Township of King - Shingle Plaque Program

The Township of King’s Heritage Advisory Committee administers the Shingle Plaque Program as part of its ongoing educational and outreach initiatives. The purpose of the program is to identify properties of heritage significance within the Township and to recognize and celebrate the importance to the community through the display of shingle plaques on the outside of the buildings. This serves to provide the public with more awareness of architectural, historic and cultural features within the Township. The shingle plaques are a source of pride to many property owners. They give distinctive character to a neighbourhood, and provide residents and visitors an opportunity to learn about community’s past.

The Shingle Plaque shall identify:

The most significant owner or person associated with the building, or original owner; The occupation of the significant owner or person; The year of construction of the building (estimated if exact date cannot be determined); Heritage King

Eligibility:

All properties that are listed on the Township’s Heritage Register under Section 27 of the Heritage Act are eligible for the Shingle Plaque Program.

Where a shingle plaque has previously been issued a building will remain eligible for replacement shingle plaques at the discretion of the Heritage Advisory Committee, at the expense of the property owner.

General:

There is no cost to a property owner for the original shingle plaque issued. Property owners are responsible for the costs associated with replacement shingle plaques.

Shingle plaques remain the property of the Township of King, and may be revoked if the property no longer reflects its heritage significance.

Where there are multiple buildings on a property multiple shingle plaques may be provided at the Township’s discretion.

Property owners are asked to contact the Heritage Advisory Committee when the shingle plaque shows excessive wear or if they wish the shingle plaque removed.

Where a property owner wishes to dispute the accuracy of the information on the shingle plaque, they are required to provide documentation to substantiate the claim to the satisfaction of the Heritage Advisory Committee. The costs associated with the updating or replacement of an inaccurate shingle plaque will be the responsibility of the Township.

Shingle plaques are to remain in a visible location, as agreed upon by the Township and property owner, and installed by the Township Department of Parks, Recreation and Culture.

RECOMMENDATION

Staff conclude that the property known as 6740 15th Sideroad, is worthy of inclusion of the King Township Municipal Heritage Register under Part IV, Section 27 of the Ontario Heritage Act for its cultural heritage value or interest. It meets the necessary criteria prescribed by the Province of Ontario in one or more categories of design or physical value, historical value and contextual value. Therefore, staff recommend that the property be considered for inclusion on the Heritage Register for the reasons expressed in more detail below.

BACKGROUND

This dwelling was built in the circa 1877 and was added to the Heritage Inventory in 1983.

HERITAGE ATTRIBUTES PHYSICAL/DESIGN This dwelling display a unique adaptation of Victorian era architecture with Gothic style influences. The red-brick dwelling displays a L-shaped plan, gabled roof, a dormer on the east side of the façade, a bay window on the façade, yellow brick arches over the windows, yellow brick banding and unique triangular yellow brick quoins.

HISTORICAL/ASSOCIATIVE VALUE There is no known historical/associative value.

AREAS OF CONCERN No outstanding concerns.

STAFF’S EVALUATION OF HERITAGE VALUE The dwelling displays vernacular architecture from the Victorian era. The triangular yellow brick quoins are particularly unique. Staff therefore, recommend that this property be considered for inclusion onto the Heritage Register.

BACKGROUND

This dwelling was built circa 1890 and was added to the Heritage Inventory in 1983.

HERITAGE ATTRIBUTES

PHYSICAL/DESIGN The dwelling at 140 Fairfield Drive displays a 1.5-storey L-shaped plan with a gable roof. There is a gable dormer over the front entrance, while the entrance features a classical door surround. The main floor windows are double hung with a 8x8 sash pattern, while the upper windows feature a 6x6 sash pattern.

HISTORICAL/ASSOCIATIVE VALUE There is no known historical / associative value.

CONTEXTUAL VALUE The dwelling contributes to the streetscape.

EVALUATION OF HERITAGE VALUE

The dwelling located at 140 Fairfield Drive has been modified a number of times over the years. The original clapboard siding has been replaced by vertical siding and all the windows have been replaced. The front gable dormer was previously styled as a hipped dormer, the entrance surround is not original, and there has been a 1.5-storey rear addition. Due to the cumulative effect of these alterations staff are not satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value. Therefore, staff recommend that this property not be considered for inclusion onto the Township’s Heritage Register and that it be removed from the Built Heritage Inventory.

BACKGROUND

This dwelling was built circa 1849 and was added to the Heritage Inventory in 2005.

