Comrades,

First once again let me congratulate and thank each and every Comrade in the Department as we have continued to be ranked #1 Nationwide in membership each and every month from the beginning of this 2015-2016 term! This is a true mark of dedication and commitment proving that the DPA is the tip of the sword for the VFW.

I would also like to congratulate the following new District and Post for achieving the 100% or greater mark in membership since my last article in the March Typhoon: District 3, Post 2485. There are now 2 Districts and 15 Posts who are eligible for All State as well as All American.

The National Standings for Divisions has the following DPA Posts and District within the top ten of their Divisions: Div.2 Post 8180 #6, Div.6 Post 124 #8, Div.8 Post 12147 #3, Div.9 Post 12146 #3, Div.3 District 7 #4, Div.3 District 3 #6, Div.6 District 6 #9.

As you know there is only one more issue for the TYPHOON for this year prior to the Convention. I hope everyone is making sure you have made the necessary requirements to finish out this year and if you are a contender for All-State and All American you have or will met the requirements. My goal was that all Districts/Posts has a banner year!

The Convention Book is in need of your advertisements. Time is getting short and if you did not know this is the only fund raiser for the DPA. Please contact Bob Zaher as soon as possible this is our 50th Anniversary Convention and we need Past, Present, as well as future articles and pictures as well as sponsors. Spend some money and make the DPA shine on our 50th Anniversary by contributing inputs to the Book!

If you are interested in serving on a committee next year, please contact SVC Moses so he can consider you for a position. Let us all team up and ensure that SVC has no unfilled positions and that he does not have to find someone to fill the positions. Please remember if you have been elected or appointed to a position order your VFW cover and name badges soon as they will be backlogged in about 2 months.

Comrades,

We are approaching the early bird deadline for All-State, which is 30 April 2016. This is the date all Posts and District most meet to be recognized at our Convention in June. Please be reminded if you do not make the early bird deadline you still have until 30 June 2016 to make it and will be recognized at the C of A in December 2016. Our Adjutant sent out an All-State selection list and hope all have had a chance to look it over to find out where you stand for selection for All-State.

It is with great pleasure to announce that the Department of the Pacific Areas has been in the lead for membership as of this writing for the entire 2015-2016 year up to now. We are only 59 members short of 100 pct as of 2 April 2016. Hopefully by the time you read this the department will have reached 100 pct. I would like to congratulate all Districts and Posts that have reached the 100% +1 before the April 30th deadline. I would like to thank all the recruiters who have helped us to get to this point. Those Post and Districts that are nearing 100 pct, please continue to recruit. It is the commander’s goal for all post and district to make All-State, you still have time.

We are just a few months out from our Department Convention in ChangMai, Thailand and I am looking forward to seeing you all there.

My continuing thanks for all your hard work. Several reminders as we approach the end of a very successful VFW year.

Department Award Program

Recognizing those members who make the Department of Pacific Areas a high performing organization should be high on all our priority lists. Please review the General Instruction sheet and the Award Recommendation forms for each category that are posted on the Department website. Review each form carefully as each has some category unique instructions. Narratives, unless otherwise noted, are limited to a single typed page and bullet comments are encouraged.

Districts may submit only one recommendation in each category. Districts should develop a selection process to determine their submissions in cases of multiple recommendations for a given category within the District. Recommendations for Awards in each category should be submitted by each District no later than 15 May. Please ensure all submissions are complete and conform to instructions provided. Submit to the DPA Junior Vice Commander, [email protected]

The Department Awards Board shall consist of all District Commanders, (or designated representative), and be chaired by the Department JVC. The Chairman shall be a non-voting member except in cases of a tie vote. The Board will meet prior to the Department Convention. Time and location will be reflected in the Convention schedule.

Community Service

We have now submitted well over 5,000 Community Service Reports. It is time for the final push before the end of the reporting year, and also to check that you have at least one Community Service report per month as required for All State selection. Please check the chart at the end of this article for current status. We can easily achieve our goal of 100% of our Posts submitting one or more entries per month by 30 April.

A special thanks to those of you who collect the information and submit the Post CSR entries. Our numbers attest to your efforts, and your attention to detail has reduced the number of errors and requests for clarification. If you have CSR questions please contact me at: [email protected]

DEPARTMENT OF PACIFIC AREAS AWARDS PROGRAM

Comrades,

The Department Awards Program recognizes those Posts, Officers, individual members and non-member individuals and organizations that have made significant contributions in reaching our organizational goals. Awards in each category will be made yearly at the Department Convention based on District submissions and final selection by a Department Awards Board.

