forces pushed the worshipers around al-Majles Gate and fired a sound bomb at them. Moreover, around al-Jouz valley neighbourhood, Israeli forces fired 2 sound bombs to disperse the young men following the prayer. They also pushed the Palestinians who attempted to cross the barriers to go home. In Ras al-Amoud, Israeli forces fired sound bombs at the Palestinian worshipers who were preparing for the Friday Prayer. Israeli forces also fired bombs at Ras al-Amoud Mosque and before the Prayer started; the worshipers and Israeli soldiers quarrelled as the former were prevented from praying in the street. During the Friday Prayer in al-Aqsa Mosque, Israeli forces arrested Zeyad Abu Hlayel (63) as he was carrying the Palestinian flag and chanting "Allahu Akbar". In addition, Israeli forces arrested Nasser al-Ajlouni (21) and paramedic Wesam Hamouda by Hetta Gate.

 On Sunday morning, 20 September 2015, Israeli forces stormed the yards of al-Aqsa Mosque in the old city in East Jerusalem. They attacked a number of Palestinian women, who were present near al-Selsela Gate. They pushed the women and dismissed them out while chased others near al-Majles and al-Qataneen Gates. Israeli forces tried to take those women out by spraying gas over them. In the meantime, Israeli forces arrested Ms. Jihad Mahmoud Ghazawi and took her to an unknown destination. This happened when 146 settlers stormed al-Aqsa Mosque via al- Magherba Gate under the protection of Israeli forces. It should be noted that Israeli forces denied about 60 Palestinians access to al-Aqsa Mosque, including women, men and journalists, under the pretext of making trouble inside the Mosque. noted that these Palestinians are listed in the black list that is distributed on all gates of al-Aqsa Mosque.

 On Sunday, 27 September 2015, Israeli special forces raided al-Aqsa Mosque on the eve of the Jewish Sukkot Holiday. An eyewitness said that Israeli forces raided the yards of al-Aqsa Mosque and stationed along the way in between al-Maghareba and al-Selsela Gates. They fired sound bombs, tear gas canisters and rubber-coated metal bullets at young men present in the mosque. Half an hour later, Israeli forces withdrew, but kept a number of Israeli officers in the yards of the mosque as dozens of Palestinians young men were present there in response to settlers' calls to organize collective raids in the mosque on the eve of the abovementioned holiday. Moreover, Israeli forces attacked and insulted Nabil Mzawi, cameraman of al-Jazeera satellite channel, when he was present near Hetta Gate. They also threatened to break his camera.

 At approximately 07:00 on Monday, 28 September 2015, Israeli special forces stormed al-Aqsa Mosque via al-Maghareba Gate. They broke the windows of al-Qibli Mosque from its eastern side, while snipers topped the roof the Qibli Mosque in an attempt to seize control on the mosque and young men (Morabetoon) who were defending the mosque against the settlers' raids on the Jewish Holiday. An eyewitness said that Israeli special forces raided the mosque via al-Maghareba and al-Selsela Gates. They fired sound bombs and rubber-coated metal bullets to disperse the Palestinian worshipers and closed the doors of al-Qibli mosque with metal bars and chains. He added that women and men sustained bruises as they were beaten up by clubs and others suffered pepper gas inhalation. Israeli forces imposed additional restrictions on the entry of Palestinian civilians to al-Aqsa Mosque, as males below 50 were denied access. At approximately 07:30, following the raids, all Muslims were denied access to the mosque, including students of al-Aqsa Shari'a Schools.

 On Tuesday morning, 29 September 2015, under the protection of Israeli forces, dozens of Israeli settlers stormed al-Aqsa Mosque in the old city in East Jerusalem on the 2nd days of the Sukkot Holiday, while Muslims were denied access to the mosque. An eyewitness said that over 143 settlers stormed al-Aqsa Mosque via al-Maghareba Gate under the protection of Israeli forces while all Gates, excluding Hetta, al-Majles and al- Selsela, were closed before Muslims for the 3rd consecutive day. Israeli forces erected checkpoints at the open Gates and denied males and females below 50 access to the Mosque. The eyewitness said that al-Selsela and al-Qataneen Gates witnessed clashes between Israeli settlers and Palestinian worshipers, as a settler walking in the Old city sprayed pepper gas on Palestinians. As a result, some of them sustained burns. Israeli forces arrested 3 Palestinian women and took them to an unknown destination. The arrested women were identified as follows: Ayda al-Saidawi, Najwa Emtair and Sana Shiha.

