    THE BUILDING OF A NEW CHURCH DEDICATED TO SAINT JULIAN IN 1682 Eugene F. Montanaro When Achille Ferres wrote his Descrizione Storica Delle Chiese Di Malta E Gozo (1866), he recorded of the village of Saint Julians, somewhat summarily: La sua primitiva chiesuola e antichissima, fabbricata verso if 1580. Essa pero venne riedificata nel1682 .1 Though quite remarkably accurate, Ferres' s account does not provide specific source notes, and cannot therefore be regarded as authoritative. In this short study I shall attempt to place on record for the first time, archival material concerning the building of a new church at Saint Julians in 1682. The relevant documentation tends to confirm Achille Ferres's unequivocal assertion that this new church was in fact built on the site of a humble chapel. THE SUPPLICA The licence (called a faculty) to demolish the existing chapel dedicated to St. Julian and to rebuild a larger church, was obtained from the competent ecclesiastical authorities on 2 March 1682. The necessary permit was granted in answer to a supplica, or petition, submitted to the Bishop of Malta by Don Mario Haxixa and Domenico Gat, procuratori della Ven. Chiesa sotto titolo diS. It includes thirteen localities – Ħ’Attard, Ħal Balzan Birkirkara, il-Gżira, l-Iklin, Ħal Lija, l-Imsida, Tal- Pietà, San Ġwann, Tas-Sliema, San Ġiljan, Santa Venera, and Ta’ Xbiex. The Region has an area of about 25km2 and a populations of about 130,574 (2017) which constitutes 28.36 percent of the population of the country. This population occupies about 8 percent of the whole area of the Maltese Islands which means that the density is of around 6,635 persons per km2. In epoca medievale, durante il dominio aragonese (1283-1530), Mdina o la Città Notabile come era allora conosciuta, fiorì e prosperò come il principale insediamento urbano dell’isola. Tuttavia, con l’arrivo sull’isola dell’Ordine di San Giovanni, nel corso del XVI e XVII secolo Mdina declinò e perse la sua preminenza politica ed economica a vantaggio della nuova “Città dell’Ordine”, Valletta. Questo contributo esamina l’impatto del terremoto del 1693 sulla città e l’impegno profuso dalla Chiesa locale nell’opera di ricostruzione nel tentativo di consolidarne il prestigio di antica sede episcopale. La ricostruzione della vecchia cattedrale medievale e la nuova edificazione del palazzo vescovile, e più tardi del seminario, fu parte integrante di una impresa architettonica che il Capitolo della cattedrale condusse con l’obiettivo di rafforzare la sua presenza all’interno della città. Tuttavia nel 1722, con l’elezione del Gran Maestro portoghese Anton Manoel de Vilhena (1722-1736), l’Ordine di San Giovanni dimostrò per la prima volta un reale interesse a intervenire entro la città murata. Vilhena avviò un vasto programma di rinnovamento urbano, riconfigurando tutta la zona di ingresso di Mdina, con la costruzione in stile barocco dell’imponente Palazzo Magistrale e Corte Capitanale e della Banca Giuratale.

    BUILDING SCIENCE AND PROFESSIONAL ETHICS IN NINETEENTH-CENTURY ECCLESIASTICAL ARCHITECTURE IN MALTA Lino BIANCO∗ Abstract. This article addresses architectural practice in the nineteenth century through a case study in ecclesiastical architectural history, namely, the Mosta Rotunda, based on primary sources written by the architect. A public technical commission was appointed to assess the design’s structural feasibility, especially with regards to the suitability of local stone to build a domed roof. With respect to professional conduct, an incident involving unsuitable work carried out in the architect’s absence and his robust response reinforces the architect’s responsibility for ensuring on-site masons executed their assignment as directed. The incident also highlights that if the client insisted upon alterations that did not match the architect’s design, the architect would be free to officially relinquish his position as the professional liable for the project. Introduction After Suleiman I drove the Order of the Knights Hospitallers of St John out of Rhodes, the Spanish King Charles V handed them the Maltese Islands in 1530. They made the archipelago their domain, with Italian as the official language. Their rule came to an end in 1798, when the sovereignty of the islands was handed over to the French Republic. The French stay in Malta, though brief, was marked by landmark political and social reforms, including the abolition of feudal rights and privileges and the abolition of slavery. Public primary and secondary education was introduced and the university was replaced by an “École Centrale” with eight chairs, all scientific in nature, covering disciplines ranging from stereometry to physics and chemistry.
