Specific Emergency Procedures for Menlo College
This emergency procedure has been designed to provide a contingency manual for the Menlo College administrator in order that he/she may plan for campus emergencies. While the plan does not cover every conceivable situation, it does supply the basic administrative guidelines necessary to cope with most campus emergencies.

When using a Campus phone, the 9-1-1 dispatchers may not know which building or extension you are calling from. You should specify your exact location and best extension for call back, in addition to the nature of your emergency. What Menlo College Expects from Employees
The Administration Building, Room 155, is the location where overall management of the emergency will occur, coordinating personnel and resources for the College.
Those employees called back to work, will report to their site or the Administration Building, Room 155, for assignment of duties. In preparation for an emergency in our community, the following concept of operations should guide each employee.
Each Administrator has responsibility for the safety and well being of employees assigned to their department. The administrator shall be responsible for implementing department and divisional preparedness procedures, including complying with College preparedness requirements and ensuring that employees fulfill their responsibilities.
Each employee should take steps to prepare themselves and their families NOW, before a disaster happens by preparing a family disaster plan, getting training and creating supply kits for home work and car.
If a disaster happens while you are at home, immediately protect yourself, see to the well being of your family and those around you, and check your home for damage, then report to the College and your assigned location.

CLASS DISMISSAL AND EARLY RELEASE INFORMATION
Menlo College Closing Due to Hazardous Conditions Objective: The President and staff of Menlo College strive to operate the college efficiently, safely, economically, and according to well-publicized predetermined schedules. On those occasions when hazardous weather conditions or other events indicate that the college should take emergency measures or should not be opened in the morning, or closed early, timely notification will be given through the local news media to college students, faculty and staff concerning the revised operating schedules
Closing Before the Start of Class Instruction Decision to close/delay classes: Transportation safety and situations affecting campus safety will be primary reasons for making a decision to alter published class schedules. The Vice President of Finance & Administration and/or the Provost will be responsible for collecting critical information pertaining to weather and road conditions and making recommendations to the President concerning the closing of the college

Delayed Start Procedure
A Delayed Start schedule will be used when it appears that an extra hour of time will allow road crews to better clear roads and highways. This extra hour will, in many cases, may make the difference whether to hold classes or not
When a Delayed Start is announced, all classes will begin classes one hour later than usual. Dismissal will be at the regular times

CRITICAL INCIDENT COORDINATOR
Who is the Critical Incident Coordinator? Some incidents will call for an immediate response. In these situations the Student Affairs staff member that responds to the crisis will become the C. I. Coordinator for the incident
Some incidents do not call for an immediate response. Crises that take place away from campus or involve a student's family are still considered to be critical incidents but the Critical Incident Coordinator will focus more on follow-up care than on crisis intervention. In these situations the Dean of Students or Director of Residential Life should name a C. 1. Coordinator when he/she is made aware of the incident
What are the responsibilities of the C.L Coordinator? At the time of the crisis... To coordinate with Director of Emergency Services, Campus Security and with the Dean of Students to diffuse the crisis and care for the immediate needs of the students involved
Follow-up To be in immediate contact with the students affected by the incident. To assess the needs of the students affected by the incident. To do whatever possible to help the students cope and heal from the experience. To provide information and referrals to other offices on campus that may help the process to run smoothly.
What is the Critical Incident Worksheet? The coordinator should use the Critical Incident Worksheet for two specific purposes: It should be used to document the incident. Names, times, places, details should be written on this worksheet so that a complete record of the incident is maintained. It should be used as a tool in handling the incident. The worksheet is set up in a way that it walks the coordinator through the process of dealing with the incident (as much as possible - obviously every incident is different so not every question will be applicable or helpful). Also, the information requested on the worksheet will be helpful when consulting with other staff members, public safety, local authorities, emergency contacts (parents, etc), roommates/friends
What is the Critical Incident Follow-up worksheet? The follow-up worksheet assists the coordinator in the follow-up process. It asks the coordinator to consider all of the students that may have been affected by the incident and suggests ways in which the college might be able to assist in resolution, recovery and heating

A Critical Incident or Traumatic Event is an event outside the range of usual human experience, which causes a person to experience uncommonly strong reactions, and has the potential to affect his/her ability to function, both in the moment and afterward. If you have been involved in a critical incident you may experience one or more of the following normal reactions to excessive stress:

