18.000. Teacher Resignations

It is recommended that the Board accept the resignation from Alec Levine, Hanover Park Science Teacher, effective June 30, 2017.

It is recommended that the Board accept the resignation from Ashley Mascola, Leave Replacement Hanover Park English Teacher, effective June 15, 2017.

It is recommended that the Board accept the resignation from Nicole Sysyn, Leave Replacement Hanover Park English Teacher, effective July 12, 2017.

18.002. Maternity/Child Rearing Leave of Absence

It is recommended that the Board approve the request of Denise Orgel, Hanover Park Special Education Teacher, for a maternity/child rearing leave of absence to begin on or about January 24, 2018 through on or about May 23, 2018. Ms. Orgel plans to use 28 accumulated sick days during this leave. This leave will run concurrently with FMLA and NJFLA. It is anticipated that Ms. Orgel will return to her teaching position effective May 24, 2018.

18.003. Extension of Maternity/Child Rearing Leave of Absences

It is recommended that the Board approve the request of Megan Wilson, Hanover Park English Teacher, to extend her previously approved maternity/child rearing leave of absence effective January 9, 2017 through on or about March 14, 2018. This leave will run concurrently with FMLA and NJFLA. It is anticipated that Ms. Wilson will return to her teaching position on March 15, 2018.

It is recommended that the Board approve the request of Nicole Ianco, District Mathematics Teacher, to extend her previously approved maternity/child rearing leave of absence effective March 20, 2017 through on or about December 31, 2017. This leave will run concurrently with FMLA and NJFLA. It is anticipated that Ms. Ianco will return to her teaching position on January 1, 2018.

It is recommended that the Board approve Donna Popowich as Hanover Park Science Teacher effective September 1, 2017 through June 30, 2018. Compensation for this appointment will be MA Step 10 (2017-2018 Guide = $74,154.00). This appointment is subject to receipt of criminal history clearance.

It is recommended that Daniel Fulton, District Special Education Teacher, be approved to provide individual reading instruction for the in-district extended school year special education program for the period July 5, 2017 through July 28, 2017. Mr. Fulton will work a maximum of eight (8) hours during this period.

It is recommended that the Board approve Back-to-School programs for the high schools as follows: Hanover Park has scheduled their event for Thursday, September 14, 2017 at 7:00 p.m., Whippany Park’s will be Thursday, September 28, 2017, at 7:00 p.m. As in previous years, approval is requested for a half-day of school for each school on the day of its respective Back-to-School program.

18.048. 2017-2018 Mentoring Program for Review of Fiscal Impact

In accordance with the Department of Education updated teaching standards and mentoring regulations, it is recommended that the Board approve the Mentoring Program for Review of Fiscal Impact for 2017-2018:

Mr. Richard Schwartz, teacher leader and coordinator of The Teaching Seminars will teach a reduced schedule serving as a 0.8 FTE Teacher of Social Studies and 0.2 FTE Teacher Leader.

Department Coordinators will serve as unofficial mentors to novice teachers as per their job description. A portion of the department coordinator stipend is allocated to mentoring responsibilities.

18.049. 2017-2018 District Professional Development Plan for Review of Fiscal Impact

It is recommended that the Board accept the Professional Development Plan for Review of Fiscal Impact for 2017-2018:

ESSA – Title IIA and Title III funds have been allocated for teachers to attend workshops hosted by the College Board and workshops in and out of district focused on the Next Generation Science Standards, NJSLS, questioning and assessments. Teachers who attend these training sessions are expected to turnkey their knowledge base to their respective members of their departments.

SafeSchools provides annual online training on mandatory topics as issued by the New Jersey Department of Education. There is no cost for this training.

18.052. Authorization of Travel

It is recommended that in accordance with N.J.A.C. 6A:23B-1.1, the Board of Education approve the proposed travel and attendance of board members and/or staff members at the conferences, workshops, meetings etc. as detailed below.

