Keyes, Chair The black brass band parade known as the second line has been a staple of New Orleans culture for nearly 150 years. Through more than a century of social, political and demographic upheaval, the second line has persisted as an institution in the city’s black community, with its swinging march beats and emphasis on collective improvisation eventually giving rise to jazz, funk, and a multitude of other popular genres both locally and around the world. More than any other local custom, the second line served as a crucible in which the participatory, syncretic character of black music in New Orleans took shape. While the beat of the second line reverberates far beyond the city limits today, the neighborhoods that provide the parade’s sustenance face grave challenges to their existence. Ten years after Hurricane Katrina tore up the economic and cultural fabric of New Orleans, these largely poor communities are plagued on one side by underfunded schools and internecine violence, and on the other by the rising tide of post-disaster gentrification and the redlining-in- disguise of neoliberal urban policy.

Attendees will experience the world’s largest celebration of Louisiana’s food, music, and culture during the free three-day event. As New Orleans makes its comeback, fall 2021 will deliver nearly a year’s-worth of events in a few short months. At the City's request, FQFI organizers have consolidated festival activities into an action-packed three-days in order allow the city to focus its security and safety resources on the New Orleans Saints home game on Sunday, October 3. FQFI has shifted programming in order to maximize the concentrated schedule and present time-honored festival traditions, stages, and performances.     The Interviewers: Scott Billington has over 100 albums to his credit, including two Grammy winners and 11 Grammy nominees. He is a record producer and Rounder Records vice president of A&R, known for his work in the music industry as a writer, graphic designer, musician, and educator. Among the artists he has produced are Charlie Rich, Irma Thomas, Ruth Brown, Johnny Adams, Beau Jocque and the Dirty Dozen Brass Band. His writing has appeared in the Boston Globe, Oxford American, and other publications. Fred Kasten is an Edward R. Murrow award-winning radio producer and interviewer. In 2007, he retired from a two-decade-plus tenure at the New Let Them Talk… Orleans NPR affiliate, 89.9 WWNO, but continues to produce work for the station. Projects include a 15-part series with Pulitzer Prize-winning journalist Bob CONVERSATIONS ON LOUISIANA MUSIC Marshall on coastal restoration issues in Southeast Louisiana, The Louisiana Coast: Last Call, and a weekly jazz program, Jazz New Orleans, heard Friday nights on presented by WWNO and at wwno.org. They were followed by a star-studded day of New Orleans’ legendary performers, including Lawrence Cotton and Wendellll Bruniious on the GE Stage and Preservatiion Brass and Charmaiine Neviilllle at the Fiidelliity Bank Stage.
