Uttar Pradesh government will establish the country’s ‘biggest’ film city in Gautam Buddh Nagar. With several films and web series now being shot in the state, the dedicated film city is likely to bring employment while providing a haven for filmmakers.

Though a proposal for the film city is yet to be prepared, Yamuna Expressway Industrial Authority (YEIDA) is in the process of looking for appropriate land for the project. As per the UP Film Policy, 2018, the state government will “support establishment of film cities by providing land at industrial rates” and also assist in developing the right infrastructure for it. Film Bandhu, a nodal agency of the state government, overlooks the implementation of the Film Policy.

Rani Lakshmi Bai Agriculture University Prime Minister Modi has inaugurated the college and administration buildings of the Rani Lakshmi Bai Central Agricultural University in Jhansi on August 29.

NTPC developed infrastructure at Rihand for increasing the use of Fly Ash Utilization NTPC has developed an infrastructure at Rihand project in Uttar Pradesh to transport fly ash in bulk to cement plants, located at distance, at a cheaper cost. The development is in line with NTPC’s commitment towards 100 percent utilization of fly ash from power plants. The effort marks the beginning of a new era for the transportation of fly ash from a remote location to a consumption centre, enabling power plants for upgrading the utilization of fly ash.

If industries have to go through the regular process of employing then they will be hesitant. It provides certain safeguards regarding minimum wages, health, and safety of the workers. Also, it stated that strict action will be taken if anyone is found misusing the ordinance.

The ordinance will apply to all factories and manufacturing facilities and fresh investments. The state cabinet approved this ordinance in order to revive economic activities in the state that have been hit hard due to the coronavirus-mandated lockdown. It will encourage new investments and set up the new industrial infrastructure and the benefit of existing industries and factories.

The UP state government has partnered with Google to ‘Geo-map’ the locations of all these establishments on the Google Maps app for ease of beneficiaries.

The state government has established community kitchens in adequate numbers in each of the 75 districts. More than two crore food packets have been distributed in Uttar Pradesh since 25 March. Out of these 7,368 community kitchens in the state, 668 are being run by NGOs and religious institutions.

The state has allocated Rs.1,200 crore for the Yuva Hub scheme in the state budget. The scheme aims to provide employment to thousands of skilled youth by assisting in project concept and financial help for one year of operation. UP government approved Ground Water Act 2020 Uttar Pradesh Cabinet has approved the Ground Water Act-2020 on February 11, 2020 to improve the falling groundwater level. The Ground Water Act makes registration mandatory for installing submersible pumps. The Ground Water Act- 2020 is aimed at improving the quality of the groundwater level. Under the act, farmers as well as domestic users will not be required to pay any amount to use the pumps.

The act also provides for strict punishment and penalty against those who pollute the groundwater through boring pipes. Under the act, all boring companies will need to get their registration done. Uttar Pradesh Government has launched Mukhyamantri Krishak Durghatna Kalyan Yojana which will provide financial assistance to family of farmers who die or become handicapped while working in fields. Under the ‘Mukhyamantri Krishak Durghatna Kalyan Yojana’, if a farmer or any member of his family dies while working in a field, then they will be given Rs 5 lakh. The number of beneficiaries of this scheme is expected to be over 2.3 crore. The scheme will also be applicable for the farmers who work in the field of other persons, and share the crop after it is harvested. The aim of the program launched by central government in 2017 is to achieve 90 percent vaccination coverage in children of less than 2 years in state. It is the 2nd phase of the nationwide immunization drive to mark the 25 years of Pulse polio program. The previous version (IMI 1.0) was launched by the centre in 2017. Prior to this, Mission Indradhanush launched in the year 2014, which sought to achieve 90 % immunisation coverage in India by 2020.

The 1st round of IMI 2.0 was completed in December 2019 and the next/ 3rd round of the mission will be launched in February 2020, where it will cover 425 blocks of 73 districts of Uttar Pradesh (UP) state and 4th round will be launched in March 2020. 4 Indian airports received international recognition for reducing emissions The Airports Authority of India (AAI) announced that four airports in the country have managed a transition from level 1 to level 2 with a reduction in the carbon emissions by grading their systems as per the Airports Council International (ACI).

The four AAI airports are- Netaji Subhas Chandra Bose International Airport, Kolkata; Biju Patnaik International Airport, Bhubaneswar; Lal Bahadur Shastri International Airport, Varanasi and Trivandrum International Airport . The above 4 airports have managed a transition from level 1 to level 2 and the grading system of ACI was adopted by these 4 airports in 2018. The reduction in emissions was achieved by constituting Carbon Management Plan(CMP) and reducing carbon emissions at airports as per the Airport Carbon Accreditation (ACA) Program.

