No 23379042, Email ID diruttipec@gmailcom 461 330ur, i: [email protected] No. F.6 (01)08/Dir./UTTIPEC/Pt-I/D-353 Dated: 12.10.2020 Minutes of the 79h meeting of the UTTIPEC Working Group l1-B (Retrofitting of video Existing Corridor), held under the Chairmanship of Secretary, PWD (through conferencing) on 24.09.2020 at 11:30 AM. 79th meeting of the UTTIPEC Working Group I1-B (WG-I1-B) was held under the Chairmanship of Secretary, PWD (through video conferencing) on 24.09.2020 at 11:30 AM. The list of participants who attended the meeting is annexed as Annexure- 'A'. 1. Confirmation of the minutes of the 78h wG-I B meeting held on 26.06.2020. Since there was no observation received from members/ special invitee, the minutes of the 78th WG-IB meeting held on 26.06.2020 were confirmed 2. Item discussed: MMIPlan of Metro Stations Background i.In the meeting held on 18.10.2019, under the chairmanship of Addl. Secy (D), MoHUA, DDA was asked to evaiuate the MMI plan of all 96 metro stations with a view to providing adequate parking facilities both for cycles/ E-cycles under Public Bike Share Schemes (PBSS) and individually owned cycle / E-cycle. i. DMRC had submitted MMI Concept Plans of 60 Metro Stations of Phase-l for approval. The same were discussed in the meeting under the chairmanship of Hon'ble LG, Delhi held on 21.10.2019 and 17.01.2020. Accordingly, UTTIPEC released 59 MMI Concept Plans for Phase-lll Metro Stations for preparation of detailed drawings, except for Karkardooma Metro Station. II. Thereafter, DMRC has submitted 30 MMI Concept Plans for Phase-1 & Il Metro Stations to UTTIPEC for approval, out of which 8 metro stations were presented in the Core Group Meeting held on 04.03.2020, 7 metro stations were presented in the Core Group Meeting held on 10.06.2020 and 7 metro stations were presented in Core Group Meeting held on 04.09.2020. iv. Proposals discussed in today's meeting were deliberated in the Core Group Meeting on 04.03.2020 at 11:00 AM. During the meeting the consultant of DMRC presented the proposals. The observation of the Core Group is as follows: "In view of the above observations, Conceptual MMI Plans of the discussed metro stations, namely, Nawada, Uttam Nagar West, Janakpuri East, Shadipur, Peeragarhi, Nangloi Metro stations may be placed in the next Working Group Meeting." V. DMRC Consultant presented a detailed presentation of 6 MMI Concept Plans of Phase I & II Metro stations. Page 1 of6 located 2.1. MMI Plan of Nawada Metro Station: This is an elevated metro station Blue Line of Delhi Metro. along Najafgarh Road in Planning Zone-G on the has mix of Commercial and Surrounding area of the station is of high density and Residential use. Observations: DMRC proposal of installing metal railings along the footpaths to facilitate is to ensure & pedestrian to reach designated pick up I drop off point safety minimize conflict of pedestrian with vehicular traffic. PWD and Traffic Police have raised concern of theft of metal railings and suggested for use of theft-free material, which has no resale value. i. Traffic police suggested for the installation of CCTV cameras and proper lighting. ii. Unauthorized parking is one of the problem around the metro stations, therefore there should be strict provision of fines for unauthorized parking. Deployment of marshals is suggested to regulate the parking. iv. PWD was of the view that area earmarked for ne proposed toilet may be handed over to DMRC or SDMC for development and maintenance of the toilet block. Recommendation: Based on the above observations, Working Group recommended the proposal for uploading on UTTIPEC website for community feedback for a period of 30 days and accordingly for the consideration of Governing Body. DMRC is requested to submit the revised proposal incorporating the observations of the Working Group for uploading on UTTIPEC's website. Action: DMRC, UTTIPEC 2.2 MMI Plan of Uttam Nagar West Metro Station: This is an elevated metro station located along Najafgarh Road in Planning Zone-G on the Blue Line of Delhi Metro. Observations: i. DMRC was suggested to review the location of their toilets for better access PWD will give NOC to DMRC for the construction & maintenance of toilets if falling within the RoW. The representative of DTC mentioned that the location of the proposed bus stops on Najafgarh Road are required to be shifted to a location before the metro station, in the direction of vehicular movement. Recommendation: Based on the above observations, Working Group recommended the proposal for uploading on UTTIPEC website for community feedback for a period of 30 days and accordingiy for the consideration of Governing Body. DMRC is requested to submit