BRIEF DISTRICT PROFILE

The word ‘Kulgam’ denotes “Kul” meaning thereby the“Whole” and the “Gam” in Arabic to “teach righteousness”. Mir Syed HussainSimnania (RA) had invited Hazrat Amir Kabir Mir Syed Ali Hamdani (RA) to and mystical poetess LalDedto Kulgam where their disciples like Sheikh Noor-ud- din Noorani (RA), manifesting the composite culture, promoted and encouraged it even when dissension in rest of the Asiatic Countries was taken as heretics. Kulgam, as such, is believed to be a place acting as torch- bearer for righteousness in the circumspection. District Kulgam was carved out from District in the year 2007 for better governance and development thereof. District Head Quarter is located at Kulgam town which is at a distance of about 68 kms from and about 17 kms from Anantnag. Geographically, the district lies between 330 –15’ North Latitude and 740-35’ East longitude bounded in the East and North by Anantnag and districts respectively. It is also bounded by , Ramban& Districts in the South and South west though separated by mighty and majestic mountainous range of Pirpanchal acting as a massive topographic physical protection. The District has road connectivity with its neighboring districts like Shopain, , Anantnag and Rambanetc, besides being linked with far flung areas of the district by a dependable road network. NallahVeshav, which drains from northern face of PirPanchal, is the main left bank tributary of river Jehlum and traverses through District Kulgam. Before confluence of Veshu with the Jehlum, it gets broken off into a number of channels providing drinking water facilities to vast population of the district and irrigation facilities to huge tracks of the agricultural land of the district. Besides places of spiritual interest viz Mir Syed HussainSimnania (RA) at Kulgam, SheikhulAlam (RA) at GofbalBogundQaimoh, NoorshahBagdadi at Kund, Sheikh Noor-udinWali (RA) at Chimmer, the District has tourist spots like: “Aherbal Water Fall” on VeshuNallah which is place of sight-seeing in extreme South-West of Kulgam. “Kung-Watan and Gurwatan” ahead of Aherbal; “Charebal” and “Nandimarg” highland pastures are also places of tourist attraction apart from virgin meadows in the area from ‘Kund’ to ‘Ladigasan’ (ahead of Aherbal Clefts). The District has super abundance of natural & fresh water resources also in the shape of various famous springs,

3 | Page such as, Kounsarnag (ahead of Aherbal), Waseknag (Kund), Khee Nag (KheeJogipora) etc. The area of District is 1067 Sqkms,out of which 440sqKms is forest (198 sqkms is mild to dense ,53sqkms is degraded forest and 189sqkms is blank and alpine area). District has one Sub-Division (Noorabad) and Seven Tehsils, namely, Kulgam, Devsar , Noorabad, Pahloo, Yaripora, Frisal and , 21 Nayabats,viz,Kulgam, Qaimoh, Mirhama, Yaripora, Devsar, Chowgam, D H Pora, Nagam, Pahloo, Lammer, Katrasoo, Ashmuji, , Chimmer, Chambgund, Kilam, Khull, Balsoo, KB Pora, Manzgam and NowbughKund. The District has 11 Community Development Blocks, viz. Kulgam, D H Pora, Pahloo, Devsar, Qaimoh (partly), Kund, Manzgam, D K Marg, Pombay, Frisaland Behibag. consists of 273 Villages out of which 267 villages are inhabited and 06 are un-inhabited. There are 04 Municipal Committees vizKulgam, Devsar, Yaripora&Frisal. The Municipal Committees namely Ashmuji, Mohammadpora, Qaimoh and few wards from some MCs have been denotified by the Govt. during the years 2012 to 2015. Out of four (04) Assembly Constituencies, Kulgam and Noorabad fall fully in the District while as two(02) Assembly Segments viz. H S Bugh and Devsar fall partly in the District.