 At approximately 13:40 on Thursday, 17 September 2015, Israeli forces arrested Tamer Ziad 'Anati (8) and Zain Ayoub Khweis (9) from al-Tour Mountain, east of the Old City in East Occupied Jerusalem while heading to their houses after finishing their school day. Mother of Khweis said to a PCHR fieldworkers that Israeli forces arrested the two children were arrested when they were on their way back from school (al-Tour Boys School) to their houses in al-Tour Mountain. She added that Israeli forces arrested them under the pretext of throwing stones and were transferred to 'Oz police station in al-Mokaber Moutain to question them. They were taken there alone by a police car, and none of their family members were allowed to attend the investigation making them both panic. They were released after four hours although their families were not told about their arrest or place of detention.

 At approximately 18:00, Israeli special units moved into al-Tour Mountain neighbourhood, east of the Old City in East Occupied Jerusalem. They tried to provoke some youngsters from the neighbourhood in a café there and ordered the café's owner to close it without any reason forcing him to take his plastic chairs inside. An eyewitness said that Israeli forces stationed at the shops in the main street to provoke the residents. The Israeli soldiers then broke the locks of the al-Zaytoun neighbourhood cemetery and stepped on the graves. They also raided and searched some houses in Suleiman al-Faresi Street in the neighbourhood amidst firing of tear gas canisters in its vicinity. They arrested Mohammed Soliman al-Hadrah (19) and Mahmoud Nour Abu al-Hawa.

 On Friday early morning, 18 September 2015, Israeli forces moved into Sour Baher, south of East Occupied Jerusalem, south of East Occupied Jerusalem. The Israeli soldiers closed the main village entrance and then raided and searched a number of houses near the schools street in the neighbourhood. Israeli forces arrested Muhanned Mahmoud Dabesh (13); Laith 'Emad Dabash (15) and Salah al-Deen Najeh Bkeirat (17).

 On Friday morning, Israeli forces moved into Selwan village, south of the Old City in occupied East Jerusalem, and Ras al-'Amoud neighbourhood, east of the Old City, as dozens of Palestinian youngsters threw stones at the Israeli soldiers in the schools street near as al-'Amoud settlement. The Israeli soldiers in response fired rubber- coated metal bullets and tear gas canisters at them. They arrested 'Alaa Khaled Abu Tayeh (17); Mohammed younis Abu Thiab (17); Mohammed Hashem al-Qaq (21); 'Ali Abu Ziab (20) and Salah Khalil al-A'war (20). They were all taken to an unknown destination.

 After Friday prayer, Israeli forces moved into al-Mokaber Mountain village, southeast of occupied Jerusalem and closed all the entrances to it when 4 members of the Israeli undercover units were injured in clashes that broke out between the Israeli soldiers and dozens of youngsters following the Friday prayer. An eyewitness said to a PCHR fieldworker that the Israeli forces raided and searched a number of houses, broke the doors and deliberately damaged them. They also severely beat the residents and arrested 8 civilians, including 3 children, and confiscated a car

The arrested persons were identified as Mojahed 'Ali 'Abeidiyah (16); Laith Naser Mohammed Khalaylah (17); Mohammed 'Elian Mohammed Shqeirat (21); Yazan Ahmed 'Aweisat (18); Shadi Za'atrah (20); Ibrahim Mashahrah (20); Ahmed Yousif 'Eweisat (17) and Mohammed 'Ali 'Ewisat (21).