GENERAL INSTRUCTIONS FOR RESPONDING TO CRITICAL INCIDENTS
Three types of scenarios are addressed in the general instructions:
A. If the incident involves the DEATH OF A STUDENT/STAFF/Faculty on or off campus B. If the incident involves an ON CAMPUS STUDENT and is NOT DEATH RELATED C. If the incident involves an OFF CAMPUS STUDENT and is NOT DEATH RELATED
If the incident involves the DEATH OF A STUDENT/ Staff/ Faculty on or off campus
1. The person who first receives the information should contact the Department of Campus Security at 650 400-5837
2. The Department of Campus Security will contact some or all of the following people (depending on the details of the situation):
The Residential Life Office Supervising A.D (as directed by the RLO response protocol) The Director of Residential Life The College Dean of Students The Associate Dean of Students The Director of International Student Services The Director of Administration The Director of Emergency Services and Provost The Vice President of College Relations
3. The Residential Life Office A.D. will respond immediately to the crisis center on campus
4. The Dean of Students or Director of Emergency Services will determine what immediate action to be taken. The Dean of Students/Provost is responsible for notifying the student's family. Emergency contact information (names, phone numbers) should be obtained from Student Life or Campus Security. (See notification protocol)
5. The Residential Life staff will assess the impact on the Menlo College community and on individual students. They will determine which students should be notified immediately and how notification should be handled
6. If the situation calls for immediate specialized intervention, the following resources are available: Academic Advising International Student Services Student Counseling
7. A Critical Incident Coordinator should be named. This should be someone who has responded to the crisis and is well aware of the extent of the situation. In most student-

death scenarios the coordinator will be a Residential Life professional staff member. However, the Dean of Students or the Director of Residential Life may choose to delegate this responsibility to whomever he/she deems to be appropriate
8. The coordinator should record the incident carefully, completing a Critical Incident Worksheet. A copy of the worksheet should be given to the Dean of Students and the Director of Residential Life; any Menlo College staff member involved in follow-up should also use it
9. He/she should initiate a Critical Incident Follow-Up the following business day (see Critical Incident Follow-up worksheet). Follow-up includes the following: Contacting the students most immediately affected by the incident and determining the best ways to help them cope Contacting other student service offices, informing them of the incident, and working with them to provide specialized care to the students involved
If the incident involves an ON CAMPUS STUDENT and is NOT DEATH RELATED (or it is unclear as to the condition of the student)...
1. The person who first receives word of the incident should contact the Department of Campus Security
2. The Department of Campus Safety will contact the Residential Life Office Supervising A.D. (as directed by the RLO response protocol)
3. Depending on the severity of the situation, the Department of Campus Security may contact some of all of the following people: The Director of Residential Life The Dean of Students The Associate Dean of Student The Director of International Student Services The Director of Risk Management The Director of Emergency Services and Provost The Director of Emergency Services/Vice President of College Relations
4. The RLO supervisor will respond immediately to the scene of the crisis. In most situations involving a student who lives on campus the Residential Life Office Supervising A.D. will be the Critical Incident Coordinator. He/she should initiate a Critical Incident Worksheet and use it as a tool in responding to the crisis
5. The Dean's office representative (see CI contact list) is responsible for making sure that the Emergency Contact is notified if the confirmation of the student is such that immediate notification is necessary. The Critical Incident Coordinator (RLO supervisor) should be in contact with the Dean's office representative. Phone numbers for the Dean of Students personnel and the representatives from the various schools are listed in the

Cal contact list. The coordinator should check with Campus Safety to determine if a Dean's office representative has already been contacted
6. The coordinator will determine which students should be notified immediately and how notification should be handled. If the situation constitutes an immediate crisis in the residential community, the Director, Assistant Director and Area Coordinators of the Residential Life Office should be contacted. They will assist with notification and crisis intervention in the residential community
7. The coordinator will assess the impact on the Menlo College community and on individual students. In an effort to provide care for the students involved and diffuse the crisis, the coordinator may call for immediate specialized intervention. The following resources are available when needed: Academic Advising International Student Services Student Counseling
8. The coordinator will be present until the immediate crisis has passed. He/she will take whatever measures necessary to return the atmosphere to normal
9. When time allows, the coordinator should record the incident carefully by completing the Critical Incident Worksheet. A copy of the worksheet should be given to the Dean of Students and the Director of Residential Life. Any Menlo College staff member involved in follow-up should also use the Critical Incident Worksheet
10. He/she should initiate a Critical Incident Follow-Up the following workday. Follow- up includes contacting the students most immediately affected by the incident and determining the best ways to help them cope
If the incident involves an OFF CAMPUS STUDENT and is NOT DEATH RELATED (or it is unclear as to the condition of the student)...
1. The on-campus student protocol will be followed except that the involvement of Residential Life will vary depending on the details of the situation
2. One of the staff members who respond to the incident will be named the Critical Incident Coordinator. This person is responsible for completing the Critical Incident Worksheet and initiating the Critical Incident Follow-Up
3. Depending on the severity of the situation, the Department of Campus Safety may contact some of all of the following people: The Director of Residential Life The College Dean of Students The Associate Dean of Student The Director of International Student Services The Director of Risk Management

