1 I N T R O D U C T I O N

CITYNET Disaster Cluster was established in 2005 to reflect the growing needs in addressing disaster management across the Asia-Pacific region. In preceding years, the region experienced two large disasters: the 2004 Sumatra Earthquake, Indian Ocean Tsunami and the 2005 Kashmir Earthquake, which resulted in more than 310,000 casual- ties in total. This was when CITYNET members realized that they could increase efforts to address this priority area by strengthening city-to-city cooperation.

Since the first Disaster Cluster meeting held in in 2007, CITYNET has been hosting annual meetings to discuss members’ needs and share knowledge in disaster management strategies.

The 13th Seminar will be the first seminar held online. It will continue to focus on the prevention of disaster risk at the local level. Through the lens of the Sendai Framework, the seminar will examine how policy developments and imple- mentation strategies can be enhanced at the local government levels, including in communities. Since the COVID-19 pandemic is also a crucial topic for all of our members, this year’s Disaster Cluster Seminar will also discuss key lessons and best practices in COVID-19 response and management.

O B J E C T I V E S

The objective of the seminar is to share critical knowledge in disaster risk reduction activities by networking with professionals from diverse sectors. The seminar will discuss strategies, challenges, and solutions in addressing disaster risks from various perspectives and will try to develop cooperation strategies among CityNet members.

• Previously worked as Head of the International Recovery Platform Secretariat in Kobe, Japan, supervising and developing a capacity building program for local and national governments • Trained over 850 government officials in capacity building and managed disaster risk reduction projects in 27 countries • Worked with the Government of India, the World Bank, and the United Nations in the field of disaster risk reduction and climate change adaptation for over 30 years

MS. LIZA VELLE RAMOS Head, Research and Planning, Makati DRRMO, Makati City Government • Licensed Environmental Urban Planner with over a decade of experience in disaster risk reduction and management • Currently affiliated with the City Government of Makati • Completing Master’s degree in Disaster Risk and Crisis Management at the Asian Institute of Management • UNDRR GETI-trained trainer and specialized in DRRM planning harmonization