There are some significant changes to the program outlined below, but the categories remain unchanged:

JUDGING:

NEW VFW FOUNDATION PROGRAM COMMUNITY SERVICE MATCHING GRANT

Comrades,

A new VFW Foundation Program recently became available which provides matching funds for Community Service projects. This additional funding source can be of great help in our communities where very worthwhile proposed projects often exceed Post resources. The below from Richard G. Freiburghouse, Manager, Veterans of Foreign Wars Foundation:

The VFW Foundation has an exciting new grant that is geared toward VFW Posts & Auxiliaries. It is called the "VFW Foundation Community Service Matching Grant."

As its name implies, the grant is designed to encourage VFW Posts and Auxiliaries to be more involved in their communities through support of other local nonprofits that promote youth mentorship, senior care and other beneficial services. Instead of a military focus (troops, veterans, and military families) this grant is directed more toward the general non-military local population.

The grant, which awards up to $500, must be matched dollar-for-dollar by a Post / Auxiliary's own fundraising efforts. Examples might include a Post or Auxiliary helping out a Little League baseball team, contributing funding for a K-12 school project or making a donation to a , senior center or homeless shelter.

This program has the potential to enable us to improve our already exceptional Community Service Program. Let’s capitalize on this opportunity and additional funding provided by the VFW Foundation.

Hello Comrades and Friends,

Wow, what a terrific year Commander Homer Kemper and the entire Department of Pacific Areas is having during the 2015-2016 term. Your efforts in working towards improving membership is so solid that your Department of Pacific Areas is well ahead of any other Department or State in membership. Keep up the fantastic work all. The DPA Convention is next month and the Chiang Mai team led by Convention Chairman Al Gariano [email protected] and his team are working hard to make it a successful, informative, effective and enjoyable event. Beautiful Chiang Mai offers much including golf, touring, views and vistas, shopping and terrific local culture. You may wish to stay a couple of days longer and make a good holiday out of your trip. Your spouses should love the area. Also, the Chiang Mai group are tentatively planning a golf outing for the day before the Convention officially starts. Anyone interested should please advise Convention Chairman Al with your interest in participating.

Happy to report that Commander Kemper’s health is improving and he is actively working on Department business and activities.

From the Chief of Staff:

Comrades,

Hello from the last paradise “Philippine Islands”. I have been gone for the last two months receiving medical treatments in the good ole USA at Ft. Walton Beach Florida, the medical treatment was handled with professional care the only problem it was time consuming. I am back home now here in the Philippines and my health is back to normal.

We now have a potential new location for a VFW Post in Sasebo . A comrade is on location and is currently conducting a survey to establish if a new Post will be viable in that area. Hope to report some good news next month. If any comrade out here in the Pacific Areas know of an area that a new VFW Post could be started please contact me ([email protected])

Remember comrades our June convention is coming up very soon if your Post has not yet submitted a Post page on this 50th convention book do it now.

I am currently working on establishing a Department phone directory for magic jack or skype if you would like to be listed or like a copy of the directory please send me your contact info.

Hello Comrades,

The DPA and National Conventions are nearing, and much is being done to prepare for a great DPA Convention in Chiang Mai, Thailand.

Remember, your 2016-2017 Election Reports will be due to National following elections and installation. The online election report system is easy and working well, so you are highly encouraged to use this online system.

Also, all Posts and Districts are reminded to send your new 2016-2017 General Orders to the Department Adjutant [email protected]

I expect to receive a quantity of Inspection Report forms from National to cover each Post and District within the Department, plus a few to cover for unforeseen circumstances. There will only be a limited supply of forms after this distribution, as the form is up for revision this fall. Please be reminded that this form is the one prescribed by the Adjutant General for the annual Post/District inspection.

Administratively, DPA has been very good this year, with particular thanks to the Posts and Districts efficiently provided the necessary documentation to ensure you are properly recognized. Thanks for your terrific support this term.

Judging

All Districts / Posts that meet the minimum criteria as stated above by the end of April 2016 will be considered for All-State recognition at the Department Convention. All Districts / Posts meeting the minimum criteria by the end of June 30th 2016 will also be considered for recognition for All State however will not be awarded if eligible until the 2016 C of A in December 2016.

------From the Quartermaster:

Comrades,

I’d like to remind all Quartermasters how important it is to establish an online account with VFW National.

How does National know who is the Post Quartermaster? - the Election Report. Any time there is a change in Post officers, including the elections held this month, the current Post Quartermaster should complete and submit an Election Report. This can be done online IF the Quartermaster has established an account with National. The Election Report also tells National your Post name, address, meeting times and days, and how much the Post dues are for new, renewed and recovered annual members.

