    OFFICIAL PUBLICATION OF THE WAFL $3.00 ROUND 8 SEPTEMBER 5, 2020 When Matt Riggio runs out for his 200th WAFL game this weekend, he will solidify himself as one of the greats of Swan Districts Football Club. A quiet achiever that gets the job done, the skipper of the Swans will become just the 20th player in the club’s illustrious history to reach the coveted milestone. Riggio began his WAFL journey at Peel Thunder with one game, before being selected by North Melbourne at Pick 28 in the 2005 AFL National Draft. After playing 10 AFL games in three seasons before being delisted by North Melbourne in 2009, Riggio returned to Western Australia and joined the Swan Districts Football Club at the peak of their powers. One year in, Riggio reached the ultimate goal, a Premiership. Alongside the likes of Andrew Krakouer, Stephen Coniglio and Ashley Hansen, Riggio lived out the boyhood dream of claiming a Premiership Medal. The game is remembered as one of the greatest WAFL Grand Finals of all-time, with Krakouer kicking a late goal to seal the Premiership by 1 point. Riggio never looked back from 2010, becoming a stalwart of the black and white army, claiming back-to- back Best & Fairest awards in 2015 and 2016. “To win the Club Best & Fairest in 2015 and again the next season is something I will hold dear to my heart,” Riggio told swandistrictsfc.com.au u Matt Riggio earlier this season. McGOWAN (Rockingham — Premier) [9.02 am] — without notice: I move — That this house records its sincere regret at the death of Hon James McMillan Brown and tenders its deep sympathy to his family. I begin by paying my respects, and Parliament’s respects, to Jim’s family in the Speaker’s gallery today. I would like to name the people here: Bill and Jenny Brown, Timothy Brown, Rachel Brown, Kerry and John Fisher, Aaron Fisher, Peter Fisher, Amy Riley, Dawn Pianto, Chelsea Pianto, Vera Hughes, Rose Brown and Gaye McCulloch. I thank them all for coming along today to hear Jim’s condolence motion. I believe other family members will be present to hear Jim’s condolence motion in the Legislative Council. Throughout Jim’s 15 years of parliamentary service, he served in both chambers of the Western Australian Parliament. He was always willing to assist members and he worked hard on behalf of his rural and regional constituents. Jim was part of a proud tradition of farming Labor members of this Parliament. Jim was born on 5 April 1927 to William and Susan in Merredin in regional Western Australia. Merredin would be a town that remained an important place for Jim throughout his life and career. His parents owned the local coffee shop, then named the Coffee Palace and later Raphael’s.

    SUBMISSION TO THE PUBLIC ACCOUNTS COMMITTEE INQUIRY ON THE USE OF STATE FUNDING BY THE WESTERN AUSTRALIAN FOOTBALL COMMISSION (WAFC) IN ITS ROLE AS CARETAKER OF FOOTBALL IN WA This submission to the Public Accounts Committee inquiry is provided by the Western Australian Amateur Football League Inc. (trading as Perth Football League) on behalf of our League and the sixty-nine ‘grassroots’ community-based Member Clubs that comprise it (“the Perth Football League”). The submission includes specific responses to the three elements of the inquiry’s Terms of Reference. In support of those responses, we provide further detail and context about the Perth Football League and our affiliate relationship with WA Football Commission (“WAFC”), as well as providing recommendations which support the ongoing sustainable and effective use of State funds to develop football across all levels in WA. To the extent that the Public Accounts Committee may seek further detail on any of the information provided in this submission and/or seek a formal deputation to be provided on behalf of the Perth Football League, we stand ready and willing to assist the inquiry to the extent that the Committee may so require. SPECIFIC RESPONSES TO TERMS OF REFERENCE A) How effectively State funds have been used to develop football across all levels Perth Football League maintains that the state of ‘our game’ is broadly positive in Western Australia. COVID-19 has presented significant challenges for all industries, including volunteer-based community clubs and peak State Sporting Associations (“SSAs”) alike. However, key data and KPIs have been tracking in the right direction for many years when it comes to the WAFC developing football across all levels in WA.

BUTI: Football, or Aussie Rules, has played a significant role in the lives of Western Australians for more than 130 years. As former Premier Dr Geoff Gallop remarked, “No sport has had such a critical impact on our social and cultural development as Australian Football.” Football is a game that develops tribal loyalties and arouses passions, but it is also more than just a game. As noted by Dr Neale Fong, a former chair of the West Australian Football Commission, the history of football in Western Australia is not only about footballers, clubs and supporters, it also involves relationships with networks of politicians, governments, businesses and personalities involved in the game. The West Australian Football Commission, established in 1989, is the body charged with responsibility for the overall development and strategic direction of football in this state. The creation of the West Australian Football Commission is unique to WA.
