As per the UP Film Policy, 2018, the state government will “support establishment of film cities by providing land at industrial rates” and also assist in developing the right infrastructure for it. Film Bandhu, a nodal agency of the state government, overlooks the implementation of the Film Policy. The state cabinet approved this ordinance in order to revive economic activities in the state that have been hit hard due to the coronavirus-mandated lockdown. It will encourage new investments and set up the new industrial infrastructure and the benefit of existing industries and factories. The state has received close to 7 lakh migrant workers from across the country and many more lakhs are expected to arrive in the state. Primarily it was a government-owned industry, but now it is dominated by privately owned full service airlines and low cost carriers. Around 75% share of the domestic aviation market is shared by private airlines. Earlier only few people could afford air travel, but now it can be afforded by a large number of people as it has become much cheaper because of stiff competition. The civil aviation traffic has seen an unprecedented traffic in the past few years on account of booming Indian economy, growing tourism industry, and entry of low cost carriers in the private sector, liberalization of international bi-lateral agreements and liberalization of civil aviation policy. In future also the civil aviation traffic is expected to grow at the same pace despite current slowdown due to global recession. But airport infrastructure has not kept pace with the growth of the civil aviation traffic. This has resulted in congestion and inefficient services in major airports, limited landing slots, inadequate parking bays and congestion during peak hours for airlines. Development of quality infrastructure will have an impact on international competitiveness and economic growth. This requires faster development of civil aviation infrastructure on public private partnership mode.

Monetising of the fiscal deficit by the RBI was not currently on the table. Direct and indirect tax collections in the June quarter were encouraging and daily e-way bill data is also showing a positive trend. All these developments are actually giving an encouraging signal that the economy is coming back to the rate sooner than what was being anticipated. If the current uptick continues without additional shocks, the sharp contraction forecast by several agencies for the current fiscal won't come to pass. Localised shutdowns on account of Covid-19 outbreaks have prompted the further lowering of GDP estimates. It is expected that there will be a 9.5% contraction in GDP in the current year against its initial 5% shrinkage estimate, citing a setback to the recovery seen in June due to the mini lockdowns. The government was open to borrowing more to boost spending on infrastructure but monetising the fiscal deficit by the RBI was not under consideration.

With 2,15,195 samples tested yesterday, the total number of samples tested thus far is 73,52,911. While 1,71,587 samples were tested in Government labs, 43,608 were tested by private labs. Private labs have also reached the highest per day sampling with this quantity. India now has 1000 labs across the country for testing COVID-19. Airlifting agri-produce for better value realization for farmers: (i) Daily Video Conference is being conducted by MoCA since 18 March 2020 involving Agriculture Ministry, Commerce Ministry, Airport Cargo Terminal Operators, Airlines, Farmer Producer Organisations, Exporters, Aggregators/ Consolidators, Customs Brokers/Freight Forwarders, and Logistics Services Providers. The objectives are: to resolve supply chain impediments faced under Covid-19 lockdown conditions and; to string together new supply chains for seasonal new products in order to upscale and institutionalise exports and domestic transportation of agri-perishables. (ii) The major airlifts are contributed by Mumbai, Bengaluru, Chennai, Kolkata, Delhi, Surat, Vizag, Ahmedabad, Lucknow, Bhubaneswar, etc. (iii) Commodities airlifted during the season are Peas, Coriander, Litchi, Mango, Cherry, Saffron, Chilly, Banana, Onion, Shrimps, Fish Seed, Live Goats, Meat, Flowers, Curry Leaves, Betel Leaves, etc. (iv) Total exports from 25 March 2020 to until 31 July 2020 were over 40,000 tonnes while domestic movement was another 10,000 tonnes. From NER, Guwahati, Agartala, and Imphal were the main origin airports, with an airlift of about 200 MT. From Leh/Ladakh also, peas and cherries were sourced by trucking them to Chandigarh before airlifting them to their destinations. B. IMF pointed out that the widespread deceleration means that growth this year will fall to its lowest rate since the beginning of the decade. The World Economic Outlook to be released shortly will show downward revisions for 2019 and 2020. Despite this overall deceleration, close to 40 emerging market and developing economies are forecast to have real GDP growth rates above 5% including 19 in sub-Saharan Africa. The precarious outlook presents challenges for countries already facing difficulties including some of the Fund's programme countries. The Reserve Bank of India recently lowered India's GDP growth estimate for the year to 6.1% from the earlier figure of 6.9% due to the on-going period of economic slowdown. It is advised to use monetary policy wisely and enhancing financial stability. Referring to a new IMF research, which shows how structural reforms can raise productivity and generate enormous economic gains, they refer to these changes as the key to achieving higher growth over the medium and long-term. The right reforms in the right sequence could double the speed at which emerging markets and developing economies reach the living standards of the advanced economies as per IMF.
