    District likely to ask for extension to meet standard BY STACEY SHEPARD, Californian staff writer Bakersfield Californian, Monday, Jan. 29, 2007 Valley air regulators will likely ask for a delay in meeting a federal air standard today. That's when the San Joaquin Valley Air Pollution Control District will release its latest draft plan for cleaning up ozone, the main ingredient in smog. The current deadline for reducing ozone to levels mandated by the federal government is 2013. "We really have a problem here that no one else in the country has to face," said Brenda Turner, a spokeswoman for the district. Ozone is created when nitrogen oxides -- emitted from vehicle tailpipes, factories and construction equipment -- react with sunlight. Increased ozone is known to aggravate lung disorders. Ozone tends to become trapped here because of the valley's shape, stagnant air and hot temperatures. To make the 2013 deadline, the valley must cut emissions by nearly 70 percent. To do that, the last version of the cleanup plan, released by the district in October, estimated it would take 7.5 billion in taxpayer dollars to fund incentive programs. Even if money weren't an issue, the district doesn't believe the technology is available yet to make the needed reductions by 2013, Turner said. That's why more time seems to be the only alternative. Potentially, the deadline could be extended out by 10 years to 2023. Doing so would drop the price to fund incentive programs to about $2 billion or less, air district officials have said. The state Air Resources Board decides whether to grant an extension.

    The Moderate Voice Zack Kopplin 19 March 2013 Activists Re-Launch Campaign to Repeal Louisiana’s Creationism Law Since 2008, the Louisiana Science Education Act Has Been the Subject of National and International Criticism and Ridicule Baton Rouge, LA — (March, 18, 2013) — Senator Karen Carter Peterson (D-New Orleans) recently filed SB 26 to repeal the Louisiana Science Education Act, Louisiana’s misnamed and misguided creationism law. Since its passage in 2008, the Louisiana Science Education Act (LSEA) has been the subject of national and international criticism and ridicule, and its repeal has been endorsed an overwhelming consensus of scientists and educators and a broad coalition of religious leaders and clergy. This is the Senator Peterson’s third attempt at repealing the act. Previous hearings about the Louisiana Science Education Act were the focus of intense national interest. Videos of the meetings have collectively received more than 680,000 views on YouTube and were covered by national publications including io9 and Slate. The campaign has been covered both nationally and internationally, including in The Guardian, The Boston Globe, The Huffington Post, The Washington Post, Italian Vogue, MSNBC, and Bill Moyers’s “Moyers and Company.” Originally conceived as the Louisiana Academic Freedom Act, the LSEA is based on a model statute developed by the Discovery Institute, a Seattle-based think tank that lobbies for legislation promoting creationism in the classroom. State Senator Ben Nevers, the bill’s original sponsor, explained that he filed the bill at the behest of the Louisiana Family Forum. “They (the Louisiana Family Forum) believe that scientific data related to creationism should be discussed when dealing with Darwin’s theory,” Senator Nevers said.

    Hidden Costs: President Trump’s Campaign to Erase the Social Cost of Carbon By Alison Cassady April 19, 2017 On March 28, 2017, President Donald Trump signed an executive order that attempts to upend critical components of President Barack Obama’s Climate Action Plan.1 The sweeping executive order directs his Cabinet officials to review and potentially rescind several climate-related rules, including the Clean Power Plan, or CPP—which set the first-ever carbon pollution standards for power plants—and two rules establishing methane pollution limits for oil and gas drilling facilities. The order also ends a morato- rium on coal leasing on public lands, among other policy changes.2 Media coverage focused primarily on these significant rule reversals. But the executive order also rescinds what the chief economist of President Obama’s Council of Economic Advisors called the “the most important figure you’ve never heard of”—the social cost of carbon, or SCC.3 The SCC reflects the marginal economic cost of adding one ton of carbon pollution to the atmosphere or, conversely, the economic benefit of removing one ton. President Obama established an interagency working group to develop the SCC so that federal agencies had a sound basis from which to quantify the benefits of policies to cut carbon pollution and justify those policies relative to their costs. The SCC is currently set at $39 per metric ton in 2007 dollars. Because the SCC plays a key role in validating federal climate policies, fossil fuel interests and their allies in conservative think tanks—many of whom served on the Trump admin- istration’s transition team—have been pushing to eliminate or lower the SCC value.4 The executive order rescinds the current SCC and provides agencies with direction that could result in a SCC value that approaches zero.