As per data on CO2(carbon dioxide emissions) in 2015,16,17 and 18, these 4 airports witnessed reduction in the emission levels. ACI’s grading system is based on 4 categories. They are mapping, reduction, optimization and neutrality. It occurs when airport sets policy to reduce emissions and develop Carbon Footprint for the airport’s scope-1 and scope-2 emission. Modi announced 15-member trust for temple in Ayodhya Prime Minister informed Parliament that the National Democratic Alliance (NDA) government had set up a trust, named Shri Ram Janmabhoomi Teerth Kshetra, for the construction of a Ram temple in Ayodhya. The decision was taken during the meeting of the Union cabinet on Wednesday morning, four days before the expiry of a three-month deadline set by the Supreme Court.

This 15 member’s trust will also include a Dalit representative who would be in-charge of the entire land. The trust has been set up on the lines of Supreme Court direction to the central government in November 2019 to formulate a scheme with necessary provisions for the setting up of a trust within three months for the construction of the temple. On 9 November 2019, in its verdict, the Supreme Court ordered the construction of a Ram temple by a trust at the disputed site of Ayodhya, and directed the Centre to allot an alternative 5-acre plot to the Sunni Waqf Board for building a new mosque at a “prominent” place in the holy town in Uttar Pradesh. IIT Kanpur has taken the lead in cyber security by setting up the Interdisciplinary Centre for Cyber Security and Cyber Defence of Critical Infrastructures (C3i), said a statement from the Institute. The MoU is signed between Dr Keshab Panda, Chief Executive Officer and Managing Director of LTTS and Professor Manindra Agarwal, Padma Shri Awardee, Deputy Director at IIT-Kanpur. The Centre of Excellence (CoE) will be set up by LTTS and IIT in the IIT-Kanpur campus to conduct research in Honeypot, intrusion detection systems, malware analysis, block chain, vulnerability assessment and penetration testing and provide cybersecurity awareness and training programs. The CoE will be a part of C3i research centre.- C3i (Cyber Security and Cyber Defense of Critical Infrastructures):

C3i is a Central government-funded cybersecurity research centre. Its aim is to do research, education and generate start-ups to create technological safeguards and to protect critical infrastructure. UP was anointed as the “Inspiring Leader” in the national startup ranking in 2018. The validity of this policy is five years from the date of notification which is estimated to provide direct employment to more than 50,000 people and generate self -employment to around 1.5 lakh people. In Addition to the 1000 crore Startup Fund created with the support of Small Industries Development Bank of India (SIDBI) under the UP information Technology and start-up Policy 2017, a UP Angel Network was created to support the new corporates.

To promote and incubate startups the government has launched an online portal. The new composite policy framework is formulated by the officials by studying the similar policies of other states with suggestions of experts. The policy provides special focus, financial and incubation support on the startups in the Backward regions (Purvanchal and Bundelkhand regions). Uttar Pradesh CM launched “Navin Rojgar Chhatri Yojana” for Scheduled Castes Uttar Pradesh chief minister launched “Navin Rojgar Chhatri Yojana”, an all-round development scheme for the Scheduled Castes(SC) and to provide financial assistant to support people to become self-dependent. The scheme targets to benefit around 7.5 lakh families in 2020-2021.

He also transferred financial assistance to 1,77,491beneficiaries under the new employment scheme and interacted with the beneficiaries from Rae Bareli, Gorakhpur, Basti, Meerut, Azamgarh and Moradabad districts over a virtual platform. The beneficiaries informed that the provided financial assistance will be used for setting up of grocery shops, laundry and dry cleansing, cyber cafe and tent house. So far the scheme has connected around 1,77,491 beneficiaries due to COVID-19 pandemic.

He transferred Rs.17.42 crore, as subsidy to around 3,484 people under the ”Pandit Deendayal Upadhyay Swarojgar Yojana”. He asked banks to provide loans to provide financial support to the people which would support in achieving around 36000 beneficiaries. Manduadih Railway Station in Uttar Pradesh to be renamed as ‘Banaras’ Varanasi's Manduadih Railway Station has been renamed as Banaras Railway Station by Uttar Pradesh Governor Anandiben Patel. According to the news reports, the step was taken after a No Objection Certificate (NOC) was granted by the Ministry of Home Affairs (MHA). The ‘No Objection Certificate’ for the renaming of the station was issued by the Home Ministry to the UP Government in March, 2020.