 At approximately 15:00, Israeli forces raided and searched "al-Somoud Camp" building in al-Sheikh Jarrah neighbourhood, north of the Old City in East Occupied Jerusalem. One of the residents said that the Israeli forces raided and searched a number of houses and arrested Lo'ay 'Abed Raboh (17).

 At approximately 21:00 on Friday, 18 September 2015, Israeli forces raided and searched a house belonging to Hani Hussam 'Aseilah in "al-Wad" neighbourhood in the Old City in the East Occupied Jerusalem. They arrested his son, Mohammed (21), and took him to an unknown destination.

 At approximately 01:00 on Saturday, 19 September 2015, Israeli forces raided and searched a house belonging to the family of Mohammed 'Abdel Rahim al-Jayousi (31) in "Bab Hatah" neighborhood in the Old City in Occupied East Jerusalem. They arrested the aforementioned civilian and took him to an unknown destination.

 At approximately 03:00 on Sunday, 20 September 2015, Israeli forces moved into Sour Baher, south of Occupied East Jerusalem. They raided and searched a number of houses in the village. They arrested Mohammed Wasim 'Ewisat (21); Mohammed 'Aziz 'Ewisat (19) and Jihad Ahmed Sorour (23).

 On the same day afternoon, Israeli forces moved into northeast of Occupied East Jerusalem. They raided and searched a number of houses and arrested 7 civilians, including 3 children and took them to an unknown destination. The arrested persons were identified as Nadim al-Safadi (13); Mahmoud Muheisen (15); Jamil Muheisen (15); 'Ata Mohammed Derbas (21); Mahmoud 'Awadallah (19); Fadi Anwar 'Atiyah (23) and Jamil Shartouk (21). Dozens of Palestinian boys gathered to throw stones and empty bottles at the Israeli soldiers, who in response fired heavily rubber-coated bullets and tear gas canisters at them. As a result, Mohammed Ibrahim 'Issa (13) was hit with a rubber-coated metal bullet to the head and then taken to al-Maqased Hospital to receive medical treatment. Medical sources in the aforementioned hospital said that the first medical tests showed that the child sustained fractures in the skull. His health condition was described as serious.

 At approximately 01:00 on Monday, 21 September 2015, Israeli forces moved into Ras al-'Amoud neighborhood, east of the Old City in Occupied East Jerusalem. They raided and searched a number of houses and arrested 10 civilians, including 8 children, taking them to an unknown destination. The arrested persons were identified as Sharif Abu Mayyalah (16); Sofian Idris (16); Amir Abu Nejmah (16); Isma'il 'Anous (13); 'Alaa Bazlamit (16); Mohammed Abu Nejmah (15); Hamzah Siweiri (16); Ahmed Naser (14); Bashar Abu Rajab (19) and Mohammed Naser (19).

 At approximately 03:00 on the same day, Israeli forces moved into al-Tour neighborhood, east of the Old City in Occupied East Jerusalem. They raided and searched a number of houses. They arrested 4 civilians and withdrew later taking them to an unknown destination. They were identified as Mohammed Usamah Abu Jom'ah; ahmed 'Ashayer; Mohammed Jaser Abu al-Hawa; Salman Abu Sbeitan.

 At approximately 13:30, Israeli forces arrested four Palestinian civilians in Bab al- 'Amoud in the Old City in East Jerusalem when they were on their way back home after the school day ended. They took them to Salah al-Deen Street Police Station. The arrested persons were identified as Nedal Mohammed Salah (10) and Khader (11); Yousif (10); and Shafiq Nader Shweiki (9).

 At approximately 02:00 on Thursday, 24 September 2015, Israeli forces moved into Ras al-'Amoud neighborhood, east of the Old City in Occupied East Jerusalem. They raided and searched a number of houses in the neighborhood and arrested 8 civilians, including 4 children, taking them to an unknown destination. They were identified as Rami Hesham Abu Romouz (24); Mohammed Hisham Abu Romouz (20); Baker Ahmed 'Aweis (17); Malek Naser Shweiki (17); Mohammed Merwan 'Anous (17); Ayman Merwan 'Anous (19); Mohammed Nedal Abu Mayalah (21); and 'Ammar Nedal Abu Mayalah (17).

