Yemen SHEILA CARAPICO IN FEBRUARY 2011, Tawakkol Karman stood on a stage outside Sanaa University. A microphone in one hand and the other clenched defiantly above her head, reading from a list of demands, she led tens of thou sands of cheering, flag-waving demonstrators in calls for peaceful politi cal change. She was to become not so much the leader as the figurehead ofYemen's uprising. On other days and in other cities, other citizens led the chants: men and women and sometimes, for effect, little children. These mass public performances enacted a veritable civic revolution in a poverty-stricken country where previous activist surges never produced democratic transitions but nonetheless did shape national history. Drawing on the Tunisiari and Egyptian inspirations as well as homegrown protest legacies, in 2011 Yemenis occupied the national commons as never before. -

This article provides a conceptual lens for and a thick interpretation of the emergent regional constellation in the Middle East in the first decade of the 21st century. It starts out by challenging two prevalent claims about regional politics in the context of the 2006 Lebanon and 2008–09 Gaza Wars: Firstly, that regional politics is marked by a fundamental break from the ‘old Middle East’ and secondly, that it has become ‘post-Arab’ in the sense that Arab politics has ceased being distinctly Arab. Against this background, the article develops the understanding of a New Arab Cold War which accentuates the still important, but widely neglected Arab dimension in regional politics. By rediscovering the Arab Cold War of the 1950–60s and by drawing attention to the transformation of Arab nationalism and the importance of new trans-Arab media, the New Arab Cold War perspective aims at supplementing rather that supplanting the prominent moderate-radical, sectarian and Realist-Westphalian narratives. By highlighting dimensions of both continuity and change it does moreover provide some critical nuances to the frequent claims about the ‘newness’ of the ‘New Middle East’. In addition to this more Middle East-specific contribution, the article carries lessons for a number of more general debates in International Relations theory concerning the importance of (Arab-Islamist) non-state actors and competing identities in regional politics as well as the interplay between different forms of sovereignty. -
The Question of 'Race' in the Pre-Colonial Southern Sahara
The Question of ‘Race’ in the Pre-colonial Southern Sahara BRUCE S. HALL One of the principle issues that divide people in the southern margins of the Sahara Desert is the issue of ‘race.’ Each of the countries that share this region, from Mauritania to Sudan, has experienced civil violence with racial overtones since achieving independence from colonial rule in the 1950s and 1960s. Today’s crisis in Western Sudan is only the latest example. However, very little academic attention has been paid to the issue of ‘race’ in the region, in large part because southern Saharan racial discourses do not correspond directly to the idea of ‘race’ in the West. For the outsider, local racial distinctions are often difficult to discern because somatic difference is not the only, and certainly not the most important, basis for racial identities. In this article, I focus on the development of pre-colonial ideas about ‘race’ in the Hodh, Azawad, and Niger Bend, which today are in Northern Mali and Western Mauritania. The article examines the evolving relationship between North and West Africans along this Sahelian borderland using the writings of Arab travellers, local chroniclers, as well as several specific documents that address the issue of the legitimacy of enslavement of different West African groups. Using primarily the Arabic writings of the Kunta, a politically ascendant Arab group in the area, the paper explores the extent to which discourses of ‘race’ served growing nomadic power. My argument is that during the nineteenth century, honorable lineages and genealogies came to play an increasingly important role as ideological buttresses to struggles for power amongst nomadic groups and in legitimising domination over sedentary communities. -

Key to this development was the appearance around each ruler of a small group of crony-capitalists who used their privileged access to secure state monopolies which they then schemed to protect after the ruler’s death. Both developments, that of family dictatorships, as well as their associated corruption and cronyism, can then be used to account in large measure with the uprisings associated with the Arab `Spring'. And remarkably successful they were. In a relatively short period of time, three republican presidents for life (Zine El Abidine Ben Ali, Hosni Mubarak, and Muammar Qadda¯) have been deposed, two others (Bashar Hafez al-Assad and Ali Abdullah Saleh) have been forced into the ¯ght of their lives to defend themselves, and two others again (Abdelaziz Boute°ika and Omar al-Bashir) much weakened, although by a variety of forces not all directly connected with an active youth rebellion. -

A Conflict Overlooked: Yemen in Crisis Jamison Boley Kent Evans Sean Grassie Sara Romeih Conflict Risk Diagnostic 2017 Conflict Background Yemen has a weak, highly decentralized central government that has struggled to rule the northern Yemen Arab Republic (YAR) and the southern People’s Democratic Republic of Yemen (PDRY).1 Since the unification of these entities in 1990, Yemen has experienced three civil conflicts. As the poorest country in the Arab world, Yemen faces serious food and water shortages for a population dispersed over mountainous terrain.2 The country’s weaknesses have been exploited by Saudi Arabia which shares a porous border with Yemen. Further, the instability of Yemen’s central government has created a power vacuum filled by foreign states and terrorist groups.3 The central government has never had effective control of all Yemeni territory. Ali Abdullah Saleh, who was president of Yemen for 34 years, secured his power through playing factions within the population off one another. The Yemeni conflict is not solely a result of a Sunni-Shia conflict, although sectarianism plays a role.4 The 2011 Arab Spring re-energized the Houthi movement, a Zaydi Shia movement, which led to the overthrow of the Saleh government. Abd-Rabbu Mansour Hadi took office as interim president in a transition led by a coalition of Arab Gulf states and backed by the United States. Hadi has struggled to deal with a variety of problems, including insurgency, the continuing loyalty of many military officers to former president Saleh, as well as corruption, unemployment and food insecurity.5 Conflict Risk Diagnostic Indicators Key: (+) Stabilizing factor; (-) Destabilizing factor; (±) Mixed factor Severe Risk - Government military expenditures have been generally stable between 2002-2015, at an average of 4.8% of GDP. -

