The objective was to establish the effectiveness of current maritime legislation and procedures with regard to these two areas and to identify/recommend further measures to reduce the risk of a significant pollution incident in the study area. This report presents the findings and results of the study derived under a Formal Safety Assessment (FSA) framework – a format recognised by the International Maritime Organisation (IMO) as a rational and systematic process for assessing the risks related to maritime safety and the protection of the marine environment. The report is structured in 7 Sections. The definition of the problem and method of work is provided in Section 2 and 3, respectively. The hazard identification (Step 1 of the FSA format) is included in Section 4. Risk analysis (step 2) and evaluation of risk control options (Step 3) are presented in Section 5 and 6, respectively. Recommendations for decision-making are presented in Section 7. The study was undertaken between November 2004 and April 2005 by suitably qualified and experienced consultants from the Glasgow based company Safety at Sea Ltd and the London based Eagle Lyon Pope Ltd. Executive summary i. Acting on concerns about the impact that a serious pollution incident could have on the local environment and environment-based economies such as tourism and aquaculture, the Western Isles Council (Comhairle Nan Eilean Siar, CNES) and Highlands Council have jointly commissioned this study. ii. The study was undertaken between November 2004 and April 2005 by suitably qualified and experienced consultants from the Glasgow based company Safety at Sea Ltd and the London based Eagle Lyon Pope Ltd. iii. To meet the study objectives as outlined in the consultants brief, a Formal Safety Assessment (FSA) format has been followed1. The FSA format is recognised by the International Maritime Organisation (IMO) as a rational and systematic process for assessing the risks related to maritime safety and the protection of the marine environment; iv. In the present study, the hazards that may lead to a ship accident, hence to oil pollution in the study area, have been identified (Step 1). The risk analysis process (Step 2) incorporated a probabilistic model of ships grounding and collision based on Bayesian Network modelling, an approach that is widely accepted as a sound and intuitive formalism for reasoning under uncertainty. Risk-Conrol Options were evaluated (Step 3) from the point of view of risk- reduction effectiveness. Cost-Benefit analysis (Step 4) was not undertaken in the present study; only an indication of the feasibility of implementing the evaluated risk control options was provided. Hence, the recommendations provided in this report (Step 5) should be interpreted accordingly. v. Risk reduction assessments were made of the existing two Minches recommended routes and the existing Deep Water Route (DWR) west of Hebrides. Additionally, as a RCO, consideration was also given to a revised DWR configured to the west of St. Kilda and Flannan Isles ie further off the west coasts

    Anke-Beate Stahl Norse in the Place-nam.es of Barra The Barra group lies off the west coast of Scotland and forms the southernmost extremity of the Outer Hebrides. The islands between Barra Head and the Sound of Barra, hereafter referred to as the Barra group, cover an area approximately 32 km in length and 23 km in width. In addition to Barra and Vatersay, nowadays the only inhabited islands of the group, there stretches to the south a further seven islands, the largest of which are Sandray, Pabbay, Mingulay and Bemeray. A number of islands of differing sizes are scattered to the north-east of Barra, and the number of skerries and rocks varies with the tidal level. Barra's physical appearance is dominated by a chain of hills which cuts through the island from north-east to south-west, with the peaks of Heaval, Hartaval and An Sgala Mor all rising above 330 m. These mountains separate the rocky and indented east coast from the machair plains of the west. The chain of hills is continued in the islands south of Barra. Due to strong winter and spring gales the shore is subject to marine erosion, resulting in a ragged coastline with narrow inlets, caves and natural arches. Archaeological finds suggest that farming was established on Barra by 3000 BC, but as there is no linguistic evidence of a pre-Norse place names stratum the Norse immigration during the ninth century provides the earliest onomastic evidence.     3 S. S. N. S. Norse and Gaelic Coastal Terminology in the Western Isles It is probably true to say that the most enduring aspect of Norse place-names in the Hebrides, if we expect settlement names, has been the toponymy of the sea coast. This is perhaps not surprising, when we consider the importance of the sea and the seashore in the economy of the islands throughout history. The interplay of agriculture and fishing has contributed in no small measure to the great variety of toponymic terms which are to be found in the islands. Moreover, the broken nature of the island coasts, and the variety of scenery which they afford, have ensured the survival of a great number of coastal terms, both in Gaelic and Norse. The purpose of this paper, then, is to examine these terms with a Norse content in the hope of assessing the importance of the two languages in the various islands concerned. The distribution of Norse names in the Hebrides has already attracted scholars like Oftedal and Nicolaisen, who have concen­ trated on establis'hed settlement names, such as the village names of Lewis (OftedaI1954) and the major Norse settlement elements (Nicolaisen, S.H.R. 1969). These studies, however, have limited themselves to settlement names, although both would recognise that the less important names also merit study in an intensive way. The field-work done by the Scottish Place Name Survey, and localised studies like those done by MacAulay (TGSI, 1972) have gone some way to rectifying this omission, but the amount of material available is enormous, and it may be some years yet before it is assembled in a form which can be of use to scholar­ ship.

My first idea was to join the 2008 ARC and for this I needed to find a sailing companion, somebody either unemployed or able to throw off the shackles of labour for a few months. I posted adverts in local yacht clubs and subscribed to the crew-seekers website but without luck until my neighbour at Port Edgar Marina put me in touch with Mike Bowley. We first met in September and I discovered he was an experienced yachtsman, out of work, and although not available to sail south to the Canaries that October, we agreed to cross to Norway the following April. It was a long term ambition of mine to sail to Bergen and somehow I preferred this to sitting in the Caribbean sun. Boomerang is a 35ft Hustler with fin keel and skeg, built in 1971. When I bought her in 2004 I kept her on west coast to sail and make her seaworthy. This meant replacing the sea-cocks and hoses, improving the cockpit drainage, up-grading the primary fuel system and replacing switch panels and most of the wiring. To satisfy the insurers, my gas stove supply also needed modernised but as this would also involve fitting sensors and alarms, I ditched the gas stove overboard and bought a spirit Origa twin burner top stove instead.

    THE SEVENTH ARGYLL BIRD REPORT PUBLISHED BY THE ARGYLL BIRD CLUB 1991 Argyll Bird Club The Argyll Bird Club was formed in 1985 and aims to play an active role in the promotion of ornitholo and conservation within Argyll, in the District of Argyll and Bute, in Stra%clyde Region. The club has steadily built up its membership to the present level of around 170. One da Jon meeting is held in the spring and another in the autumn, these inch8% e tal s, scientific papersand field trips. Conferences on selected topics are also organised occasionally. In 1986 the club held its first conference, a successful meeting between foresters and biid conser- vationists. This was followed in 1987 with a two-day conference in Oban on fish farming and the environment. The club has close contacts with other conseKvation groups both locally and nationally, Zncluding the British Trustfor Orqitholofy, the Royal Societ for the Protection of Birds.
