DiRectORAte Of PlANt PROtectiON QuARANtiNe & StORAGe, fARiDAbAD Directorate of Plant Protection, Quarantine & Storage was established in the year 1946 on the recommendation of Woodhead Commission, as an apex organization for advising the Government of India and State governments on all the matter related to Plant Protection. The Directorate is headed by Plant Protection Adviser. Plant Protection strategy and activities have significant importance in the overall crop production programmes for sustainable agriculture. Plant protection activities aimed for minimizing crop losses due to pests through integrated pest management, plant quarantine, regulation of pesticides, locust warning & control and also training and capacity building in plant protection. Mandate To popularize adoption of integrated pest management (IPM) through training and demonstration in crops inter-alia promotion of biological control approaches in crop protection techonology. To ensure availability of safer and effective pesticides through regulatory measures under the Insecticides Act, 1968. To prevent introduction of exotic pests inimical to Indian agriculture by implementation of Destructive Insects and Pests Act, 1914 supported by Plant Quarantine Order (Regulation of Import into India), 2003. To advise and assist the union government on all matters including international obligations related to plant protection. To keep watch and control over locust in scheduled desert area. Monitoring pesticides’ residues at national level Field Stations Under Dte. of P.P.Q.&S. 35 CIPMC, Bhubaneswar 3. bRief NOte ON ceNtRAl iNteGRAteD PeSt MANAGeMeNt ceNtRe, bhubANeSwAR Government of India has established Central Integrated Pest Management Centre in each State and one Union Teritory throughout the country under Directorate of Plant Protection, Quarantine and Storage, Faridabad; Ministry of Agriculture & Farmers Welfare, Department of Agriculture and Co-operation & Farmers Welfare. One such centre is located in Bhubaneswar to provide IPM activities in agriculture, agricultural pest surveillance and bio-agents production for the farming community of the State of Odisha and is functioning since May 1991. Since May 1991 by merging Central Surveillance Station (CSS) ,Central Plant Protection Station(CPPS) and Central Bio-control Station (CBCS) CIPMC was established, this centre has made significant contribution in transferring the IPM technology with the concept of “Believing by seeing”& “Learning by doing” which is more suitable to farming community where education is less. More emphasis is given in organizing Farmer Field Schools (FFSs) in Rice, Vegetables, Pulses, Oilseeds, Sugarcane and Coconut which is field oriented and totally different from traditional training methods i.e. class room lectures. Besides these two days and Five days long Orientation Training Programme (OTP) - a short duration Human Resource Development Programme on IPM is also given emphasis for disseminating the IPM technology to the farmers, two Season Long Training Programme (SLTP) were also conducted during 2010 &2015 for State Agriculture and Horticulture Extension Functionaries. This centre is making all efforts to encourage IPM technology among the farming community to promote sustainable growth and attain profitability with minimum adverse affect on environment. So far the centre has successfully organized 769 Farmers Field Schools in Rice, Vegetables, Pulses, Oilseeds, Sugarcane, Fruits and Coconut and trained 23230 farmers and 3174 Extension functionaries ,NGOs ,KVKs ,Bhubaneswar -OUAT ,of State Agriculture Department .etc stitutesnICAR iin IPM approaches. In order to promote IPM technology this centre has actively collaborated with the State Department of Agriculture, Horticulture, Orissa University of Agriculture & Technology, Krishi Vigyan Kendras, Non-Governmental Organizations, Coconut Development Board, National Horticulture Board and ICAR Institutes such as Central Rice Research Institute, Central Tuber Crop Research Institute, Central Horticulture Experimental Station, Directorate of Research for Woman in Agriculture and also participated in seminars/workshops/exhibitions for popularizing IPM technology in Odisha. 4. PRiORitY AReAS ObjectiveS Of ceNtRAl iNteGRAteD PeSt MANAGeMeNt ceNtRe, bhubANeSwAR The IPM activities are being undertaken by this centre with the following objectives:- 1. Popularization of IPM among farming community by different indigenous local specific management practices along with nationally established methods suitable for the area. 2. Conducting pest surveillance and monitoring to assess insect pests, diseases, weeds and rodents situation. 3. Mass production of biological control agents for releasing in the farmers fields. 4. Conservation of natural bio control agents present in the area by educating farmers and adopting some scientifically approved technologies like GAP, Ecological Engineering, mulching, intercropping, border cropping etc. 5. Promotion of Bio-pesticides, Botanicals as an alternative to chemical pesticides. 6. To play a facilitating role in dissemination of IPM technology among the agricultural extension workers and farmers of state of Odisha. 7. Human resource development in IPM by imparting field oriented training to extension workers and farmers through farmers field schools (FFSs) approach. 8. Conducting FFSs through KVKs/SAUs/ICAR institutes to develop capacity building at farm level. 9. Conducting short duration training programmes (two and five days) for progressive farmers / pesticides dealers / NGOs / students. 10. Conducting season-long training (SLTP) programmes on major agricultural/ Horticultural crops for extension workers of the states agriculture cum horticulture department/SAUs. 11. Minimize environmental pollution arising out of indiscriminate use of hazardous chemical pesticides and chemical fertilizers by educating farmers cum agril. Extention fuctionaries. 12. Maximum crop production with optimum use of inputs to contain the residue limits of hazardous chemicals in food products. Activities of Central Integrated Pest Management :Bhubaneswar ,Centre 1. Surveillance of different insect-pests, rodents, weeds and diseases of major field cum horticultural crops and their natural enemies is being done by conducting fixed/rapid roving surveys at regular intervals in predetermined as well as new survey routes. 2. Popularization of Integrated Pest Management (IPM) technology among state Agriculture Department Extension Functionaries and farmers by organizing IPM-Demonstrations-cum-training programmes in farmers’ fields. 3. Joint efforts with the State Agriculture Department are being made for successful implementation of the 100% seed treatment cum Grow Safe Food campaign and e-Pest surveillance Programmes. 4. Mass rearing of different biological control agents in the laboratory and their subsequent release in the farmers’ fields. 5. Advise appropriate, judicious and safe use of agro-chemicals to minimize residue limit in food products and environment. 6. Providing Weekly/Monthly Pest Disease situation of the State to the Central Ministry through video conference organized by the NIC, Bhubaneswar. 7. Regular Sampling of chemical pesticides from manufacturers / dealers / distributors / retailers premises and subsequent forwarding of
