ABSTRACT

SWEVIC is a cooperation project between the Swedish Police Authority (SPA) and Victim Support Sweden (VSS) and aims at:

 Reducing underreporting and improving police investigations of hate crime  Increasing the ability to identify hate crimes  Building trust between victims of hate crime and the Swedish Police  Developing the collaboration between VSS and the SPA and other Member States  Reaching out to victims of hate crimes and increasing awareness

This will be done by organising good practice seminars for European participants, joint education and training on hate crime and hate speech for police officers and volunteers and other competent authorities as well as launching a media campaign.

Directly the project will educate approximately 200 Swedish police officers, 110 Victim Support Sweden professionals and 1.400 Victim Support Sweden volunteers. The project will reach approximately 100 experts from different EU countries, 800 employees from the national health services and the Social Security offices. At least 2.000 more will be educated through e-learning. The campaign will reach approximately 3.3 million Swedes. An important target group is the victims and potential victims of hate crime and hate speech, e.g.: the LGBTI community, religious communities, democratically elected politicians that in any way support the rights of the groups above, people of color, etc.

The project will result in more adequate and improved support for victims of hate crime, and will increase the well-being of the victims and encourage them to come forward and go through the legal process. Adequate support will also lessen the risk of radicalization among groups often targeted by hate speech and hate crime and will raise the level of trust in the competent authorities, especially the Police. Increased knowledge and awareness of hate crimes will make the police officers and other occupational groups better equipped to deal with these issues.

ABSTRACT

Objective:

To improve the capacities of State authorities to identify, analyse, monitor and evaluate online hate speech in order to design shared strategies against discourse motivated by racism, xenophobia, Islamophobia or Antisemitism.

Specific objectives:

ABSTRACT

Hate crime is the most severe expression of discrimination with important consequences in the under-consolidated EU democracies while also raising problems for the consolidated ones. Public institutions should be strengthened to be able to organise a system of recording such cases in the overall work of recording violence, and this implies not only a good legislation, but mostly a well- organised system, able to detect such situations from the very beginning. In this respect, the consortium of NCCD and IPP shaped the present proposal aiming at assessing the impact of the Framework Decision on Racism and Xenophobia at the level of Romania while identifying the needed legislation/policy improvements in accordance with the EU standards, and also at strengthening the capacity of the national anti-discrimination institutions in engaging in prevention while tackling hate crime. The envisaged activities include drafting a Report on recording cases of bias-crime victims, drafting/updating protocols between law enforcement authorities at the national level, increasing capacity of national law enforcement institutions (through a visit to FRA Headquarter, 12 training sessions for law enforcement agencies). 1 report - evaluation of the application status of the Framework Decision on Racism and Xenophobia in Romania and the actual level of discrimination within Romanian society will be one important project’s result, together with elaborating national policies/procedures in reporting, tracking, investigating and recording hate crime victims, and strengthening the capacity of the national anti-discrimination institutions in curbing the phenomena of hate crime. The project’s target group: 144 participants at trainings, 1.040 citizens approached

7 through a national survey, 500 recipients of the national report. Main deliverables: 1 national report, 1 national survey, 3 inter-institutional protocols, 3 training supports, 1 international exchange - visit.

ABSTRACT

The C.O.N.T.R.O – “COunter Narratives AgainsT Racism Online” project will be mainly aimed at promoting a set of activities to fight against hate speech and hate crimes with a view to increasing the knowledge and awareness of hate speeches detection and analysis at national and European level, update and develop ad hoc tools and practices to effectively prevent and combat racism, xenophobia and other forms of intolerance widespread through hate speeches and increase the exchange of data and information among different key stakeholders through a common methodology on identifying and analysing hate speeches based on ethnic and racial grounds. The project will also aim at strengthening and improving actions against hate speech using alternative narratives as a practical tool, occupying online space with alternative human rights-based narratives, stimulating the analysis of the role of narratives both in contributing to the spread of hate speech and in strengthening human rights initiatives in the online space and sharing the good practices of using alternative narratives. Finally the project will envisage a massive communication strategy in order to disseminate the project results and outputs, and in particular a TV advert on the topic of hate speech/hate crimes will be produced and disseminated. The project’s expected results are: provide answers to the current challenges posed to a culture of democracy and human rights and the efforts to address them; find appropriate tools to respond to violent extremism online while building on past experiences; develop counter and alternative narratives to combat hate speech and promote human rights in online environments; increase public awareness on hate crimes through a dedicated national awareness campaign and create a long-lasting and sustainable national institutional framework on the fight against hate crimes.