 At approximately 03:00 on the aforementioned Thursday, Israeli forces moved into Sour Baher, south of occupied East Jerusalem. They raided and searched a number of houses. They arrested 4 civilians and took them to an unknown destination.

 In the early morning of the first day of al-Adha Eid, Israeli forces arrested Hamzah Khaled Nemer (28), al-Aqsa Mosque guard, when he was in the mosque yards and took him to an unknown destination

 At approximately 03:00 on Friday, 25 September 2015, Israeli forces moved into Selwan village, south of the Old City in occupied East Jerusalem. They raided and searched a number of houses. They arrested Belal Mohammed al-A'awar (21) and Soliman Fo'aad Qara'in (18) and took them to an unknown destination.

 At approximately 05:00 on the same day, Israeli forces moved into Sour Baher village, south of Occupied East Jerusalem. They raided and searched a number of houses in the village. They arrested 3 civilians from the village and took them to an unknown destination. The detainees were identified as Mohammed Ibrahim al- Tawil (19); Waleed Feras al-Atrash (18) and 'Abdullah Mahmoud Dweyat (19).

 At approximately (18) on Saturday, 26 September 2015, Israeli forces arrested Tayseer Mustafa al-Natshah (13) while he was walking in Bab al-Saherah area in the Old City in occupied East Jerusalem under the pretext of throwing an empty bottle at

the Israeli soldiers who were in the area. He was taken to Salah al-Deen Street police Station to question him.

 At approximately 04:00 on Sunday, 27 September 2015, Israeli forces moved into Selwan, south of the Old City in occupied East Jerusalem. They raided and searched a number of houses. They arrested 8 civilian, including 3 children, and took them to an unknown destination. The arrested person were identified as 'Alaa' Tawfiq Mohamed Abu Tayeh (17); Ibrahim Naser Dandis (15)l ahmed Naser Dandis (17); Majd Mahmoud Dandis (23); Montaser Merwan al-Salaymah (20); 'Ali Sabri Abu Diab (19); Ziad Tawfiq al-Qaq (19); and Ahmed al-Aawar (18).

 On Sunday early morning, Israeli forces raided and searched a number of houses in Occupied East Jerusalem and handed some of their owners' summonses to refer to al-Qashlah police Station. They also handed 10 Palestinians notices denying them access to al-Aqsa Mosque for different periods: Thaer Zgheir; 'Abdullah Nemer; Mohammed 'Arafah; Ibrahim Abu Sneinah; Waleed Tofahah; Nour al-Shalabi; Mohammed al-Hashlamoon; Mohammed al-Jondi; Amir al-Belbeisi and Mustafa al- Hashlamoon.

 In the same context, Israeli forces denied 4 Palestinians living inside Israel access to al-Aqsa Mosque for two weeks. They were identified as Amin Abu Diab; Sendebad Taha; al-Sheikh Fo'aad Abu Qmeir and Khalil 'Akri. Israeli forces previously handed Sheikh Hussam Abu al-Leil , Second Deputy of the Islamic Movement in Israel; 'Alaa' Abu al-Hayjaa'; Mahdi Masalhah ; Dr. Hekmat Na'amnah, Director of Q Press; and 'Omer Siam, Photojournalist in al-Jazeera Channel, to deport them from Jerusalem for two weeks. Moreover, Wissam Sweiti was deported for 3 months and Amir Abu Qmeir will be deported from Jerusalem until 07 October 2015 and from al-Aqsa Mosque until 01 November 2015.

 At approximately 02:00 on Monday, 28 September 2015, Israeli forces moved into al- Tour neighbourhood, east of the old city in East Jerusalem. They raided and searched a number of houses from which they arrested 4 children. The arrested children were identified as: Abdullah Zakariya Abu al-Hawa (11), Mohammed Mohanned Abu al- Hawa (13), Mo'az Monther Abu al-Hawa (11) and Khalil Kamal Abu al-Hawa (12).