The other report that should be completed after your Post elections is the Post General Order #1. The Post Adjutant should forward this to the District and Department Adjutants. This lists the name, address, phone number, and email address of every Post officer. The Department Adjutant uses this to compose the Department GO#1 posted on the Department website.

I have not received the 2016 – 2017 Quartermaster Bond rates yet, but for planning purposes, you can assume they will be very close to last year’s rates. I will send the rates out to all QM’s once they are received.

In this month’s issue I will discuss by-laws and procedures that pertain to delegates to District Convention/meetings and the Department Convention. Also, a heads up on officer-elect installation prior to the Department Convention will be presented and ending with notice concerning election reports.

Delegates to Conventions/Meetings

The following are some questions with answers and comments that concern delegates to both the District Convention/meetings and Department Convention:

Question: How many members can one delegate or alternate represent for a Post in the District election? Answer: Delegate strength shall be one for every thirty members or fraction thereof in good standing in a Post.

Comments: The below references will explain the answer:.

 Refer to National Manual Sec. 222 – Delegates, paragraph (a), where the Post delegates and alternates to the District shall be elected at a regular meeting of the Post held not less than thirty (30) days prior to the District Convention with one delegate and alternate for each thirty members or fraction thereof in good standing in the Post at the time of the election. The District QM shall verify the delegate strength of each Post using the month-end membership report immediately prior to the convening of the convention.

 Refer to National By-Laws, Sec. 421 – Voting, and you will see each delegate shall have one vote only and may vote his share of delegate strength at a District Convention or meeting. E.g., if the prior month ending Post membership was 195 members then the Post delegate strength would be 195 ÷ 30 = 7 delegate strength. The Post then elects its delegates at a regular meeting at least thirty (30) days prior to the District Convention and writes a letter signed by the Post Commander indicating names of delegates (1 to 7 names) and alternates as deemed necessary. The letter is then submitted to the District Adjutant in a timely manner and updated when necessary during the ensuing year. If only one delegate is present at a meeting/convention they may cast one vote with delegate strength of 7. Should more delegates be present they would cast pro-rata share of the total voting strength. Note: For the purpose of Sec. 421 the Post Commander shall be considered a delegate.

Question: Can one delegate vote the entire Post delegate strength? Answer: Yes, see the above references and comment hereto. Comment: Refer to National By-Law, Sec. 421 – Voting, where it states; "The delegate or delegates of a Post present at a District Convention or meeting shall be entitled to vote the full delegate strength to which the Post is entitled".

Question: If I'm the only Post member at a District Convention or meeting, can I vote? Answer: Yes, as long as, a signed delegate letter has been submitted to the District indicating that you are a delegate or alternate.

Question: Can a Post Commander at the Department Convention vote a pro rata share of the Post delegate strength? Answer: Yes, a Post Commander has the option to vote as a delegate rather than Post Commander, but not both. Comment: Refer to National By-Laws, 521 – Voting. The Post Commander, or the SVC or JVC Commander functioning in his place as a member of the Convention, may at his option, choose to vote as a delegate rather than as a Post Commander.

Question: Are there any differences between policy and procedures concerning delegates for District Convention/meetings and a Department Convention? Answer: There is not much difference in the National By-Laws and Manual, Sec. 222, paragraphs (a) and (b), as the policy and procedure are similar indicating both requiring Posts to elect delegates and alternates not less than thirty (30) days prior to convention, with one delegate and alternate for each thirty members or fraction thereof in good standing in the Post at the time of election. Comment: The only difference is that Department By-Laws, Section 403 – Delegates, does indicate Posts in attendance at a Department Convention shall pay a Per Capita Tax (delegate registration fee) of $6 per authorized vote (delegate strength based on 30 members) prior to voting. This tax will be submitted with a delegate letter prior to or at the Convention.

Post Installation

This is a reminder to Posts that current policy pursuant to National By-Laws and Manual of Procedure indicates that an officer-elect needs to be installed prior to the Department Convention. Please review the following section from the Manual of Procedures:

 Sec. 217-- Nomination, Election, Installation and Term of Office.

Installation of Officers. The Post Commander-elect will select the installing officer who holds or has held a rank at least as high as that of Post Commander. Post officers shall be installed in their respective offices prior to the convening of the Department Convention, but shall not assume their duties until the Department Commander is installed. The installation may be conducted publicly at an open meeting.

Also, an officer-elect who may be absent for good and sufficient reason or cause may be installed at any regular or special meeting prior to the Department convention. If not then installed, the office will automatically become vacant.

Comment: In the aforementioned paragraph an officer-elect if not installed prior to the Department convention will have to go through the process again of nomination, election and be duly installed at a regular or special meeting.