Alexandria Ocasio-Cortez (D-NY) and Sen. Ed Markey (D-MA) in February 2019, calls for “a new national, social, industrial, and economic mobilization on a scale not seen since World War II and the New Deal era.” The GND envisions a massive expansion of federal spending and regulation to decarbonize the economy while guaranteeing health care, affordable housing, higher education, job training, family-sustaining wages, and retirement security for all. The costs required to achieve that end point are unsustainably large, vastly exceed benefits, and are not scientifically justified. Congress should: ◆ Reject the Green New Deal and similar central-planning schemes. The GND would impose unsustainable costs on the U.S. energy sector, inflate energy prices, depress gross domestic product (GDP) growth, and impoverish American households. A March 2019 study by American Enterprise Institute economist Benjamin Zycher estimates that “meeting 100 percent of the power demand in the United States through clean, renewable, and zero-emission energy sources” would cost $490.5 84 Free to Prosper: A Pro-Growth Agenda for the 117th Congress billion per year, or $3,845 per household. Too bad investigators can't get their hands on them to find out. At least not without extensive legal wrangling around one of the most famous but least understood amendments in the U.S. Bill of Rights: the Fifth. Bridget Anne Kelly and Bill Stepien, Christie's former deputy chief of staff and campaign manager, respectively, are invoking their Fifth Amendment right against self-incrimination in the investigation into the infamous lane closures on the George Washington Bridge in September. The two aides featured prominently in emails published on January 8 showing their involvement in orchestrating and covering up the scandal. Kelly is responsible for the most famous quote from the debacle so far, in which she ordered up "some traffic problems in Fort Lee," setting off four days of gridlock there. In a later email, Stepien called the mayor of Fort Lee an "idiot." As prime suspects, the two were slapped with subpoenas from the investigating committee of the state legislature, along with 16 other officials. While documents from the others, as well as Christie's office and his campaign's, are now trickling in to the committee, Kelly and Stepien will hand over nothing.

    EXECUTIVE BRANCH THE PRESIDENT OF THE UNITED STATES THE PRESIDENT OF THE UNITED STATES GEORGE W. BUSH Article II, section 1, of the Constitution provides that ‘‘[t]he executive Power shall be vested in a President of the United States of America. He shall hold his Office during the Term of four Years,... together with the Vice President, chosen for the same Term....’’ In addition to the powers set forth in the Constitution, the statutes have conferred upon the President specific authority and responsibility covering a wide range of matters (United States Code Index). The President is the administrative head of the executive branch of the Government, which includes numerous agencies, both temporary and permanent, as well as the 15 executive departments. The Cabinet The Cabinet, a creation of custom and tradition dating back to George Washington’s administration, functions at the pleasure of the President. Its purpose is to advise the President upon any subject, relating to the duties of the respective offices, on which he requests information (pursuant to Article II, section 2, of the Constitution). The Cabinet is composed of the Vice President and the heads of the 15 executive departments—the Secretaries of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Interior, Labor, State, Transportation, Treasury, and Veterans Affairs, and the Attorney General. Part 2, American Oversight makes the following request for records. On December 15, Mother Jones and the New York Times reported that EPA signed a $120,000 no-bid contract with Definers Public Affairs to provide media services.1 Definers was founded by Joe Pounder and Matt Rhoades, two longtime Republican political operatives. Mr. Pounder and Mr. Rhoades previously founded America Rising, a Republican political opposition research firm. The Times also reported that since President Trump took office, at least 40 FOIA requests have been submitted to the EPA by Allan Blutstein, a vice president for both Definers and America Rising. Many of those requests sought records about EPA employees who had been critical of the Trump administration.