PHYSICAL FEATURES

District Kulgam has the Districts of Anantnag and Shopian in its contiguity on its Eastern & Northern sides respectively. The Districts of Reasi, Ramban and Rajouri fall on its south & south-west though separated by mighty and majestic mountainous range of PirPanjal acting as a massive topographical protection but rich in vegetation & forests with vast & extensive pastures on its lower slopes & foot hills. As per census 2011, out of the total population of 424483 about 92.17 %of population lives in rural areas, horticulture and agriculture is the main source of livelihood of about 92% of total population. Nature has gifted & bestowed this whole area with agro-climatic conditions suited for agriculture in its lower belts & fruit culture in the upper areas. On account of fertile lands with better yield & productivity, Kulgam has been considered as “Rice-Bowl of Kashmir”. Upper areas of Kulgam are known for the production of quality apple. Due to conducive environment ‘Rice Seed Multiplication Farm’ spread over a large area stands established by the “Sher-i-Kashmir Agricultural University of Science & Technology” in Tehsil Qaimoh at Khudwani and ‘KrishiVegyan Kendra’ at Pombay, Kulgam for technology transfers. Live- Stock and Sheep rearing is a subsidiary occupation of their socio-economic scenario. As a result of the availability of summer pastures, the District abounds in improved quality of sheep and other animals.Agro-climatic conditions of the District are conducive for Fisheries production ,Apiculture ,mushroom production and vegetable production.

The geographical area of the District is 1067 Sq. Kms comprising of 440.68 SqKms (41.30%) forest area. The District comprises of one Sub Division (Noorabad) which includes 01 Tehsil (D H Pora) and 07 Nayabats (D H Pora, Nagam, Tangmarg, Chimmer, Khull Ahmadabad, K B pora and Manzgam) The district comprises of 07 Tehsils, namely, Kulgam, Devsar , DamhalHanjipora, Pahloo, Yaripora, Frisal and Qoimoh, 21 Nayabats ,viz, Kulgam, Qaimoh, Mirhama, Yaripora, Devsar, Chowgam, D H Pora, Nagam, Pahloo, Lammer, Katrasoo, Ashmuji, Tangmarg, Chimmer, Chambgund, Kilam, Khull, Balsoo, KB Pora, Manzgam and NowbughKund. The District has 11 Community Development Blocks, viz. Kulgam, D H Pora, Pahloo, Devsar, Qaimoh, Kund, Manzgam, D K Marg, Pombay, Frisal and Behibagas on 31-03-2018. 8. Plastic Waste management

Pursuant to the powers conferred under Plastic Waste Management Rules, 2016, rule of ULBs and Gram Panchayat has become prominent to curb the menace of plastic waste. Accordingly need has been felt to mobilize ULBs/ Gram Panchayat effectively for managing plastic menace. ULBs and Gram Panchayat have been assigned the role as under:-

Urban Areas. The Plastic waste Management by the Urban Local Bodies in their respective jurisdiction shall be as under:- a. Plastic Waste, Which can be re-cycled, shall be channelized to registered plastic waste re-cycler and re-cycling of plastic shall confirm Indian Standards. b. Local Bodies shall encourage the use of plastic waste for road construction or energy recovery or waste to oil etc. The standards and Pollution Control Norms specified by the prescribed authority for these technologies shall be complied with. c. Thermo set plastic waste shall be processed and disposed off as per the guidelines issued from time to time by Central Pollution Control Board. d. The Inert from re-cycling or processing facility of plastic waste shall be disposed off in compliance with the Solid waste Management Rules, 2000 or as amended time to time. Local Bodies shall ensure that their shall be no open burning of plastic waste and awareness among all stack holders about their responsibilities shall be done.

Rural Areas.

Every Gram Panchayat on its own or by engaging any agency shall setup, operationalize and coordinate for waste management in the rural areas under their control and perform the associated functioning namely.

a. Ensuring segregation, collection, storage, transportation, plastic waste and channelization of re-cyclable plastic waste fraction to re-cyclers having valid registration, ensuring that no damage caused to the environment. b. Creating awareness among all stackholders about their responsibilities c. Ensuring that open burning of plastic waste does not take place.

