    From Judicial Election to Merit Selection: A Time for Change in Illinois NANCY FORD* I. INTRODUCTION Several issues concerning judicial reform captured the attention of the convention delegates, the media and the public during the 1969 Illinois Constitutional Convention. Most prominent was the question of whether judges should continue to be elected or instead should be appointed by the Governor after being nominated by a judicial nominating commission. Unable to resolve the issue, convention delegates decided to let the voters of the state choose between the two major alternatives. Temporary resolution of the dispute came in the special election on the proposed Illinois Constitution of December 15, 1970, where 50.207o of the voters supported a revised election system over a system of judicial appointments.' The question was not, however, put to rest. The debate over the method of selecting judges 'emains one of the most controversial issues in Illinois government. Merit selection plans have been unsuccessfully introduced as bills or joint resolutions in almost every session of the General Assembly since 1971.2 Other bills would have changed the current method of selection to one of non-partisan nomination of judges followed by their election.' Many of the bills would have led to a proposed constitutional amendment to be voted upon in a referendum by the general public. Both proponents and opponents of a proposed appointive system are mobilizing for an anticipated legislative fight this year. Departing from contemporary debates on the evolving geography of urban peripheries, I utilize a relational theorization of the ‘in-between city’ to empirically unpack the urbanization processes internalized in the evolution of the ‘Zwischenstadt’ in a North American context. Through a longue durée case study of transportation planning, politics, and spatial practice in Chicago’s ‘Crosstown Corridor’, in-between urbanization is demonstrated to express an on-going multiscalar mediation of co- habiting modes of urbanism and strategic state actions that challenge generalized (sub)urbanization narratives.

It encourages students to develop their courses of study in dialogue with our city through facilitating internships, service opportunities, and other kinds of engagement, and through academic offerings like the Chicago Studies Quarter, thesis workshops, and the provision of excursions for courses. TWe believe that this produces not only richer, more deeply informed academic work, but also more thoughtful, humanistic interaction with the city and its most pressing questions.
