Council – 13 December 2010 MATTERS FOR DEBATE The Council is asked to consider the following motions, submitted in accordance with the notice required by Standing Order 8(1), and objections and amendments submitted in accordance with Standing Order 7(2). The order of business is as determined by the party groups in accordance with Standing Order 5(4) and the times for speeches by Standing Order 12(8) (all other speakers have 3 minutes). 1. MOTION: PROTECTION OF OUR MOST VULNERABLE RESIDENTS OF WIRRAL Proposed by Councillor Jeff Green (7 minutes) Seconded by Councillor Lesley Rennie (3 minutes) (1) Council believes that caring for vulnerable adults with learning and physical difficulties is one of the most important functions of a fair and responsible society. (2) Council thanks the Care Quality Commission for their report exposing the failures within the Council’s provision of adult social services. (3) Council believes that this failure to protect our most vulnerable residents is a shameful failure of responsibility of senior Labour Councillors and that, by this failure, Wirral is reportedly the poorest-performing adult social services department in the country. (4) Council welcomes the Action Plan being implemented by the Interim Director of Adult Social Services to correct the failings of the past and gives its backing to the measures being undertaken by him, and the new Administration. (5) Council thanks the Liberal Democrat Cabinet Member and the members of the Interim Executive Board who meet regularly to ensure the changes identified by the CQC are implemented. (6) Council welcomes the contribution made to the consultation ‘Wirral’s Future’ by adults and users of adult social services, their carers and families and voluntary, community and faith organisations. -

Your year-round campaigner for Seacombe Dear Neighbour, Rae Voller My name is Rae Voller and I am your Green Party campaigner for Seacombe. I grew up here and work locally as a community nurse and midwife. I have always loved how friendly our area is. I want to do my bit to help keep Seacombe special and make it an even better place to be. I have been out and about conducting residents’ surveys in the area. These have helped me understand what matters to people. I love hearing feedback from residents about how they too find it a friendly place to live and want to celebrate some of the fantastic places we have here - the local parks, beaches, leisure centre and historic Mersey Ferry. However, those of you I have spoken to have said there is still lots of work that can be done to improve Seacombe. In my regular newsletters I’ll be telling you about some of the things I’ve been doing to act on your concerns. If I haven’t met you yet then I hope to very soon. Sajid Javid MP Secretary of State for Communities and Local Government Department for Communities and Local Government Fry Building 2 Marsham Street London SW1P 4DF 1st August 2016 Dear Mr. Javid I am writing to request the intervention of the DCLG to enforce the Code of Practice for Local Authority Publicity following a decision by the Authority’s Cabinet to publish a monthly newspaper and deliver this to all households and businesses in the Borough. We note that the Department has issued notice to several authorities following similar such publications, notably the Royal Borough of Greenwich. We believe that Wirral Council’s publication (up to 34 pages, produced monthly, distribution of 170,000 copies to every household in the parliamentary constituencies of Wirral West, Wirral South, Wallasey and Birkenhead) is in clear breach of the Code. The cost to the taxpayer of producing this publication will be £237,000 per annum, with around 20% of the publication allocated to commercial advertising, thus affecting the independent press and media in the Borough. When this idea was agreed by Cabinet we were clearly concerned that the proposal would contravene the guidance set out in the Recommended Code of Practice for Local Authority Publicity, specifically the frequency of publication and that it was an inappropriate use of taxpayers’ money. We therefore used the appropriate provisions in the Council’s constitution to ‘Call-in’ the decision. -

Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University. Despite our best efforts some information remains elusive whilst we accept that some errors are likely to remain. Notice of any mistakes should be sent to [email protected]. The results sequence can be kept up to date by purchasing copies of the annual Local Elections Handbook, details of which can be obtained by contacting the email address above. Front cover: the graph shows the distribution of percentage vote shares over the period covered by the results. The lines reflect the colours traditionally used by the three main parties. The grey line is the share obtained by Independent candidates while the purple line groups together the vote shares for all other parties. Rear cover: the top graph shows the percentage share of council seats for the main parties as well as those won by Independents and other parties. The lines take account of any by- election changes (but not those resulting from elected councillors switching party allegiance) as well as the transfers of seats during the main round of local election. -