It is that time of the month again where I try not to be late with my Typhoon submission. After several years I think I am finally getting the hang of it as I have gotten the past two in on time and I believe this one will make three in a row, lol.

This month I am going to discuss Sepsis, a very broad term covering the presence of many types of microscopic disease-causing organisms. I believe that many of us, in the medical field, think of sepsis as a complication rather than the disease entity it is. Something that comes about because of something we did.

The term that was used when I was growing up was “blood poisoning” which then lead to treatment based on the effects it was having on the body versus attacking the infection directly.

While reading a paper the other day (yes, I still read newspapers) I came across an article about the death of Patty Duke due to sepsis and after reading I began to realize that this could happen to any one of us. I believe, that as often as not, we ignore signs which could be our bodies telling us things are much worse than we believe. We allow things to get worse rather than addressing early in the disease process when we can readily cure the body.

Sepsis is the body's overwhelming and life-threatening response to infection which can lead to tissue damage, organ failure, and death. Medical professionals have been debating the exact definition of sepsis for decades but most agree

Volume XIX - Number 9 TYPHOON / AROUND THE PACIFIC April 2016 that sepsis is defined as either “the presence of pathogenic organisms or their toxins in the blood and tissues” or “the poisoned condition resulting from the presence of pathogens or their toxins as in septicemia.”

Simple though it may seem, her death announcement is a major milestone for the sepsis awareness movement, said Thomas Heymann, executive director of the Sepsis Alliance. The more people are aware of this condition, Heymann said, the stronger their likelihood of saving their own lives or the lives of their loved ones.

"The fact that they said Patty Duke’s cause of death was sepsis is relatively new," Heymann said, "It very often would have been left as a complication of surgery or an infection, but it’s not a complication -- it’s sepsis."

Sepsis, a reaction to infection that leads to systemic organ failure, kills more than 258,000 Americans every year, according to the U.S. Centers for Disease Control and Prevention, making it the ninth-leading cause of disease-related deaths in the country. While most people can fully recover from sepsis, some survivors are left with permanent organ damage or missing limbs due to amputation.

Despite these alarming facts, less than half of Americans have even heard of sepsis, according to polls conducted by the Sepsis Alliance in partnership with official polling companies. In a 2015 online survey of 2,000 participants, only 47 percent of Americans were aware of sepsis. Meanwhile, 86 percent knew about Ebola and 76 percent knew about malaria -- two diseases that are much rarer in the United States.

People who have sepsis experience organ dysfunction caused by their body’s overreaction to an initial infection, whether viral, bacterial or fungal. This overreaction is overwhelming for the body, and can lead to death. It’s most common in people with compromised immune systems, like the very young, the very old and those with chronic diseases like AIDS, cancer, or diabetes. But people can also develop sepsis from a simple scrape, wound or burn that was not properly cleaned.

Sepsis is also on the rise: It was the primary or secondary cause of 1.6 million hospitalizations in 2009, more than double the sepsis-related hospitalizations in 1993, according to a report from the Agency for Healthcare Research and Quality. And it was the single most expensive reason for hospitalizations in 2009, adding up to nearly $15.4 billion in hospital costs.

Sepsis can hide in plain sight

In one highly publicized, tragic story, a 12-year-old boy named Rory Staunton scraped his arm while playing with friends in 2012 and eventually began vomiting and complaining of pain in his leg. Doctors sent him home with Tylenol, but three days later he died from severe septic shock.

Rory's case highlights a major difficulty doctors face: Sepsis symptoms can be hard to discern from those of a simple infection that could go away on its own.

What's more, sepsis is often thought of as a hospital-acquired infection, making doctors more likely to look for it among hospital patients and the chronically ill. But about two-thirds of cases are first documented by the emergency department, which means that they were acquired outside of a hospital setting, explains Dr. Craig Coopersmith, professor of surgery at Emory University School of Medicine and the former president of the Society of Critical Care Medicine.

To avoid deaths by sepsis, Coopersmith has two basic rules for physicians: If a person has an infection, check for organ dysfunction. And if they have organ dysfunction, check for sepsis.

Context also counts for a lot when spotting the signs of sepsis. In addition to physical signs such as high fever, elevated heart rate, or low white blood cell count, a medical history of pneumonia, infection, wounds or urinary tract infections could provide important clues for health care providers, notes a sepsis review published in the journal Nursing Practice.

Other clues, like a patient’s cancer and chemotherapy history -- known factors that can suppress the immune system -- are stronger clues that an infection could actually be sepsis, notes ABC News.

You could save your own life, simply by knowing what sepsis is.

The signs of sepsis can be broken down in a simple acronym, notes the CDC.