HERITAGE ATTRIBUTES

PHYSICAL/DESIGN The dwelling at 12750 Dufferin Street displays a 1.5-storey rectangular plan with a gable roof. The exterior wall is covered in siding and there is a brick chimney on the north side of the roof.

HISTORICAL/ASSOCIATIVE VALUE Originally served as a Methodist Episcopal Church until 1890 until they moved and the building was repurposed as a residence.

CONTEXTUAL VALUE The building contributes to the character of the area.

EVALUATION OF HERITAGE VALUE

The dwelling located at 12750 Dufferin Street has been significantly modified since its original construction. The building was relocated to its current site in 1906. The front closed porch was added in 1944 and a rear addition was constructed in 1978. The dwelling originally featured a horizontal log exterior, and skylights have also been installed on the roof. Despite these alterations, the dwelling still holds cultural heritage value through its former use as a Methodist Episcopal Church. As such, staff are satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value and recommend that this property be considered for inclusion on the Township’s Heritage Register.

BACKGROUND

This dwelling was built circa 1890 and was added to the Heritage Inventory in 2005.

HERITAGE ATTRIBUTES

PHYSICAL/DESIGN The dwelling at 1793 15th Sideroad displays a 1.5 storey centre hall plan with a gable roof. The exterior wall is composed of brick and siding. There are three shed dormers along the roof, a brick chimney on the east side and the entrance has a classical style door surround.

HISTORICAL/ASSOCIATIVE VALUE There is no known historical / associative value.

EVALUATION OF HERITAGE VALUE

The dwelling located at 1793 15th Sideroad has been modified multiple times over the years. While the original dwelling still maintains some of its original attributes, a series of large additions have detracted from the overall character of the building. There have been sizeable additions to the east and west of the original dwelling, which dwarf the more modest original footprint. These additions also served to extend the roofline across the front of the dwelling, creating the front verandah. As such staff are not satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value. Therefore, staff recommend that this property not be considered for inclusion onto the Township’s Heritage Register and that it be removed from the Built Heritage Inventory.

PHYSICAL/DESIGN The dwelling at 1156 King Road displays a 1.5-storey rectangular plan with a gable roof. The exterior of the dwelling is composed of brick, with segmental arches featured above the windows.

CONTEXTUAL VALUE The dwelling contributes to the character of the area.

The dwelling located at 1156 King Road has seen minimal alterations since its original construction. The small front porch has been removed and an additional was constructed at the rear. The dwelling remains reflective of the simple vernacular architecture of rural Ontario and in a good state of repair. As such, staff are satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value and recommend that this property be considered for inclusion on the Township’s Heritage Register.

As such staff are not satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value. Therefore, staff recommend that this property not be considered for inclusion onto the Township’s Heritage Register and that it be removed from the Built Heritage Inventory.

While the dwelling at 113 Main Street does reflect many of the characteristics of the historic Schomberg area, it has been meaningfully altered over the years. The exterior of the dwelling has been re-sided and the shape of windows on second storey has been altered. The previously enclosed verandah was opened and its corresponding roof replaced. Staff are not satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value. Therefore, staff recommend that this property not be considered for inclusion onto the Township’s Heritage Register and that it be removed from the Built Heritage Inventory.

This dwelling was built circa 1925 and was added to the Heritage Inventory in 2005.

HERITAGE ATTRIBUTES

PHYSICAL/DESIGN The dwelling at 114 Main Street displays a 1.5 storey rectangular plan with a gable roof. The dwelling is constructed of brick and there is a brick chimney on the south side of the roof. There is a verandah across the front façade with a pediment style entrance and doric columns on the brick peirs. The windows featuring radiating brick voussoirs and lugsills.

The dwelling located at 114 Main Street remains in a state of good repair and is reflective of the original design. A one-storey addition to the east of the dwelling was constructed in 1976, however it reflects characteristics of the original dwelling and of the general character of Schomberg. Staff are satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value and recommend that this property be considered for inclusion on the Township’s Heritage Register.

PHYSICAL/DESIGN The located dwelling at 119 Main Street displays a 1.5 storey rectangular plan with a gable roof. The exterior of the dwelling is made of siding. There is an offset porch with pediment leading to the front entrance.

