A comprehensive plan is a living guide of goals that shapes the direction of the community’s preservation and development activities and establishes community development oriented policies. The plan defines and documents vision and aspirations and outlines a roadmap to assist the community in making decisions about its future. The vision outlined in the plan can prompt examination of regulatory guidelines to ensure compliance with stated goals and actions within the plan. A comprehensive plan is broad in scope, examining the existing physical, social and economic characteristics, but it seeks to apply this knowledge to the future. It speaks to various issues in general terms, but it also makes specific recommendations. The comprehensive plan is, in part, a factual report that examines how the past has led to the present, as well as a report that can be used to chart the path into the future. Factors such as a growing population, changing demographics, and the ever-increasing influence of global economics all complicate planning for the future while making it all the more necessary. Regardless of where a community is or how successful it has been in the past, change is an inevitable factor in the life-cycle of any municipality. In short, the foundation is constantly shifting. Moon Township has experienced decades of success: from high quality housing to excellent recreational amenities and desirable corporate employment centers. However, as the community moves forward, resident and business needs, desires and preferences are evolving along with demographic shifts and regional factors such as the growth of the oil and gas industry. For example, people increasingly desire better connectivity through their neighborhoods and to schools, parks and shopping via amenities such as sidewalks, trails and bike paths/lanes. Most people also want the jobs, tax revenues and civic amenities that growth and development can provide. They do not want to strain municipal budgets, exacerbate traffic or lose quality open space. To address these desires, the Moon Township Comprehensive Plan carefully balances future land use patterns, public costs, municipal revenues, natural resource protection, civic amenities, traffic improvements and community character in relation to one another. The integration of these resources is based on a thorough understanding of the community’s capacity to support future development and exhaustive analysis of demographic, socio-economic and physical factors. The components of this plan are interconnected by a symbiotic relationship; each individual component deals with an assortment of quality of life issues and establishes a set of policies to guide the protection and use of those resources. Stefani Reply to JA-30 Attn of: Assistant Inspector General for Auditing To: Federal Highway Administrator Federal Transit Administrator This report provides the results of our baseline reviews of four projects identified as “mega” projects. Mega projects are those projects estimated to cost over $1 billion or having congressional interest. The specific objective of this review was to provide information on the current status, estimated cost, funding sources, and completion schedule, as well as to identify outstanding issues that may affect each project. Our baseline reviews are also intended to enable us to perform more timely audits of those projects experiencing cost, financing, or scheduling problems. The four projects reviewed were: • Miami (Florida) East-West Multimodal Corridor Project; • Gowanus (New York) Expressway Project; • California State Route 210 Project (formerly State Route 30); and • Monongahela/Fayette (Mon/Fayette) Expressway Project in Pennsylvania and West Virginia. RESULTS-IN-BRIEF Our review disclosed that sufficient funding to complete three of the four projects has not been identified. The planned $1.5 billion transit line from the Palmetto Expressway to the Port of Miami (the major component of the Miami Multimodal Corridor project) has been placed on hold. The $2.5 billion Mon/Fayette Expressway from Morgantown, West Virginia, to Pittsburgh, Pennsylvania, is being built in usable segments as funds become available. The Gowanus Expressway project in New York, which includes a viaduct from 6th Avenue and 2 65th Street to the Brooklyn Battery Tunnel, is in its early stages of design.

    SUPPLEMENT dated January 28, 2020 to OFFICIAL STATEMENT dated January 16, 2020 $234,320,000 PENNSYLVANIA TURNPIKE COMMISSION TURNPIKE REVENUE REFUNDING BONDS consisting of $179,100,000 and $55,220,000 First Series of 2020 First Series of 2020 (Federally Taxable) (Federally Taxable) Sub-series A The purpose of this Supplement is to amend and supplement certain information contained in the Official Statement dated January 16, 2020 (the “Official Statement”) relating to the above-referenced bonds (collectively, the “2020 Bonds” or the “Bonds”). Terms used in this Supplement have the same meaning as in the Official Statement unless specifically otherwise defined herein. This Supplement should be read in conjunction with the Official Statement in its entirety. 1. On page 28 of the Official Statement under the caption “CERTAIN RISK FACTORS—United States District Court for the Middle District of Pennsylvania” a new paragraph is added at the end of the subsection. The inserted paragraph reads as follows: “On January 27, 2020, the United States Supreme Court denied the Trucking Plaintiffs’ petition for a writ of certiorari asking the Supreme Court to review the decision of the Third Circuit. Owner Operator Independent Drivers Association, Inc. et al. v. Pennsylvania Turnpike Commission et al., cert. denied (U.S. Jan. 27, 2020) (No. 19- 762). This denial by the Supreme Court means the Court has decided not to hear the case, which is favorable to the Commission in that it leaves undisturbed the favorable decision of the Third Circuit. The Supreme Court rules permit a party who has been so denied to file a petition for a rehearing of such denial, to be filed within 25 days after the date of the order of denial; but the grounds for such a petition for rehearing are limited to intervening circumstances of a substantial or controlling effect or to other substantial grounds not previously presented.” 2.