S - Shivering, fever, or feeling very cold E - Extreme pain or general discomfort, as in “worst ever" P - Pale or discolored skin S - Sleepy, difficult to wake up or confused I - “I feel like I might die" S - Shortness of breath

Once spotted, doctors treat sepsis by addressing the initial infection, supporting the body’s organs and preventing drops in blood pressure and oxygen levels. But time is of the essence when it comes to sepsis treatment. A 2006 study analyzing over 2,000 septic patients found that over six hours, each hour of a delay in treatment was linked to a 7.6 percent decrease in survival, but treatment within the first hour of a documented drop in blood pressure, a tell-tale sign of sepsis, was linked to an 80 percent survival rate.

Because of this, if you suspect you have sepsis -- perhaps after a surgery, or because of a prior infection or wound that isn’t healing well -- it’s important to actually say the word “sepsis” to your doctors, the CDC says. They advise patients to say, “I am concerned about sepsis,” in order to get the most timely treatment possible for a potential infection complication. Your life could depend on it, says Coopersmith.

"If you get sepsis, you have a higher chance of dying than if you have a heart attack, stroke or trauma,” Coopersmith said. “There is no question that increasing awareness of sepsis would save lives.”

If y’all develop any of the symptoms heed the advice, talk with your provider and state that “I am concerned about sepsis.” As we get older it is easier for the body to be over-whelmed and more difficult for the body to fight.

During 1944, the balance of naval power in the Pacific decisively turned against Japan, and by early 1945, its fleet was much depleted and badly hobbled by critical fuel shortages in the home islands. In a desperate attempt to slow the Allied advance, Yamato was dispatched on a one-way mission to Okinawa in April 1945, with orders to beach herself and fight until destroyed protecting the island. The task force was spotted south of Kyushu by U.S. submarines and aircraft, and on 7 April 1945 she was sunk by American carrier-based bombers and torpedo bombers with the loss of most of her crew.

The sinking of the IJN Yamato was significant because the ship was the pinnacle of Japanese shipbuilding and her destruction dealt the Empire a significant loss of morale and combat capability.

CLARK VETERANS CEMETERY APRIL 2016 UPDATE

Nearing retirement from his years of volunteer work, Past VFW Post 2485 Commander Lafayette Donaldson enjoyed a long career in service to his comrades beginning with his first Clark Veterans Cemetery Burial in 1996. He remains a member of the Post Burial Detail to this day. In 1997, while serving during his first term as VFW Post 2485 Commander, he became Grave Digger number 1 leading the way for the 1,333 grave digger members and successful fund raising efforts.

Lafayette "Smooth" Donaldson served two terms as VFW Post 2485 Commander from 1997 to 1999. As Commander, he was involved with the purchase of the Post home building, Co-Captain of the All State Team, Aide-de-Camp and again appointed Aide- de-Camp by VFW Commander in Chief, Glen Gardner, in 2008. Smooth served as a member of the Area Veterans Council coordinating the efforts of numerous veterans organizations in Angeles City. Under his leadership as Commander, VFW Post 2485 was awarded the National Americanism Award, and he attended the VFW National Convention to accept the Post outstanding Community Service award for 1999.

In 2004 to 2007, then from 2008 and every year since, Smooth Donaldson has been serving as Post Chaplain on the Clark Veterans Cemetery Honor Guard. He has blessed countless fallen veterans and comforted their families. His duties over the years include Post Surgeon, Post House Committee, Hospital Chairman, Buddy Poppy Chairman and Relief Committee Chairman. Smooth has served Pup Tent 15 well in many positions, including Seam Squirrel. He is currently serving as Commander of the Disable American Veterans (DAV) Chapter 3 in Angeles City, Philippines.

Thank you for your service, Lafayette, as you retire from your many years of leadership to veterans service organizations. Please accept special thanks from your comrades of VFW Post2485. May we continue to enjoy your camaraderie in the years to come.

Currently, it is about "Cholesterol and Your Hearts health". A lot of good info. Now for a little laugh, the following was from a comrade in the states:

I am a Seenager (Senior Teenager)

I have everything that I wanted as a teenager, only 60 years later. I don't have to go to school or work. I get an allowance every month. I have my own pad. I don't have a curfew. I have a driver's license and my own car. I have an ID that gets me into bars and the liquor store. I like the liquor store best. The people I hang around with are not scared of getting pregnant, they aren't scared of anything, they have been blessed to live this long, why be scared...... and I don't have acne. Life is Good! Brains of older people are slow because they know so much. People do not decline mentally with age, it just takes them longer to recall facts because they have more information in their brains. Scientists believe this also makes you hard of hearing as it puts pressure on you inner ear. Much like a computer struggles as the hard drive gets full, so too, do humans take longer to access information when their brains are full.

