DETAILS Non-technical project proposal description English: The Northwest Passage Project (NPP) will explore the changing through an innovative expedition to conduct ocean science research while it actively engages students at sea and reaches diverse audiences through real time interations, an ultra-high definition two-hour documentary, and related community activities. Sailing the fist full-rigged ship, SSV Oliver Hazard Perry into the Northwest Passage of the Canadian Arctic in over a century will provide a visually stunning and historically poignant platform from which diverse audiences will experience a dramatically changing Arctic. NPP is a collaborative effort between the University of Rhode Island, Inner Space Center and Graduate School of Oceanography, the film company David Clark Inc, and several other collaborators, including six Minority Serving Instutitutions. NPP is being supported by a large U.S. National Science Foundation grant. The expedition will include the following Canadians: maritime historian and Arctic guide Ken Burton (Vancouver Maritime Museum), seabird biologist Carine Gjerdrum ( Wildlife Service), ice pilot Ray Pierce, and journalist Ed Struzik. The educational components of the NPP will be supervised by the Inner Space Center. Two cohorts, eaching consisting of 18 students (including two students): six high school students, nine undergraduate students, and three graduate students, will each sail on board for 2.5 week legs. These participants will receive science content instruction as the ship is underway, gain naviagtion and sailing skills, engage in hands-on projects while aboard, and contribute to the live video broadcasts from the Arctic to schools and museums. The documentary film will highlight the expedition's research and document the activities of the diverse group of participants (scientists, historian, journalist, educators and students) and their various experiences. The film will also explore the maritime history of the Northwest Passage, the role of indigenous Inuit people in the Arctic's history and changes affecting their way of life, and the geopolitics of this Arctic waterway, now confronted with threats from resource extraction, shipping commerce, and pollution. NPP's education goals include: * Build connections between scientists, students, and journalists * Educate communities about the impacts of a changing Arctic * Increase public understanding of Arctic research and the scientific process by learning what scientists do, what techniques and tools they use, and how scientists arrive at their conclusions * Enhance public understanding of the importance of science to society and in decision-making * Increase knowledge, create awareness, and stimulate conversations among diverse audiences about the changing Arctic ecosystem The entire expedition will be conducted aboard the sailing ship Oliver Hazard Perry. All visits to shore will be brief day trips on foot with no camping, no structures built, and no motorized transport. Our ship will carry pollution prevention equipment in the event of a fuel spill (see attachment) DETAILS PART 2 Project General Information

The purpose of the Northwest Passage Project (NPP) is to take students, scientists, a maritime historian and film crew into the Canadian Arctic Archipelago aboard a 200-foot sailing vessel and observe and report on how a warming climate and reduced summer sea ice is impacting the enviroment, wildlife, and indigenous people. This U.S. National Science Foundation funded project will include several Canadian professionals and four Inuit students. All travel and housing will be aboard the ship. (NPP schedule attached) Based on the goals of our project there is no alternative method of carrying it out. Transportation

All transportation and housing on this project will be aboard the 200-foot, steel hulled student sailing vessel Oliver Hazard Perry. Transport to/from shore will be on a rigid-hull 16-passenger inflatable craft.

Camp Site

No camping, only day visits to shore sites.

No camping or mechanized equipment, food, or fuel will be brought ashore.

Water

Fresh water is made and supplied by our ship.

Waste Water (Grey water, Sewage, Other)

All grey water and sewage will be treated and help aboard the ship (5m3 storage capacity). Any waste water discharge will only happen beyond 12 nautical miles from any land or sea ice, as per Transport Canada regulations. All garbage will be kept on board. No waste water or garbage will be left on shore.

Fuel

The ship carries diesel fuel with 27.84m3 storage capacity. All fuel will be stored in ingegrated tanks onboard the ship. Ship will carry pollution prevention equipment as a precaution (see attachement). No fuel will be brought ashore. No fuel transfers shall be made except for filling outboard engine fuel tanks (to be done aboard our ship).

Description of Existing Environment: Physical Environment

NPP will not be conducting any form of scientific research or archaeology at any location on land. All destinations are common sites for tourists to visit. We will not be disturbing or altering any location we visit.

Description of Existing Environment: Biological Environment

Visits to migratory bird sanctuaries on Bylot and Prince Leopold Islands will be under Canadian Wildlife Service permit and we will be accompanied by CWS biologist Carine Gjerdrum.

Description of Existing Environment: Socioeconomic Environment

The NPP will visit the communities of Pond Inlet, Resolute Bay, Gjoa Haven and Cambridge Bay. Our project will include the participation of four Inuit students or young scientists from Pond Inlet, Gjoa Haven and Cambridge Bay. At each community we plan to interact with community members and village elders.

Identification of Impacts and Proposed Mitigation Measures

We do not anticipate any negative impacts.

Cumulative Effects

The goal of our project is to communicate, via live video broadcasts and a documentary film, a broad public appreciation and understanding of the Arctic - it's maritime history, indigenous people, and how a changing climate is impacting its environment, wildlife, and indigenous people. The cumulative impact of our visits, along with others who have visited in the past and may in the future should generate more tourism, interest and respect for the Arctic and promote income-generating revenue. By including four young Inuit students/young scientists in our project it is hoped they may better understand the benefits of scientific research and may become motivated to pursue careers in science and communication.
