Now that the new lottery equipment is in place, it’s time for the Lottery to start planning for the launch of a new game, MONOPOLY MILLIONAIRES’ CLUB Lottery Game. The rule adop- tion process will begin soon with expectations to launch MONOPOLY MIL- LIONAIRES’ CLUB Lottery Game on February 1, 2015. MONOPOLY MILLIONAIRES’ CLUB Lottery Game is an entirely different online game than those games currently offered; with multiple million dollar winners and a TV game show. For years, players have been express- ing, “Why does just one person win the huge jackpot? I wish the jackpot could be split up so a large number of people could win at the same time.” MONOPOLY MILLIONAIRES’ CLUB Lottery Game will give the players what they have been asking for by creating tens to hundreds of millionaires when the Top Prize is won. The next steps will be to work with International Game Technology (IGT) regarding software changes, then have a rules hearing at the next Commission meeting to approve the EZ Match add on. Representing the Commission was Mr. Russ Hanson with Mr. Mike Rud, Representative Karla Rose Hanson, Senator Nicole Poolman, and Representative Thomas Beadle participating by telephone. Representing the North Dakota Lottery (Lottery) were Mr. Randy Miller, director, Mr. Ryan Koppy, sales and marketing manager, Mr. Matt Anderson, account budget specialist, and Ms. Sonja King, administrative assistant. Also present were Mr. LaRoy Kingsley and Ms. Ashley Eggl from KK Bold. Approval of Minutes Commissioner R. Hanson made a motion to approve the minutes of the April 16, 2019 meeting. Commissioner Beadle seconded the motion. The motion passed 5-0. Overview of Player Research Mr. Kingsley and Ms. Eggl presented the findings from the 2019 ND Lottery Research Survey. The survey included Lottery Player Habits and Interests. There was not a drastic change in playing habits since the survey in 2013. KK Bold recommends continuing to offer a variety of both high odds/lower prizes and low odds/higher prizes to attract both groups of lottery players. In the interest area, players felt it was important to play games that were easy to understand and within a few miles of their homes. KK Bold recommends continuing to focus on ease of play and close to home messaging by promoting the Players Club, Pick & Click Online Play, and mobile app. In the Players Club Awareness and Benefit awareness section, a 300% increase in Players Club membership and a 200% increase in Players Club awareness indicates the strides towards increasing awareness have been successful.

Organization On November 5, 2002, North Dakota citizens approved a constitutional amendment by nearly two-thirds majority vote that enabled the state to participate in multi-state lottery games. The 2003 Legislative Assembly passed a law, effective April 4, 2003, that created the North Dakota Lottery as a division within the Office of Attorney General. The law restricts the Lottery to only conduct online games, while the Constitution restricts the Lottery to only conduct multi-state games. In-state lotto games, instant ticket games, video games, and pick 3 or 4 numbers games are prohibited. The Lottery is responsible for administering, regulating, enforcing, and promoting the state’s lottery. The Lottery’s goal is to provide a service to the citizens of North Dakota and, while considering the sensitive nature of the Lottery, promote games, and ensure the integrity, security, and fairness of its operation. Evans, Department of Economics Modern lotteries in the United States are run exclusively by state governments. In many cases, states establish separate lottery agencies to administer and promote the games. One statutory duty of many lottery agencies is to maximize the net revenue of the games, hence, all agencies engage in advertising. There is however constant pressure from state legislatures to reduce advertising budgets because of the concerns about the efficacy of advertising in increasing sales, as well as the distaste for the state government’s promotion of lottery. Existing literature suggests that the marginal effectiveness of advertising decreases as the quantity of advertising increases. To provide empirical evidence on whether an additional advertising dollar increases lottery sales, we examine quasi-experiments in three states (Illinois, Washington, and Massachusetts) where advertising budgets of state lotteries were exogenously curtailed by the state legislature. We find that the elasticity of advertising is 0.07-0.16, suggesting that a one-dollar decrease in advertising spending could cost the state government $9-10 of the net revenue at the margin. Contrary to the belief of some legislatures that state lotteries spend too much on advertising, our results suggest that they may advertise too little in terms of maximizing the profit. Out of the thirty-eight states with lotteries, sixteen earmark lottery profits for primary and secondary education. Given the fungibility of money, economists have questioned the effectiveness of the earmarking policies.