Researchers say this slowing down process is not the same as cognitive decline. The human brain works slower in old age, said Dr. Michael Ramscar, but only because we have stored more information over time. The brains of older people do not get weak, on the contrary, they simply know more. Also, older people often go to another room to get something and when they get there, they stand there wondering what they come for. It is NOT a memory problem, it is nature's way of making older people do more exercise......

Happy Middle-of-the-Primary Cycle to all.

As the primary cycle starts to go into over-drive, it is important for all of us to remember that it isn’t all flash and soundbites. We need to remember one of the pillars of our VFW mission, that of watching out for our fellow vets. We need to keep our elected officials on track in supporting our vets without regard to political parties or other factors.

And of course, as usual in these columns, I highly recommend that each member sign up for the VFW Action Corps Weekly. This weekly e-mail highlights VFW legislative issues of interest and is a good way to remain up-to-date on items that could affect veterans. To sign up, simply go to vfw.org, click on “VFW in D.D.,” then go the National Legislative Service” link where you will find the current newsletter as well as being able to sign up for the newsletters to be e-mailed to you.

Here are some of the current legislative highlights concerning vets:

1. Pentagon VSO/MSO Roundtable: The VFW participated in a veteran and military service organization roundtable March 25 with Secretary of Defense Ash Carter, who was joined by Deputy Secretary Bob Work, the Vice Chairman of the Joint Chiefs, Air Force Gen. Paul Selva, as well as senior officials from the Operations, Comptroller, Health and Reserve Affairs directorates. Carter repeated his Top 5 concerns as being Russia, , North Korea, Iran, and the continuing spread of the Islamic State. He said an equally big concern is the unraveling of the Bipartisan Budget Agreement, which would be a return to 2011 Budget Control Act caps. He was very appreciative of the VFW’s leading role in continuing to push Congress to end sequestration.

2. Appropriations Subcommittee Markup: On Wednesday, the House Appropriations Subcommittee on Military Construction and Veterans Affairs held a markup to discuss and advance the fiscal year 2017 MilConVA appropriations bill that sets funding levels for VA and DOD’s military construction accounts. The bill would provide $73.5 billion for VA’s discretionary accounts. It includes resources to improve VA’s medical services, disability claims process and oversight. Similar to VA’s budget request, this bill would woefully underfund VA major construction funds. The bill also includes $170.3 billion in advanced appropriations. The bill now awaits consideration by the full House of Representatives. Stay tuned to the Action Corps Weekly for updates on this important bill. 3. House Hearing on Choice Program Networks: On Tuesday, the House Veterans’ Affairs Subcommittee on Health held a hearing to discuss VA’s proposal to establish tiered networks under the Choice Program. Subcommittee members discussed how tiered networks would impact veterans’ ability to schedule appointments with community care providers. VA testified that its tiered networks would allow veterans to choose from any provider in the Choice Program networks, but VA would use the tiered networks to recommend providers with higher health quality outcomes. VFW Calls on Vietnam Veterans for Help: The VFW is calling on Vietnam veterans to search their wartime memorabilia for any artifacts that might help Vietnam to determine the fate of its estimated 300,000 MIAs. Being requested are photos and sketch maps of battle sites or burial locations, as well as personal artifacts that contain names, family photos and personal letters. No weapons, please! Veteran-to-veteran initiatives generate goodwill and further assist the U.S. government’s own efforts to investigative and recover Americans missing from the war. Please mail your memorabilia to Joe Davis, Public Affairs Director, VFW Washington Office, 200 Maryland Avenue NE, Washington, DC 20002. Everything collected will be turned over to the Vietnamese Embassy in Washington.

5. Veterans Given a Year to Close Incomplete VA Enrollment Applications: This week, VA announced that it will conduct intensive outreach to the 545,000 veterans with pending incomplete enrollment applications. In a year, VA will close incomplete applications, meaning veterans would have to reapply if they are not able to complete their applications within a year. The VFW will work with VA to ensure veterans who have incomplete applications are contacted and given the opportunity to complete their applications. If you would like to confirm the status of your enrollment application or would like to apply for VA health care, contact the VA Health Eligibility Center at: 1-877-222-VETS (8387).

EXTRA SWEET MOMENTS AT THIS YEAR'S EASTER TREAT

Sometimes it's the small, unexpected moments that remind us what's really important.

Last weekend, the Cooties brought the Easter Bunny to the National Home for the annual Easter Treat. In addition to photos with the Easter Bunny, there was the Easter egg hunt, ice cream sundaes in the cafe and lots of fun to be had climbing on inflatables in the gym.

