HANCOCK’S HALF HOUR COLLECTIBLES Notes to Accompany Volume 3 All photographs copyright (C) BBC (unless otherwise stated) The Tony Hancock Appreciation Society is delighted to have given its support to the production of this new and unique series concerning the lost works of Tony Hancock. Tony Hancock: BBC Publicity Shot for Hancock’s Half Hour, November 1956 The Tony Hancock Appreciation Society (THAS) Since its creation in 1976, the THAS has dedicated itself to preserving and promoting the works of Tony Hancock and, more crucially, to finding his broadcasts that were missing from the archives. Over the decades, these efforts have yielded a wealth of material, most notably lost episodes of his most beloved work on Hancock’s Half Hour for both television and radio. Many of these have now been located and returned to the BBC; some feature in this special series of Collectibles, now into 1 its third volume. However, many still remain lost at this time. In addition, our efforts have found other material – shows recorded before Hancock became a household name – from series such as Calling All Forces, Variety Bandbox and Star Bill. Again, examples of these can be found in this series. In the previous volumes, there was an extensive analysis of missing recordings from Hancock’s radio career, and, as ever, we remain hopeful that some of these recordings will emerge from private collections or, perhaps, the archives of the BBC or other institutions. In these notes, we will focus on a number of missing recordings and shows outside the ‘core’ work Hancock did on his eponymous series and those that preceded it. -

E-mail: [email protected] In 1974, the lofty ambition of a BBC drama producer to manufacture a ‘prestige’ international hit along the lines of Elizabeth R (BBC2, 1971) came unstuck. In this case study, the authors consider the plight of Churchill’s People (BBC1, 1974-75) during a time of economic strife in the UK and industrial unrest at the BBC, and ask how a series which combined so many skilled writers, directors and actors could result in such a poorly-received end product. Churchill’s People is also placed in a wider context to assess its ‘neglected’ status, the authors drawing parallels with other historical drama of the era. The series’ qualification for being ‘forgotten’ is considered in relation to its struggle in the ratings against strong competition, the ‘blacking out’ by unions of production at the BBC for eight weeks and the subsequent pressures on transmission times, prompting the authors’ consideration of a more qualified definition of ‘lost’ drama, i.e. -

Centre for Cultural Policy Research Department of Theatre, Film and Television University of Glasgow Glasgow G12 8QQ December 2008 © Caitriona Noonan, 2008 Abstract This thesis examines the way in which media professionals negotiate the occupational challenges related to television and radio production. It has used the subject of religion and its treatment within the BBC as a microcosm to unpack some of the dilemmas of contemporary broadcasting. In recent years religious programmes have evolved in both form and content leading to what some observers claim is a “renaissance” in religious broadcasting. However, any claims of a renaissance have to be balanced against the complex institutional and commercial constraints that challenge its long-term viability. This research finds that despite the BBC’s public commitment to covering a religious brief, producers in this style of programming are subject to many of the same competitive forces as those in other areas of production. Furthermore those producers who work in-house within the BBC’s Department of Religion and Ethics believe that in practice they are being increasingly undermined through the internal culture of the Corporation and the strategic decisions it has adopted. This is not an intentional snub by the BBC but a product of the pressure the Corporation finds itself under in an increasingly competitive broadcasting ecology, hence the removal of the protection once afforded to both the department and the output. -

Higher expectations Our homes offer sheltered accommodation, residendal care and full nursing care for about 250 people, a considerable number, but not enough to meet current needs. They have been shining examples of their kind, comparing favourably with others around the country. But higher standards are now expected, which means that new rooms must be built with private toilets and showers, and these facilities must be added to existing rooms. Residents are now older at the time of admission and average age in the homes has risen to 85. -

