2 INTRODUCTION 2.5 - Hazardous Waste Management:

Hon‟ble National Green Tribunal in O.A.No. 710-713 / 2017 dated 15.07.2019 ordered regarding constitution of District Committee (as a part of District Planning Committee under Article 243 ZD) under Articles 243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste Management Rules, 2016.

In the above said order, it is stated that among others

‘Chief Secretaries may personally monitor compliance of environmental norms (including BMW Rules) with the District Magistrate once every month. The District Magistrates may conduct such monitoring twice every month. We find it necessary to add that in view of Constitutional provisions under Articles 243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste Management Rules,2016 it is necessary to have a District Environment Plan to be operated by a District committee (as a part of District Planning Committee under Article 243 ZD)’

In this regard, Principal Secretary to Government / Chairman (FAC) vide D.O. letter dated 26.07.2019 requested District Collectors to prepare District Environmental plans by constituting District Committee (as a part of District Planning Committee under Article 243 (ZD) with representatives from Panchayats, Local Bodies, Regional Officers, State PCB and a suitable officer representing the administration, which may in turn be chaired and monitored by the District Collector / District Magistrate twice every month and shall host the same in the website for a period of one year on or before 01.08.2019 & furnish monthly progress report to Chief Secretary to Government every month and copy of the same earmarked to GPC Board accordingly.

As per the directions, District committee was formed in the comprising of following members to evolve and execute District Environmental Plan.

The District Environment Plans cover the following environmental issues:

3 2.5 - Hazardous Waste ManagementChapter1 : 1. BRIEF PROFILE OF DISTRICT NAVSARI is an administrative district in the state of . The district headquarter is located at NAVSARI town which is situated at @336 km from , the State capital. According to In 2011, Navsari had population of 1,329,672 of which male and female were 678,165 and 651,507 respectively. In 2001 census, Navsari had a population of 1,229,463 of which males were 628,988 and remaining 600,475 were females. The sex-ratio of Navsari district is around 961 compared to 919 which is average of Gujarat state. The rate of Navsari district is 75.35% out of which 79.55% males are literate and 70.98% females are literate. The total area of Navsari is 2,246 sq.kmwithpopulation density of 592 per sq.km.

Out of total population, 69.23% of population lives in Urban area and 30.77% lives in Rural area. There are 2.67% Scheduled Caste (SC) and 48.11% Scheduled Tribe (ST) of total population in Navsari district. The district has become the populated district in Gujarat. The literacy rate is 88.92% of which male 84.91% and female 92.62%. Gujarati is the most widely spoken language in the district, although Gujarati is the official language.

LOCATION & GEOGRAPHICAL AREA

Navsari district is located between 20.07- 21.00’ North Latitude and 72.43-73.00’ East Longitude.The district is located in the South Eastern part of Gujarat state in the coastal low land along Purnariver. The total geographical areas of Navsari district is 2657.56 Sq.Kms. It is a coastal district open to the from West and is bounded by district on the North. On the East, it is contiguous to Dand district in Gujarat. TOPOGRAPHY

Navsari district was carved out on the erstwhile – unified with effect from 2nd October, 1997. The district can be distinctly divided into three Agro- climatically divisions (1) Forest and hilly tracts of the Eastern parts comprising blocks. (2) Saline Soils due to inundation by sea of Western parts comprising parts in and blocks. (3) Black Fertile soils of the central parts comprising Navsari, Gandevi and Chikhl Blocks. The area between East and West of Navsari District is known as “Green Belt” which is suitable for gardening and nuserries. Navsari district offers good scope for entrepreneurs to establish new industrial units for manufacturing various products. The district abounds in sugarcane fields,Chikoo plantations and Mango trees. Navsari is known for its floriculture activities and sugar business. Famous historical places Dandi and are located in Navsari District. – Navsariindusrial area lies within 50 Km. of Dedicated Freight Corridor in -2- southern Gujarat.This region is connected by NH-48. Major characteristic of the district, particularly in relation to the economic resources are Agriculture, Livestock, Fisheries etc.

PRESENT SCENARIO IN THE DISTRICT In NAVSARI District, there are 4(Four )Nagarpalikas / ULBs. The ULBs on an average generates about 131.35Metric Tones of waste per day. The quantities of waste are also growing with each passing year.

5 2.5 - Hazardous Waste Management: Chapter 2 2. Waste Management Plan 2.1 Solid Waste Management

The Ministry of Environment, Forest and Climate Change, Government of has notified the Solid Waste Management Rules, 2016. As per the Rules, the role of local bodyhas been specified as per Rule 15 of Solid Waste Management Rules, 2016 and as per Rule16 of the said Rules, Gujarat Pollution Control Board shall enforce these Rules through local bodies.

With respect to effective implementation of Solid Waste Management Rules, 2016,Hon‟ble NGT had laid down several orders, of which, Hon‟ble National Green Tribunal,Principal Bench on 22nd December 2016 has passed judgment in Original Application No.199 of 2014 filed by Mrs.Almitra Patel with regard to solid waste management.

Further, for effective implementation of the said Rules, the Hon‟ble NGT in its ordersdated 31.08.2018 had constituted Apex Committee, Regional Committee and StateCommittee.

Solid Wastes generation in NavsariDistrict:

In NAVSARI District, there are 4 Nagarpalikas (namely Navsari, Vijalpore, Gandevi and Bilimora). The solid waste generated from the said local bodies is being collected.The wet solid waste is either composted or micro composted. The plastic waste is collected and partly used for co-processing, partly reused road lying and for recycling for other purposes and the inert material is disposed on the solid waste dump site.In NAVSARIdistrict, scientific solid waste disposal land fill site is yet not developed.