A highlight of the weekend is always the Easter egg hunt held on the grounds of the Community Center. Children swarmed the lawn in search of the colorful eggs - and the sweet treats to be found inside. A young girl and her older brother arrived a little late for the Easter egg hunt, but they ran all over looking for eggs anyway.

Back inside, one of the adults asked them how many eggs they had found. When the young girl opened her bag, it was empty. "We didn't find any," her brother said sadly.

Shortly after that, a group of children and parents had gathered enthusiastically around the pair. They were pulling handfuls of eggs out of their bags and putting them into the young girl's. Even with candy on the line, these children showed what the National Home community is all about.....caring and sharing. And they all had smiles on their faces that wouldn't quit.

MISSING UNDER THE SEA

The American Legion’s Richard B. Anderson Memorial Post 44, on Kwajalein Atoll in the Republic of the marshal Islands in the Pacific, has taken to heart The American Legion’s commitment to a full accounting of the nation’s missing in action.

Last year, a post subcommittee called the Kwajalein MIA Project formed to continue and centralize ongoing efforts to locate World War II-era planes believed to be in the surrounding waters.

Volunteers do everything from help operate sonar and other equipment to getting up-close looks by diving toward possible wrecks. One doesn’t need to be a member of the Legion, or even a veteran, to be part of the Kwajalein MIA group; the subcommittee’s chairman, Dan Farnharm, says about half of the group’s 28 members are veterans, and most belong to an American Legion post somewhere.

In 2011, Farnham helped launch a search for a missing plane. Early last year, he decided the project should be expanded to include all MIA-related plane wrecks in the Kwajalein lagoon. Post 44 Commander Mike Woundy agreed, and the subcommittee was created.

Volunteers don’t actually dive to crash sites or handle wrecks or remains; however, they work closely with the Defense POW-MIA Accounting Agency, which takes over the search when an object has been found.

In recent years, the crash sites of three planes have been identified, and accounting for four MIA:

PBM-3D Mariner, LT.j.g. Wilburne E. Piercy (08/2009) F6F-3 Hellcat, Ens. John R. Clem (10/2011) PB2Y-5R Coronado, Lt. Harold A. Bowman and Lt. Cmdr. Samuel O. Givins (2010, confirmed in 2015)

Seven plane wrecks and eight missing U.S. servicemen remain unaccounted for, but Farnham says the subcommittee will continue it’s searches.

On February 9, the House of Representatives unanimously passed H.R. 3016, the Veterans Employment, Education, and Healthcare Improvement Act.

Because of the prevalent orthopedic conditions among ill and injured veterans, the bill would adjust the compensation of VA podiatrist equivalent to that of other VA physicians. The bill would also extend maternity care with post-delivery care services for women veterans and require the Government Accountability Office to evaluate VA's effectiveness of paying timely non-VA emergency care.

Additionally, the measure would create the Veterans Economic Opportunity and Transition Administration to consolidate and improve employment and educational opportunities for veterans now managed by the Veterans Benefits Administration and the Department of Labor.

Also on February 9, the House passed H.R. 677. This bill contains a number of provisions calling for improvements across a number of VA benefits and services for injured and ill veterans.

Both bills await consideration by the U.S. Senate.

It’s been a busy month in Veterans & Military Support Program areas since I last gave you all an update last month since than Post 10216 completed a MAP Program with the 51st Maintenance Group at Osan for their Annual Awards Dinner in which the Post represented the VFW well at the event and of note they received from National MAP $2,250.00 of this.

Post 12147 also submitted a MAP Request for HHC 2-2 Org day BBQ they received $718.00 for this along with $18,000.00 for the Korea Wide Annual Beach Blast that right I said $18,000.00!

Post 10216 also received for a MAP request for 303 IS Spring Fling $485.00 this is for a local restaurant to cook a full size pig for this event.

Post 1509 in Guam just submitted their first ever MAP request asking for $1,417.00 to assist them with their MAP Program for the 36thWing on Anderson AFB.

The below article was published in the Beaver County and Allegheny County (PA) Times on September 20, 1999. These are the Ribbons Jack is authorized to wear. YOKOSUKA, JAPAN – Mike Castro, VFW Post 1054 and Mike Applegate a teacher at Sullivans Elementary School, came in on a Saturday to spend about three hours volunteer time replacing the aged lanyards on the Sullivans Elementary School flagpoles. The two lanyards, which hold both the U.S. and Japanese flags, had to be nautically spliced and properly mounted to maintain the proper decorum and respect they deserve. The new lanyards will allow the Sullivans Safety Patrol to more easily hoist and lower the flags. VFW POST 1054 DONATES $1,000 TO VFW POST 2917

On Guam, VFW Post 2917 burnt to the ground on the morning of 25 Jan 2016. The building they had was donated to them back in the 1980's, and was put on land that they were allowed to use from the Guam Government. Being a wooden structure building on Guam, the building was not insurable.

