Day 1 - Morning

II. INTRODUCTION SPEECHES by Roland Psenner – President Eurac Research

The importance of the project for EURAC

by THOMAS PHILIPP STREIFENEDER, Head of the Institute for Regional Development at Eurac Research

4

Good morning ladies and gentlemen, welcome to the final conference of the project PlurAlps - Enhancing capacities for a pluralistic Alpine Space.

My name is Thomas Streifeneder and I am the head of the Eurac Institute for Regional Development, which worked on PlurAlps in the person of Miriam Weiß and Cristian Dalla Torre. Thank you very much for your commitment to this project. But I would also like to thank the Lead Partner Robert Moosbrugger for the not only professional but also very sympathetic work as coordinator of this project, for creating a good and friendly mood in the group. You really did a great job.

PlurAlps is the first project to analyse migration and integration issues within the Alpine Space Programme. It therefore has a pioneering character. I think it is important that this issue continues to be dealt with at international level. I am therefore pleased to inform you that, as part of the H2020 project Matilde – Migration Impact Assessment to enhance integration and local development in European rural and mountain regions, we will be working with 15 partners on this topic over the next three years and will also be bringing it into public discourse through other projects.

However, we at the Institute for Regional Development are not the only ones dealing with migration and integration issues. The Institute for Comparative Federalism and the Institute for Minority Rights also research the topic from a different perspective. This multidisciplinarity and interdisciplinarity is summarized in a migration report, which will inform about the situation and developments in South following the example of the climate report. It will be published next year.

I would like to highlight the exemplary activities carried out during the project, such as the Alpine Pluralism Award to make visible innovative integration projects in the Alpine Space to increase public awareness and provide inspiration and the conception and realisation of a film project on communal welcoming culture that we will see later. Project partners and external stakeholders have elaborated a White Paper with political recommendations for the local level.

5

If we speak of influencing the public discourse on migration, awareness raising and the development of bases for decision-making, then it is interesting to see which terms are used when it comes to the integration of refugees and migrants. PlurAlps, with its focus on a welcoming culture, also has a special role here, because in many cases this term is avoided. Instead, the development of a professional reception culture or integration culture, technical terms that do not show a positive humanist commitment, is often used.

In a modern novel from 2018, 'Nenn mich November' ('Call me November') by Kathrin Gerlof, the migration theme is also described in the setting of a small village and I will quote from it to show you how it is done there (270ff): "The men (of the militia or vigilante group that had been formed in the village before the arrival of the strangers) run to the asylum and stand by the fence. There is light in the barracks, which are now called accommodations. White light that has nothing in common with the light in the houses of the village. The men see two women who are black as night, and other men who are not all black. They would have liked the world to come to them differently. Not in the form of these strangers, who probably had no choice. But they also have no choice, and that makes them a little angry…amazed how easy it is to be angry with someone you don't know… Three men hesitantly run in their direction and stop five meters in front of the fence. The men behind the fence stare at the men in front of the fence. Nobody says anything. Nobody's comfortable with it. A man from the militia sends a good evening over the fence that finds no response. Why should they, the strangers don't understand a word… Then one of the strangers says good evening, turns around and goes back to the barracks."

I don't want to go into the question of whether this is a successful or a bad, cliched portrayal. This is only an example, in which way in a very successful and by critics very well reviewed German contemporary novel the topic 'Foreigners' and 'Locals' is illustrated. Science and art by means of novels play a considerable role when it comes to the perception of themes relevant to the society as a whole. However, science and art have the task of presenting new perspectives and complex and difficult realities. Therefore, PlurAlps is very important but an examination of the PlurAlps theme in contemporary prose could provide

interesting insights, too, because millions read these books.

I wish all participants an interesting closing event!

The Field Visit will be organized in Terzolas-Malè, where it will be possible to enjoy the splendid autumnal mountain landscape of Val di Sole (Trentino). We will stay at a former convent of the Capuchin Friars dating back to 1894, now transformed into an accommodation facility, which has always been a place of meeting, training and cultural promotion, set on a promontory in a panoramic position in the heart of Val di Sole, at the entrance to the Stelvio National Park. The visit will be an opportunity to present the pilot project carried out in Trentino through the presentation of videos and testimonies of some of the protagonists, in particular of Eliyassa, a young shepherd from Gambia who integrated his African pastoral skills in the local agricultural techniques. We will visit the ethnographic museum "Museo della Civiltà Solandra", which collects objects and tools of material culture, testimonies of the traditional activities of the local population: agriculture, forestry, cheese making, craftsmanship and displays an accurate reconstruction of the domestic environments. During the field visit an interactive experiential exhibition "Escaping from Syria" will be showcased.
