The Census of India is the only comprehensive data source on languages in India and has been the pioneer in this field. This volume takes us to the fascinating world of the languages and mother tongues of India as derived from 1991 Census data. The data is based on the mother tongue of each individual which was ascertained through a question in the individual slip canvassed for the entire population. The mother tongue figures were compiled and grouped under the relevant language for presentation in the final table. The table C-7 presented in this volume comes under Part IV B(i) Social and Cultural tables and gives the data for India, States and Union Territory. The presentation of the 1991 languages data is based on the same principles as adopted for the presentation of the 1971 and 1981 data. In addition, the figures in respect of individual mother tongues have also been presented now. This will be of great use to many data users, Linguistic scholars and researchers including State Government and Local Bodies particularly in the context of the provision in Article 350 A of the which stipulates to provide facilities for instruction in mother tongue at the primary stage. It is important that data on mother tongues and languages are disseminated studied and researched extensively so that they flower and flourish, because it has been observed that if a language dies, thousands of years of experience, history, cultural diversity and the very identity of the people is lost forever.

The tabulation of these data was done manually under the guidance of the office of the Registrar General, India. As mentioned in the note on the language data contained in this volume, this table includes houseless households but excludes Institutional households.

GENERAL NOTE

Language is an impOltant characteristic of a popUlation particularly in a pluri-lingual and p!uri-culturaJ country like India since no separate question is asked in the census on ethnicity except for the Scheduled Castes and S~hedliled Trihes. The language census literature that has grown over the last one hundred years of Indian census history has shed light on the ethnic and linguistIC composition of our country. In the 1991 census, two language questions were asked viz, "m.:)ther tongue" and "two other languages known" as ljuestion No.6 and 7 r~spectively in the Individual slip. To facilitate the preparation of the C-7 Table on full count ba&is Inanually from the- Household Schedules, the item "niother longue" was copied from the Individl~al slip on to column 8 of the Household Schedule. C!ear instructions were given to the census enumerators on the definition and the prClcedure for recorQing the languages returned by the respondents (see 11y­ leaf). Tbl: two questions on "mother tongue" and "two other languages known" were canvassed on the entire Indian population except Jammu & Kashmir where the 1991 Census could not be hdd due to disturbed condition:., p_s the instructions to the enumerator would show. the lespondent was made to feel free to return the name ofhislher mother tongue in reply to question 6 of the Individual Slir and the same was re(;Orded faithfully by the enumerator. This practice naturally leads to the recording of a very large number ofhnguage/mother tongue names from all over the country and the hH!!-e dat'l so coliet;ted is presented in a meaningful manner after thorough scrutin) following the usual linguistic methods by the census organisation for rational groupmg,

A total :..:2 languages is presented in two parts, Part-A-Scheduled Languages comprising of 15 languages and Part-B-Non-Scheduled languages comprising of7 languages and the remaining "lotal ('f other language:o. ". Consequent upon the passing of the 71 st Amendment Act, 1992 to the Constihltion of India and in pursuallce of Government of India, Notification No.55 dated 1.9. t 992, thlec languages vi::, Konkani. Manipuri and N~pali were added to the list of Eighth Schedu!e Languages.

Table Part-A in this volume shows the distribution of speakers of the 15 languages specified in the Eighth Schedule to the Constitution of India and the mother tongues included under eadl of these languages. Table Part-B gives the speakers of the 7 languages which are not included in the Eighth Schedule and the mother tongues included under each of these languages. All other hngpages and mother tongu~s falling under Part-B and which returned less than 10,00(' ,:;p~akers each at the Oadra & Nagar Havdi U'1ion Territory level or were net identifiable on the basis of hn6ui~tjc infurmation availa!:lle are included in the category "Total of Other Languages" shown as the last entry ip Part-B. Speakers covered by the languages in Part A constitute 44.50 per cent of the total p'lpulation. The remaining 55.50 per cent is accounted for by the rest of the languages given in Part B.

4, Those identifiahle mother tongues which returned 10,000 or more speakers each at the Dadra & Nagar Haveli Union Territory level and which have been grouped under the languages in Part-A ami B have been listed out in the fly-leaf. They number 35. The distribution of speakers of the mother tongues an: pre~ented in Pmt- A and Part-B(it) in respect of Scheduled and Non-Schedt·led Languages respectively. Those which returned less than 10,000 speakers each ,.md were classified u"1der :1 language have not been specifically mentioned but included in "Other~" under t~at language. 5. The presentation of the 1991 language data is based on the same principles as were adopted for the 1971 and 1981 censuses. In addition, the speaker strength figures of all mdividual mother tongues returned by 10,000 or more persons have also been given. The fly-leaf preceding the main table explains the details of the tables. Presented prior to that are the following ten statements which given summarized data at a glance for the convenience of the data user.

Statement 1 gives an abstract of all the 22 languages and 35 mother tongues divided into Part A and Part B and their strengths as per the 1991 census.

Statement 2 gives the distribution of the 1991 population by Scheduled and Non­ Scheduled Languages of Dadra & Nagar Haveli Union Territory.

Statement 3 gives the distribution of 10,000 persons by language for Dadra & Nagar Haveli Union Territory for 1991.

Statement 4 presents the Scheduled Languages of Union Territory in descending order of strength for 1991.

Presented below is an alphabetical abstract of languages and the mother tongues with strength of 10,000 and above at the Union Territory level, included under each language. There are a total of 22 languages and 35 mother tongues. The 18 languages specified in the Eighth Schedule to the constitution ofIndia are given in Part A and languages other than those specified in the Eighth Schedule (Numbering 7) are given in Part B.

I These tables present the language mainly spoken in the household. on the basis of Individual slip of the Census of India 1991. The presentation is based on the same principles as were adopted in the 1971 and 1981 Censuses.

The question on mother-tongue at the 1991 Census and the instructions to enumerators were as follows:

"Q.6: Mother Tongue

Definition: Mother tongue is the language spoken in childhood by the person's mother to the person. If the mother died in infancy, the language mainly spoken in the person's home in childhood will be the mother tongue. In the case of infants and deaf mutes the language mainly spoken in the household may be recorded.

Instructions to enumerato'rs:

Record mother tongue in full, whatever be the name of the language returned by the respondent and do not use abbreviations. Please note the following:

(a) You are not expected to determine if the language returned by a person is a dialect or another language.

(b) You should not try to establish any relationship between religion and mother tongue.

16 (c) You are bound to record the languages as returned by the person as hislher mother tongue and you should not enter into any argument with him/her and try to record any language other than what is returned and

(d) If you have reasons to suspect that in any area due to any organised movement, the mother-tongue is not being truthfully returned, you should record the mother-tongue as actually returned by the respondent and make a report to your supervisory officers for verification. You are not authorised to make any correction on your own.. "