WHAT YOU WILL DO DURING A DISASTER
You will be paid your normal salary while performing disaster work. However, in order for the College to compensate you, you must carefully account for:

Report this information to your supervisor at the end of each workday
During a disaster some departments will respond in their traditional roles. Other departments may be required to perform duties to support the activities of the College's disaster response
Employees who do not have a specific predefined disaster assignment will be asked to perform appropriate duties as assigned when they report. Some typical duties include:

CRISIS SITUATIONS
The types of violence and the situations in which they occur are quite varied, and make planning appropriate responses difficult. Acts of violence could take the form of threats to the personal safety of employees or taking hostages. If circumstances permit, you will receive warnings and directions regarding appropriate responses from the Director of Emergency Services, the President, the Provost, the Dean of Students, or other college officials from the Emergency Operations Center (EOC)
If the need for medical attention is evident, call 9-1-1 and notify Menlo College Staff. Menlo College Staff will arrange for transportation to a hospital depending on the injury and when it occurs. Even if no medical need is apparent, assault victims should be encouraged to seek medical attention. Staff assisting with emergency shall notify Campus Security. Campus Security will immediately notify the appropriate administrator. (Director of Housing, Dean of Students, Director of Emergency Services, etc.)
However, in situations where no warnings are possible, you will need to rely on your own resources and the support of your fellow college faculty & staff

Acts of Violence, Attack, or Disturbance By Criminal or Insane Person or Group
Responsibilities for Responding to Emergencies
In the event acts of disturbance occur on campus, contact an administrator or place an emergency call to 9-1-1.

AIRCRAFT CRASH
There is air traffic near Menlo College due to approach and departure routes from San Francisco, San Jose, and Oakland International Airports. There are approach and departure routes from Alameda and Moffett military bases, and there is light aircraft approaching and departing from San Carlos airport
In the event of an Aircraft Crash on campus, contact an administrator or place an emergency call to 9-1-1

If a fire results from a crash Faculty/Staff that poses a secondary explosion, give Drop, Cover, and Hold to protect everyone from falling objects

BOMB THREAT
As a rule most bomb threats are hoaxes or pranks and are usually anonymous phone calls. Nevertheless, threats must be handled quickly and efficiently
In the event of a Bomb Threat on campus, contact an administrator or place an emergency call to 9-1-1. ALL Menlo College Students and Employees hold this responsibility

BOMB THREAT QUESTIONNAIRE
1. If you receive a bomb threat, ask the person making the threat the following questions:
When is the bomb going to explode? Where is it right now? What does it look like? What kind of bomb is it? What will cause it to explode? Why did you choose this location? What is your name? What damage will it do? Do you want people hurt?
2. Try to determine the caller's sex, race, approximate age, and tone of voice, mental condition, and accent. Also try to pinpoint any unusual speech mannerisms or phrases, organizational affiliations and any background noises such as street noises, animals, music, etc
3. Notify 9-1-1 immediately, then call Campus Security at (650) 400-5837
4. Quickly search your work area. Report unusual articles without touching them. If evacuation or relocation is ordered, take all personal effects such as lunch bags, briefcases, coats, and purses with you

FIRE
The warning for a fire is an alarm signal and/or smoke and flames. The residence halls shall hold a fire drill once a semester. The Director of Housing will determine the time.

Stay Calm Turn off electrical equipment & oxygen tanks Close all doors but do not lock them Note: Fire resistant and smoke control doors separate each resident hall room from the hallways. Make sure all doors are closed to prevent the fire from spreading Do not slow down to make personal phone calls Evacuate your room using the nearest exit and move to a “Safe” area outside and away from the building. FIRE Near the Campus
In the event of a fire near the Menlo College campus, the site administrator shall:
Under the advisement of the safety officer, determine whether the students, faculty, and staff should leave the premises
Determine whether students, faculty, and staff will need to be transported to another location. If so, the Dean of Students will make the transportation arrangements
The site administrator shall contact the Director of Emergency Services at (650) 543- 3717 or President if danger to students, faculty and staff exist. The President will notify the Chairman of the Board
Note: Students, faculty, and staff should not return to the campus until Fire Department Officials declare the area safe. To obtain that information call Campus Security at (650) 400-5837
FIRE -- Persons on Fire
If a person’s clothing catches fire, follow these procedures:
Don’t allow them to run! Running will intensify the fire
Smother the fire. If a blanket is available, wrap the victim in it and roll them on the ground. A coat, rug, curtain, or other heavy fabric material will work as well. If wrapping material is not available, drop them to the ground and attempt to smother the fire by rolling the victim on the ground
After the fire is out, treat the victim for shock (lying down on their back, feet raised, neck supported) and cover the burned area with soaking wet cloth, sheet, or blanket, etc
Call ambulance or victim’s physician as appropriate
Notify the Dean of Students and the Director of Emergency Services

FLOODING
Due to the geography of the ocean and mountains, areas of the community are highly susceptible to local flooding. Many areas in San Mateo are subject to or affected by floods. Except in the case of flash flooding, the onset of most floods is relatively slow process with a buildup of several days. Closure of highways can result in isolating areas of the community. Students may be unable to return home or may have to be evacuated to an alternate location
In addition to natural flooding, Menlo College can be susceptible to flooding due to water line breakage
Menlo College officials may be alerted to danger and be ordered to evacuate by fire and/or law enforcement, or local emergency officials

Hazardous materials and chemical spills are possible either in the college laboratories or from vehicles on or near the college campus. Hazardous materials on campus shall be inventoried, used, stored, and regularly disposed of in a safe and legal manner. Faculty and staff should substitute less dangerous materials for hazardous ones whenever possible

UNIVERSAL PRECAUTIONS
Barrier protection should be used at all times to prevent skin and mucous membrane contamination with blood, body fluids containing visible blood, or other body fluids (cerebrospinal, synovial, pleural, peritoneal, pericardial, and amniotic fluids, semen and vaginal secretions)
Barrier protection should be used with ALL tissues
The type of barrier protection used should be appropriate for the type of procedures being performed and the type of exposure anticipated. Examples of barrier protection include disposable lab coats, gloves, and eye and face protection
Gloves are to be worn when there is potential for hand or skin contact with blood, other potentially infectious material, or items and surfaces contaminated with these materials
Wear face protection (face shield) during procedures that are likely to generate droplets of blood or body fluid to prevent exposure to mucous membranes of the mouth, nose and eyes
Wear protective body clothing (disposable laboratory coats (Tyvek)) when there is a potential for splashing of blood or body fluids
Wash hands or other skin surfaces thoroughly and immediately if contaminated with blood, body fluids containing visible blood, or other body fluids to which universal precautions apply
Wash hands immediately after gloves are removed

CRITICAL INCIDENT PROTOCOL
A Critical Incident or Traumatic Event is defined as an event outside the range of usual human experience, which causes a person to experience uncommonly strong reactions, and has the potential to affect his/her ability to function, both in the moment and afterward
A critical incident may affect a person's ability to function either in the moment or later decrease a person's normal ability to cope with stress, causing routine or simple tasks to become difficult
When handled with proper psychological, spiritual and social care a critical incident may become a springboard for growth bring a new perspective cause a person to re-evaluate his or her life and priorities, and make foundational life choices.
Responding appropriately to a critical incident includes: MANAGING the crisis as it happens IDENTIFYING which students are affected by a critical incident, and being aware of the variety of ways in which individual students may react PROVIDING immediate and long-term care and resources to those affected by the incident

SEXUAL OFFENSE
Sexual Offense, as defined by the College's Sexual Offense Policy is nonconsensual sexual conduct including but not limited to unauthorized touching, rape, sodomy, oral copulation, sexual battery, or sexual penetration with a foreign object
Assessment Note: The medical/psychological concerns of victims of sexual offenses must take precedent over any other matters Is this a medical emergency?
Once an incident of sexual offense becomes known to a College employee, that employee is strongly encouraged to report the incident to the Department of Campus Security.
If this is not a medical emergency, encourage the victim to go to the Rape Trauma Services of San Mateo County (650) 692-7273) where a further assessment can be made and evidence collected. Evidence collection must occur within 72 hours of the incident for prosecution purposes
Persons to be notified
If the victim is under 18 years of age, Child Protective Services must be notified
In addition to seeking immediate medical aid, victims should be encouraged to obtain psychological support and discuss options for reporting sexual offenses. The student should also be referred to Atherton Police at (650) 688-6500
If the victim refuses treatment...... Victims should be strongly encouraged to report all incidents of sexual offense occurring on campus to the Department of Campus Security (400-5837). The Director of Administration will report any known cases of sexual offense (including the name of the known victim) occurring on campus to the Dean of Students and the Director of Residential Life. Campus Security is also required to report the incident to local law enforcement for further investigation. They will follow the wishes of the victim in terms of further investigation
The Dean of Students will report any known incident of rape occurring on campus to the Vice President of College Relations, when appropriate