The dwelling located at 119 Main Street complements the character of Main Street well, providing a few variations on the broad aesthetics of the area. A one-storey rear addition completed prior to 1983, which was later expanded to 1.5-storeys and had a verandah installed in 2002. This addition is partially visible from the street, however it has been designed to complement the original dwelling. As such, staff are satisfied that this property meets the criteria under Ontario Regulation 9/06 for determining cultural heritage value and recommend that this property be considered for inclusion on the Township’s Heritage Register.

4.1 Doors Open 2016 – Verbal Report (P. Iaboni) The Committee received a verbal report from Peter Iaboni regarding Doors Open 2016. The Committee agreed to form a Working Group, led by Kelly Mathews, to develop a plan for Doors Open. The Committee discussed focusing the event around a specific geographic area of the Township, with the intent for future years to have a different geographic focus. Properties used in previous Doors Open were discussed, in addition to those properties on the Township’s Heritage Register.

4.2 Maintenance of Township Pioneer Cemeteries – Written Report (A. Nalli)

Minutes of the Heritage Page 45 of 48 Advisory Committee The Heritage Advisory Committee Meeting Minutes Thursday, June 4, 2015 The Committee received a written report from Augusto Nalli regarding how the Committee should approach the continued maintenance of Township Cemeteries. The report summarized the Province of Ontario’s “Landscapes of Memories: Guide for Conserving Historic Cemeteries” and made recommendations for potential procedures to follow. The Committee agreed to visit the Township’s Pioneer Cemeteries to document their condition. Committee members also agreed to look into the maintenance practices of surrounding municipalities.

4.3 Heritage Plaque Program – Written Report (M. Hubert) The Committee received a written report from Michelle Hubert containing draft policies for the Heritage Shingle Plaque Program. The Committee was in general agreement with the policies provided. Jeff Elkow agreed to revise the policies for the next meeting. Peter Iaboni agreed to research companies to produce the shingle plaques and print text on them.

4.4 12988 Dufferin Street; Shingle Plaque – Verbal Report (J. Elkow) The Committee received a verbal report from Jeff Elkow regarding a Shingle Plaque located at 12988 Dufferin Street. The property is currently listed on the Township’s Heritage Register and has a Shingle Plaque installed. The Committee was recently approached by a representative of the owner who stated that the name on the plaque was incorrect. Kelly Mathews agreed to further research the history of the property to determine if a revision should be made to the plaque.

4.5 Communications Strategy The Committee discussed how to achieve greater awareness and education regarding heritage, as outlined in the Committee’s 2015 Work Plan. The Committee discussed sponsoring events or partnering with other local organizations. In addition, Todd Coles and Debbie Schaefer volunteered to prepare articles on current Committee initiatives and potential publications to get them featured in.

4.6 13456 Dufferin Street; Application to Rezone from (I) Institutional to (C1) Commercial General – Written Report (J. Elkow) The Committee received a written from Jeff Elkow regarding an application to rezone the property located at 13456 Dufferin Street from Institutional to Commercial General. The property is designated under Part IV of the Ontario Heritage Act. The application proposes site specific reductions in Parking Stall Dimensions, Lot Area Minimum, Front Yard Minimum, and Side Yard Minimum. In addition, the application also proposes a ground sign in the front yard and graphics to be added to the awnings. The Committee was supportive of the change of use and did not believe the zoning reductions would have a negative effect on the heritage attributes of the property. The Committee had no issues with the ground sign, however they opposed the graphics to be added to the awnings. The property recently was approved for a Heritage Permit (HP-15-01) to install plain white canvas awnings, and the Committee noted that they did not support the proposed graphics.

4.7 Integrated Community Sustainability Plan; Heritage Indicators – Verbal Report (J. Elkow)

Minutes of the Heritage Page 46 of 48 Advisory Committee The Heritage Advisory Committee Meeting Minutes Thursday, June 4, 2015 The Committee received a verbal report from Jeff Elkow regarding the Township’s Integrated Community Sustainability Plan. The Plan prioritizes the conservation and re-use of heritage buildings, sites, and landscapes. The Committee discussed whether the current progress indicator for this goal, the number of properties used for adaptive re-use, was an adequate indicator. The Committee recommended continuing to use this indicator, but also to consider the number of applications received for the Heritage Property Grant Program.

4.8 Heritage Property Evaluations

The Committee voted to recommend to Council that the following properties be added to the Township’s Heritage Register:

The Committee voted to recommend to Council that the following properties not be added to the Township’s Heritage Register and be removed from the Township’s Built Heritage Inventory:
