Achievements in relation to policy directives and strategic outcome-related goals Government, through the GCIS, remains committed to empowering South Africans with relevant information that enables them to access government services to improve the quality ! " ` legislative responsibility by producing and disseminating relevant information to the target $ " ! % ! An increase in political activity and greater civil-society activism over a range of issues created a fast-moving and complex communication space. The sluggish economic growth, international ratings downgrade, higher unemployment and challenges around crime contributed to a ' $ ' ''
Through this heightened and challenging environment, the GCIS had to work much harder to ensure government’s voice was prominent and that government campaigns were still T ! '* '
Through our coordination of the Izimbizo outreach programme we ensured unmediated, face- '' + $ $ ' * * * directly with the public to listen to their fundamental concerns, especially about service- delivery issues.
The department continues to build and to sustain partnerships with strategic stakeholders, including the media, in order to accentuate its mandate. During the period under review, the GCIS provided strategic leadership and communication support in the planning and implementation of major government campaigns across all clusters. This forms part of our ' / 5 " T '' levels.