Manduadih Railway Station is situated in Varanasi, which is the Lok Sabha Constituency of Prime Minister Narendra Modi. Under the Constitution ‘Land’ is a state subject and state governments have the power to change the names of city, district or railway station provided with ‘No Objection’ from the Union Ministry of Home Affairs (MHA) which is mandatory. The state government sends a request for change of name to MHA, which is forwarded to agencies such as Ministry of Earth Sciences (MoES), the Intelligence Bureau, the Department of Posts, the Geographical Survey of India and the Ministry of Railways seeking a clearance, upon which NOC is granted. Indian Railways Extended its MoU with IIT Kanpur for Modernisation of its Infrastructure Indian Railways extended the Memorandum of Understanding(MoU) with the Indian Institute of Technology (IIT) Kanpur for modernisation of railway infrastructure. The MoU was signed by Alka Arora Misra, principal executive director (T&MPP), Ministry of Railways and Prof AR Harish, Dean, R&D, IIT-Kanpur. The MoU was extended to encourage collaborative research for the effective use of the scientific assets through the Centre for Railway Research (CRR) at IIT- Kanpur.

This MoU will facilitate research in multiple areas which includes electrical locomotive, control and communication systems, traction installation, condition-based monitoring, train and track safety using signal processing, power and vehicle control electronics, driver interface systems, train level sensor networks and IoT, electrical safety, network control and staff training in related technical areas through the CRR. The administrative unit of CRR in the department of electrical engineering in IIT Kanpur is working on the research domain of loco research and propulsion technologies, traction installation or OverHead Equipment (OHE) and associated electronics. UP Navin Rojgar Chhatri Yojana Uttar Pradesh state government has launched UP Navin Rojgar Chhatri Yojana or New Employment Umbrella Scheme for scheduled castes (SC). This scheme aims towards an all round development of the SC category people. Uttar Pradesh government has also transferred a financial assistance of Rs. 17.42 crore online to 3,484 people under Pandit Deendayal Upadhyay Swarojgar Yojana. CM himself interacted with some beneficiaries from Rae Bareli, Gorakhpur, Basti, Meerut, Azamgarh and Moradabad districts through video conferencing.

Under this UP Easy Installment Scheme, farmers can pay their outstanding tubewell electricity bills in installments (kishts). As per the Energy department of Uttar Pradesh, the interest waiver on tubewells bill would also remain applicable.

The main aim of the UP govt. is to realize the vision of Doubling Farmers Income by 2022. Energy department of UP govt. has started the facility of paying outstanding electricity bills in easy installment under UP Kisan Asan Kist Yojana 2020. UP Bal Shramik Vidya Yojana Uttar Pradesh state government has launched UP Bal Shramik Vidya Yojana 2020 to educate orphans and children of labourers. This UP Labourers Children Education Scheme will enable children of workers to lead healthy life and prosperous life. Each eligible boy will get Rs. 1,000 while girl would get Rs. 1,200 per month. Moreover, students of class 8th, 9th, 10th will get an additional assistance of Rs. 6,000 per year. The new UP Bal Shramik Vidya Scheme was to be launched in March-end but it was delayed due to lockdown.

More than 2,000 children would be sent funds as a mark of official launch of this UP Bal Shramik Yojna on 12th June 2020 on the occasion of World Day Against Child Labour. Previously, the state govt. had launched a Conditional Cash Transfer project in 10 district on trial basis. In that project, students were annually given Rs. 92,000 per head which was a success. UP Labourers Children Education Scheme would be launched to benefit more students and prevent them from working as child labourers. UP Mukhyamantri Krishak Durghatna Kalyan Yojana Uttar Pradesh state government has launched UP Mukhyamantri Krishak Durghatna Kalyan Yojana 2020 for the welfare of farmers. Under this accidental insurance scheme, the state govt. will provide financial assistance to family of farmer’s who die or become handicapped while working in fields. This new scheme will replace the existing UP Mukhyamantri Krishak Durghatna Jivan Bima Yojana. This decision was taken in the cabinet meeting presided over by Chief Minister Yogi Adityanath on 21 January 2020.

In case of death of farmer, his / her family will receive Rs. 5 lakh compensation under UP Mukhyamantri Krishak Durghatna Kalyan Yojana 2020. The new evidential insurance scheme is going to benefit around 2.38 crore farmers families. This scheme will also include Bataidars, who works in fields of other persons and share the crop after it is harvested.

The state govt. has allocated Rs. 500 crore for UP Mukhyamantri Kisan Durghatna Kalyan Yojana in UP Budget 2020-21 presented on 18 February. The UP state govt. has also decided to implement Mukhyamantri Paryatan Samvardhan Yojana to boost tourism in state. Uttar Pradesh Free Laptop Scheme Uttar Pradesh state government has launched Free Laptop Scheme 2020 for meritorious students. In this Yogi Muft Laptop Yojana 2020, the UP state govt. will start distribution of laptops to around 25 lakh youths. Yogi Free Laptop Vitaran Scheme is also going to benefit those students who are going to take admissions in reputed colleges or universities.