They have been serving the Veterans and Villages in southern Guam for over 30 years. To help ensure that they will continue to serve Guam for another 30 years (and beyond!), we here at Post 1054 donated $1,000 to their rebuilding fund. VFW POST 9612 COMRADE CIVIL WAR REENACTMENT SIMI VALLEY

SIMI VALLEY, CALIFORNIA - Comrade Joe Mortimer was right in the middle of it all at the annual Civil War Reenactment at Simi Valley, California. Battles between Union and Confederate troops were held twice daily and the guests had an opportunity to enter the camps and see how the soldiers lived in this three dimensional look back in time. During this reenactment the kids had a chance to take part in the experience by wearing Union and Confederate hats and wooden rifles and conduct drills and mini battles. There were period clothing, soldiers in their camps, infantry, cavalry demonstrations, artillery demonstration, assembly and weapons inspections, and more.

VFW POST 2917 CANTEEN BURNED TO THE GROUND

On the morning of 25 Jan 2016, the Canteen for Post 2917 burned to ground. This building once was the Bank of located in Santa Rita, Guam. When it was donated to the Post it was transported via a flat bed trailer to where it sat for some 30 years. It has seen many National Commander in Chief visits, Bill Thien and Ed Banas to name a few.

Since the building was made of wood and tin, insurance companies on Guam would not insure for fire or typhoons. The Post only had liability insurance for personal injury. The upside with this is there was no one in the Post Canteen at the time of the fire. So no one was hurt. As you can see from the pictures below. Nothing will be saved.

The Post has opened a GoFundMe account to accept donations. We will also be doing a few barbeque fundraisers during the year. More info to follow on those as they are planned. I am humbly asking for your support once again to serve as your Department Quartermaster for the 2016-2017 term. Safeguarding the Department’s funds is something I don’t take lightly, and the results from the past four years are that we have ended each year with a surplus. This has enabled us to become more active in the Western Conference; send our JVC to VFW’s National Home orientation; hold our convention in a wide variety of locations; and establish a Disaster Fund for the immediate relief of comrades affected by natural disasters.

Commander Kemper has started a Veterans Outreach program designed to help veterans in the Pacific who are experiencing severe financial hardship. We will be able to fund this program once procedures are developed to determine who qualifies and to what extent we can help them.

Our Department is in excellent financial condition. Interest on our investments earn over $1,000 annually, and I think this is more than satisfactory given the current interest environment. They are safe and available in an emergency.

JUDGE ADVOATE LETTER OF INTENT 2016-2017 Bill Wichmann

Comrades of the great Department of the Pacific Areas this letter will express my intention to seek re-election as your Department Judge Advocate at the Department Convention in June 2016.

Having been a life member since 1978 of the Veterans of Foreign Wars I have had the privilege to serve in positions at all levels of the organization which includes National, Department, District and Post levels. Additionally, I've held MOC positions in Supreme, Grand and Pup Tents. The following are some notable positions held; National Chairman of the Military Assistance Program Committee, All American Department Commander, All Star Grand Commander, District Commander five years, Commander Post 727 four years and Post 9957 two years. Also, I have been appointed to various National Committees throughout the years, which has provided experience for a better understanding of the VFW.

The Department Judge Advocate's duties are depicted in National By-Laws to provide legal assistance to the Commander, Council-of-Administration and Department Convention. Therefore, it would seem an asset for a Judge Advocate to have had previous experience in dealing with various levels of the VFW organization from National down through to the grassroots level of posts. I do have this experience. In addition when on active duty I did participate on various legal boards and handled legal cases at squadron and Command levels.

In the current position of Judge Advocate I have served for the past twelve years and in that time have processed several sets Post and District bylaws, as well as canteen by-laws, thus reviewing, rendering suggestions and forwarding the documents to the Department Commander and National for appropriate action. Also, have handled disciplinary cases, produced policy memorandums and written letters for the Commander when required. Whenever called upon I have given my legal rulings honestly in an unbiased manner and in accordance with effective By-Laws and other legal documents.

Comrades, I have made this decision to run again for the Department Judge Advocate position with complete dedication to the principles of this great organization. I'm solely obligated to serving the comrades of the Department of the Pacific Areas and if elected as your Judge Advocate will render judgments by showing no prejudice or impartiality in a manner proper for the Good of the Order of the Veterans of Foreign Wars.
