Flood Contingent Plan (2021) Office of Deputy Commissioner Kapurthala. e-mail – [email protected] Preface District Flood contingent Plan for the year 2021 has been prepared by compiling the data and information supplied by different departments. The object of this plan is to meet the flood contingencies by coordinating and synchroning the men and material resources available with different departments and achieve the desired results with regard to saving the life and property of the people in the need of hour. The major thrust of this plan is to formulate a methology for effective management and identify the crisis events that have a degree of probably sufficiently to require their inclusion in the plan. The comprehensive plan incorporates a continuum of at least four identifiable faces of emergency management- mitigation, preparedness, response and recovery. Each of these phases represents a dynamic set actions flowing into the next. Only together do they make up the full scope of a legitimate, valid system of emergency management. District Profile Kapurthala district is in many ways an unique and harmonious blend of the glorious past, pulsating present and a promising future. What is probably the single most significant historical event of this region is the Enlightenment of Guru Nanak sahib in the year 1499, while bathing in the Bein rivulet, in the little town of Sultanpur Lodhi. The 550th birth Anniversary of Shri GuruNanak Dev Ji was celebrated last year at Tehsil Sultanpur Lodhi with great devotion and fervour. The Pb. Govt has stated various development projects in the city. Tehsil Sultanpur Lodhi is conveniently connecting to major cities both within and outside Punjab through a vide network of roads. Sultanpur Lodhi is a historical town, is developing as a heritage town on the principle of smart city. The heritage complex at Sultanpur Lodhi “PIND BABE NANAK DA” has been established as a tourist spot. Kapurthala has the distinction of being one of the historical town with history spanning over 7 centuries. Kapurthala has richest man made heritage in the state of Punjab largely influenced by the French architecture. It is the only district in the state, which does not have contiguous/compact boundary. Kapurthala located in the Doaba region has high degree connectivity with other important cities including Jalandhar and Amritsar. The road network of LPA region consists of 6 Major District Roads (MDRs), 3 Other District Roads (ODRs) and 4 Scheduled Roads. Narrow roads within the urban limits pose numerous problems in traffic and transportation. The town lacks air transport facility as the nearest airport is in Amritsar, which is 75 kms away. [DRO/DRA(T)] Page 1 Major factors leveraging the growth of town include Rail Coach Factory in Hussainpur, Urban Estate, Science City, PTU, and NIRE. Major factors hindering its growth are its location away from the NH1 and its close proximity to Jalandhar. The work force participation rate of Kapurthala is placed at 35%. Kapurthala is better placed in terms of housing with number of houses placed at 19452 as against 15488 households. 92.5% houses are pucca, whereas only 7.5% are semi pucca and katcha. No. of urban poor are placed at 18187, constituting 1/5th of the town population. Slum population is located in 22 slums spread over different parts of the town. The town has a rich wealth of heritage in terms of Jagatjit Palace, Panch Mandir, Jagatjit Club, Moorish Mosque, Elysee Palace, Darbar Hall, Shalimar Garden, Royal Cenotaphs, State Gurudwara, Jubilee Hall, State Guest House, Ghanta Ghar, Jallowkhana, Mir Mazar, etc. [DRO/DRA(T)] Page 2 Town has also rich natural heritage in terms of Kanjli Wetlands. Location Location of Kapurthala District in Punjab Kapurthala, which was formerly a princely state is one of the smallest districts of Punjab both in terms of area and population. Further the district is divided into two non-contiguous parts viz. Phagwara block in one part and the remaining four blocks in the other part. Kapurthala - Sultanpur Lodhi part lies between north latitude 31° - 07' and 31° - 22' and east [DRO/DRA(T)] Page 3 longitude 75° - 36' while Phagwara lies between north latitude 31° - 22' and east longitude 75° - 40' and 75° - 55' The Phagwara block which lies on the National Highway No 1 is industrially much more developed than the remaining Kapurthala. The district has three sub-divisions/ Tehsils (1) Kapurthala, (2) Phagwara and (3) Sultanpur Lodhi. It is at a distance of 415 Kms from Delhi,21 Kms from Jalandhar and 169 Kms from Chandigarh. It is well connected by road. A national highway, NH 1 (GT Road), passes through the district. Nearest Airport is RajaSansi Airport, Amritsar at a distance of 75 kms. REGIONAL SETTING Kapurthala district has a dubious distinction of being divided into two distinct parts separated by a distance of 32 km, posing numerous administrative and developmental problems. Despite the fact that NH 1 passes through both the segments, major portion of the district remains inaccessible by it. There is no direct link to the major urban settlements of Kapurthala district from NH 1. Further in the regional context, Kapurthala being close to Jalandhar metropolis has adversely affected the overall development of this town.