9. Forest cover Management: - District Kulgam, the Vishu forest division, has a forest cover of 440 Sq. Km predominantly having conifers comprising of Deodar, Kail and Fir. Forests is main component of our clean environment ,some times comes under forest disasters which comprise mainly forest fires. Protection against damage by fire Fires are most destructive elements. They can destroy all the life forms, cause serious soil erosion, kill all micro-organisms and destroy the ecosystem that had been built up over a long period of time. The protection against the fire damage requires to be carefully devised and executed. The methods that can be both preventive and remedial are briefly given in the action plan drawn as under:- i. Direct preventive measures The measures to be adopted are:- a) Organization and detailing of staff for fire control rooms: Control rooms have already been established in Divisional Headquarter. What is required is connectivity by proving wireless sets/cell phones, mobility facilities (some pickup Vans) and proper gear for the staff to save themselves from any injury while extinguishing fires, first aid kits for emergencies and tools for carrying out the fire control operations. b) Hazard reduction: Forest fires can be prevented by reducing or limiting the exposure of forests to fire risks. This may be achieved by creating fire lines and maintaining them in the subsequent years. ii. Remedial measures: These refer to measures which are to be taken to extinguish them when they break out inspite of the preventive measures. The action has to be quick. The delay can be avoided by quick detection, quick communication of occurrence of fire and quick action to suppress it.

31 | Page a. Detection For quick detection there should be provision of engaging local fire watchers during the fire season for ground patrolling. There have to be facilities of communication to send information to the Range/Divisional Headquarters for mobilizing staff and labour. b. Quick action for suppression of fire For quick action sufficient labour force and staff is required to be deployed. Arrangement of tools, food, water and lighting should be there as the process of fire extinguishing sometimes may take days together. The transport facilities should be handy for moving the staff and the labour to the site and extinguishing material should be available. Methods of fire extinguishing Since large occurrence of fires is not there in the region except during the prolonged dry season as such conventional methods of fire extinguishing are in vogue at present which are:-  By water  By earth/soil  By beating  By counter firing. Extinguishing of fires by throwing water is only possible in plain area where water is readily available. Extinguishing of fire by throwing soil on it is a time consuming operation, the only and best way to extinguish all surface fires is to beat them out with brooms, branches, etc. Counter firing is required where area of the fire is to be restricted to a small portion and then controlling it. For all such operations fire is to be restricted first to some area and for that fire traces are to be created by removal of inflammable material, cutting the branches and clearing the strip of sufficient width. The distance of fire trace from the advancing fire will be governed by: a) Speed of advancing fire b) Labour force available c) Length of fire trace

32 | Page d) Topography Safety measures in fire fighting Unsafe and careless fire-fighting strategy can be hazardous or even fatal to the men at the fire front. The safeguards to be taken are: a) Wear non synthetic fire proof clothing to protect it from heat. b) Use head gear and goggles from radiant heat, sparks etc. c) Use footwear preferably leather boots d) Carry enough water to guard against desiccation by heat e) Carry first aid kit for emergencies f) To plan for escape route in case of danger g) To maintain communication between fire fighters

Fire-fighting tools With the advancement in fire control measures the tools are also likely to go on changing however, the common tools of use are: a) Peg type fire rakes b) Adjustable sticks c) Nail type fire rakes d) Fire beaters e) Brooms f) Fire pathal g) Water bottles h) Haversacks i) Adjustable head lamps j) Torches k) Spades l) Pick axes m) Power chain saws

Rehabilitation of Degraded Forests

Degraded Areas These includes all such poorly stocked forest areas which are potentially productive in nature. The compartments of these areas are located in close proximity of the habitations, have suffered much due to biotic pressure of excessive grazing, lopping, encroachments and illicit fillings. These areas have been rendered understocked and contain a sparsely scattered stunted, malformed and multi-branched tree crop in fairly open patches. Reclamation or rehabilitation Reclamation or rehabilitation of such areas is of utmost importance and can be done for the following:  To afforest/reforest the open, degraded forests to bring the area under tree cover.  To restock the forest crop to increase the density by adopting strict forest protection and plantation measures.  To preserve all life forms so that soil and water regime is not affected.  To retain all existing crop in order to prevent erosion, landslips and avalanches.  To preserve forests for soil and moisture conservation.  To protect forests from excessive grazing, forest fires and illicit damage. The Division Covers forest area of 440.78 km2 that is 41.31% of total geographical area of the district. The Degraded Forest Area Comprises of 53.77 km2. In past years number of closures have been established under CAMPA, State and District Sectors, the details of which are enclosed as annexure A and B respectively. However for the District Environmental Plan, the proposed closures will be taken under different schemes in the forth coming years.
