The Biodiversity Parks are Nature Reserves of Delhi and have been rendering a wide range of ecological services to the city and its citizens and also promoting environmental and nature conservation education among students and public. These aspects have also been explained with illustrations. These Biodiversity Parks have become global models for urban sustainability and resilience and the e-book contains information how about these can be replicated elsewhere.

Delhi Development Authority (DDA), in joint collaboration with Centre for Environmental Management of Degraded Ecosystems (CEMDE), University of Delhi has so far developed seven Biodiversity Parks, viz, Yamuna, Aravalli, Neela Hauz, Northern Ridge, Tilpath Valley, Tughlaqabad and Kalindi Biodiversity Parks.

Some of these parks have become repositories of locally threatened flora and fauna assembled in the form of natural ecosystems.These ecosystems not only are excellent sinks for CO2, but also recharge ground water, purify sewage water through its constructed wetland ecosystems and are sources of enrichment of human microbiome.

This resulted in mitigation and adaptation of Delhi to climate change and also makes the city climate-resilient. These different aspects of Biodiversity Parks are vividly illustrated and explained in simple elegant text.

The programme started with opening note by Professor C. R. Babu, who is steering the Biodiversity Parks Programme since the beginning, emphasized in his address on the role of Biodiversity in addressing city’s environmental sustainability. Shri Anurag Jain, Vice Chairman, DDA highlighted the necessity of systemic and scientifically backed strategies for the protection, conservation and propagation of biodiversity and lauded the efforts of team of DDA and CEMDE for bringing out such a novel strategy in the form of Biodiversity Parks for creating sustainable physical and social environment for improving the quality of life.

Hon’ble Lieutenant Governor Delhi, Shri Anil Baijal congratulated DDA and expressed his gratitude to Professor Babu and his team for showcasing the development of Biodiversity Parks as a scientific marvel. Shri Manish Gupta, Member (Admin and Land Management), Shri Vijay Kumar Singh, Finance Member, Shri Rajeev K Tiwari Pr Commissioner, DDA and other senior officers were present in the function.

As per Sec 5 of DD Act, the Authority shall constitute an Advisory Council for Advisory Council Meeting: vision advising the Authority on Preparation of Master Plan and on such matters relating to the planning of development . The last Advisory Council Meeting was for Delhi 2041 discussed held on July 2011 for mid term review of MPD 2021 . The Advisory Council has been reconstituted and notified on 23rd March 2021. The first meeting of DDA has prepared the draft Master Plan- MPD 2041 as per the provisions of Delhi Advisory Council was held on 26.3.2021 under the chairmanship of Hon’ble Development Act 1957. Further the two chapters of Draft MPD 2041 i.e The MPD 2041 is a ‘strategic’ and ‘enabling’ framework to guide future growth of Environment and Economy were discussed. DDA Housing Scheme 2021

Delhi Development Authority has conducted draw for allotment of 1353 flats across various locations in Delhi under Housing Scheme 2021 on March 10, 2021. It was held under the supervision of a panel of three independent observers headed by a retired High Court Judge. The other 2 members were senior/technical experts of Government of India. A total number of 22752 applications were received for 253 HIG, 757 MIG, 52 LIG and 291 EWS/Janta flats located in Dwarka, Jasola, Vasant Kunj, among others.

The draw was conducted based on Random Number Generation Technique by software. The entire draw process was also telecast live from 11.00 AM onwards on https://dda.webcast.ml. After com-pletion of the draw, its result has been placed on DDA’s website so that applicants/public can see the result. Allotment of flats through the draw was made to 1353 applicants/allottees based on their preference/choice for locality(ies). A waiting list of 338 applicants have also been drawn by the draw. These waitlisted applicants would be allotted flats in case of cancellation/surrender of flats by the main allottee(s). Registration money of all unsuccessful applicants including waitlisted appli-cants will be refunded within 15 days. The surrendered/cancelled flats will be allotted to the wait-listed applicants through the same draw process, if they give their consent for allotment and deposit registration money again and when demanded by DDA before the draw.

For the first time, the entire process of the scheme i.e application, payment, issue of demand letters to successful applicants, cancellation and refund of money etc has been made online and applicants have to visit DDA office only once.

64th Special Task Force Meeting

The 64th meeting of STF was held on 12.03.2021 where in officers from all the local bodies and other concerned agencies were present. The progress of the complaints received up to 28th February was reviewed.

In total 77,186 ccomplaints have been received in STF till 28th February 2021 and action on 71531 complaints has been initiated. 2011 ATR were received during the period from 16.02.2021 to 28.02.2021. Since the constitution of STF in 2018, more than 3320 unauthorised constructions have been demolished and more than 2250 properties have been sealed.

Other kind of actions have also been taken up with concerned agencies such as DJB, Electricity, Revenue which comes to more than 3130. In addition to this, more than 8000 active actions have been taken up by the ULBs on unauthorised constructions. Chairman, STF directed the ULBs to take the matter seriously and expedite the action on the pending cases.

During 01.03.2021 to 15.03.2021, Encroachment Removal Action was taken by SDMC at areas including Furniture Market Munirka, Community Center Munirka, Near Capital Court Munirka etc on 06.03.2021, D-6 Vasant Kunj, Masoodpur Near Flyover on 11.03.2021 and PVR Complex Saket, J-Block Market Saket on 15.03.2021.

Demolition programme was carried out by North DMC at YS-2, Block A-4, Paschim Vihar on 04-03-2021, Mansarovar garden on 11.03.2021 and Baba Colony, Burari on 04.03.2021.

Encroachment Removal Action was taken by NDMC at areas including Connaught Place, Palika Bazar, Gole Market Shanker Market, Sarojini Nagar and Chanakyapuri and Yusuf Sarai, AIIMS, Delhi Haat, Kidwai Nagar etc during the fortnight.

Chairman, STF re-iterated that close co-ordinated efforts needs to be continued Total No. of Properties Sealed - 9236 by the ULBs & Govt. Agencies to take actions for removal of encroachment in accordance with the law. Police Deptt. assured that all support shall be provided to remove the encroachment from roads and take action on unauthorized construction effectively.
