Anthony Barrett (Assistant Auditor General) attended on his behalf. 2 NHS Wales Health Board’s Governance: Welsh Government Response to the Fourth Assembly Committee's Report 2.1 The Committee considered the Welsh Government’s response to the previous Committee’s report on NHS Wales Health Board’s Governance. 2.2 The Committee noted the Auditor General for Wales’ comments that in his opinion, the Welsh Government responses are reasonable and provide an assurance that actions are either underway or planned in areas where concerns were raised. 2.3 The Committee agreed to write to both the Welsh Government and Healthcare Inspectorate Wales seeking clarification on a number of the responses to the previous Committee’s report. 3 Motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the following business: Pack Page 2 3.1 The motion was agreed. 4 Paper(s) to note 4.1 The Circuit of Wales 4.1 Members discussed and noted the correspondence and agreed to revisit the issue on receipt of the Auditor General for Wales’s findings. 5 Coastal flood and erosion risk management in Wales: Auditor General for Wales Report 5.1 The Committee received a briefing on the Auditor General for Wales’ report on Coastal flood and erosion risk management in Wales. 5.2 The Committee agreed to write to the Welsh Government seeking clarification on a number of issues. 6 National Fraud Initiative: Auditor General for Wales Report 6.1 The Committee received a briefing on the Auditor General for Wales’ report on the National Fraud Initiative. 7 The Welsh Government’s Funding of Kancoat Ltd: Auditor General for Wales Report 7.1 The Committee received a briefing on the Auditor General for Wales’ report on The Welsh Government’s Funding of Kancoat Ltd. 8 Hospital Catering and Patient Nutrition: Auditor General for Wales Report Pack Page 3 8.1 The Committee noted the update from the Auditor General for Wales on hospital catering and patient nutrition and the associated correspondence. 9 Work programme: Consideration of Auditor General for Wales' reports and Committee led inquiries 9.1 Members discussed the briefings received from the recently published Auditor General for Wales’ reports together with the scoping paper on possible Committee led inquires. 9.2 Members agreed the following: Coastal flood and erosion risk management: reconsider whether to undertake an inquiry on receipt of the response from the Welsh Government; National Fraud Initiative: report noted and agreed no further action for the Committee; Kancoat: agreed to hold one evidence session with the Welsh Government; Hospital catering and patient nutrition: the Committee felt that progress was slow in a number of areas and agreed to undertake a short inquiry. 9.3 Following consideration of possible Committee led inquiries, the Committee agreed to undertake inquiries into looked after children and housing associations. 10 Scrutiny of Accounts 2015-16: Assembly Commission 10.1 The Committee scrutinised Suzy Davies AM, Assembly Commissioner, Claire Clancy, Chief Executive and Clerk to the Assembly and Nia Morgan, Director of Finance, National Assembly for Wales on the Assembly Commission Annual Repot 2015-16. 11 Scrutiny of Accounts 2015-16: Consideration of evidence received 11.1 Members discussed the evidence received on the scrutiny of the Assembly Commission annual report 2015-16. "The choir began in 1917, end of the 1st world war and took a break during the second world war. It officially started back up in 1947 and they celebrated their 70th anniversary in 2017. Over the years the choir has promoted cultural activities throughout the area and raised thousands of pounds for charities, and continues to do so. The annual concerts have always been a highlight in the cultural calendar attracting international singers and instrumentalists. The Society produce all their own publications throughout the year for all events attended, to include posters, programmes, tickets and music sheets. This project is to purchase new digital piano, an essential instrument for the group. The current piano has become obsolete, it is 22 years old and no longer fit for purpose as parts cannot be obtained. They are committed to holding events on a regular basis to ensure social inclusion for all, and to look out for and support each other at all times, improving the quality of life within the community and contributing to social cohesiveness.

Cllr T Davies declared a personal but not prejudicial interest in relation to his role as a County Councillor serving on the Local Authority’s planning committee. • Agenda Item 14. Cllr H Davies declared a personal but not prejudicial role related to his role working within a department which was bidding for section 106 monies. • Agenda Item 15. Cllrs T Davies and D Price declared personal but not prejudicial interests in the item through their roles as elected members serving on Carmarthenshire County Council i.e. the body bringing forward the proposal to establish the new school. 169.0 Agenda Item 3. Exclusion of Press and Public. • It was proposed by Cllr Davies and seconded by Cllr C. Green that in accordance with the Public Bodies (Admission to Meetings) Act 1960, the press and the public be excluded from discussion relating to item 15 on the agenda as publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

BRINGING ART TO WALES: THE DAVIES SISTERS Saturday, May 24, BBC Two Wales, 7.30pm In the early 1900s, Gwendoline and Margaret Davies, two sisters from Llandinam, Newtown, started to create one of the great British art collections of the 20th century. Ignoring critical derision and following their own taste, they bought controversial Impressionist and Post-Impressionist paintings including the first Cézanne to be exhibited in Britain and one of the first Van Goghs to enter a British collection. On their deaths, they bequeathed their art to the National Museum Wales as a gift to the nation. In Bringing Art to Wales: The Davies Sisters, presenter Trevor Fishlock explores how the sisters succeeded in building their remarkable, pioneering collection. He considers the paintings that in their time were the ‘shock of the new’. Why was such a painting so upsetting? And how was it that two shy and devout Calvinistic Methodist sisters were drawn to such controversial art? Trevor returns to Gwendoline and Margaret’s family roots to track the source of the wealth that funded their buying and to explore the religious principles and commitment to philanthropy that governed their lives.

It may continue to decline as it has consistently since the mid-twentieth century or it can follow a path of revival and progress. To a large extent the options and decisions are in the hands of those who speak and support the language, however, policy makers can also contribute significantly to the position of the Welsh language – both in a positive and negative way. The 2011 Census results came as a shock to supporters of the language in Carmarthenshire and in other parts of Wales. In a decade 6,148 Welsh speakers were lost, a decrease of 6.4% and for the first time in our history the percentage of Welsh speakers in Carmarthenshire fell under half (43.9%). This is the largest decrease seen in any part of Wales. Over a century ago, 90% of the county's population was bilingual with a substantial percentage of them only able to speak Welsh. Now, Welsh speakers are in the minority. In response to this, Carmarthenshire County Council established a special working group to draw up a strategy and recommendations on how to halt this decline and strengthen the language in the future.