Attendance at the specified functions promotes delivery of instruction or furthers efficient operation of the school district and is fiscally prudent. Unless indicated, travel and related expenses for the specified functions is expected to adhere to state guidelines established in Circular A-87 of the New Jersey Office of Management and Budget. Where travel and related expenses for the indicated function is expected to exceed state travel guidelines, the Board finds the specified travel and related expenses to be both necessary and unavoidable.

The program sponsoring her is PAX, Program of Academic Exchange. Her host family is The Feingold and Lisi Family of Whippany, NJ.

18.056. Whippany Park Veteran’s Day Luncheon

It is recommended that the Board approve Whippany Park High School, in conjunction with Mr. Dan Aronoff and the students of NJSEA of the FDU Madison Campus, to host a Veterans' Day Brunch and Discussion Panel on November 13, 2017. Veterans from the local community will be invited to attend and share information with our students. Student involvement will include U.S. History II, Art of Writing, Mass Media, and Art department students. Students will conduct dramatic readings, songs, art displays, and photography. Students will also be invited to read their Voices of Democracy Contest essays.

It is recommended that the Board of Education approve the 2017-2018 transportation routes for regular and special education students. The routes are available in the Board Office. It is also requested that the Buildings, Grounds and Transportation Committee be authorized to approve any necessary route changes during the school year.

18.065. Request for Use of School Buses

It is recommended that the Board approve the East Hanover Recreation Department’s request for usage of two school buses for their Summer Playground. The program will run from June 26, 2017 through August 4, 2017 from 8:00 a.m. to 3:00 p.m. The buses will be used from 8:00 a.m. to 3:00 p.m. each day.

East Hanover will hire and pay for two drivers with proper CDL licenses to operate the buses and they will supply the Board of Education with a certificate of insurance from the town and copies of the bus driver’s licenses as well as providing gas and all maintenance for the buses.

It is recommended that the Board approve to enter into a consortium with East Hanover, Florham Park and Hanover Township School Districts to operate a Title III Consortium in the amount of $16,883.00 for the 2017-2018 school year. Hanover Park Regional High School District will serve as the lead agent for this consortium.

18.101. Approval to Submit Hanover Township Education Foundation Grant for Digital Technology

It is recommended that the Board approve Chris Kelly, Whippany Park Principal, to submit a grant to the Hanover Township Education Foundation in the amount of $7,000.00. The grant will be used to provide additional audio visual equipment to Whippany Park for student use.

It is recommended that the Board accept the donation of a dogwood tree for Hanover Park campus in honor of Cheryle Comprelli, retired Hanover Park Principal Secretary, from the Hanover Park High School staff at an approximate value of $120.00.

It is recommended that the Board accept the donation of seventy-five Riddell High Performance jerseys and game pants for the Whippany Park football program from the Whippany Park Touchdown Club at an approximate value of $15,000.00.

It is recommended that the Board accept the donation of a portable handwashing station to be utilized in the Whippany Park Snack Shack from the Whippany Park Booster Club at an approximate value of $1,100.00.

It is recommended that the Board accept the donation of weight room equipment for the Whippany Park weight room from the Whippany Park Booster Club at an approximate value of $9,000.00.

18.105. Resolution Authorizing Contracts with Certain Approved State Contract Vendors for Boards of Educations Pursuant to N.J.S.A. 18A:18A-10a

WHEREAS, the Hanover Park Regional Board of Education, pursuant to N.J.S.A. 18A:18A- 10a and N.J.A.C. 5:34-7.29(c), may by resolution and without advertising for bids, purchase any goods or services under the State of New Jersey Cooperative Purchasing Program for any State contracts entered into on behalf of the State by the Division of Purchase and Property in the Department of the Treasury; and

WHEREAS, the Hanover Park Regional Board of Education has the need on a timely basis to purchase goods or services utilizing State contracts; and

WHEREAS, the Hanover Park Regional Board of Education intends to enter into contracts with the attached Referenced State Contract Vendors through this resolution and properly executed contracts, which shall be subject to all the conditions applicable to the current State contracts; now, therefore, be it