 At approximately 11:00 on the same day, Israeli forces arrested Akram Da'na (21) and Tha'er Mosbah Abu Sbeih (23), as they were present near al-Majles Gate of al-Aqsa Mosque. Israeli forces beat the up and took them to al-Masqoubiya detention facility.

 At approximately 01:00 on Tuesday, 29 September 2015, Israeli forces moved into a number of neighbourhoods in the old city in East Jerusalem. They raided and searched a number of houses from which they arrested 4 civilians. The arrested were identified as Mohammed Obada Najeeb (24), Laith Obada Najib (21), Rami Dawood al-Fakhori (23) and Jihad Nasser Qous (23).

 At approximately 02:00 on the same day, Israeli forces moved into al-Mukabber Mountain neighbourhood, south of East of Jerusalem. They raided and searched a number of houses from which they arrested 3 civilians. The arrested were identified as: Abed Mohammed Eweisat (45), Khaled Elayan Eweisat (31) and Mohammed Atta Eweisat.

 At approximately 03:00, Israeli forces raided and searched a house belonging to the family of Mohammed Rakan in Ras al-Amoud neighbourhood, east of the old city in East Jerusalem. They arrested his son, Ahmed (27), and took him to an unknown destination.

 At approximately 03:30, Israeli forces raided and searched a house belonging to the family of Mohammed al-Hanash in Abu Dees village, east of East Jerusalem. They arrested his son, Shokri (16,) and took him to an unknown destination.

 On the same day, Israeli forces moved into al-Tour neighbourhood, east of the old city in East Jerusalem. They raided and searched a number of houses from which they arrested 3 children. The arrested children were identified as: Mohammed Mahmoud Abu al-Hawa (11), Mohammed Ammar al-Hadra (12) and Majd Dawood al-Hadra (12).

 In the afternoon, Israeli forces arrested Nidal Anwar Shaikha (24) while crossing a Shu'fat checkpoint, north of the Old City in East Jerusalem, and took him to an unknown destination.

 At approximately 19:00, Israeli forces arrested Islam Barkat Abu Jejma (14) while being present on the main street in al-Thawri neighbourhood, south of East Jerusalem. They took him to an unknown destination.

 At approximately 02:00 on Wednesday, 30 September 2015, Israeli forces moved into al-Thawri neighbourhood, south of the old city in East Jerusalem. They raided and searched a number of houses from which they arrested 4 Palestinian civilians, including a child. The arrested were identified as: Akram Walid Hassouna (16), Yusef Abdullah Abu Mayala (23), Mohammed Omer Abu Ghariba (19) and Mousa Abu Mayala (20).

 At approximately 03:00 on the same day, Israeli forces moved into al-Eisawiya village, northeast of East Jerusalem. They raided and searched a number of houses from which they arrested 4 Palestinian civilians. The arrested were identified as: Sari Karim Mahmoud (21), Ahmed Abdullah Mahmoud (18), Ayoub Abu Asab and Yusef Tareq Darweesh.

5. Settlement activities and attacks by settlers against Palestinian civilians and property

Israel has continued its settlement activities in the oPt, a direct violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

 At approximately 22:00 on Saturday, 19 September 2015, a group of settlers ambushed the Palestinian civilian cars coming from or to Beit Dajan village at the north-western entrance, east of Nablus. They used a car with an Israeli registration plate to intercept the Palestinian cars, but kept all the lights and engine off while being inside the car. When a Palestinian car driven by Naheed Na'im Abdul Hafez Sarkaji (39) in company with his daughter Batool (8) approached, they were surprised by the setters' car. Al-Sarkaji and his daughter were in a visit to his family in the said village. Al-Sarkaji stopped 6 meters away from the settlers' car, as he could not see them before that distance. After he calmed down, he switched the car on to go on his way, but he could not. However, when he was one meter away from their car, he saw the driver pointing a pistol out of the car window, due to which he drove faster and escaped. He then heard 3 gun shots behind. 100 meters away from the scene, he looked through the mirror and saw the same car chasing him, but it was far. He drove faster until he reached Beit Foreik checkpoint, where Israeli soldiers were searching a car. At that time, he looked back through the mirror again, but did not see that car.