Page 2 of 6 the revised proposal incorporating the observations of the Working Group for uploading on UTTIPEC's website. Action: DMRC, UTTIPEC 2.3. MMI Plan of Janakpuri East Metro Station: This is an elevated metro station located along Najafgarh Road in Planning Zone-G on the Blue Line of Delhi Metro. Observations: i. An issue was raised on encroachment of proposed pick-up/ drop-off lanes for IPT. It was suggested to fix maximum time limit for waiting of autos/ e rickshaws. Recommendation: Based on the above observations, Working Group recommended the proposal for of 30 and uploading on UTTIPEC website for community feedback for a period days accordingly for the consideration of Governing Body. DMRC is requested to submit the revised proposal incorporating the observations of the Working Group for uploading on UTTIPEC's website. Action: DMRC, UTTIPEC 2.4. MMI Plan of Shadipur Metro Station: This is an elevated metro station located along main Patel Road in Planning Zone-B on the Blue Line of Delhi Metro. Observations: i CE, NZ, DDA is preparing a traffic circulation plan of the area to decongest influence area of in-situ Slum Rehabilitation of Kathputli Colony. In this regard certain interventions are being implemented on the road which includes area near Shadipur Metro Station. CRRI has been engaged for feasibility study of the proposal prepared by DDA's consultant. DDA will share the Traffic Improvement Plan around Kathputli Colony with DMRC for integration. ii. PWD will give NOC to DMRC for construction and maintenance of the proposed toilet block falling in the RoW of road ii. The service lane should be properly designed to restrict the entry of buses into the lane, which is a major source of congestion. Recommendation: In view of the above, DMRC was suggested to integrate the DDA proposal for Kathputli Colony with their MMI Proposal. It was further suggested to conduct a joint site inspection along with officers from PWD, DMRC, North DMC, UTTIPEC and Traffic Police. Thereafter, the revised MMI Plan for Shadipur Metro Station may be placed before the next Working Group Meeting. Action: PWD, DMRC, North DMC, CE(NZ) DDA, UTTIPEC, Traffic Police 2.5. MMI Plan of PeeragarhiMetro Station: This is an elevated metro station located along Rohtak Road in Zone-G on the Green Line of Delhi Metro. Page 3 of 6 Observations: It was informed that a proposal for "Corridor Development and Street Network . Connectivity Plan forthe corridor /network of Rohtak Road / NH-10 (Jwala Heri market red light to Jwalapuri red light); Left turn from Mangolpuri to Punjabi Bagh." has already been approved by UTTIPEC. As this area falls within the extent of the MMI Proposal, DMRC was requested to integrate the same with their MMI proposal. UTTIPEC will share the approved plan with DMRC for integration. Additionally, proposed DMRC Phase IV Corridor is passing through the Peeragarhi Chowk on the Outer Ring Road, which should be properly integrated in the MMI Proposal ii. DMRC was asked to relook at the location of feeder bus stops as per DTC suggestion. Recommendation: In view of the above, DMRC was suggested to integrate the PWD proposal with their MMI Proposal. It was further suggested to conduct a joint site inspection along with officers from PWD, DMRC, North DMC, UTTIPEC and Traffic Police. Thereafter, the revised MMI Plan for Peeragarhi Metro Station may be placed before the next Working Group Meeting. Action: PWD, DMRC, North DMC, UTTIPEC, Traffic Police 2.6. MMI Plan of Nangloi Metro Station: This is an elevated metro station located along Rohtak Road in Zone-G on the Green Line of Delhi Metro. It was observed that metro station is located in high density neighbourhood area having unauthorized colonies, residential, industrial & mixed-use activity. Observations: DMRC was asked to look into feasibility of providing feeder bus service for this metro station as there is a huge demand from the residents of nearby areas. ii. To ensure safety of pedestrians, DMRC was asked to explore options for revitalization of existing subway, including measures like leasing the space for vending activities or integration of existing subway with the metro premises. A site inspection to explore feasibility of these measures may be conducted. Recommendation: In view of the above, it was suggested to conduct a joint site inspection along ith officers from PWD, DMRC, North DMC, UTTIPEC and Traffic Police. Thereafter, the revised MMI Plan for Nangloi Metro Station may be placed before the next Working Group Meeting. Action: PWD, DMRC, North DMC, UTTIPEC, Traffic Police Page 4 of 6 General Advisory: Women safety should be ensured by provision of proper street-lighting and CCTV surveillance.
