RESH Department of Entomological Sciences, University of California, Berkeley, CA 94720, USA ABSTRACT 1. Strawberry Creek (37’52’N; 122O15’W) is the major focus of open space on the University of California, Berkeley (Alameda County, California, USA) campus; it provides visual amenity and variety, riparian and wildlife habitat, and educational and recreational opportunities. 2. Since the beginning of this century, urbanization of the catchment, channel alteration and water quality degradation combined to cause deterioration of the creek’s habitat and overall environmental quality; this was manifested by a marked absence of flora and fauna, obvious water pollution and severe erosion. 3. In 1987 a restoration project was undertaken that focused on water-pollution and erosion- control measures. In 1989, native three-spined sticklebacks (Gasterosteus aculeatus) were successfully reintroduced. Family Biotic Index scores for the macroinvertebrate community indicated a change from the ‘poor’ water quality conditions in 1986 to ‘good’ water quality in 1991. 4. Environmental education programmes now involve over 1500 students who use the creek each year in laboratory exercises; a popular natural history and conservation walking-tour guidebook has also been prepared. 5. On-going restoration efforts include additional reintroductions of other native species, further environmental education efforts and monitoring. 6. Obstacles and key factors that led to the successful implementation of this project are presented to assist in implementing similar ecological restoration projects of urban streams. -

Tribal and Cultural Resources 5.11 TRIBAL AND CULTURAL RESOURCES 5.11.1 PURPOSE This section identifies existing cultural (including historic and archeological resources), paleontological and tribal resources within the Study Area, and provides an analysis of potential impacts associated with implementation of the General Plan Update. Potential impacts are identified and mitigation measures to address potentially significant impacts are recommended, as necessary. This section is primarily based upon the Cultural and Tribal Cultural Resources Technical Report for the Rancho Santa Margarita General Plan Update, Rancho Santa Margarita, Orange County, California (Cultural Study), and the Paleontological Resources Impact Assessment Report for the Rancho Santa Margarita General Plan Update, Orange County, California (Paleontological Assessment), both prepared by SWCA Environmental Consultants (SWCA) and dated April 2019; refer to Appendix F, Cultural/ Paleontological Resources Assessment. 5.11.2 EXISTING REGULATORY SETTING Numerous laws and regulations require Federal, State, and local agencies to consider the effects a project may have on cultural resources. These laws and regulations establish a process for compliance, define the responsibilities of the various agencies proposing the action, and prescribe the relationship among other involved agencies (i.e., State Historic Preservation Office and the Advisory Council on Historic Preservation). It is a public trail system which traverses the entire county without regard for jurisdictional boundaries and, therefore, intergovernmental coordination is necessary for successful implementation. -from the Recreation Element of the Orange County General Plan The Silverado Modjeska Community Plan and EIR (DEIR 096), prepared by the Environmental Planning Agency and distributed on November 23, 1976, included a variety of non-paved multi-use riding and hiking trails which were in place and inventoried at the time of the DEIR’s adoption. The plan allowed for the addition of recreational trails as proposed by the community. In 2002, under the jurisdiction of the Silverado Modjeska Recreation and Parks District (a State sanctioned Independent Special District), the community and the SMRPD worked together to create an updated Master Plan of Riding and Hiking Trails. As a conceptual plan, it is considered a general expression of community values and is abstract in nature. Purpose The purpose of the Silverado Modjeska Master Plan of Trails is to provide goals and objectives to direct the development and operation of a District-wide public trail system that serves the recreational needs of equestrians, pedestrians (walkers, hikers and joggers), and mountain bikers (non-motorized). Goals Goal 1: Provide a useful, enjoyable, safe, and efficient riding and hiking trail system for the District and to meet the needs and desires of the community. Goal 2: Create trail linkages between open space and recreation facilities, between community, municipal, state, and federal trail systems, and create connectivity to surrounding communities. -