Reference: FS50150782 Freedom of Information Act 2000 (Section 50) Decision Notice Date: 25 March 2008 Public Authority: British Broadcasting Corporation (‘BBC’) Address: MC3 D1 Media Centre Media Village 201 Wood Lane London W12 7TQ Summary The complainant requested details of payments made by the BBC to a range of personalities, actors, journalists and broadcasters. The BBC refused to provide the information on the basis that the information was held for the purposes of journalism, art and literature. Having considered the purposes for which this information is held, the Commissioner has concluded that the requested information was not held for the dominant purposes of journalism, art and literature and therefore the request falls within the scope of the Act. Therefore the Commissioner has decided that in responding to the request the BBC failed to comply with its obligations under section 1(1). Also, in failing to provide the complainant with a refusal notice the Commissioner has decided that the BBC breached section 17(1) of the Act. However, the Commissioner has also concluded that the requested information is exempt from disclosure by virtue of section 40(2) of the Act. The Commissioner’s Role 1. The Commissioner’s duty is to decide whether a request for information made to a public authority has been dealt with in accordance with the requirements of Part 1 of the Freedom of Information Act 2000 (the “Act”). In the particular circumstances of this complaint, this duty also includes making a formal decision on whether the BBC is a public authority with regard to the information requested by the complainant. -

It argues that an exploration of sitcoms reveals the mindset of postwar Britons and highlights how television developed both as an industry and as a public institution. This research demonstrates how Britain metamorphosed in this period from a welfare state with an implicit promise to establish a meritocratic and expert-based society, into a multiracial, consumer society ruled by the market. It illustrates how this turnabout of British society was formulated, debated, and shaped in British sitcoms. This dissertation argues that both democratization (resulting from the expansion of the franchise after World War I) and decolonization in the post-World War II era, established culture as a prominent political space in which interaction and interconnection between state and society took place. Therefore, this work focuses on culture and on previously less noticed parties to the negotiation over power in society such as, media institutions, media practitioners, and their audiences. -

Absence and Presence: Top of the Pops and the demand for music videos in the 1960s Justin Smith De Montfort University Abstract Whilst there is a surprising critical consensus underpinning the myth that British music video began in the mid-1970s with Queen’s video for ‘Bohemian Rhapsody’, few scholars have pursued Mundy’s (1999) lead in locating its origins a decade earlier. Although the relationship between film and the popular song has a much longer history, this article seeks to establish that the international success of British beat groups in the first half of the 1960s encouraged television broadcasters to target the youth audience with new shows that presented their idols performing their latest hits (which normally meant miming to recorded playback). In the UK, from 1964, the BBC’s Top of the Pops created an enduring format specifically harnessed to popular music chart rankings. The argument follows that this format created a demand for the top British artists’ regular studio presence which their busy touring schedules could seldom accommodate; American artists achieving British pop chart success rarely appeared on the show in person. This frequent absence then, coupled with the desire by broadcasters elsewhere in Europe and America to present popular British acts, created a demand for pre-recorded or filmed inserts to be produced and shown in lieu of artists’ appearance. Drawing on records held at the BBC’s Written Archives and elsewhere, and interviews with a number of 1960s music video directors, this article evidences TV’s demand-driver and illustrates how the ‘pop promo’, in the hands of some, became a creative enterprise which exceeded television’s requirement to cover for an artist’s studio absence. -

EastEnders and the Manufacture of Celebrity Anthony McNicholas Communication and Media Research Institute University of Westminster Keywords: BBC, celebrity, publicity, professionalism, private lives, tabloid press Abstract When EastEnders launched in February 1985 it represented a new approach by the BBC to programme making in many ways. One of these was publicity. Traditionally, the BBC put little effort into programme promotion but for EastEnders a much more professional approach was adopted and more resources employed. In part the publicity was based on the real life histories of the actors involved, many of whom had been cast because they had similar backgrounds to the characters they played. However, the full-blooded entry of the BBC, the UK’s largest cultural producer into the business of publicity was to have unforeseen consequences, as the tabloid press, following a logic of its own created the kind of feeding frenzy around the actors’ private lives with which we are so familiar today. The launch of EastEnders, it is argued, represents therefore a significant moment in recent British cultural history as the private lives of relatively minor characters, as much as their on screen personas became public property. Introduction Social phenomena such as celebrity culture are not uniform across the globe though they may be present very widely. They are inflected differently, and ‘have numerous points of origin, numerous points of change’ (Turner 2004, 12) in the various places where they occur depending on the nature of the society out of which they both come and inform. In the UK, we ‘celebrate’ if that is the word, certain individuals or classes of people in our own distinct way.
