    Detailed Monthly information for the month of April, 2020 Important Policy decisions taken and major achievements during the month: 1. MINISTRY OF CIVIL AVIATION A. 'Lifeline Udan' flights are being operated by MoCA to transport essential medical cargo to remote parts of the country to support India’s fight against COVID-19. The essential cargo includes reagents, enzymes, medical equipment, testing kits, Personal Protective Equipment (PPE), masks, gloves and other accessories required by Corona Warriors across the country. The status of 'Lifeline Udan' initiatve as on 30th April 2020 is attached as Annexure-I. B. Domestic and international aviation cargo/supply chains were strengthened by announcing measures for ease of doing business during unprecedented lockdown conditions across the entire supply chains extending from shipper, airline carriers, ground-handlers, airports, customs brokers/agents, and surface logistics. These included 50% waiver of demurrage to incentivise the removal of non-essential air cargo from airports, extensions of permits/approvals beyond 31 March 2020 (year-closing), deferral of IATA payments for cargo agents, etc. Some other notable actions are: (i) Taking up regulatory measures through DGCA, BCAS, AAI, AAICLAS, etc. to encourage domestic airline carriers to take up all-cargo flights by converting some of their grounded passenger aircraft. (ii) Setting up door-to-door deliveries through air cargo mode with monitoring and follow through for the following: Reagents, medical kits, etc. to/from ICMR and path labs

    Report No. 21 of 2015 (Volume I) CHAPTER II: MINISTRY OF CIVIL AVIATION Airports Authority of India 2.1 Allotment of land for setting up and operations of flying clubs 2.1.1 Introduction Airports Authority of India (AAI) was formed by merger of International Airports Authority of India and National Airports Authority and came into existence on 1 April 1995 with the enactment of the Airports Authority of India Act, 1994. Section 11 of the Act envisaged that AAI in the discharge of its functions under the Act shall act on business principles. Till formation of AAI, Director General of Civil Aviation (DGCA) allotted land and hangar spaces to various flying schools/clubs/academies to impart training and other aviation related activities. This work was taken over by AAI from 1995. Till 2007, AAI did not have a defined policy for levying charges on flying schools/ flying clubs. In February 2007, AAI decided to classify flying clubs into two categories which are as follows: Category I: - Flying clubs/flying training organization registered as educational societies and operating on ‘no profit no loss’ basis to be charged nominal rates i.e. @ 10 per cent of the normal rates. Category II: - All other flying clubs/institutions to be charged at normal AAI rates for various services. There were 32 flying clubs/schools situated at various airports, under the control of AAI, in India (March 2014). The scope of audit was limited to the review of records at the AAI Corporate Office and examination of records at five regional headquarters Chennai (Southern), Mumbai (Western), Delhi (Northern), Kolkata (Eastern and North Eastern) and Hyderabad for a period of three years ended 31 March 2013; however, the data given in the para has been updated upto 31 March 2014.

    Airports Authority of India RCS-Cell Subject: Brief on RCS-UDAN as on 04.07.2018 Routes awarded under RCS – UDAN during the 1st Round of Bidding Airports Authority of India (AAI), the implementing agency, had issued Letter of Awards on 30/03/2017 covering 27 proposals received under RCS-UDAN after completion of the first round of bidding. Key features of the proposals awarded by AAI include: Selected Airline Operators: 5 (Alliance Air, Air Odisha, Deccan Air, Spicejet and Turbo Megha). Airports to be connected: 27 currently served airports, 12 currently underserved airports and 31 currently unserved airports (total of 70 airports) will be connected. Geographical spread: There is a good geographical spread in the proposals: 24 airports in the western, 17 in north, 11 in south, 12 in east and 6 in north-eastern regions are proposed to be connected. 22 states and 2 Union Territories will be connected. Routes and network: A total of 108 routes contained in 16 awarded proposals are for single routes (connecting two cities) and 11 are for networks (connecting three or more cities). Six proposals have been bid with zero viability gap funding (VGF) reflecting the fact that there is potential latent demand. Total of 128 routes are awarded. VGF Outflow: These proposals will require VGF of around Rs. 213 crores per annum and will provide around 13 lakh seats per annum of which half will be covered by airfare cap of Rs. 2500 for approximately one hour of flying. 1.