No comments were received as a result of that notice. USFWS also coordinated with staff of the Wyoming Game and Fish Department (WGFD), U.S. Forest Service (USFS), U.S. Geological Survey (USGS), and other expert professionals well-versed in the biology and status of the Kendall Warm Springs dace (KWS dace). Through coordination with expert professionals, we identified the type of information that would be most useful in completing the 5-year review process. We then developed our assessment of the current status of KWS dace. In accordance with the peer review requirements of the Office of Management and Budget’s Final Information Quality Bulletin for Peer Review, in Spring 2007 we initiated peer review of the science relevant to the draft KWS dace 5-year review. Chapter 2 Affected Environment, Environmental Consequences, and Avoidance, Minimization, and/or Mitigation Measures PHYSICAL ENVIRONMENT 2.8 Hydrology and Floodplains 2.8.1 Regulatory Setting EO 11988 (Floodplain Management) directs all federal agencies to refrain from conducting, supporting, or allowing actions in floodplains unless it is the only practicable alternative. The FHWA requirements for compliance are outlined in 23 CFR 650 Subpart A. To comply, the following must be analyzed: • The practicability of alternatives to any longitudinal encroachments • Risks of the action • Impacts on natural and beneficial floodplain values • Support of incompatible floodplain development • Measures to minimize floodplain impacts and to preserve/restore any beneficial floodplain values affected by the project The base floodplain is defined as “the area subject to flooding by the flood or tide having a one percent chance of being exceeded in any given year.” An encroachment is defined as “an action within the limits of the base floodplain.” 2.8.2 Affected Environment This section is based on the Location Hydraulic Study State Route 55 Improvement Project From Interstate 5 to State Route 91 (LHS) (April 2018), the Water Quality Technical Memorandum (November 2018), Stormwater Data Report (March 2019), and the Preliminary Drainage Report State Route 55 Widening Project (October 2018) prepared for the proposed project. 2.8.2.1 Regional Hydrology The proposed project is located within the Santa Ana River hydrologic unit and within two subhydrologic areas: the Lower Santa Ana River and San Diego Creek, both of which are part of the East Coastal Plain Hydrologic Sub-Area (801.11). In addition, the proposed project is located within three watersheds: the Lower Santa River Watershed, Santiago Creek Watershed, and San Diego Creek Watershed. -

FEATURE: ENDANGERED SPECIES Conservation Status of Imperiled North American Freshwater and Diadromous Fishes ABSTRACT: This is the third compilation of imperiled (i.e., endangered, threatened, vulnerable) plus extinct freshwater and diadromous fishes of North America prepared by the American Fisheries Society’s Endangered Species Committee. Since the last revision in 1989, imperilment of inland fishes has increased substantially. This list includes 700 extant taxa representing 133 genera and 36 families, a 92% increase over the 364 listed in 1989. The increase reflects the addition of distinct populations, previously non-imperiled fishes, and recently described or discovered taxa. Approximately 39% of described fish species of the continent are imperiled. There are 230 vulnerable, 190 threatened, and 280 endangered extant taxa, and 61 taxa presumed extinct or extirpated from nature. Of those that were imperiled in 1989, most (89%) are the same or worse in conservation status; only 6% have improved in status, and 5% were delisted for various reasons. Habitat degradation and nonindigenous species are the main threats to at-risk fishes, many of which are restricted to small ranges. Documenting the diversity and status of rare fishes is a critical step in identifying and implementing appropriate actions necessary for their protection and management. Howard L. Box 532711 Los Ange les, California 90053-2325 Dear Colonel Toy: This letter transmits the Clean Water Act (CWA) jurisdictional determination for the Los Angeles River. On August 17, 2008, EPA's Assistant Administrator for Water designated the Los Angeles River as a "Special Case" as defined by the EPA-Corps 1989 Memorandum ofAgreement (MOA) regarding coordination on matters ofgeographic jurisdiction. Pursuant to the MOA, designation ofthe "Special Case" made EPA responsib le for determining the extent to which the Los Angeles River was protected as a "water ofthe United States." Specifically, EPA analyzed the river's status as a "Traditional Navigable Water," one ofseveral categories ofjurisdictional waters under the Act. We conclude that the mainstem ofthe Los Angeles River is a "Traditional Navigable Water" from its origins at the confluence of Arroyo Calabasas and Bell Creek to San Pedro Bay at the Pacific Ocean, a distance of approximately 51 miles . In reaching this conclusion, Region 9 and Headquarters staffconsidered a number offactors, including the ability ofthe Los Angeles River under current conditions offlow and depth to support navigation by watercraft; the history ofnavigation by watercraft on the river; the current commercial and recreational uses of the river; and plans for future -

Buth, Chair Several species of fishes have been introduced into the Santa Clara River system in southern California, including Catostomus santaanae (Santa Ana sucker), Catostomus fumeiventris (Owens sucker), Gila orcutti (arroyo chub), and Pimephales promelas (fathead minnow). These species are known to inhabit similar ecological niches but little is known about their associated parasite fauna. Two C. fumeiventris, 35 C. santaanae, 63 hybrid catostomids, 214 G. orcutti, and 18 P. promelas were collected and necropsied in the summers of 2017 and 2018. Nine macroparasite taxa were harvested including seven native, and two nonnative parasites Schyzocotyle acheilognathi (Asian fish tapeworm) and Lernaea cyprinacea (anchor worm). Prevalence and intensity of parasites were not related to the genetic history of these catostomids. This is the first host-association record for G. orcutti with Gyrodactylus sp., S. acheilognathi, ii diplostomid metacercariae, Rhabdochona sp, Contracaecum sp., and larval acuariid cysts and for P.
