China's Dual Circulation Economy
THE SHRINKING MARGINS FOR DEBATE OCTOBER 2020 Introduction François Godement This issue of China Trends started with a question. What policy issues are still debated in today’s PRC media? Our able editor looked into diff erent directions for critical voices, and as a result, the issue covers three diff erent topics. The “dual circulation economy” leads to an important but abstruse discussion on the balance between China’s outward-oriented economy and its domestic, more indigenous components and policies. Innovation, today’s buzzword in China, generates many discussions around the obstacles to reaching the country’s ambitious goals in terms of technological breakthroughs and industrial and scientifi c applications. But the third theme is political, and about the life of the Communist Party: two-faced individuals or factions. Perhaps very tellingly, it contains a massive warning against doubting or privately minimizing the offi cial dogma and norms of behavior: “two-faced individuals” now have to face the rise of campaigns, slogans and direct accusations that target them as such. In itself, the rise of this broad type of accusation demonstrates the limits and the dangers of any debate that can be interpreted as a questioning of the Party line, of the Centre, and of its core – China’s paramount leader (领袖) Xi Jinping. The balance matters: between surviving policy debates on economic governance issues and what is becoming an all-out attack that targets hidden Western political dissent, doubts or non-compliance beyond any explicit form of debate. Both the pre-1949 CCP and Maoist China had so-called “line debates” which science has seen this often turned into “line struggles (路线斗争)”: the offi cial history of the mostly as a “fragmented pre-1966 CCP, no longer reprinted, listed nine such events. -

Ethiopia PM Abiy Ahmed wins 2019 Nobel Peace Prize https://www.bbc.com/news/world-africa-50013273 The 2019 Nobel Peace Prize has been awarded to Ethiopian Prime Minister Abiy Ahmed who made peace last year with bitter foe Eritrea. He was awarded the prize for his efforts to "achieve peace and international cooperation". Abiy Ahmed became Ethiopia's prime minister in April 2018 Mr Abiy's peace deal with Eritrea ended a 20-year military stalemate following their 1998-2000 border war. He was named as the winner of the 100th Nobel Peace Prize in Oslo, where he will receive the award in December. It is worth some nine million Swedish crowns (about £730,000; $900,000). Following the announcement, Mr Abiy said he was "humbled and thrilled". "Thank you very much. It is a prize given to Africa, given to Ethiopia and I can imagine how the rest of Africa's leaders will take it positively to work on [the] peace-building process on our continent," he added in a phone call with the secretary of the Norwegian Nobel Committee. A total of 301 candidates had been nominated for the prestigious award, including 223 individuals and 78 organisations. There had been great speculation over who would win the prize, with climate activist Greta Thunberg widely tipped as the favourite. Under the Nobel Foundation's rules, nomination shortlists are not allowed to be published for 50 years, and the organisation says any speculation ahead of the announcement is "sheer guesswork". What has Abiy Ahmed done? After becoming prime minister in April 2018, Mr Abiy introduced massive liberalising reforms to Ethiopia, shaking up what was a tightly controlled nation. -

I utilize the disaggregated Chinese aid data for the fact that distinct forms of aid flows may differ in their capability to induce recipients to vote for China’s favor. USCC Hearing China’s Military Transition February 7, 2013 Roy Kamphausen Senior Advisor, The National Bureau of Asian Research Introduction This statement is submitted to the U.S.-China Economic and Security Review Commission to address issues related to the transition to the new top military leadership in China. The statement addresses the composition of the new Central Military Commission, important factors in the selection of the leaders, and highlights salient elements in the backgrounds of specific leaders. The statement also addresses important factors of civil-military relations, including the relationship of the People’s Liberation Army (PLA) to China’s top political leadership, potential reform of the military-region structure of the PLA, and the likely competition for budget resources. Composition of the China’s New Central Military Commission As expected, new Chinese Communist Party general secretary Xi Jinping was appointed in November 2012 as the Central Military Commission (CMC) chairman. Additionally, army general Fan Changlong and air force general Xu Qiliang were promoted to positions as vice chairmen of the CMC—Fan from Jinan Military Region commander and Xu from PLA Air Force commander. Other members of the new CMC include General Chang Wanquan, who will become the next Minister of National Defense when that position is confirmed in early spring 2013; General Fang Fenghui, chief of the General Staff Department (GSD), who previously had been Beijing Military Region commander since 2007; General Zhang Yang, director of -

Hong Kong as a proxy battlefield Insights for Intra-Party tensions? Zhang Xiaoming 张晓明, the director of the State Council Hong Kong and Macau Affairs Office 国务 院港澳办, was replaced a few days ago, as vice-director of the small leading group of the same name, by the current Minister of Public Security, Zhao Kezhi 赵克志. That said, it seems Hong Kong’s issues run deeper than just a few personnel appointments. Is the special administrative zone becoming a proxy battleground for opposing political forces inside the Party? The timeline and people involved suggest that parts of the ongoing crisis might have been made by design by outgoing political networks amid the anti-corruption campaign. From the selection of Carrie Lam 林郑月娥, the underpinnings of the Hong Kong and Macau affairs system, to the bid for the London Stock Exchange, there is more than meets the eye. The “Manchurian” Candidate and the Jiangpai From the beginning, the opinion was that Madame Lam would be a short-live replacement for Liang Zhenying 梁振英. Carrie Lam, who actually joined the protest – even for a brief moment – for universal suffrage back in 2014, stayed close to the negotiation with Beijing, unlike some of her counterparts who were refused entry in Shenzhen back in 2015. She then became one of the favorite faces of the administration, especially in late 2016, when Liang Zhenying1 announced he would not be running for re-election.