Recommendations to the International Community

PCHR emphasizes the international community’s position that the Gaza Strip and the West Bank, including East Jerusalem, are still under Israeli occupation, in spite of Israeli military redeployment outside the Gaza Strip in 2005. PCHR further confirms that Israeli forces continued to impose collective punishment measures on the Gaza Strip, which have escalated since the 2006 Palestinian parliamentary elections, in which Hamas won the majority of seats of the Palestinian Legislative Council. PCHR stresses that there is international recognition of Israel’s obligation to respect international human rights instruments and the international humanitarian law, especially the Hague Regulations concerning the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply the international human rights law and the law of war sometime reciprocally and other times in parallel in a way that achieves the best protection for civilians and remedy for victims.

In light of continued arbitrary measures, land confiscation and settlement activities in the West Bank, and the latest 51-day offensive against civilians in the Gaza Strip, PCHR calls upon the international community, especially the United Nations, the High Contracting Parties to the Geneva Convention and the European Union – in the context of their natural obligation to respect and enforce the international law – to cooperate and act according to the following recommendations:

1. PCHR calls upon the international community and the United Nations to use all available means to allow the Palestinian people to enjoy their right to self- determination, through the establishment of the Palestinian State, which was recognized by the UN General Assembly with a vast majority, using all international legal mechanisms, including sanctions to end the occupation of the ; 2. PCHR calls upon the United Nations to provide international protection to Palestinians in the oPt, and to ensure the non-recurrence of aggression against the oPt, especially the Gaza Strip; 3. PCHR calls upon the High Contracting Parties to the Geneva Conventions to compel Israel, as a High Contracting Party to the Conventions, to apply the Conventions in the oPt; 4. PCHR calls upon the Parties to international human rights instruments, especially the Covenant on Civil and Political Rights and the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to comply with their provisions in the oPt, and to compel it to incorporate the human rights situation in the oPt in its reports submitted to the concerned committees; 5. PCHR calls upon the High Contracting Parties to the Geneva Conventions to fulfil their obligation to ensure the application of the Conventions, including extending the scope of their jurisdiction in order to prosecute suspected war criminals, regardless of the nationality of the perpetrator and the place of a crime, to pave the way for prosecuting suspected Israeli war criminals and end the longstanding impunity they have enjoyed; 6. PCHR calls on States that apply the principle of universal jurisdiction not to surrender to Israeli pressure to limit universal jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war criminals;

7. PCHR calls upon the international community to act in order to stop all expansion activities in the oPt through imposing sanctions on Israeli settlements and criminalizing trading with them; 8. PCHR calls upon the UN General Assembly to transfer the Goldstone Report to the UN Security Council in order to refer it to the International Criminal Court in accordance with Article 13(b) of the Rome Statute; 9. PCHR calls upon the United Nations to confirm that holding war criminals in the Palestinian-Israeli conflict is a precondition to achieve stability and peace in the regions, and that peace cannot be built on the expense of human rights; 10. PCHR calls upon the UN General Assembly and Human Rights Council to explicitly declare that the Israeli closure policy in Gaza and the annexation wall in the West Bank are illegal, and accordingly refer the two issues to the UN Security Council to impose sanctions on Israel to compel it to remove them; 11. PCHR calls upon the international community, in light of its failure to the stop the aggression on the Palestinian people, to at least fulfil its obligation to reconstruct the Gaza Strip after the series of hostilities launched by Israel which directly targeted the civilian infrastructure; 12. PCHR calls upon the United Nations and the European Union to express a clear position towards the annexation wall following the international recognition of the State of Palestine on the 1967 borders, as the annexation wall seizes large parts of the State of Palestine; 13. PCHR calls upon the European Union to activate Article 2 of the EU-Israel Association Agreement, which provides that both sides must respect human rights as a precondition for economic cooperation between the EU states and Israel, and the EU must not ignore Israeli violations and crimes against Palestinian civilians;