As per Hon‟ble NGT order dated 15.07.2019 in O.A. No. 710-713/2017, the detailedguidelines to be followed in respect of Solid Waste Management Rules, 2016 are illustratedbelow:

7 2.2 Plastic Waste Management: 2.5 - Hazardous Waste Management:

In NAVSARI District, there are 4 Nagarpalikas. The local bodies aredirected to ensure that the plastic waste generated from the all the local bodies are to besegregated and recyclable plastic waste are sold to the recyclers, low value plastic are utilizedfor road laying and the non-recyclable plastic waste is sent to co-incineration in Cement Plantand the remaining inert are disposed for landfill.

In order to give thrust on plastic waste minimization, source segregation, recycling,involving waste pickers, recyclers and waste processors in collection of plastic waste fractioneither from households or any other source of its generation or intermediate material recoveryfacility and adopt polluters pay principle for the sustainabilityof the Waste Managementsystem, MoEF&CC has notified Plastic Waste Management Rules, 2018 as amended.

These rules shall apply to every waste generator, local body, Village Panchayat,manufacturer, Importers and producers.

With respect to effective implementation of Plastic Waste Management Rules, 2018,Hon‟ble NGT had laid down several orders, of which, Hon‟ble NGT in its order dated12.03.2019 in Original Application No. 247/2017 among other things has directed all theStates to prepare respective action plans for compliance of Rules and the same wassubmitted to the CPCB on 01.05.2019.

Further, the , in exercise of the powers conferred underSection 5 of the Environment (Protection) Act, 1986 notified ban on manufacture, store,supply, transport, sale or distribute of use and throwaway plastics from 01.01.2019.

In NAVSARI district, Nagarpalikas and town panchayats are advised to ensure that the Construction and Demolition wastes are disposed without affecting the Environment.

In NAVSARI District, the Biomedical waste generated from the government and private health care facilities is treated and disposed through the Common Bio Medical Waste Facility owned by M/s. En-clerBio-Medical Waste Pvt. Ltd. atGokul Nagar , Near aazadnagar , bhatar , Suratand M/s. Electronic waste or e-waste describes discarded electrical or electronic devices. Used electronics which are destined for refurbishment, reuse, resale, salvage recycling through material recovery, or disposal are also considered e-waste

At present E-waste management is in nascent stage in the district and only informal trading, dismantling, and recycling of e-waste exists in the District

Chapter 3 3. Water Quality Management Plan

Central Pollution Control Board in association with State Pollution Control Boardsmonitors the water quality of major Rivers and Lakes under the Global EnvironmentalMonitoring System (GEMS) and Monitoring of Indian National Aquatic ResourcesSystem (MINARS) programme.

Based on the consolidated reports of GEMS and MINARS during the year 2005 to 2011,the CPCB has identified 351 polluted river stretches in the country.

Polluted River Stretches in Gujarat:

 For NAVSARI ,Gujarat, CPCB has identified no any single Polluted River Stretches basedonthe Bio-Chemical Oxygen Demand (BOD)..  Hon‟ble NGT (PB) has directed all the States and Union Territories to prepareactionplans within 31.01.2019 for bringing all the polluted river stretches to be fit at least forbathing purposes (i.e., BOD < 3mg/l & FC < 500 MPN/100ml) within six months fromthe date of finalisation of the action plans and subsequently the time limit extended fortwo years ie., within 31.03.2021 vide its order dated 08.04.2019.

Chapter 4 4. Domestic Sewage Management Plan

Domestic untreated sewage was found being discharged (1) from nagarpalikaarea of NAVSARI,Vijalpore,Gandevi and BilimoraNagarpaliksa which is actually part of Navsari District city but untreated wastewater discharge in to River Purna , Ambika&Kaveri respectively (3) Area of GIDC Kabilpore –Navsari&Aataliya –Bilimorawhich is actually part of Navsari District however untreated wastewater discharge in to septic tank/soak pits. For IN NAVSARI district Nagarpalikasfrom areas of Navsari ,Vijalpore,Gandevi and BilimoraNagarpalikas has been carried out the necessary work for establishment of STP to treat domestic wastewater of the said areas and not to discharge untreated sewage waste water in to rivers at the above sad river locations. Nagarpalikas hasassigned to the work to establish STP for Navsari , Vijalpore, Gandevi&BilimoraNagarpalika. The concerned authorities were directed to complete the work to stop any wastewater discharge in to riversstretches in Navsaridistricts during the District Environmental Actions Plan Committee meetings. Also, the GPCB has been carried out regular monitoring of riversstretches at designated points decided by GPCB & CPCB. Moreover, the Local bodies have been directed to ensure that no untreated sewage is discharged into the rivers. ANNEXURE – 8

5. Industrial Wastewater Management Plan

Navsari District is known for industries of various sectors such as Food Processing units, Textiles, Stone crushers & mining units ,Pharmaceutical Formulation, Agro fertilizers , chemicals, Cements ball mills , Dairy products and its allied Engineering, Foundries, Steel Re-Rolling, and Sugar mills & distilleries .Major industries are located in GIDC of Kabilpore&Aataliya. Major of stone crushing & black trap mining activities located T vill: Aalipore, ,Duwada&chasa Ta; Chikhli/GandeviDist : Navsari.
