Scope Note

The papers of Frankie Muse Freeman (1916- ) lawyer, U.S. Civil Rights

Commissioner, and author, are in 11 series: personal papers; correspondence; speeches by

Frankie Freeman; Frankie Freeman law practice; Sorority, Inc; United

States Civil Rights Commission (USCRC); writings by others; subject files; newspaper

clippings; photographs and audiovisual material. The bulk of the collection is composed of

U.S. Civil Rights Commission hearings and other printed materials, and information on

Delta Sigma Theta Sorority, Inc. and other organizational affiliations both series covering the

years of 1950 - 1980 roughly.

Also evident in the collection is documentation of her legal practice and its work with the National Counsel of Negro Women and the St. Louis, Missouri chapter of the

NAACP. Discrimination in areas of gender, race, age and housing were topics of particular note during the legal career of Freeman. The subject files contain an abundance of national,

regional and ad hoc organizations that utilized interdisciplinary efforts to expose and uproot

discriminatory practices in Missouri. Her legal career and quest for social justice span

more than fifty years as a practicing attorney.

There are a number of speeches and writings by Freeman which provide insight into her unique position as an African American woman lawyer.

Scope Note continued

In 1964 she was the first woman appointed by President Lyndon Johnson to the U.S.

Commission on Civil Rights, a post where she served for sixteen years. She received several honorary degrees from institutions such as: , University of

Missouri St. Louis, , Washington University in St. Louis and Howard

University. The papers were donated by Frankie Freeman November 7, 1983.

Biographical Sketch

November 24, 1916 Born Marie Frankie Muse in Danville, Virginia to William Brown Muse and Maude Beatrice Smith Muse.

1936 Earned an undergraduate degree from Hampton Institute, Hampton, VA.

1947 Earned a J.D. from Howard University Law School, Washington, DC

1948 Opened her own law practice, Freeman, Whitfield, Montgomery and Walton, after being denied entry to various firms.

1949 Joined the NAACP Legal Defense Fund counsel team.

1954 Served as lead counsel on Davis et al v. the St. Louis Housing Authority ending racial discrimination in St. Louis public housing.

1959-1962 Served as NAACP president of the St. Louis, MO branch.

1956-1970 St. Louis Land Clearance and Housing Authorities initially as associate general counsel and leaving as general counsel.

1964-1979 Appointed to the U.S. Civil Rights Commission by Lyndon B. Johnson. Reappointed by , and .

1977-1992 Served on the Trustee Board of Howard University.

1979-1981 Appointed Inspector General for the Community Services Administration by President Jimmy Carter.

1981 Removed from the Community Services Administration by .

1982 Founder of the Citizens Commission on Civil Rights with 15 other Federal government employees.

1990 Inducted into the National Bar Association's Hall of Fame.

2007 Inducted into the International Civil Rights Walk of Fame.

Series Description

Series A: Personal Papers Box 218-1 This series contains biographical information on the life and career of Frankie to box 218-2 Freeman. Her biographical sketches contain narrative information which gives a complete portrait of her early life, as well as, her ascent to the Commission on Civil Rights. There is a wealth of news clippings Freeman maintained throughout her professional life.

Series B: Family Papers Box 218-2 This collection of items document the Muse family through genealogical charts/trees. The annual family reunion and Christmas gather’s at the Freeman household give insight into the family life. There are fraternal and personal material on husband Shelby Freeman and daughter Shelbe (Freeman) Bullock.

Series C: Correspondence Box 218-2 Correspondents include Sadie T. Alexander, Wiley Branton, Jimmy Carter, to box 218-4 William (Bill) Clinton, Lorenzo Greene, Patricia Roberts Harris, , Maynard Jackson, Lyndon & Lady Bird Johnson, John Kennedy, , Genna McNeil, Dovey Roundtree. The correspondence document her professional work as an attorney, Commission for the USCRC and community activist

Series D: Speeches & Writings by Frankie Freeman Box 218-5 These documents contain presentations and thoughts of Freeman from her to box 218-6 earliest in 1950 throughout the 1980s. Freeman’s thoughts on gender, racial equality, housing and education provide a unique perspective on national issues as experienced in middle America.

Series E: Law Practice Firm Box 218-7 This series is a glimpse into the legal practice Freeman opened in 1948 in to box 218-11 response to being unable to locate employment after completing law school. Her practice initially focused on custody, divorce and probate/estate cases. Information on the Wellington Homes public housing matter in St. Louis is well documented. There is a sub-series on St. Louis Housing Authority where Freeman served as legal counsel.

Series F: Delta Sigma Theta Sorority, Inc. Box 218-12 This material covers Freeman’s leadership in the sorority. Elected national to box 218-15 president in 1967-1971, Freeman sought to expand the organizational focus t to include social justice issues such as inequality in housing and education. There is a sub-series on the Delta Teen Lift which involved working with young adults organized under Freemen’s administration.

Series G: United States Civil Rights Commission Box 218-16 This series is the largest and most comprehensive aspect of Freeman’s to box 218-37 professional work. The items here represent a composite portrait of her work with the Commission. During her tenure, Freeman focused on issues of housing and equality. Hearings of note from areas are San Francisco, , Denver, Colorado, Tampa, Florida, Hawaii, Chicago, Illinois, Louisville, Kentucky, Baltimore, Maryland, Boston, Massachusetts St. Louis Missouri. Subject matters pertain to women, Native , housing, voting and age/race discrimination. Also of note are the administrative records from the 1960s to the 1980s.

Series H: Organizational Affiliation Box 218-38 Files include national and ad hoc organizations where Freeman held to box 218-40 membership and/or served on the Board of Directors. For example, Urban League, NAACP, National Association of Educational Broadcasters, National Counsel of Negro Women and the International Year of the Woman.

Series I: Writings by Others Box 218-41 This series includes information about women, housing and racial equality. to box 218-42 There are writings by persons such as Loren Miller, Clinton Hoggard and A. Philip Randolph.

Series J: Subject Files Box 218-43 This series contains various subjects, groups and individuals of professional interest to Freeman. There are subjects such as affirmative action and housing, as well as, groups like the Knights and Daughter of Tabor. The St. Louis civic society is represented very well.

Series K: Newspaper Clippings & Audiotapes Box 218-44 Items include articles from national and regional newspapers and magazines, to box 218-45 pertaining to professional and personal interests of Freeman. Housing, racial equality, education and women are leading issues that encompass the research and professional areas of Freeman’s files.

Series L: Photographs Box 218-46 Images consist of Freeman and her career with the USCRC and Delta Sigma Theta. There are also items from the Delta Sigma Theta Sorority such as Teen Lift and film, “Count Down to Kusini.” Of interest is a photo album from the Chinese government documenting Freeman’s visit.

Series M: Oversize items Box 218-47 This series contains audiovisual items, oversize photographs and a sketch of to box 218-48 Freeman. Of particular note is an 1983 address delivered by Freeman at Howard University’s Convocation.
