Mankato Regional Airport Commission Meeting Minutes – January 24Th, 2018 Mankato Regional Airport Commission Meeting Minutes – January 24th, 2018 Call to Order: The meeting was called to order at 7:00 AM by Chairperson Dave Pfeffer. Present: John Barsness, Dave Pfeffer, Thomas Rieff, Jerry Underwood, Tom Peterson, Jon Guentzel, Jason Ceminsky, Absent: Bryce Ballard, Fred Lutz, Roger Hoppe, Reggie Reed, Mark Knoff Guests: Kevin Baker, Vance Stuehrenberg, John Peterson-TKDA, Dan Sherer- TKDA, Marcus Watson-TKDA. Introductions: of Members and Guests present. Minutes: The minutes for the November 28th, 2017 meeting were approved. Old Business/Reports: (1) Airport Operations - Kevin Baker, Airport Manager • A new Box Sign has been ordered to replace the one that was damaged in the recent aircraft accident on the airfield. • The City has ordered a multi-purpose tow-bar for larger aircraft. North Star is participating in this endevour by purchase the additional attachments for different size airplanes. • The Commission meeting was delayed a day, do to the recent snow event. +/- 13 inches fell on the Airfield. The Airfield was closed for a time being on Monday. Cleanup operations are mostly complete and current conditions are rated “Good”. • The number of Hanger Lease has increase by 4 over the past 2 months. See Attachment below. (2) Mankato Public Works/City Engineer – Jeff Johnson • (3) Airport Development – Jason Ceminsky • Terminal remodel discussions are ongoing with City Staff, NorthStar Aviation, and Minnesota State University. • No injuries were report in the recent landing accident and attempted go- around. The FAA is investigating the situation. • The Terminal Conference Room has been repainted, new carpet installed and wainscoating placed around the bottom of the room. Very nice improvement. • A new TV has been installed in the pilots lounge. • Super Bowl preparations are in there final stages. Expectations are that there will be 20 aircraft using the facility. Additional equipment for deicing and refueling have been brought in to assist. This is still a 50% increase over last year’s flight numbers. • Classes are back in session. • 30 Aviation Students graduated last semester. (6) Mankato City Council – Mike Laven • (7) Blue Earth County – Vance Stuehrenberg, Board Member • Updated the Commission on recent Blue Earth County activities. (8) Minnesota Valley EAA Chapter 642 – John Barsness • The Annual EAA Flight Breakfast has been scheduled for the 3rd Sunday in August on the 19th. • John distributed an informational brochure on “Intercept Procedures” and “Temporary Flight Restrictions”. (9) Civil Air Patrol – Dwight Tostensen • (10) Adopt An Airport – Thomas Rieff • Nothing at this time. (11) Multi-Modal Transportation Committee – Thomas Rieff • A M-M meeting was held last November 28th to discuss the 2017 Community Investment Projects and the Adams and Roosevelt Circle Traffic Control. • Tha January meeting was held yesterday at 4:30 to discuss the Blue Earth Street School Zone and the 4th Avenue Petition – Request for No Parking Both Sides. The ICASS meeting was held December 3-6 in Las Vegas. Mark Knoff, Fred Lutz, and Jason Ceminsky attended. The MN Air Spectacular received the following good news on their application for a Jet Team in 2019. The Free Press Dec 4, 2017 MANKATO — Mankato officials got the news they were hoping for Monday: The U.S. Air Force Thunderbirds would appear at an air show at the Mankato Regional Airport June 15-16, 2019. The air shows can't happen without a premier precision flying team to draw crowds, so the announcement by the Thunderbirds was essential for the 2019 event to occur. The show will be the first in four years. The city previously hoped to hold a show every third year but couldn't land the Thunderbirds or the U.S. Navy's Blue Angels for 2018. The Thunderbirds were the star attractions at Mankato air shows in 2015, 2003 and 1999. In 2012, the Blue Angels appeared as the headlining act. The Minnesota Air Spectacular is a production of North Star Aviation, the city of Mankato, the Verizon Center and the Mankato Regional Airport Commission. Details on other aerial performers and ground displays will be released in coming months. The Thunderbirds also will be performing in Fargo and Sioux Falls in 2019 with the Blue Angels slated to fly in Duluth. New Business: 1. John Peterson, Dan Sherer, and Marcus Watson with TKDA presented an overview of Phase One of the Airport Master Plan to the Commission. See attachments below.     TRANSPORTATION I. INTRODUCTION AND PURPOSE The purpose of the Transportation Chapter is to provide direction for the City, land owners and developers on street improvements and new infrastructure to support growth. This Chapter provides the framework for decisions regarding the nature of street improvements necessary to achieve safety, adequate access and mobility. The primary goal of this Chapter is to establish local policies, standards, and guidelines to implement the future street network that is coordinated with respect to county, regional, and state plans in such a way that the transportation system enhances quality economic and residential development within the City of Lonsdale. To accomplish these objectives, the Transportation Chapter provides information about: The functional hierarchy of streets and roads related to access and capacity requirements; Existing and potential deficiencies of the existing arterial-collector street system; A future arterial-collector street system capable of accommodating traffic as the city grows; Access management policies and intersection controls; and The importance of pedestrian/bicycle trail and sidewalk system along the roadway system. II. EXISTING TRANSPORTATION SYSTEMS 1. Transportation System. The existing street system within Lonsdale consists of minor arterial, collector and local streets. Jurisdiction of these roadways consists of state, county, and city owned facilities. The Existing Transportation Classification System is depicted on Map 9-1. The Future Functional Classification System Map is illustrated on Map 9-2. Additional information on roadways within the City is included in Sections III through VIII of this Chapter. 2. Air. Lonsdale has access to air transportation with several airports within a one hour radius of the city.

The State of Minnesota, through the gas tax and license fees, collects funds to be used to construct and maintain the State’s transportation system. Most of the funds collected are distributed for use on the State’s Trunk Highway (TH) system, the County State Aid Highway (CSAH) system and the Municipal State Aid Street (MSAS) system.