On Conservation and Development: The Role of Traditional Mud Brick Firms in Southern Yemen* Deepa Mehta Graduate School of Architecture, Planning & Preservation** Columbia University in the City of New York New York, NY 10027, USA [email protected] ABSTRACT A study of small and medium enterprises that make up the highly specialized mud brick construction industry in southern Yemen reveals how the practice has been sustained through closely-linked regional production chains and strong firm inter-relationships. Yemen, as it struggles to grow as a nation, has the potential to gain from examining the contribution that these institutions make to an ancient building practice that still continues to provide jobs and train new skilled workers. The impact of these firms can be bolstered through formal recognition and capacity development. UNESCO, ICOMOS, and other conservation agencies active in the region provide a model that emphasizes architectural conservation as well as the concurrent development of the existing socioeconomic linkages. The primary challenge is that mud brick construction is considered obsolete, but evidence shows that the underlying institutions are resilient and sustainable, and can potentially provide positive regional policy implications. [PEACEW RKS [ PRISONS IN YEMEN Fiona Mangan with Erica Gaston ABOUT THE REPORT This report examines the prison system in Yemen from a systems perspective. Part of a three-year United States Institute of Peace (USIP) rule of law project on the post-Arab Spring transition period in Yemen, the study was supported by the International Narcotics and Law Enforcement Bureau of the U.S. State Department. With permission from the Yemeni Ministry of Interior and the Yemeni Prison Authority, the research team—authors Fiona Mangan and Erica Gaston for USIP, Aiman al-Eryani and Taha Yaseen of the Yemen Polling Center, and consultant Lamis Alhamedy—visited thirty-seven deten- tion facilities in six governorates to assess organizational function, infrastructure, prisoner well-being, and security. ABOUT THE AUTHORS Fiona Mangan is a senior program officer with the USIP Governance Law and Society Center. Her work focuses on prison reform, organized crime, justice, and security issues. She holds degrees from Columbia University, King’s College London, and University College Dublin. Erica Gaston is a human rights lawyer with seven years of experience in programming and research in Afghanistan on human rights and justice promotion. Her publications include books on the legal, ethical, and practical dilemmas emerging in modern conflict and crisis zones; studies mapping justice systems and outcomes in Afghanistan and Yemen; and thematic research and opinion pieces on rule of law issues in transitioning countries. As of July 2017, much of the population had lost their primary source of income, 46% lacked access to a free improved water source2, and an outbreak of cholera had become the largest in modern history.3 The Cash and Market Working Group (CMWG) estimated that in 2016, cash transfer programmes were conducted in 22 governorates across Yemen; however, it found little evidence to determine which method of financial assistance is the most suitable in the context of Yemen. -

Yemen’s relations with the Gulf Cooperation Council Edward Burke June 2012 Number 23 The Kuwait Programme on Development, Governance and Globalisation in the Gulf States is a ten-year multidisciplinary global research programme. It focuses on topics such as globalization and the repositioning of the Gulf States in the global order, capital flows, and patterns of trade; specific challenges facing carbon-rich and resource-rich economic development; diversification, educational and human capital development into post-oil political economies; and the future of regional security structures in the post-Arab Spring environment. The Programme is based in the LSE Department of Government and led by Professor Danny Quah and Dr Kristian Ulrichsen. The Programme produces an acclaimed working paper series featuring cutting-edge original research on the Gulf, published an edited volume of essays in 2011, supports post-doctoral researchers and PhD students, and develops academic networks between LSE and Gulf institutions. At the LSE, the Programme organizes a monthly seminar series, invitational breakfast briefings, and occasional public lectures, and is committed to five major biennial international conferences. The first two conferences took place in Kuwait City in 2009 and 2011, on the themes of Globalization and the Gulf, and The Economic Transformation of the Gulf. The next conference will take place at the LSE in March 2013, on the theme of The Arab Spring and the Gulf: Politics, Economics, and Security. The Programme is funded by the Kuwait Foundation for the Advancement of Sciences. -

This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether – in the event of a claim being refused – it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must consider claims on an individual basis, taking into account the case specific facts and all relevant evidence, including: the guidance contained with this document; the available COI; any applicable caselaw; and the Home Office casework guidance in relation to relevant policies. Consideration has been given to the relevance, reliability, accuracy, objectivity, currency, transparency and traceability of the information and wherever possible attempts have been made to corroborate the information used across independent sources, to ensure accuracy.