A counselor may follow-up with people who were involved to help relieve any anxiety. The victim's right to confidentiality must be respected

A student is considered to be intoxicated if he or she reports having drank heavily or consumed substances, (or both) or in the case of (e.g., slurred speech, bloodshot eyes, smell of alcohol on breath, unable to care for oneself, distorted psycho-motor skills, is causing a significant disruption in the community, etc.). Note: Diabetics, epileptics, and persons with Meniere’s disease may have signs similar to those of an inebriated person
Assessment
Is the student violent? If yes, call the Department of Campus Safety (400-5837) to restrain and make further assessment
Is the person rational? Does he or she make sense when speaking to you? If yes, ask the following questions: How much have you had to drink or what substances (including prescription medicine) have you consumed? Over what period of time have you consumed alcohol or other substances? "when did you last consume any solid food?
The Department of Campus Safety, in consultation with the Dean of Students, should check the immediate area for signs of bottles, pills, weapons or bloodstained clothing
If there are friends around, seek confirmation of the student's statements
If the student is agitated, irrational, uncooperative or unconscious, he or she should be treated as a medical emergency. Contact Campus Safety for possible detainment and refer to the Medical Emergency Protocol. Stanford Hospital Emergency Center may be contacted for a consultation if appropriate
If the student is discussing, threatening or has attempted suicide, refer to the Suicide Protocol
If the student is judged to be simply intoxicated, but not in any immediate danger or distress, the intervening party should make arrangements to keep the student safe
Follow-up
Students identified as having severe substance abuse or emotional difficulties should be referred to Pacific Graduate School of Psychology. The center may refer the student to an off-campus referral for further assessment and treatment

STUDENT REPORTED MISSING FROM CAMPUS

A student is considered missing after a reasonable investigation fails to discover the location of the person reported missing from campus, or where a set of extenuating circumstances may suggest immediate concern. Such conditions may consist of but are not limited to:
a. health related problems b. the person has not regularly attended classes and has not been seen elsewhere c. the parent(s), roommate or suite mates/apartment-mates of the missing person reports such disappearance due to irregular contact with the student
Action to be taken
The reporting party will notify the Residential Life Office, the Department of Campus Security and the Dean of Students
Campus Security and Residential Life will keep each other informed of the progress in the ongoing investigation
Follow-up
If the search is successful, Residential Life or the Dean of Students will contact the student and inform him or her of support services available on campus. This support should also be offered to any other students (roommates, friends) affected by the incident
If the search is deemed unsuccessful. The Director of Administration and the Dean of Students will decide what further action should be taken

If a resident student was hospitalized or taken to the hospital for an assessment, the Director of Residential Life or designee will follow-up with the student as soon as possible
Pacific Graduate School of Psychology and Residential Life (if a resident student) will assess the needs of the roommates, suitemates, apartment-mates and friends of the student
If a resident student is evaluated by an off-campus mental health professional, the mental health professional will consult with the Director of Housing, after having obtained an appropriate release. The Director of Housing or the Dean of Students may request information regarding the student's needs and status (e.g., Is the student ready to return to the residence halls/apartment? What follow-up counseling is recommended? What happens if the student doesn't follow through with any required counseling?). The Director of Housing, in consultation with the Director of the Counseling Center or his/her designee will draft appropriate contracts that must be signed by both professionals and the student
Please note: The services required by students who attempt suicide must be weighed against what the College has to offer such students, and the scope of practice of the Pacific Graduate School of Psychology
A debriefing may be necessary with the residents of the community near where the student resides. This should be facilitated by both the Director and Pacific Graduate School of Psychology
Situations of threats or attempts at suicide must be carefully documented on the appropriate forms and forwarded to the necessary Student Affairs professionals

The National Weather Service issues severe weather warnings, using the following terms: SEVERE THUNDERSTORM indicates the possibility of frequent lightning and or damaging winds of greater than 50 m.p.h., hail 3/4 inch or more in diameter, and heavy rain; SEVERE THUNDERSTORM WATCH indicates the possibility of, thunderstorms, frequent lightning, hail and winds of greater than 75 m.p.h.

The office will monitor alerts and weather advisories Dir Emergency Services if a severe windstorm "Watch" has been issued. Dean of Students (A "Watch" is issued by the National Weather Services when a thunderstorm in excess of 55 M.P.H.)
